Recent actions and events in the Ohio House drew unwarranted attention. The Speaker resigned in the midst of an FBI investigation, possibly centered on him. Big news to say the least. What could be bigger? Turns out replacing him created its own firestorm. State law and House rules simply state the House can take no official action until a new Speaker is elected by the entire House. Simple enough.

the percentage of loans that are 90 days or more past due or in the process of foreclosure, dropped to 1.47% in the first quarter of 2018. The decrease in the serious delinquency rate indicates that the recent changes in mortgage debt outstanding are largely due to the increase in mortgage originations.

Homeowners’ Equity Reaches a New High Over the first quarter of 2018, the value of owners’ equity in real estate expended and hit a new high on a nominal and not seasonally adjusted basis, according to the Financial Accounts of the United States for the first quarter of 2018. This data is published by the Board of Governors of the Federal Reserve System. On a nominal and not seasonally adjusted basis, households’ owneroccupied real estate increased to $25.1 trillion totally in the first quarter of 2018, $544 billion more than the fourth quarter of 2017 and $1,674 billion more than the first quarter of 2017. The value of owners’ equity in real estate, the difference between the value of owner-occupied real estate and home mortgage debt, rose by $1.4 trillion over the past four quarters and reached $15.0 trillion in the first quarter of 2018. The blue line and the red line in Figure 1 show the changes in the aggregate market value of households’ real estate and aggregate mortgage debt, respectively; the light blue area presents the change in the ratio of owners’ equity in real estate as a percentage of household real estate from 1987 to the present. The owners’ equity share of home values increased to 59.7% in the first quarter of 2018, from 58.9% in the fourth quarter of 2017.

According to the New York Fed’s Household Debt and Credit Report, total mortgage origination volume declined by 12.9% from $491.4 billion in the first quarter of 2017 to $427.9 billion in the first quarter of 2018. Figure 2 shows that the share of mortgage originations by credit score has changed over time. Before 2007, among five categories of mortgage originations, the share of mortgage originations with a credit score equal to or exceeding 760 was less than the ones in the 720-759 credit score range, and had shares similar to the ones in the 660-719 credit score range. Meanwhile, over the same period, mortgage originations in the 620-659 credit score range and the ones with a credit score less than 620 accounted for about 9% and 11%, on average. During the past eleven years, households with the strongest credit score (760+) received the majority of mortgage originations, while the share of mortgage originations for households with a relatively good credit score (720-759) has shrunk. The share of mortgage originations with a credit score equal to or exceeding 760 climbed sharply from 24% in the first quarter of 2007 to 58% in the first quarter of 2018, widening the gap between it and the share of mortgage originations in the 720759 credit score range.

On the balance sheet of households and nonprofit organizations, home mortgages, the largest share of total household loans, had negative quarterly growth rates between the fourth quarter of 2008 and the first quarter of 2015 in response to the Great Recession, but have risen modestly since then. Over the first quarter of 2018, aggregate home mortgage debt outstanding increased to $10.1 trillion on a not seasonally adjusted basis, $280 billion more than the same period of 2017. Meanwhile, MBA’s first quarter National Delinquency Report (NDS) shows that the delinquency rate for mortgage loans on one-to-four unit residential properties dropped to a seasonally adjusted rate of 4.63% in the first quarter of 2018, which is an 8 basis point decrease from the same period of 2017. In particular, the serious delinquency rate, page 10

The analysis indicates that the majority of mortgage originations are obtained by those with the strongest credit scores. At the same time, leverage in the market overall, measured by the loan-to-value ratio, appears to be falling as home values grow faster than mortgage debt. However, on the margin, leverage (the ratio at home purchase) is likely rising. Together it indicates that, on average, those with the strongest credit scores are able to obtain a high amount of mortgage credit relative to the value of their home, and, in addition to house price appreciation, pay down their mortgage debt in a generally timely fashion. More subtly, it suggests that credit tightness restricts those that can get a mortgage, but not the amount that can be obtained given that they obtain one.

More States See Job Gains in May BY DANUSHKA NANAYAKKARA-SKILLINGTON According to the Bureau of Labor Statistics, nonfarm payroll employment increased in 43 states and the District of Columbia, and decreased in seven states in May 2018 compared to April 2018. Over the month of April, nonfarm payroll employment increased in 26 states and the District of Columbia, was unchanged in two states, and decreased in 22 states compared to March 2018. Nationwide, total nonfarm payroll employment rose by 223,000 over the month of May, faster than the increase of 159,000 jobs in April.

