Alert leads to quick rescue A quick phone call from a 61-year-old hiker who had injured her ankle at Helderberg Nature Reserve led to a successful rescue by Wilderness Search and Rescue (WSAR) on Sunday 6 September. The pensioner was descending the West Peak trail with her family when an awkward step injured her ankle, leaving her unable to continue. She immediately called the WSAR emergency number, preventing the situation from becoming more serious. While waiting for rescuers, the woman’s family kept her warm by wrapping her in additional clothing. WSAR teams, including rangers from the reserve as well as emergency personnel from the provincial Department of Health and Wellness responded to the call. On arrival, the department’s personnel assessed and treated the hiker before rescue teams assisted her onto a stretcher and carried her from the trail to an ambulance, which took her to hospital.

The service wished the hiker a speedy recovery and extended their gratitude to the dedicated volunteers and agencies who responded to the incident. They added that the incident is a reminder that even a simple misstep can quickly bring a hike to an unexpected end. This comes in the wake of search-andrescue operations following the disappearance of Rika Norris in May and Itumeleng Mekoa in July at the nature reserve. Mekoa’s body was found six days later on Friday 10 July, while a body believed to be that of Norris was found last month. WSAR has advised that carrying a charged cellphone, hiking with others and knowing the correct emergency number can make the difference when things don’t go according to plan. But the sea rescue crew were uncertain whether anyone would show up to the event when they woke up that morning. “When we woke up to howling wind and overcast weather, we honestly wondered if anyone was going to brave the elements and show up,” said deputy station commander Brian Gosling. But their worries were unfounded. Thirty Helderbergers arrived at Strand Beach ready to battle 29 km/h south-east winds for the community beach run rais-

ing funds for the station. What followed was unlike any typical charity run. As rescue vehicle sirens blasted, participants sprinted from the start line alongside 10 crew members running in full rescue kit, complete with wetsuits and lifejackets. Rescue vessel Rescue 9 Mobile sat at the start line while marshals with Rescue 9 Quad and Rescue 9 Bravo stood ready at turning points. SUPPORTIVE ANGLE “The highlight of the morning was watching the participants dart off from the start line to the blast of our rescue vehicle’s sirens, running right alongside our crew,” said Gosling. Participants chose between a 4 km or 2 km route. They could run or walk, making the event open to everyone. But it was the atmosphere that defined the day. Runners stayed after crossing the finish line to cheer on others. The crew walked alongside the final participants, making sure no-one was left behind. Some community members showed up purely to hand-deliver donations and chat with the crew. “The weather was wild, but the community spirit and support were even stronger,” said Gosling. Despite only 30 of the 96 registered participants making it, Gosling described the outcome as “outstanding”. The Shoreline Dash, inspired by Gosling’s annual 10 km run and organised by crew member Nienke de Wet, was designed to bridge the gap between the NSRI and the community. Checkers, San Francisco Spur, Reef and Bean Spoiled supported the event. Funds raised through the event support Station 9’s daily operations, from equipment and training supplies to resources needed during call-outs and training sessions. “Events like the Shoreline Dash bridge that gap by bringing us together on shore. It creates an intentional space for locals to chat with us, ask questions and build real trust with the team,” said Gosling. The station is planning more community events to strengthen these ties.

Coastal resorts still not fully ﬁxed Yaseen Gaffar Devastating storms in 2022 and 2023 have left popular coastal resorts along the Kogel Bay coastline facing an estimated R25 million repair bill to restore essential water and sewage infrastructure – a full recovery that is not feasible before the upcoming summer season. However, a temporary plan to obtain mobile ablution facilities may allow recreational usage at Sparks Bay tidal pool to open for the summer holidays. Officials from the City of Cape Town’s Environmental Management Department – including nature conservation head Roy Ernstzen, regional head Lewine Walters, and biodiversity area coordinator for Steenbras Nature Reserve Elana Kellerman – recently hosted DistrictMail & Helderberg Gazette on a site visit to assess the true extent of the damage. The extreme weather destroyed water supply infrastructure servicing Kogel Bay Resort and Sparks Bay, while completely washing away the parking area and access road at Klippies Bay. Explaining the management context, officials noted that the department assumed responsibility of five coastal facilities – Kogel Bay, Macassar, Zandvlei Caravan Park, Silwerstroomstrand, and Blue Waters – from the City’s Recreation and Parks Department in July last year, at a time when Kogel Bay’s water systems were already damaged. “Two reservoirs collapsed when the storms took place and pump stations and infrastructure were damaged or washed away above Klippies Bay,” Ernstzen explained.

