Action plan for baboons Yaseen Gaffar

he City of Cape Town has announced a targeted action plan to capture and relocate a baboon troop frequenting the Gordon’s Bay urban area, primarily around Mountainside and up to Gordon’s Bay Primary School. The plan was presented at the Ward 100 Baboon Activity Meeting at Strand Town Hall on the evening of Wednesday 26 August. Chaired by Sarah Rushmere from the City’s stakeholder engagement department, the meeting included key municipal representatives, including Biodiversity Management manager Julia Wood, Coastal Management manager Gregg Oelofse and the director of Spatial Planning

and Environment, Robert McGaffin. Wood stated that the City’s vision is the complete removal of baboons from the Gordon’s Bay urban zone. She highlighted that urban environments harm the animals through junk food consumption and lead to frequent conflicts with pets, among other risks. The announcement of the relocation plan was met with enthusiastic applause from those in attendance. Elana Kellerman, site co-ordinator at Steenbras Nature Reserve, outlined the broader context, noting four main baboon troops in the western Kogelberg area alongside one occasional visiting troop. Management is complicated by multi-jurisdictional land boundaries along the urban edge, spanning City, provincial and private land. Continues on page 2.

 Continues from page 1. Urban incursions are predominantly food-driven, as baboons roost on high ground and descend into neighborhoods to feed on household refuse, fruit trees and vegetable gardens. Incursions are aggravated by intentional feeding and low public awareness of waste management duties under the Integrated Waste Management Bylaw (2016), Animal Keeping Bylaw (2021) and CapeNature Ordinance. Between January and December last year, the City’s baboon reporting hotline recorded 50 complaints of baboons on private property in Gordon’s Bay, 30 waste complaints and 10 home invasion attempts. Out of 123 total logged concerns, 54 focused on action plans, 18 on human safety and 15 on pet conflicts. Leveraging strategies from multi-year operations in the Cape Peninsula, municipal officials outlined the following timeline for the relocation of the troop: • From September to October this year, a national specialist consultant will be appointed to deliver a finalised capture plan as the City currently awaits permit approval from CapeNature. • During October and November, the City will execute cage-capture of the Gordon’s Bay troop and relocate them to another part of Steenbras Nature Reserve, after which they will conduct an intensive threemonth monitoring period, backed by a 12-month ranger presence. • From November onward, they will relocate returning animals continuously (using darting if necessary) and maintain waste education. Officials addressed past management hurdles, including virtual fences that failed when baboons remained on the urban side, ranger limitations on steep terrain and baboon-proof bins from 2013-’14 that broke or faced tender delays. The municipality’s proposed strategy carries specific operational risks, including equipment delays, and relocated baboons may attempt to return immediately. If animals become “trap shy,” staff must switch to darting, a slow technique restricted to individual animals. Regarding long-distance relocation, McGaffin explained that moving animals far outside their region involves complex legal and environmental barriers, making local containment in the reserve area the practical approach. Oelofse noted that while living near nature requires baseline tolerance, property damage crosses acceptable limits. “People and baboons cannot coexist [in urban areas]; we have to make difficult management decisions,” he pointed out. In response to questions about immediate relief, Wood emphasised that the City hotline is dedicated to tracking sightings rather than interior home removals. She urged residents to baboon-proof their properties and consider electric fencing as interim measures until the relocation is executed.

Another shot for spicy bird Jalapeño the penguin is on track to return to the wild after surviving a devastating injury on Gordon’s Bay Main Beach in July. He was rescued on Friday 3 July after a suspected seal attack left his right leg degloved from below the flipper to the foot. A community member spotted Jalapeño on the beach and reported him to the Southern African Foundation for the Conservation of Coastal Birds (SANCCOB)’s emergency line before staying by his side until help arrived. First responder Taryn Flee rushed to collect a rescue box and headed straight to the shoreline in front of Trawlers restaurant. Upon Flee’s arrival, she found the juvenile penguin on the rocks, barely moving. She prepared the box for comfort and then used it to secure the bird. Despite his condition, Jalapeño still

showed a fighting spirit as he nipped at Flee. That’s how he earned his spicy name. A driver was dispatched from SANCCOB’s offices in Table View, transporting the bird to be admitted into quarantine and to receive emergency surgery. After extensive surgery, anaesthesia, a blood transfusion and repeated wound cleaning over the following days in what SANCCOB describes as “touch and go,” the African penguin pulled through, defying the odds. The injury was critical. Degloving injuries can quickly lead to infection and necrosis, and for a critically endangered species like the African Penguin, every bird counts. Two months later, Jalapeño is closely monitored and making steady progress. It is expected that after a long rehabilitation, he will eventually be released into the wild. But this isn’t Jalapeño’s first brush with fate. It was later discovered that the penguin was no stranger to SANCCOB. He had been previously released at De Hoop Nature Reserve in Potberg and had been thriving in the wild before the devastating injury. This twice-saved penguin is now getting a second shot at life. The fact that rehabilitated penguins such as Jalapeño are surviving and breeding in the wild offers hope for the species’ future. SANCCOB, whose mission is to conserve seabirds, has made the African Penguin its flagship species. The organisatuon said the rescue was possible thanks to teamwork through a vigilant bystander, trained first responders, the organisation’s world-class veterinary team, dedicated staff and volunteers. “It takes many hands and every little action counts,” Flee points out. “Wildlife should be free and we need to

