Judge under scrutiny Organisation puts animals’ needs ﬁrst after long sick leave LIENTJIE MENTZ After eight years on sick leave, a Judicial Conduct Tribunal has been appointed to look into the matter of Free State High Court Judge Lepono Lekale. Judge Lekale actively served as a judge for six years before he suffered an unexplained illness affecting his eyesight. Since June 2018, he was unable to perform his duties as a judge and took sick leave. In the time since, he has submitted medical certificates to the Free State Judge President Cagney Musi, indicating that he was still unwell and not fit to resume his duties. In 2023, five years’ sick leave had been taken, and when it became clear that Judge Lekale could still not return to work, Judge President Musi approached Chief Justice Zondo for guidance on what to do. Chief Justice Zondo suggested that Musi speak to Lekale on the option of voluntarily requesting early retirement due to ill-health. Musi then spoke to Lekale, who asked to think about the suggestion. Lekale came back and told Musi that he could not take early retirement because he was advised by a traditional

healer that his ancestors simply did not allow him to take early retirement, and should he do so, he would be permanently blind. Left with no option, Judge President Musi filed with the Judicial Conduct Committee on 31 January 2025 a complaint of judicial incapacity against Judge Lekale. The Tribunal opened with a ruling on 22 July that the proceedings would be open to the public and the media in the interests of transparency. Free State Judge President Cagney Musi was the first and only witness, outlining Judge Lekale’s prolonged illness, repeated medical leave since 2018, and the circumstances that led to the judicial incapacity complaint. He also raised concerns about the impact of Lekale’s eight-year absence on the judiciary and public confidence. On the second day on 23 July, Judge Lekale testified in his own defence, explaining his medical condition, his reliance on traditional healers’ advice, and his continued belief that he would regain his eyesight. He acknowledged that his condition now appeared to amount to judicial incapacity but maintained his refusal to accept medical boarding. The Tribunal concluded the evidence and directed both parties to file written arguments before preparing its report for the Judicial Service Commission. Tribunal President Petse asked both parties to file written arguments by the end of August. Thereafter, the tribunal will submit its report to the Judicial Service Commission.

The Bloemfontein SPCA gave 700 animals a new beginning during the last year of service Zaandré Campher, chairperson of the Bloemfontein SPCA, said at the annual general meeting (AGM) on Friday 24 July every successful reunification and adoption represented a meaningful outcome for an individual animal. The AGM highlighted the scale of work done by this society during the last 12 months. The SPCA worked with 676 animals  either to reunited them with their owners or place them into new homes. A total of 298 animals were responsibly homed, comprising 164 juvenile animals placed subject to sterilisation agreements and 134 adult animals. Before placements were approved, the society completed 298 pre-home checks to assess the suitability of prospective homes. A further 378 stray animals were reclaimed by their owners, including 59 cats, 263 dogs, 55 cattle and one equine. Campher emphasised that responsible rehoming involves more than simply handing an animal to an applicant. Prospective homes are assessed, animals are matched as responsibly as possible, and juvenile animals may be placed subject to sterilisation requirements. “Our objective is not simply to move animals out of the kennels. It is to place them responsibly and reduce the likelihood that they will return to the animal-welfare system.” The society provided treatment to 2 363 animals, comprising 844 cats and 1 519 dogs. A total of 1 050 animals were sterilised during the reporting peri-

od. This included 630 animals that were spayed and 420 animals that were neutered. Sterilisation remains an important part of reducing unwanted litters, animal abandonment and the number of animals entering welfare organisations. “Sterilisation is one of the most important long-term interventions available to us. It helps prevent unwanted litters and reduces the pressure placed on animal-welfare organisations and communities.” Campher said the SPCA also conducted 69 cruelty investigation, issued 112 warnings, obtained six warrants and carried out 169 animal collections. The society had three cruelty court cases that is still pending. “An inspector cannot simply remove an animal because an allegation has been made or because somebody demands its removal. The inspector must assess the animal, establish the relevant facts and act within the powers provided by law.” Campher says the SPCA receive around 4 000 telephone calls a month. Some are repeat calls about a lost animal. The management committee is developing a complaint and enquiry ticketing system. The system is intended to assign reference numbers, link duplicate reports concerning the same incident and improve internal tracking and follow-up. “The Bloemfontein SPCA belongs to the community it serves. Its continued strength depends on the dedication of its staff and the support of the public, businesses, volunteers, donors and responsible animal owners,” Campher said.

