John Steenhuisen, die nasionale minister van landbou, het Donderdag op sy beurt bevestig dieSuid-Afrikaanse regering sal die volle koste van die inenting van veekuddes teen bek-en-klouseer dra. Die verklaring, uitgereikdeur dienasionale departement van landbou, verduidelik verder en sê landbouprodusente sal geen kostes verhaal vir entstowwe toegedien as deel van die nasionaleveldtog teen diebek-en-klouseer-uitbrekingsnie.

Volgens die departement word honderdduisende diereweekliks ingeënt, soos gestreefword om teen Desember 2026 80% van die land se veekuddes te laat inent.

Steenhuisen het sy waardering teenoor veeartsenykundiges en betrokke rolspelers wat met die uitrol vandie program help, uitgespreek.

“Onswil graag die staats- en private veeartsebedank wataan die voorpunt van die inentingsveldtogwerk; so ook organisasies soos die Melkprodusenteorganisasie (MPO) vir sy samewerking en ondersteuning om die land se vee- en landbousektor te help beskerm,” voeg hy by.

This according to Adv Cindy Abdol from the National Prosecuting Authority (NPA).

On Thursday(26 February) Abdol was keynote speaker at the launch of the amendments in the Western CapeEducationDepartment's(WCED)Abuse No More Protocol held at the Cape Winelands Education District Office in Worcester where she addressed various school representatives.

Abdol's responsibility is to manage all sexual offences andgender based violence related matters forthe BreedeValley,Witzenberg andLangebergsub districts.

According to her the department is in terms of the Abuse No More Protocol trying to makeiteasierfor teachers to see where they fit in in addressing gender based violence matters when it arises at their schools, familiesorextended friendship circles.

Abdol says that, according to theamended Sexual Offences Act32of2007 (SORMAA), adultshave aduty to report if they have knowledge, suspicion or reasonable belief that avulnerable person is avictim of sexual abuse in terms of Section 54 of the Act.

She says achild under the mental and biological age of 18 years is considered vulnerable.

Abdol says if achild reportsasexual offence committed against her or him to an educatorthe matter should not be "sorted out" in the principal'soffice. According to her thatisnot howitisdone.

"The NPA is heavily involved withthe Education Department in ensuring that this protocoltells you exactly what is expected of you in terms of legislation.

"If you do notcomply with thelegislation then you could potentially be prosecuted in termsofthe SexualOffences Act when it comes to your duties.

"We have aduty to ensure our childrens' constitutionalrights are protected and the law must see to it that it is protected."

VULNERABLEPERSONS

Abdol says afemale under theage of 25 years who studies at atertiary institution is also considered vulnerable.

She says if awoman who falls into this category gets raped, goes for medical attentionand tells the healthpractitioner assisting her she is not goingtoreport the matter to the police, the health practitioner has aduty to report the matter.

"If the health practitioner does not report the rape, he or she is committing acrime because they have knowledge of acrime that was committed."

Abdol says the same duty to report does notapply to for example a21year oldfemale whogets raped on her way to work.

She does not have to report thematterif she does not want to.

The definition of whoisconsidered "vulnerable persons" in terms of theAct, determines which cases must be reported to apoliceofficial.

According to her, persons 60 years or

older that receivesupport services other than by afamily member, as well as those withintellectual and sensory disabilities are also considered vulnerable.

"Youcan be criminalised for not reporting asexual offence against avulnerable person. "If you fail to report thematter you can be fined or sent to prison forfive years. The person made areport to you. That was acry for help. If you are not a witness and not thefirst report witness there is alikelihood that you will not be called to testify. The act has adisclaimer to protect you.

"It says theperson who reported the matterdid so in good faith, so they will not be held liable -criminal or civil."

According to Abdol, School Governing Bodies also have adutytoreport these sexual offence matters committed against children.

'HAVEMYBABY'

"The employer must makesure that any person who is employed at their school's name is not contained in thenational register for sexual offenders.

"If the employer fails to comply, he or she can be held liable.

"The person who is employed at the school must provethat his or her name is not in thenational register for sexual offenders."