respect the environment.” There are six SANCCOB-trained first responders ready to respond to emergencies in the Helderberg. A 28-year old mother and her six-month-old baby died in one of two fires that swept through the Helderberg in the early hours of last Wednesday (26 August) morning, leaving 16 people displaced.

She added that this demonstrated the officers’ commitment to tackling the issues that affect women, with help from City of Cape Town’s Metro Police who assisted with the stops and searches. The operation was led by Colonel Jacolize Fleischmann, station commander of Somerset West Police Station, and was seen as a major success. Vehicles were brought to a halt to bring visibility to a major societal issue and to allow women officers to stand in solidarity with women affected by GBV. Women in blue from the Khayelitsha policing sub-district held a roadblock on the N2 in Strand to conclude National Women’s Month and raise awareness about gender-based violence. The roadblock was held on Tuesday 25 August by the sub-district’s Women’s Network just after the intersection of Broadlands and Mondeor roads and the N2. Women officers from all nine stations in the sub-district handed out pamphlets on domestic abuse. “We want to show that the stations in the sub-district have an open door policy when it comes to victims of GBV,” said Sergeant Tembakazi Moiqekeni, chairperson of the Women’s Network.

The infernos broke out in Nomzamo and Macassar within two hours, with crews responding to the second blaze just 15 minutes after containing the first. The fatal fire started just before midnight on Tuesday 25 August at Wag ’n Bietjie informal settlement off Richmond Street in Nomzamo. Jermaine Carelse, spokesperson for the City of Cape Town’s Fire and Rescue Service, said crews from Strand, Sir Lowry’s Pass and Somerset West fire stations attended the blaze after a call at 23:45. By 01:20, firefighters had extinguished the fire, but not before six structures were destroyed and around 12 people were left homeless. Provincial police spokesperson Captain FC van Wyk confirmed Lwandle police

have registered an inquest docket for investigation following the deaths of a 28-year-old woman and sixmonth-old baby. “Members of the Fire and Rescue Service were called to the scene and managed to extinguish the fire. In the process, they found two bodies burnt beyond recognition, while the 58-year-old grandmother survived with burn injuries,” Van Wyk said. Police confirmed that the deceased was a mother and a daughter pair. The cause of the fire is not known and police do not suspect foul play. Within 15 minutes of containing the blaze in Nomzamo, the Fire and Rescue Service received another call about a house alight in Jolene Simons Road in New Macassar Village at 01:35. “The first crew arrived on the scene at 01:40 and by 02:20 the fire was extinguished,” Carelse said. The blaze destroyed one informal structure and partially damaged a formal dwelling, displacing four people. No injuries were reported. The cause of the Macassar blaze is also unknown.

Council admits to major collapse Yaseen Gaffar Following community concerns regarding riverbank instability and halted infrastructure progress along the Geelsloot in Somerset West, the City of Cape Town officially confirmed that a major culvert beneath Aberdeen Road collapsed following severe weather earlier this year. The confirmation comes as a follow-up to reports highlighting residents’ and environmental advocates’ frustration over riverbank erosion and structural setbacks affecting the area’s infrastructure (“Contrasting claims emerge over Geelsloot sewage rehabilitation progress”, DistrictMail & Helderberg Gazette, 29 July). Providing clarity on the incident, Zahid Badroodien, Mayoral Committee member for Water and Sanitation, explained that the structural failure was triggered by torrential weather. “The collapse of the culvert beneath Aberdeen Road occurred following the excessive rainfall experienced in May,” Badroodien said. “The resulting high stormwater flows caused erosion and undermining of the culvert structure, which led to its failure.” In response to the collapse, municipal authorities have established a dedicated joint task team to manage the rehabilitation. The repair initiative will be executed as a collaborative effort between the City’s Catchment, Stormwater and River Management (CSRM) and Road Infrastructure Management (RIM) branches. The required repairs are extensive and will include stormwater pipe replacement and extension, headwall reconstruction, channel reshaping and the installation of comprehensive erosion-protection measures to prevent future failures. According to Badroodien, the project will

commence between October and December, subject to the finalisation of planning and procurement processes. RAINFALL-RELATED DAMAGE “Timing the works for the drier period will reduce the risk of further rainfallrelated damage and minimise potential disruptions during construction,” Badroodien noted. The final cost of the repairs has not yet been determined as detailed designs and scope evaluations are still underway. Addressing concerns over how the incident impacts broader municipal works in the area, the City emphasised that the repair of the collapsed culvert is an independent intervention and does not halt or alter the broader Geelsloot Upgrade Project. Officials say the failure serves as a clear indicator of the urgent need for infrastructure upgrades. “It does highlight the importance of doing the planned Geelsloot Upgrade Project, intended to improve the capacity and resilience of the stormwater system and reduce the risk of similar failures and impacts during significant rainfall events,” Badroodien said.

