Well here we go; a new year, a new beginning and a new/former 2018 President…it’s me, Jeff Hensley! Having served as the NCBIA President in 2007 – 2008, we certainly had our challenges and we learned a lot. We survived a dismal housing market and an historically weak economy; however, it is a new year with a very promising housing market. You can count on me to perform to the best of my ability in leading this association to achieve its goals and objectives this year. It is a responsibility I accept and look forward to with great anticipation. I would be remiss if I didn’t mention our outgoing President. Please join me in congratulating Chris Majzun Jr., on the completion of a successful year at the helm. I am certain with his help, as immediate Past President, the Board of Directors, our Executive Officer Judie Docs, and her staff, and YOU…the sky is the limit!
Our strategic plan will continue to focus on brand awareness, membership (which includes recruitment, engagement, retention, and the new generation of leaders and young professionals) along with workplace development. Remember, Membership and Teamwork are the keys to any great association. HAPPY NEW YEAR! The year got off to a good start with a very successful NAHB convention. Hundreds of members from throughout Ohio attended and benefitted from the event. The convention is a showcase of our association and the tremendous value it provides for the entire industry. All builders benefit greatly and those who attended got a close-up view of the many benefits.

2018 Could Bring More of the Same: Tight Labor and Costly Materials
After a mild 2016, economic growth gained momentum in 2017. New jobs continue to be produced and unemployment (4.1%) is low.

While this is positive news for housing demand, the unceasingly tight labor market conditions mean increased competition among employers for a smaller number of available workers. This is one of the reasons the construction industry continues to see an elevated number of open jobs: 227,000 in October, near a post-recession high. It also implies additional wage growth in the year ahead. Builders can also expect continued growth in the cost of building materials. Since the beginning of the year, OSB prices have jumped 30%, softwood lumber prices are up almost 15% and gypsum prices have increased almost 8%. Additional building material supply is needed as the home building sector grows. However, duties imposed on Canadian softwood lumber of almost 21% accomplish the opposite of what the industry and home buyers need. NAHB estimates that the tariff on lumber imports alone is responsible for a nearly 7% price increase and has already driven up the price of a new home by an average of $1,360.