The police in Bloemfontein have launched a full-scale manhunt for three armed suspects in connection with a house robbery and the subsequent kidnapping for ransom of an elderly couple  respectively aged 73 and 67  who reside within the Bophelong location. The suspects robbed the victims of an undisclosed sum of money. According to the police, the robbery  characterised by the assault of the victims by the perpetrators  occurred on the night of Sunday 2 August. Sgt Mahlomola Kareli, provincial police spokesperson, said the elderly couple were asleep at their home in the Bophelong location when they were confronted by three armed men who gained entry by breaking a sliding door. “The suspects demanded cash while assaulting both victims,” said Kareli. “The suspects loaded household appliances into the victims’ Suzuki vehicle and forced them into the vehicle. The suspects drove around Bloemfontein before taking them to Botshabelo, to a shack dwelling. “Once there, they locked them

inside an unknown shack while the suspects performed fraudulent transactions and digitally transferred an undisclosed sum of money from the victims’ bank accounts using the victims’ cellphones,” said Kareli. The couple was held captive from 2 to 4 August. Kareli said that on the Tuesday at about 04:00, after completing the digital transactions, the suspects drove the victims back to their residence in Bophelong, where they left them inside the vehicle and ﬂed the scene on foot. He said intensive investigations were underway into cases of house robbery and kidnapping. The police are yet to make a breakthrough and appeal for public assistance to trace the suspects, who are still on the run. Anyone with information that could possibly assist in identifying or locating the suspects is requested to urgently contact the investigative officer, Lt. Col Sias Smit of the Kopanong Detectives, on 063 692 1196; call Crime Stop on 08600 10111; or submit an anonymous tip-off via the My SAPS app.

A cupcake seems like something small, but Cupcakes of Hope Bloemfontein is out to prove that there is more to a cupcake than a delicious snack. Three events are coming up where you can share in some great fun for a good cause. With these three events, residents of Bloemfontein are banding together to offer hope, kindness, and support to children diagnosed with cancer. One family that understands how trying it can be when their child is diagnosed with cancer, is that of Barry and Michelle Lee Fon from Bloemfontein. Their daughter, Mia (13), was diagnosed with Wilms tumor (nephroblastoma), a rare type of kidney cancer, when she was 17 months old. After Michelle discovered a lump on her daughter’s body, they sprang into action and took Mia to a doctor. “Those were tough times,” Michelle remembers. They discovered Mia had tumors on both her kidneys. Her left kidney was removed along with a part of her right kidney. For quite some time after the operation, Mia had to undergo chemotherapy. Today, she is a healthy Gr. 7 learner at the St Michael’s School for Girls.

A Sip, Paint and Decorate event will take place at Mugg & Bean in Mimosa Mall Sunday on 16 August.

“She must watch her diet and drink enough water, but she is healthy,” Michelle says. Because of Mia’s cancer treatment, the family became involved with Cupcakes 4 Cancer. “When Mia fell ill, there was not all the assistance there is

today,” Michelle says. “We got involved with Cupcakes 4 Hope to support other parents and their children going through what we went through.” The events to be held in Bloemfontein in August and September will lead up to National Cupcake Day 4 Kids, celebrated on 26 September. The journey begins with Tiny Toppers  Big Impact on Saturday 15 August at the Hospice Charity Shop at the Anglo-Boer War Museum. With the theme, “Why leave a cupcake naked when you can top it with love?” participants will help create thousands of colourful cupcake toppers for National Cupcake Day. Every topper may be small, but together they create a big impact  bringing colour, joy and hope to children and families affected by childhood cancer. Trust in police can be revived COBUS STEENKAMP South Africa does not need another diagnosis of what has gone wrong in policing. Public confidence has eroded. What it needs is a credible route from exposure to reform. The Reset Agenda, announced by the acting minister of police, Prof. Firoz Cachalia, offers an opportunity to begin that work. This could be done with five focus areas, five accountable leaders and five years to rebuild respect and legitimacy. The first focus area is professional and operational competence. Public trust rests on one question: When officers arrive, can they do the job? A uniform confers authority; competence gives it credibility. The second focus area is physical readiness. Officers must pursue suspects, restrain dangerous individuals and handle firearms precisely. Their bodies are essential tools; firearms should not substitute for mobility or fitness. The third focus area is emotional regulation. Officials work under sustained pressure and exercise discretion where one poor decision can destroy a life, end a career or create enormous state liability. Yet they must show calmness, courage and impartiality without tools to regulate fear, anger, frustration or entitlement. Fourth is constitutionally driven policing. Human rights, due process, accountability and the rule of law must guide conduct rather than political expediency or personal loyalty. The police should develop peer-auditing systems to identify questionable conduct early. The fifth focus area is a high-trust police culture. It rests on willingness to serve, skills to perform, reliability and responsiveness to public safety needs. These five priorities require five named leaders. One police official should own and audit each area, report against targets and answer for progress. The National Commissioner should remain the overall custodian, supported by designated leaders responsible for professional competence, physical readiness, emotional-regulation training, constitutional compliance and organisational culture. Charl van Schalkwyk van Raubex sê die geldinsamelingsprojek vind al die afgelope 10 jaar plaas. Hy sê hy het die Lego-modelle gesien wat Leon Mentz vir Grey-kollege gebou het, en het besluit om iets soortgelyks vir vanjaar se Ryder Cup-veiling te laat maak. Leon het aan die werk gespring en ’n model van die hoofgebou, asook die naam Raubex, uit Lego gebou vir die geleentheid. Sedert 2018 het Raubex al 137 werknemers en hul gesinne wat dit nodig gehad het ondersteun en R2,74 miljoen aan Make-A-Wish bestee. Youths joining hands The youth-led Building Future non-profit organisation (NPO) in Soutpan threw its full weight behind International Nelson Mandela Day on 18 July by dedicating 67 minutes of service to a humanitarian cause in aid of a needy community.