Mediation to end taxi dispute Formal mediation talks to resolve the deadly taxi route dispute began on Monday (31 August), following a wave of violence that has claimed at least five lives in the Helderberg since June. The provincial Department of Mobility announced the talks after meeting with the provincial leadership of the South African National Taxi Council (Santaco), affected regions and primary associations last Monday (24 August). The meeting aimed to address heightened tensions on the Khayelitsha-Somerset West route. The parties agreed to participate in mediation to resolve the conflict and prevent further violence. The mediation comes less than two weeks after two men were murdered in Lwandle on Thursday 20 August (“Two killed in taxi violence,” DistrictMail & Helderberg Gazette, 27 August). The killings

are part of a wave of taxi violence across the Helderberg since June, linked to the ongoing route dispute between the Cape Amalgamated Taxi Association and the Cape Organisation for the Democratic Taxi Association (Codeta). The violence has persisted, despite the Western Cape High Court handing suspended sentences to Codeta and 23 individuals last month for defying court orders (“Taxi: Courts clamp down,” 29 July). Muneera Allie of the Department of Mobility said they are committed to ensuring safe public transport. “Every commuter has the right to travel safely and every operator and driver has the right to work without fear,” she said, adding traffic officers will be more visibile on key routes, impound non-compliant vehicles and work with law enforcement agencies and stakeholders for stability.

Historic channel swim It is seen as the Mount Everest of open-water swimming and a 18-year-old local girl from Pringle Bay has done it.

On Sunday 23 August, Amber-Rose Berry plunged into the cold, dark waters off Shakespeare Beach in Dover, England, at 05:27, only to become the youngest South African woman to make the 33 km English Channel crossing, to Cap Gris-Nez, situated between Calais and Boulogne along the French coast. The swim, still subject to official ratification by the Channel Swimming Association, placed her well ahead of the average completion window of 12 to 14 hours. Amber-Rose’s time was 10 hours and 27 minutes, enduring jellyfish stings, fierce currents and the churning wake of a passing ship before hauling herself onto rocks at Pointe du Riden, near Cap GrisNez. She was accompanied by a pilot boat Sea Leopard, skippered by Stuart Gleeson, with observer Jon Miell on board. “It was bloody tough,” the young distance swimmer declared afterwards. This was not the first time the teen made history. At just 16 years and 77 days old, on 3 December 2023, Amber-Rose became the youngest person to complete a solo swim across False

Bay, a 33 km stretch from Miller’s Point to Rooi Els, finishing in nine hours and 40 minutes, wearing nothing more than a swimming costume and cap (“Learner youngest to cross False Bay,” DistrictMail & Helderberg Gazette, 8 December 2023). That achievement earned her a Guinness World Record. She also completed the Cape-to-Robben Island crossing twice, the first time at age 13. Amber-Rose’s English Channel swim was her longest challenge to date. But it was never just about personal glory. Her “Believe in What You Can Achieve” campaign raised more than R112 000 for the Ukukhula Institute in Makhanda, which provides scholarships and living-expense support to disadvantaged student athletes from the

Eastern Cape to study at Rhodes University. “Raising opportunities for fellow student athletes helped motivate me through the ordeal,” Amber-Rose said of the gruelling swim. The timing of her achievement carries a special significance. Her crossing came exactly 100 years after Gertrude Ederle became the first woman to swim the English Channel in 1926, and in South Africa’s Women’s Month. Amber-Rose follows in the footsteps of another local record holder, Otto Thaning, the oldest person to complete the channel crossing, at age 73, in 2014. She trained for months under open-water swimming coach Clinton le Seuer. During the crossing a disciplined fuelling strategy kept her moving.

Event boosts animal welfare Gordon’s Bay Yacht Club (GBYC) was filled with creativity, community spirit and plenty of animal-loving generosity on Saturday (29 August) as a collaborative fundraiser for the Animal Welfare Society (AWS) Helderberg raised R5850 through ticket sales and raffles, along with a generous pile of donated items. The event was hosted in collaboration by Mindscape Art Studio, Creative Corner and GBYC , with 26 guests participating in the painting experience. Many more people came along to support the cause, buy raffle tickets and enjoy the lively atmosphere. The raffle prizes were generously sponsored by local Gordon’s Bay businesses, including Beyerskloof winemaker Anri Truter, Im Eimer, Gordon’s Bay Yacht Club, Senses Health and Skin Care Clinic and Studio 9 De Beaute. Tour guides ﬂock to Stony Point CapeNature brought tour guides and tourism operators together at Stony Point Nature Reserve in Betty’s Bay to strengthen their knowledge of the site and support more informed and responsible visitor experiences.