Year-over-year, ending in May, 20 states recorded annualized growth above 1.6% in employment, which was the national growth rate. Seventeen states out of the 20 which recorded growth above the national growth rate were in the Western and the Southern (including South Atlantic) regions of the country. Utah posted the highest growth at 3.4%, adding 49,800 workers during this time. Twenty-seven states and the District of Columbia recorded annualized growth between 0.4%-1.5% while Alaska and North Dakota recorded declines in employment. A previous post suggested that the energy industry in these states is likely not responsible for the employment declines in these two states. In the construction sector specifically, which includes both residential and non-residential construction, across the 44 states which reported construction sector jobs data, 23 states had an increase in May, 16 states reported a decline, and five remained unchanged compared to April. Construction sector posted a net gain of 25,000 jobs which is 0.3 percentage points higher than in April. Between April and May 2018, North Dakota had the largest increase in construction job growth with 8.7% followed by Rhode Island (3.2%) and Maine (3.1%). The largest decline was in Wyoming where total construction employment fell by 2.0%. During this time, New Jersey declined by 1.9% and Kentucky declined by 1.5%. Year-over-year, The U.S added 286,000 construction sector jobs which is a 4.1% increase. West Virginia had the highest annual growth in construction sector by 11.1%. Arizona (8.8%) and Georgia (8.4%) round out the top three. Over this period, North Dakota reported the largest decline at 6.4%, followed by New Jersey (3.0%) and South Carolina (1.4%).

Over the past 12 months, total nonfarm employment in May increased by 2.36 million jobs which is a 1.6% increase compared to May 2017. During this time, total nonfarm employment in the Western region increased by 2.2% and the Southern region increased by 1.9%. In comparison, April added 2.30 million total nonfarm jobs, which is also 1.6% ahead of it level in April 2017. Year-over-year, 48 states and the District of Columbia increased in employment while two states, Alaska and North Dakota, lost payroll employment during the month of May. The same number of states increased and decreased (Alaska and North Dakota) in employment over the year ending in April. Stronger growth in jobs across the West and the South is broadly consistent with the faster growth in single-family and multifamily permits across these two regions. Meanwhile, the Northeast and Midwest have experienced year-over-year declines in both singlefamily and multifamily permits.

Housing Starts Reach Post-Recession High BY NAHB CHIEF ECONOMIST ROBERT DIETZ Housing starts increased 5% in May, reaching a 1.35 million seasonally adjusted annual rate. Construction expanded for both single- and multifamily sectors. Construction volume has increased on a year-to-date basis by 9.8% for single-family construction and 13% for multifamily, both numbers exceeding beginning-of-the-year forecasts as demand and demographic conditions remain positive, boosted by tax reform. However, permit growth was negative in May, with single-family permits down 2%. This decline matched the small drop in the NAHB/Wells Fargo Housing Market Index measure of builder confidence, which declined two points to a still-positive level of 68. The drop was due to recent increases in lumber prices, which have surpassed expectations due to tariffs on Canadian softwood lumber. The Secretary of Commerce has indicated a willingness to look at the factors behind these hikes. In addition to supply-side cost concerns, interest rates are likely to rise, driven by improved economic growth and tight labor market conditions. Our expectation is for a strong second-quarter GDP estimate and ongoing low rates of unemployment. The Federal Reserve is closely watching labor markets, and at the conclusion of its June meeting, the Fed’s policymaking committee raised the federal funds rate for the second time in 2018, with two more rate hikes predicted this year. This projection for four increases, however, means that we would only expect one rate hike in 2020 instead of two.

Like a tire warranty, claimants can only collect on the claim while they still are owed money (or mileage) and are within their time limit. Once either is used up, they cannot collect any more money until the claim year expires. The money they collect is only dispersed one week at a time, and the total awards do not exceed twenty-six (26) weeks. They can open up their claim and never collect against it (drive zero miles), they can file weeks sporadically or they can use up their entire award (maximum mileage). Congress must reassert meaningful oversight authority over, and ultimately fix, our broken regulatory rulemaking system. Any overhaul must acknowledge the disproportionate compliance burden small businesses face. On average, almost 25% of the cost of a typical new single-family home — close to $85,000 — is due to government regulation. Reasonable regulations are essential to protecting health and safety. However, many regulations are imposed by unelected bureaucrats who establish laws far beyond Congress’ original intent. What’s more, legislators often fail to see how countless layers of regulation imposed by numerous and varied agencies slow the economy, prevent families from achieving homeownership and harm small businesses. Since January 2017, rising lumber prices have increased the price of an average single-family home by $6,388. Much of these price hikes are due to monetary tariffs on Canadian lumber imports, making housing less affordable for American families. Regulatory Costs Hit Multifamily Development Hard Regulation imposed by all levels of government accounts for an average of more than 32% of multifamily development costs, according to new research by NAHB and the National Multifamily Housing Council. In fact, in a quarter of cases, the number can be as high as 42.6%.

Young Adult House Sharing is on the Rise BY NATALIA SINIAVSKAIA New NAHB research shows that sharing housing with roommates, housemates and other non-relatives is rising in popularity among young adults. While only 4% percent of young adults ages 25 to 34 shared housing in 1990, that segment increased to 7.5% in 2016. This is in addition to increasing numbers of young adults that now choose to live with their parents or parents-in-law. Moreover, the rising portion of young adults (5% in 2016 vs 3% in 1990) chose to live with relatives other than parents. As a result, one in three (this adds up to more than 15 million) young adults ages 25-34 now live with parents, relatives or sharing housing with nonrelatives.

