TheFreeState DepartmentofEducation has lamented theNational ServiceDeliveryForum(NSDF)-ledshutdown protest inMangaung,citing its impactonschools in townships in Bloemfontein andBotshabeloearlier this week.

In amedia statementissuedonMonday 25 May-the firstday of the shutdown -the departmenthighlightedlow learner attendance at severalschools AccordingtoHowardNdaba,provincial spokesperson for the department, schoolsin Bloemfontein were affectedwithattendance hovering at 13%, while thoseinBotshabelo recorded63% learnerattendance Schools in ThabaNchuappearedunaffected,despitethe shutdown protesthavingbeen plannedacrossthe three townsthatformthe Mangaung Metropolitan Municipality(MMM).

“While thedepartmentfullyrespectsand recognises the constitutional rightofcitizens to raiseconcerns and engage in lawful protest, it is deeply concernedbythe extent to which teachingand learninghavebeendisrupted,resulting in asignificant lossofvaluable curriculumtime forlearners,”said Ndaba.

He said preliminaryreports receivedfromthe Mangaung Metropolitan EducationDistrictindicatedvaryinglevels of disruption acrossschools, with learner attendancesignificantly affectedin Bloemfontein -specificallyinMangaungtownship and Heidedalschools

“InMangaung township schools, learner attendance stood at 13%, with 5280 learners attendingout of 38 110 enrolled. Educator attendance remainedrelativelystableat69%, representing860 outof1248 educatorsreportingfor duty.

“Similarly,schools in Heidedalrecorded13% learner attendance,with 2226 learnersattendingout of 17 631 enrolled, while84% of educators reported for duty, representing458 outof 547,”said Ndaba.

School funding still asoretopic

Theappointment of ateamofspecialists to supportprovincialeducation departments with budgeting, financial management and school resourcing is apositivestep. Siviwe Gwarube, minister of basic education, made this announcement in herbudgetspeechin Parliament on 26 May.

“Provincial educationdepartments areoften theweaklink in theeducationchain,especially in termsof finances,” says Dr Jaco Deacon, chief executiveofficer (CEO)ofthe Federation of GoverningBodies of South AfricanSchools (Fedsas) in reaction to the minister’sspeech. Earlier this month,Fedsaspointed outthat only twoprovincial educationdepartments –inthe Western Cape andNorthern Cape –paid the compulsory subsidies to public schools on time and in full in accordance with the National Normsand Standardsfor School Funding(NNSSF).

Gwarubealsowarned provinces that learners should not become the “shock absorbers” for provincial cash-flow failures,but Deaconsays this is already areality.

“Ithappens year afteryearand is an infringementuponchildren’sright to education. We cannot just leaveitatthat– thereshould be consequences for educationofficials. We cannot allowchildrentobecome the victims of incompetence.Public schools depend on this money, andtimelyand completepayments from provincial educationdepartments arerequired by law.”