“Rocks from the mountain completely transformed the area – some infrastructure simply doesn’t exist anymore. It was a major initial incident and a second storm 18 months later exacerbated the situation.” Walters said they took over management of the coastal resorts to align it with surrounding conservation areas. “Our main priority is ensuring public health and safety,” she pointed out. “While long-term infrastructure repairs will require substantial capital, our immediate focus ahead of the summer season is finding functional ways to accommodate visitors.” Due to the loss of water and sanitation infrastructure, the City officially closed Klippies Bay, Sparks Bay and restricted access to Kogel Bay Resort to permitted

parking for surfers and fishermen only. Reinstating basic water supply and sewage systems across the affected resorts – without any major upgrades – is estimated at R25 million. “The high mountain run-off from the two storms completely transformed Klippies Bay and destroyed basic support infrastructure,” said Kellerman. “To temporarily re-open Sparks Bay, we are looking at supplying trailer ablution facilities to provide ablution service for this area.” At Sparks Bay, while braai areas and building structures sustained severe damage, the tidal pool remains open and is frequently used by visitors. Permanent infrastructure rebuilds will depend on future budget allocations extending toward 2030.

Meanwhile, overnight camping at Kogel Bay remains suspended. Officials are currently investigating future upgrades for these areas, while Kogel Bay remains open for parking for fishermen and surfers only. The Steenbras River Gorge and Crystal Pools Hiking trail maintenance is currently in progress and is scheduled to open on Sunday 1 November.

Lillian Albertyn, wat die afgelope jaar as waarnemende voorsitter gedien het, is verlede Dinsdag (8 September) by Rusthof Primêre Skool tydens ’n spesiale vergadering as voorsitter verkies. Vir die ander rolle is Lisa Visser as sekretaresse en Nico Beukes as projekkoördineerder gekies. Met Albertyn se verkiesing as voorsitter het haar vorige rol as ondervoorsitter vakant geword en is ps. Danny Kleinsmidt vir die rol gekies. Die verkiesing is deur 13 van die 22 geregistreerde organisasies bygewoon. Brig. Mnoneleli Magobiyane, die kommissaris van die Khayelitsha-polisiëringsubdistrik, en Marlon Solomons, die GPF-voorsitter van die subdistrik, het die verkiesingsproses waargeneem om te verseker dat dit demokraties en regverdig verloop. Patrick “Lucky” Njozelaka, subdistrikareabestuurder vir die provinsiale departement van polisietoesig en gemeenskapsveiligheid, het die verkiesing geadministreer. Die spesiale vergadering het gevolg nadat die vorige voorsitter verwyder is na aanleiding van ’n interne ondersoek deur die Stad Kaapstad se GPF-distrik.

Die poste vir sekretaris en projekkoördineerder het vakant geword nadat die vorige ampsbekleërs uitgetree het (“CPF closer to full strength”, DistriksPos & Helderberg Gazette, 19 Augustus). Tydens die vergadering het ’n voorval egter ontstaan toe ’n poging aangewend is om ’n brief van die verwyderde voorsitter aan die verkiesingswaarnemers te oorhandig, maar hulle het geweier om dit te aanvaar. Solomons het verduidelik die voormalige voorsitter het nie die sperdatum vir appèl gehaal nie en is as gevolg daarvan

nie meer die voorsitter nie, en daarom kon hulle nie die brief aanvaar nie. Hy het ook opgeklaar dat die verwydering uit die Strand-GPF niks met ’n strafsaak teen die man te doen het nie. Die nuwe lede bring verskeie ervarings na die uitvoerende komitee. Beukes, wat in Desember verlede jaar uit die polisiediens getree het, sê hy het gehoor gegee aan ’n oproep van die gemeenskap om op die GPF te dien (“Geliefde polisieman groet ná 33 jaar”, 7 Januarie). Visser het in die gekoöpteerde rol van buurtwagkoördineerder gedien.

Al vier kantore in die Helderberg het nou gevulde bestuurstrukture. Magobiyane het ook sy tevredenheid oor die demokratiese verloop van die verkiesing uitgespreek.