Their contribution was in the form of donations of clothes and sanitary pads to selected residents, and the cleaning of the Boitumelo Sebothelo Library in the township of Ikgomotseng in Soutpan. Andries Ranko, spokesperson and founder, said the cleaning initiative was extended to one of the oldest local residents, Mohaniwa Emily Matini (72).

“Cleaning her residency was in the spirit of caring for older people, tying in with Mandela’s call that a society which does not value its older people denies its roots and endangers its future. It was fitting that we dedicated our time and resources to serving those in need and making a positive impact in Soutpan,” said Ranko. “We are grateful to everyone who contributed to making the day meaningful. We also appeal to businesses, government departments and other organisations to continue working together to make a positive impact in the community. “Activities we conduct reflect our commitment to caring for our community and encouraging a spirit of service, dignity, and hope,” said Ranko.

Bejaardes op spesiale geleentheid trakteer Die inwoners ouer as 80 jaar van die Gratias-aftreeoord is onlangs op ’n spoggerige geselligheid trakteer. Volgens die voorsitter van die trustees, Daan Potgieter, het die gedagte ontstaan om almal in die oord ouer as 80 jaar op ’n oggendteeparty te onthaal. Die oudste inwoner, tannie Erina Claassen, is reeds 97 jaar oud, terwyl oom Charles du Preez op 88 jaar die oudste manlike inwoner is. Hulle het elkeen ’n geskenk ontvang. Die gaste kon hulle inleef in voorlesings, mooi musiek en ’n optrede deur die gr. 6-spreekkoor van die Laerskool Willem Postma. In ’n tyd waarin dinge vinnig verander, is waardes soos respek, omgee, volharding, deernis en liefde pragtig uitgebeeld.

Mom guides daughter with ‘my vote, my voice’ TEBOHO SETENA While scores of youths are rethinking their participation in elections owing to voter apathy, Nomusa Lekhethe is determined to make her mark as a first-time voter in the upcoming South African local government elections (LGE) to be held in November. The model and pageant contestant began her journey after being influenced by her mother, Nomvuyo Masengane. During the voter registration weekend of 1 and 2 August, both checked their details at the voting station at the Lourier Park Primary School in ward 18 of the Mangaung Metropolitan Municipality (MMM). After confirming their details on the voters’ roll at the voting station, both said they were ready to go to the polls in November. “I learned that I should not entirely rely on government to make decisions for me. If the youth can get together, we can make a significant difference in South Africa. I’m encouraging young girls to be change-makers. Let’s change things to be the way we want,” said Lekhethe. She completed Gr. 12 last year. Masengane pointed out the importance of taking her daughter along on the voting journey, recalling her own worthwhile experience of voting for the first time in 2004. “The journey started by registering her when she turned 16. I took her along to show her voting procedures, what is needed, including the importance of active participation in elections. It takes a courageous step to educate young people about the importance of actively participating

in elections by voting,” Masengane explained. The experience of voting for the very first time has stuck with her. “It was a life-changing experience voting for the first time in 2004. I learnt that my vote is my voice, and voting helps bring the desired change we want as a community and how things should be run in our communities. It taught me that the responsibility does not lie with politicians but with us,” said Masengane. Masengane believes it is her responsibility as a parent, too, to educate her daughter about the significance of actively participating in elections and the power of her vote to ensure the prosperity of South Africa. She stressed that in addition to the IEC, parents must continue their role in educating their children about the importance of registering and participating in every election – which extends to national, provincial, and local government elections as well as ward by-elections.