2018 NAHB International Builders’ Show Draws a Larger, Enthusiastic Crowd
clude an increasing number of unfilled construction jobs, a shortage of buildable lots and a slow growth in acquisition, development and construction loan activity that is failing to keep pace with rising demand.
BY JUDIE DOCS It is that time of year, when myself and many of our members attend the International Builders’ Show. An optimistic home building industry filled the exhibit halls of Orlando’s Orange County Convention Center as the National Association of Home Builders (NAHB) hosted one of the largest turnouts in recent years at the NAHB International Builders’ Show® (IBS) Jan. 9-11. Home building professionals from around the world attended this year’s IBS—the biggest component of the annual Design & Construction Week®, which also includes the Kitchen & Bath Industry Show (KBIS). The combined events drew more than 85,000 attendees. Of that total, about 60,000 were IBS registrants. “Each and every year, a tremendous amount of work goes into making IBS an extremely valuable, can’t-miss event for anyone in residential construction,” said Geoff Cassidy, NAHB senior vice president of exhibitions and meetings. “And once again, the show was an incredible success with a palpable enthusiasm reflective of the momentum in the home building industry.” Exhibit space for IBS also expanded from last year’s 569,000 square feet to this year’s 583,000 square feet, where more than 1,500 exhibitors displayed the latest in building products and technology. Many of the exhibitors noted the increased foot traffic this year. The show is back, and exhibitors were extremely busy all week. People are eager to know what’s new, from entry-level and do-it-yourself, to higher price point homes. In addition to meeting suppliers and seeing product demos throughout the three-day show, attendees networked with peers and attended any of more than 140 education sessions led by industry experts on a wide range of industry topics.
In addition, regulatory costs stemming from building codes, land use, environmental and other rules have jumped 29 percent in the past five years, and this has had a significant impact on housing affordability. The ongoing U.S.-Canada softwood lumber trade dispute is further exacerbating the situation, as the price of softwood lumber has increased 20 percent from a year ago. As the economy continues to strengthen, NAHB expects 30-year fixedrate mortgages will average 4.31 percent in 2018 and 4.82 percent in 2019. NAHB is projecting 1.21 million total housing starts in 2017 and expects overall production to grow an additional 2.7 percent this year to 1.25 million units. Single-family starts are expected to rise 5 percent in 2018 to 893,000 units and increase an additional 5 percent to 940,000 next year. Setting the 2000-2003 period as a benchmark for normal single-family housing activity when single-family production averaged 1.3 million units annually, single-family starts are expected to gradually rise from 63 percent of what is considered a typical market in the third quarter of 2017 to 73 percent of normal by the fourth quarter of 2019. On the multifamily side, NAHB is expecting multifamily starts to edge 1.6 percent lower this year to 354,000 units from a projected 360,000 total in 2017. This is a sustainable level due to demographics and the balance between supply and demand. Meanwhile home remodeling is posting strong market conditions, due in part to strong demand in the wake of the terrible hurricane and wildfire season in 2017. Residential remodeling activity is expected to register a 7 percent gain in 2018 over last year.
One of the sessions included an economic panel which predicts housing will continue to gain ground in 2018. The newly enacted tax law will create a more favorable tax climate for the business community, which should spur job and economic growth and keep single-family housing production on a gradual upward trajectory in 2018, according to economists speaking at the NAHB International Builders’ Show® in Orlando, Fla., today. They expect that “tax reform will boost GDP growth to 2.6 percent in 2018, and this added economic activity will also bode well for housing, although there will be some transition effects in high-tax jurisdictions,” said NAHB Chief Economist Robert Dietz. “Ongoing job creation, expected wage increases and tight existing home inventory will also boost the housing market in the year ahead.” However, builders will continue to deal with ongoing supply-side headwinds this year that will dampen more robust growth. Top Design Trends for 2018 Whether you’re looking to buy a new home, thinking about renovating your current one, or you’re just interested in what’s new in home design, here are some the biggest trends that you’ll see dominating in 2018. Open but defined floor plans. Instead of one large, undefined space, open floor plans will evolve to include more definition in 2018, whether it’s by shifting materials, adding columns, or changing the ceiling height. This way, you can still get the airiness of an open floor plan while giving each section its own definition and style. More developed regional styles. In both single-family and multifamily projects, strong regional styles have emerged all over the country. For example, in Michigan, expect to see lots of familiar peaked roofs, layered facades, and sturdy columns.

Cluster Boxes: The New Normal for Mail Delivery Filed in Codes and Regulations, Councils & Committees, Land Development