Die gemeenskap van Strand het een van sy eie verloor met die dood van Brenda Roos, vir talle mense bekend as Ma B. Ná haar dood is sosiale media oorstroom met boodskappe van medelye wat beskryf het hoe Roos die gemeenskap geraak het. Sy is Maandag 7 September in die ouderdom van 62 jaar in die hospitaal in die teenwoordigheid van haar man oorlede. Haar dogter Lauren Hendricks beskryf haar ma as haar beste vriendin en ’n mens met ’n hart van goud wat vir die gemeenskap omgegee het. Ma B het haar hele lewe lank in Strand gewoon en was bekend vir haar werk by Sê Jou Sê en Wings of Hope. Sy het einde Februarie siek geword, maar het volgens Hendricks ten spyte van die pyn nooit gekla nie en positief gebly tot die einde. Ma B word oorleef deur haar man, seun, twee dogters en drie kleinkinders. Haar vier susters, saam met haar bekend as die “big ﬁve”, rou ook oor haar heengaan. Sy sal Saterdag 19 September om 09:00 uit die St. John’s Anglikaanse kerk in Vyfdestraat, Rusthof, ter ruste gelê word.

A tip-off led to the arrest of a 25-year-old man in Asanda Village on Sunday 6 September. Public Order Police followed-up on information about drugs in Tyhilani Street early that morning, said provincial police spokesperson Sergeant Wesley Twigg. “A search of the premises led to the discovery of 74 Mandrax tablets, two small packets containing tik and 15 rounds of ammunition,” he added. The officers arrested the man for possession of drugs and illegal possession of ammunition. He was expected to appear in the Strand Magistrates’ Court once charged.

No City help for baboon invasion Yaseen Gaffar A routine Tuesday turned into a nightmare for a local homeowner after a troop of roughly 10 baboons gained access to a house on Blushing Bride Street along Mountainside in Gordon’s Bay, trapping themselves inside and causing extensive damage on the afternoon of 8 September. Property owner Ria du Toit, who was away in Tzaneen at the time, was alerted by vigilant neighbours who heard sounds of destruction coming from her double-storey home while her son was out. From hundreds of kilometres away, Du Toit spent hours frantically calling emergency numbers, including animal welfare services and the municipal baboon hotline, in a desperate bid to get help to the scene. “It was a disaster,” said Du Toit. “We called the baboon hotline, but that’s just to report – there is no action. We called animal welfare and our insurance emergency lines, but no-one could help us.” The situation was eventually resolved around 16:00 on Tuesday afternoon when her neighbour Lynn le Clercq arrived at the property to assist. After Du Toit unlocked the front door remotely, Le Clercq and officers from Gordon’s Bay Security (GBSec) confronted the aggressive primates inside. “I pushed open the door and initially saw three baboons,” Le Clercq recalled. “GBSec officers banged sticks and opened windows, and about 10 baboons ended up running out of the house.” The trapped animals left behind significant destruction throughout the residence. Televisions were smashed, cupboards, fridges and freezers were torn open and emptied, and the entire interior was soiled with urine and faeces. RELOCATION PACE CONCERNS Le Clercq warned that the local baboon population has become increasingly fearless, threatening pets and forcing residents to alter their daily lives. “The big alpha baboon was incredibly aggressive, protecting its troop. We are prisoners in our own homes – we can’t even keep our windows open. I’ve had to clear all the fruit trees in my garden,” Le Clercq said. She added that while residents give

credit to the City of Cape Town for beginning the process of removing problem animals, the pace of the intervention leaves residents vulnerable. Addressing the incident, Eddie Andrews, deputy mayor and Mayoral Committee member for Spatial Planning and Environment, confirmed that baboon sightings on Blushing Bride Street were reported via the baboon hotline on 8 September. However, Andrews clarified that the City does not have an active baboon response team in Gordon’s Bay, and reports logged via the hotline are recorded for monitoring and coordination purposes rather than field dispatch. This operational standing was previously communicated during a meeting regarding the baboons with affected residents of Ward 100 last month. (“Action plan for baboons,” DistrictMail & Helderberg Gazette, 2 September). NO HELP INSIDE HOMES When asked about emergency protocols for active home invasions, Andrews said there is no City protocol to intervene inside private residences. Clarifying the purpose of the municipal hotline, he explained that the service records incidents, identifies hotspots and trends, and informs strategic management actions such as raising awareness, waste enforcement and coordinating with relevant authorities. Regarding safety measures for residents threatened by aggressive animals, Andrews highlighted that preventative safety guidelines were distributed to Ward 100 residents. The City emphasised that prevention is key. Guidelines advise residents to not feed baboons as it is illegal, to remove food attractants, to baboon-proof bins, and to install burglar bars, among other measures. Under CapeNature regulations, it’s illegal to harm, kill, capture or move baboons without a permit. Discharging a firearm in urban areas is prohibited under police regulations and unlawful firearm use may lead to criminal prosecution under the Firearms Control Act. For interim safety, the City’s current strategy focuses on reducing attractants and managing waste, while encouraging residents to continue logging all sightings on the hotline for record-keeping.