Die 77ste nasionale kampioenskapsbyeenkoms van die Suid-Afrikaanse Sierduifvereniging is op 10 en 11 Julie op die Bloemfontein-skouterrein gehou. Op vanjaar se skou, wat deur die Wes-Kaapse en Vrystaatse tak aangebied is, het 70 deelnemers 1 230 duiwe geskou. Meer as 63 spesies sierduiwe is oor die twee dae beoordeel. Die nasionale vereniging is in 1943 in Kaapstad gestig en beslaan 10 verskillende streke. Dat sierduifskou deesdae ’n gesinsbedrywigheid is, is duidelik uit die deelnemers op die skou. PB Marais

is ’n gr. 11-leerder van die Hoërskool Trio in Kroonstad wat al die afgelope vier jaar duiwe skou. Cullem Lee, wat in gr. 8 in Potchefstroom-Gimnasium is, skou ook reeds vier jaar en volg in sy pa, Phillip, se voetspore. Inskrywings vir vanjaar se skou het van wyd gekom – van die WesKaap tot Upington, selfs Mbombela in Mpumalanga, en alle uithoeke van Suid-Afrika. Jannie van der Heever, organiseerder van die skou vanaf die Wes-Kaap, het bevestig dat die gehalte van vanjaar se inskrywings baie goed was. Vickus van Niekerk was vanjaar die hoofbeoordelaar van hierdie kampioenskap.

At a media briefing this week, Cheetahs head coach Frans Steyn indicated that there was room for improvement in all departments and stressed the need to guard against complacency, while captain Neels Volschenk underscored the importance of building mental strength and maintaining positivity. The camp warned of the hefty price of not mastering the basics and becoming complacent against the rock-bottom Bulls in the upcoming match. Sitting near the top of the table, the Steyn-led charges will look to continue their winning run while the Bulls aim to bounce back at home after a tough run of results in the Premier Division. The Cheetahs produced a dramatic late finish to claim a 31 – 26 bonus-point victory over the Stormers in Cape Town on Sunday, with Springbok scrumhalf Faf de Klerk scoring the decisive try in the closing moments. The Cheetahs fought gallantly in the second half with Volschenk having his name on the scoresheet. “It is crucial for us to secure extra points if we want a home semifinal or final,” said Volschenk. He pointed out that mental strength was crucial as the team fought to secure a vital win at the death. “We want to be better each match we play. Against the Stormers we were not as good as we were against the Griquas, to whom we lost. We do not want to be naïve about how poor we were during the game. TEBOHO SETENA A host of Free State athletes who excelled during the period 1 July 2024 to 31 October 2025 will be recognised at the Free State Department of Sport, Arts, Culture and Recreation (DSACR) annual sport awards.

Athletic prowess given due recognition LIENTJIE MENTZ The boccia star Naledi Nhlapo is the sports star of the year for the Free State Sport Association for People with Physically Disabled and the Visually Impaired (FSSAPD). This was announced at the FSSAPD Awards Function on at the Martie du Plessis School on 1 August. Naledi, a student at the University of the Free State (UFS), represented South Africa at the World Boccia Cairo African Regional Championships, winning two silver medals before claiming another silver medal at the national championships. She was also the senior female sport star of the year. The senior male sport star of the year was Lehloane Leshoro, a para-cyclist who won four

gold medals and set a South African track record at the national championships. The junior female sport star of the year is Yolanda Kabinga, who won two medals in athletics at the national championships. Brendan Warden won three gold medals and set two South African records in

para-cycling. He was named junior sport star of the year, as well as newcomer of the year. Both made their debut at the championship. Para-cycling was named sport of the year, with 13 South African track records that were set and a strong focus on coaching and development.

The event is hosted in partnership with the Free State Sport Confederation (FSSC) and will recognise the best performers across 20 categories at a ceremony to be held on Saturday 15 August at Lemo Green Park in Bloemfontein. The event recognises men and women with and without a disability who represented the Free State and South Africa. The department stated that candidates would be rewarded for keeping the passion for sport alive in the hearts of millions. This year’s awards include the categories of MEC’s Excellence award, MEC’s Lifetime Achiever award, MEC’s Posthumous award and the Sports Star of the Year award. Entries received from individuals, teams and administrators across the province’s sporting landscape culminated in the selection of finalists. Ntombizanele Sifuba, MEC for the Department of Sport, Arts, Culture and Recreation, stresses that provincial sports awards remain one of the province’s most prestigious platforms for recognising sporting excellence, resilience and discipline. “We are immensely proud of our athletes and sports officials who continue to elevate our province through passion, professionalism and innovation. Finalists for sportswoman of the year with a disability include Louzanne Coetzee and Naledi Nhlapo. Three candidates made the grade for the sportswoman of the year title. They are Lael Malherbe (World Fitness Federation), Johanita Scholtz (badminton) and Lynette Fischer (triathlon). The sportsman of the year finalists are highly talented young athletes on the national and international stage: rapidly rising rugby star Erich Visser (currently on the books of the Free State Cheetahs); the 200 m and 400 m track star Mthi Mthimkulu; and Kobus Barnard, archery veteran and the winner in 2022.