District of Columbia, known as a city of transients, stands out for housing the nation’s highest share of 25-34 year old house/roommates – 20%. At the same time, due to its relatively stable job market, DC’s headship rates are well above the nation’s average, with 45% of young adults leading their own households. North Dakota simultaneously registers the highest headship rate of 54% and one of the highest segments of house sharers, 9%, among young adults.

The share of young adults living with parents or other relatives remained relatively stable from 1990 to 2000 (see Figure below), fluctuating around 15%. The persistent and rising trend emerged a few years later. By 2006, 19% of young adults ages 25 to 34 lived with their parents or relatives. The trend continued its steady climb through the housing bust, a period of declining home prices, economic downturn and showed no sign of reversing even as an economic recovery took place. By 2016, the share of young adults ages 25 to 34 living with parents or relatives exceeded 26%. Out of these, more than 21%, or 9.4 million, lived in homes of their parents or parents-in-law and additional 5.2% (2.3 million) lived with other relatives.

JUNE 29, 2018 REPORT #11 HOUSE MAJORITY CAUCUS BLOCKS HB 371 FROM FLOOR VOTE As you know, HB 371 (Merrin) provides a reasonable method of taxing developed lots until the lot is sold or a builder begins construction. The bill was approved months ago by the House Ways and Means committee on a 12-3 bipartisan vote. Then, mysteriously, the bill was pulled from the floor and remains in limbo. We are told House leadership will not allow the bill to move to the floor until 50 majority members agree to vote for it. As of this week, it was told to us that 20 to 24 majority members are opposed to the bill. The caucus canvas “whipping� is secret, though we can only guess who is holding the bill up. A few members have told us they are opposed, but a number are on record as cosponsors or have indicated they will vote for it. To no surprise, some are taking both sides here. Every local government group is steadfastly opposed and that seems to be the factor in preventing a vote. On a positive note, minority leader Strahorn and others in his party are supporting the bill. We believe we have ample votes if the bill reaches the floor, but House leadership is holding it up. The only avenue at this time is to quiz your House member as to their level of support. We have a good idea of who the fence sitters are. Please call us if you want some help in this effort. Thanks to Majority leader Schuring who has been out front trying to move the bill. It appears though not all his members are good followers. Session days for the rest of the term will be limited. SPLIT RCAC ACTS ON ENERGY CODE RECOMMENDATIONS; RETAINS OHBA PATHS ALONG WITH MODIFIED 2018 IECC At its meeting this week, the Residential Construction Advisory Committee (RCAC) finished up its code review and put together the statutorily required cost impact analysis before voting to move the proposed RCO along in the rule making process. The most contentious discussions came from the review of the 2018 IECC. The sub-committee charged with reviewing the IECC changes recommended the adoption of a modified 2018 IECC with alterations to maintain current 2013 RCO Energy requirements for remodeling/additions, as well as, the OHBA Alternative compliance paths, among a few further modifications hoping to mitigate some of the cost increase associated with the changes. With the changes made, the committee voted 4-2 to include the recommended 2018 IECC in the RCO code update. The RCAC assigned a cost impact for the energy code changes ranging from $100 to $1200, depending on what path a builder chooses to use for construction. OHBA is still evaluating the actual cost impact of moving from 2009 to the modified IECC 2018. The code package now is moved for stakeholder comments and the Common Sense initiative (CSI) process. ELEVATOR LICENSING LEGISLATION TESTIMONY HB 236 Model Elevator Law (Patton, Cupp) and SB 308 (Uecker, Yuko) had hearings this week in the House and Senate committees. The House committee heard from proponents, opponents and interested parties, while the Senate heard from the sponsor in its first hearing. Two representatives from the residential/accessibility elevator industry came to testify on some concerns with the way the correct bill is drafted. Their testimony is attached. It appears HB 236 and SB 308 may continue moving and OHBA will be contacting and meeting with committee chairs and sponsors over the summer. I also understand that the final location of space will be determined by show management upon receipt of a 50% deposit or payment in full. RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed.

full at the time of registration. REFRESHMENTS: No sample food and/or beverage products may be distributed by exhibitors except upon written authorization of the NCBIA. COMPLIANCE WITH LAWS: Exhibitors must comply with all federal, state and local laws, regulations and rules that may be in force during the exhibit. INSURANCE: Exhibitors who desire insurance on their exhibits must procure same at their own expense. The NCBIA will not be responsible for any losses incurred by the Exhibitor or its employees because of theft, damage or for any cause whatsoever nor to any property of employee(s) or Exhibitor(s) while en route to or from exhibit. The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits. DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA.