Abdol says anew offence in theAct is that of sexual intimidation. It relates to a threat being uttered or conveyed to aperson that there is areasonable, imminent belief of harm to thevictim.

According to her these threats include for example 'I want to havesex with you," "Youcould havemybaby...", being said by amuch older person in an aggressive or threatening manner.

"Imagine saying stufflike those to a10, 11 or 12 year old, that childcouldbelieve they are about to be harmed

"So when achild makes areport around that it could potentially be acriminal offence already and that criminal offence can be sexual intimidation –whether it is verbal or via social media.

"If areport to you is made, acriminal case can be opened."

According to Abdol theage of consent to engage in aconsensual sexual relationship is 16 years old and this is not gender specific. She saysthe rateofchildpregnancies is also very high.

"If you have apregnant childunder the age of 16, that is already aprima facie crime. There is now adutyonyou to report themattertothe police."

Abdol goes further by saying there is also adutytoreport if you suspect achild is avictim of human trafficking –not only for sexual but for economic purposes for example working on farms.

"Youhave adutytoreport if you see a child being abused or maltreated at home.

"Child labour practises can also be regarded as aform of abuse forexamplea 13- or 14 year old that is forced to work."

Abdol says themanner in which to report all these forms of abuse is to report it to thepolice or to fill out Form 22 forthe social worker.

"The WCED's Abuse No More Protocol that was launched, gives educators theexact manner in which to do their reporting in terms of thelaw."

Wesbank Sekondêr in Malmesbury het onlangs ’n veteraan-leerkraggegroet met Alexandra Saundersseaftrede ná 43 jaar by die skool.

Saunders,wat in Malmesbury gebore en getoë is,het kort ná haar onderwysstudiesinKaapstad in 1983 by Wesbank begin skoolgee: “Wesbank Sekondêrhet destyds net graad 8en9aangebied;daarna moes leerders vir matriek oorgaan na Schoonspruit Sekondêr toe. Ek het ook my matriek só gekry.”

Sy was ’n jong onderwyseres toeouers en leerkragte saamgespan en hulle daarvoor beywer het dat Wesbank Sekondêr ’n volwaardige hoërskool word. “En kyk net wat’nmooi gebou het Wesbank tans,”sê sy trots.

Hoe byt ’n geskiedenis-onderwyser 43 jaar lank vas? “Dis die leerders watmy daar gehou het! ’n Mensraak lief vir elke kind. Die ondersteuning van en groei saam met my kollegas was ook kosbaar.

“Al is ons skool en sommigekinders se omstandighedepartykeer moeilik,isons motto‘Vasbyt en styg uit’. Ons het ’n kultuur van mekaar ondersteun; mekaar deur moeilike tye dra.”

Haar moeilikste uitdaging was die tyd rondom die pandemie.“Toe kry ek en my man, Jonathan,tegelykCovid. Ek het gesond geraak, maar hy is in Julie 2021 oorlede. Dit was baie traumaties! Jonathan waslanger as 20 jaar die skoolhoof by Riverlands Primêr en die ruggraat in ons gesin.Hyhet álles vir my gedoen; ek kon eintlik netskoolhou.Ekhet násydood ernstiggebidendie Here gevra om my en ons twee kinders, Brandon en Romy, deur te dra. Ek het ook gebid vir krag om so lank as moontlik skool te hou en Hy hét

“Na Jonathan se dood was my kollegas se ondersteuning vir my goudwerd. Die leerders besef dit nie, maar sommige dae, as ek so moedeloos en hartseer was, het hul glimlagte,geselsies en inloer by my klas my tree vir tree deurgedra.”

Deesdaekyk sy terug na haar loopbaan van groei as mens en onderwyser, na kurrikulumveranderinge en lewenswyshede watsyenhaar kollegas langs die pad geleer het. Sy is dankbaar vir elke kollega en skoolhoof saam metwie sy gewerk het. Verder hoop sy elke leerder sal aanhou mik vir topprestasies: “Werk hard, laatdie lig tot saans laat brand, moenie slaplê nie.”