Public art adorns our walls Three walls at municipal facilities in the Helderberg have been given a pop of colour and brightness as part of the City of Cape Town’s efforts to promote art and give emerging artists opportunities. Public artworks at Sir Lowry’s Pass Library, the Gordon’s Bay Sports Ground and the Gustrouw Sports Ground are among eight projects that the City’s Arts and Culture Development Branch has facilitated in the 2025-’26 financial year. According to the City, the branch has been driving the project for the past 10 years. “These artworks show what public art can do when artists and communities are given the opportunity to create something together,” said Francine Higham, Mayoral Committee member for Community Services and Health. “Over the past year, eight new works have brought local stories, culture and creativity into public spaces across Cape Town, while giving emerging artists an opportunity to showcase their talent. I want to thank the artists and communities who contributed their ideas and helped bring these projects to life.” The eight projects brought together eight lead artists and more than 20 emerging and assisting artists, providing paid creative opportunities while bringing communitydesigned artworks into public spaces. The artwork at Sir Lowry’s Pass Library marks a milestone for the programme as its first commissioned mosaic. Developed through a community co-design process following the City’s Cool Spaces initiative, the large-scale mosaic includes painted mural elements with the artwork transforming the library facade into a vibrant public landmark. The artists behind its creation are Kerry Atherstone (lead), Charlie Vettori and emerging artists Shannon Davids, Johen Adendorf and Iman Daniels. The artwork captures the essence of Sir Lowry’s Pass,

reflecting its landscape, its people, its natural beauty and its enduring spirit. The artwork at the Gordon’s Bay Sports Ground on the corner of Roos Street and Dennehof Road was developed through a community-led design process and realised as part of the City’s public art programme. The mural celebrates the unifying power of sport and the important role that recreational spaces play within communities. For the creation of the mural, the lead artist was assisted by emerging artists Angelo Waterloo, Marquin van Aarde and Xolisile Sitwayi. At the Gustrouw Sports Ground in Strand, the freshly installed mural celebrates youth development, sporting culture and the strength of community connections formed through shared public spaces. Here the lead artist was assisted by emerging artists Waterloo, Sydney Shem Lewis and Patricia Abrahams. Artworks have also added extra colour to Blackheath Community Hall, Virginia Park in Gardens, Bryant Street Park in Bo-Kaap, Kloof Street Park and Southfield Library.

No cash for us, please The Driving Licence Testing Centre (DLTC) in Strand is one of three municipal facilities that will operate on a cashless system come Thursday 1 October. The City of Cape Town has announced the DLTCs in Strand, Brackenfell and Fish Hoek will be part of a pilot project to improve customer experience and service delivery. The other 15 DLTCs across the metro will still allow for both cash and card transactions. Said JP Smith, Mayoral Committee member for Safety and Security: “The City is moving towards more digital resources to try and improve our customer experience and service delivery in general. Cashless transactions are one such development. This pilot will determine the feasibility of such a system at all of our DLTCs. We also look forward to other possible improvements in the future to help streamline operations at our DLTCs.” All 18 centres process thousands of transactions monthly, including traffic fine payments and payments associated with learner’s and driving licence applications, driving licence card renewals or replacements, and applications for public driving permits. End of road for auctioneer Yaseen Gaffar Alf Duncan, founder of Alf Duncan Auctioneers in Strand, has broken his silence following the firm’s voluntary liquidation, revealing he had stepped back from daily management years ago and is now launching an investigation into the company’s financial collapse. Expressing heartbreak over the demise of the business he built over 40 years, Duncan confirmed he used personal funds to pay his staff their final salaries and settle claims with some affected clients. Duncan explained that his direct involvement in the business diminished significantly following the death of his wife in September 2016. While he would occasionally visit the business, he assumed the company remained on solid financial ground, particularly after relocating to its premises in Mynhardt Street, Gants Centre, six years ago, which reduced rental costs by R80 000 per month. “I’d pop in now and then and all seemed fine,” Duncan said. “When we moved into the premises six years ago, the saving on rent was R80 000 per month, so the business was in good financial standing. I don’t understand how the business went down such a hole.” Duncan claimed he became aware of serious underlying financial trouble recently, when his own salary cheques were delayed or short-paid, prompting him to look into the company’s accounts. Describing the loss of his long-standing professional reputation, Duncan said he is conducting an internal investigation to establish who is responsible for the financial downfall. “I put my heart into this business and