Restored and repurposed. Historic preservation and restoration, as well as adaptive reuse projects, are becoming increasingly popular with multifamily designers and developers. Adaptive reuse projects are particularly sought-after by millennials who love the story behind a repurposed building and want to live somewhere stylish, unique and chic.
New subdivisions are more likely to include both detached and attached units, shared amenities and open space, and restricted access points (for example, gated communities).
Right-sized kitchens. Leave massive kitchen islands in 2017. You’ll be seeing far fewer double islands appearing in 2018, and even single islands are being designed to be smaller and more proportionally sized with the kitchen and adjoining rooms.
When coupled with declining revenue as it competes with private express carriers and online order delivery services, it means the United States Postal Service (USPS) now favors the installation of less-expensive cluster box units over traditional door-to-door or curbside delivery in new single-family developments.
Spa-like baths. Who doesn’t want to feel like they’re stepping into a spa every day? Bath design is trending toward refinement and sophistication, with home baths becoming more and more reminiscent of upscale hotels and spas. Tasteful and luxurious are the two words that will define baths in 2018. Floating vanities and stand-alone tubs will also be more popular this year. Clean details. You’ll notice clean, simple lines and detailing in homes everywhere. Forget about overly-ornate decor and shift toward thinking more minimally. It will make your home feel fresh, new, and uncluttered for the year ahead. Metal and wood exterior details. You’ll be seeing this trend a lot this year, particularly on single-family homes. There will be an increased use of metal and wood in exterior details, with the two materials often combined to create interesting, two-tone facades for both traditional and contemporary-style homes. It gives the impression of bringing the past and future together into one cohesive idea, making homes seem modern and sleek without sacrificing a warm, natural feel. In 2012, the USPS updated its Postal Operations Manual to reflect that preference and recommends that developers and builders plan for centralized mail delivery installations during a project’s design phase. The first step for all developers and builders: Identify your regional coordinator by emailing Delivery.Growth@usps.gov. Contact the coordinator before finalizing plans and site plats with planning and zoning authorities. The USPS will not begin mail delivery until the regional coordinator has approved modes of delivery and box locations. However, it will work with builders, developers and owners at any stage of development if cluster box units are not feasible. The USPS has provided NAHB with a webpage with more details about this change — and how it can be an advantage for developers and their buyers. USPS representatives will also give a presentation to the NAHB Land Development Committee before the 2018 International Builders’ Show in Orlando and plan to have a booth during the show to answer questions about the policy. Cash purchases also accounted for 11,000 new home sales in Q2 2017, but only made up 6.5% of the total. In contrast, they made up 7.9% of purchases in the fourth quarter, a mark not seen since 2014. FHA-loans financed 12.9% of new home sales during the fourth quarter of 2017. Since its most recent peak in Q2 2015, the share of sales financed with FHA-backed mortgages had fallen over four percentage points. The share of new home sales financed with conventional mortgages declined slightly, from 73.2% to 72.7%.
It is worth adopting some caution associated with the Census data as they are estimates based on sample statistics. The statistical error associated with the FHA, cash, and VA sales estimates from this data set are relatively high, mean-
ing that although the data are presented as single numbers, the true values may be substantially different.
Mindful of these limitations, over the long run the current FHA share is less
than half its 28% share from the first quarter of 2010 but still elevated compared to the 10% average of 2002-2003.
Although cash sales make up a small portion of new home sales, they constitute Census data and NAHB calculations show that new home sales backed by VA products were flat in the fourth quarter of 2017. Market share ticked up from 7.0% to 7.2% quarter-over-quarter but has fallen more than five percentage points since reaching 12.8% in the wake of the Great Recession.

tional loans accounted for 72% of new home sales in 2017, on average, the highest annual average since 2008.
Different sources of financing also serve distinct market segments, which is
revealed in part by the median new home price associated with each. In the second quarter, the national median sales price of a new home was $321,100.
Split by types of financing, the median prices of new homes financed with conventional loans, FHA loans, VA loans, and cash were $347,800, $233,900, $294,400, and $349,300, respectively.

OSHA Reporting Updates: There are a couple of important announcements regarding OSHA’s electronic reporting requirements, and it is good news for employers: ■ The site is live and accepting 2018 300A forms, which are due by July 1, 2018. This rule remains the same as it was last year: Employers can now begin to electronically report their Calendar Year (CY) 2017 Form 300A data to OSHA. All covered establishments must submit the information by July 1, 2018. Employers can view their submitted CY 2016 Form 300A summary information, but they cannot edit or submit additional 2016 data on this website. Remember, not all establishments are covered by this requirement. ■ OSHA is looking at removing the large employer requirement to report the 300/301. This portion was not live last year and its looking like it will be removed anyway. Covered establishments with 250 or more employees are only required to provide their 2017 Form 300A summary data. OSHA is not accepting Form 300 and 301 information at this time. OSHA announced that it will issue a notice of proposed rulemaking (NPRM) to reconsider, revise, or remove provisions of the “Improve Tracking of Workplace Injuries and Illnesses” final rule, including the collection of the Forms 300/301 data. The Agency is currently drafting that NPRM and will seek comment on those provisions. January 2018