Nature in partnership with SANCCOB, the manual provides tour guides with information on the African Penguin colony, other birdlife, wildlife and ecosystems at the reserve and practical guidelines and key conservation messages.

The first-ever CapeNature tour guide and operator workshops were held at Stony Point on Wednesday 26 and Thursday 27 August, covering the reserve’s history, biodiversity, African Penguin colony, conservation work and responsible behaviour by visitors and tour guides. The workshops featured CapeNature representatives and conservation partners the Southern African Foundation for the Conservation of Coastal Birds (SANCCOB) and World Wildlife Fund for Nature (WWF), giving participating tour guides an opportunity to learn directly from conservation practitioners and develop a deeper understanding of the site they take visitors through. CapeNature CEO Dr Ashley Naidoo said tour guides play an important role in connecting tourism with conservation. “Tour guides are often the first point of contact between visitors and our protected areas. Giving them accurate and relevant conservation knowledge strengthens the visitor experience and helps ensure that visitors understand how to interact responsibly with wildlife and the environment.” A new Stony Point tour guide manual was also launched. REINFORCING BEHAVIOUR The resource gives guides reliable information that can be used when engaging with visitors, helping them to answer questions confidently and accurately while reinforcing responsible behaviour around wildlife. Globally, visitors increasingly seek more experiential offerings at leading attractions. This initiative responds to that shift by equipping tour guides to act as enablers of richer and more meaningful experiences that connect visitors with Stony Point’s biodiversity, conservation work and broader significance. By strengthening tour guides’ understanding of Stony Point’s history, biodiversity and conservation work, the initiative also aims to help them go beyond simply showing visitors what they can see and provide greater context on why the reserve and its wildlife matter. The strong interest from the tourism sector was reflected in the first workshop date reaching capacity within 24 hours of invitations being distributed through CapeNature’s tourism partners. The workshops form part of CapeNature’s efforts to strengthen collaboration with the tourism industry and promote responsible tourism in protected areas.

A Greek party awaits A crumbling Greek villa, a summer of parties, a colourful family with more than a few secrets and some of the biggest hits of the 1980s come together in The Party! – A Big Fat Greek Experience, opening at The Playhouse Theatre in Somerset West next week. Created by The Playhouse, with high-energy choreography by Tanya Erasmus, the production brings a cast of nearly 40 local performers together for a fully staged musical packed with comedy, powerhouse vocals and spectacular dance. At the centre of the story is Tassia, a music-loving young woman who dreams of leaving her island home to study at the Athens School of Music. Living with her colourful Greek family in her grandmother’s rundown villa, Tassia and her fun-loving cousin Eileen face what looks set to be a very long summer. Their solution is to revive the parties they remember from childhood, partly to bring some excitement back to island life and partly to raise funds to repair the ageing villa. Convincing Tassia’s formidable grandmother is another matter. A plan for a little summer fun soon becomes a succession of wildly different parties, from a Greek beach celebration to a full-blown Wild West night. Perfect weekend for Young Bafana Teams of the Young Bafana Soccer Academy enjoyed a perfect weekend, winning all nine of the scheduled matches across all age groups on Saturday and Sunday (29 and 30 August). A piece of Paarl’s sporting history will come alive once again on Saturday 26 September, when the Paarlberg Half Marathon returns to the streets and slopes of the town as part of this year’s Heritage Month celebrations. First held in 1935, the Paarlberg Half Marathon is one of South Africa’s oldest road-running events and is regarded as the country’s second-oldest road race after the Comrades Marathon. For more than nine decades, generations of runners have taken on the challenge of the Paarlberg, making the event an important part of the town’s sporting heritage. This year’s race takes on added significance as it moves to a new date during Heritage Month. The month provides an opportunity for South Africans to reflect on and celebrate the people, places, traditions and events that form part of the country’s rich history. The Paarlberg Half Marathon is itself a living tradition, having brought the local running community together for generations. The feature 21,1 km half marathon offers participants the opportunity to experience the character of the Paarlberg course, including the well-known Jan Phillips gravel road section along the slopes of Paarl Mountain. The route provides runners with a genuine challenge, while rewarding them with spectacular views across the Paarl Valley. But the Paarlberg is not only for experienced half-marathon runners.

The 2026 event also includes a 10 km run and a 5 km run/walk, making it possible for a much broader range of participants to be part of the occasion.