ASSETS SOLD OFF Addressing the ongoing liquidation process, Duncan confirmed he has already met with joint provisional liquidator Christiaan Bester, with further meetings scheduled over the next two weeks. He expressed confidence that substantial company assets, including commercial vehicles and trucks, will be sold during the liquidation process to recoup funds and pay off as much outstanding debt as possible to creditors and consignors. Duncan’s response follows last week’s disclosure that the company was officially placed into voluntary liquidation by special

Climate-change awareness honoured Sir Lowry’s Pass Library was among the winners at the Western Cape Cultural Affairs Awards at the Artscape Theatre on Wednesday 9 September, which presented the opportunity to showcase the diversity of the province’s cultural landscape, particularly in respect of cultural and linguistic heritage. The local library won the Climate Culture in Action Award for its Cool Space Pilot project, which reﬂects the innovative role libraries can play in responding to the environment and the needs of their communities. René Walker (Area East head of Library and Information Services) was on hand to receive the award on behalf of the library staff from Karen Shippey (chief director at the Department of Environmental Affairs and Development Planning). This year the awards drew nominations from 375 public libraries. Khoi hut at expo The Coachman’s Cottage Museum, on the corner of Andries Pretorius and Victoria streets in Somerset West, marks its 19th exhibition on Heritage Day (Thursday 24 September), shining a light on the history of the Helderberg basin. A special feature this year is the history of the Khoi tribes who inhabited Somerset West and the Lourens River Valley long before the Dutch occupation in 1652. The museum will display photographs, texts and artefacts from the Khoi and San era as it shaped the basin. The Khoi were migrant herders of

cattle and sheep, and the exhibition will explore their way of life. A real Khoi hut will be constructed outside the museum as one of the display’s standout features. The event runs from 10:00 to 15:00 on Heritage Day. Die Hoërskool Strand se jaarlikse gholfdag op Vrydag 4 September by die Strand-gholfklub was weer eens ’n hoogtepunt op die kalender en een van die skool se grootste geldinsamelingsprojekte van die jaar. Die suidooster het die spelers behoorlik op die proef gestel, maar niks kon die gees op die baan demp nie. Die spelers het die dag met groot entoesiasme aangepak, terwyl die putjie-borge hope energie en wonderlike gasvryheid opgedis het. Die heerlike atmosfeer en goeie luim ten spyte van die wind spreek boekdele

Season ﬁnals coming up

The home side endured a stern opening test as Bellville launched relentless early attacks. Despite long periods of defending, the Olla Boys’ disciplined defensive structure prevented the visitors from crossing the try line. Bellville eventually built a 0-6 lead through two successful penalties. Refusing to let the early deficit derail their campaign, All Saints fought back before the break when Robin Pietersen finished off a well-worked attacking movement to score a vital try, cutting the deficit to 5-6 at the interval. All Saints took complete control after the break. Dylan Scholtz slotted an early penalty to give the hosts their first lead at 8-6, before Eagan Christians crossed the

whitewash to extend the advantage to 13-6. Scholtz then added two late penalties to seal a convincing 19-6 victory. The Olla Boys will now face Vineyards RFC in the Bottom 8 final at City Park in Athlone this weekend. Vineyards edged All Saints earlier in the season, setting the stage for a dramatic rematch with silverware on the line. In Super League A action, Helderberg RFC’s President’s Cup run came to an end at City Park after a 21-15 loss to Villager in their Top 8 semi-final. Villager struck early, opening a 14-0 lead inside 10 minutes following converted tries by Thoubaan Gabriels and MC de Jongh. Berge responded swiftly with back-to-back tries by Ethan Swartland and Moaqeem Jephtha, one of which was converted, to bring the local team within two points at 14-12. However, a converted try by Reimerd Spreeth restored a 21-12 halftime lead for Villager. Berge mounted a resolute second-half effort, with Roscoe Julius kicking a penalty

Olla Boys, RU march on to last dance to trim the gap to 21-15. Although Berge held Villager scoreless the remainder of the match, they were unable to breach the defence to claim victory. Having finished fourth on the Super League A log, Helderberg now turn their attention to the WPRFU Club 7s Tournament, starting on Saturday 24 October. In Super League C, Raithby Universals ground out a dramatic 6-5 victory over Sir Lowrians RFC in Sir Lowry’s Pass to advance to the Bottom 8 final. RU took a 6-0 lead into half-time courtesy of two well-struck penalties by Jacques Steyn. Playing into a strong wind during the second half, RU maintained tight discipline under pressure, holding on for the win despite a late try by Sir Low. RU will take on Langa in the Super League C Bottom 8 final at City Park this weekend.
