President’s Column Wow- I can’t believe it’s October already! This year is flying by. This month we celebrated the 75th Anniversary of the North Coast Building Industry Association on October 16 at Ahern’s in Avon Lake with 13 past presidents, 10 Hall of Fame members, one former Executive officer, and one OHBA Area Vice President in attendance along with about 100 members of the association. It was a great evening celebrating the work of our association over the last 75 years. We also voted in our new directors for 2020- Congratulations to Emily Brunke, Kelly Christy, Mark Craig, Mike Meszes, Jason Rodriguez, and Sara Majzun-Garwood. If you couldn’t make our 75th anniversary celebration- there are plenty of pictures on our social media accounts and in this issue of the BUILDER. I want to thank all those past leaders of the association that took the time out of their busy schedules to celebrate this monumental occasion with us. It was great catching up with all of you, listening to your stories, and your words of wisdom. ecent housing market data confirm the housing construction
rebound that began in the spring continues through the fall. The NAHB/ Wells Fargo Housing Market Index (HMI) reached a 20-month high, increasing to a level of 71 in October. The single-family for-sale market has benefitted from lower mortgage interest rates and a 50-year low in unemployment. While the usual suspects of limiting factors on volume growth remain (including labor, lots and regulatory burdens), we expect ongoing improvements in housing demand and growth in new construction given ongoing tight inventory conditions in the resale market.
outlook. According to Census and HUD data, single-family construction edged up 0.3% in September, rising to a 918,000 annualized pace. However, total housing starts were down 9.4% for the month on a large drop in the volatile multifamily sector. Apartment construction was down more than 28%, falling to a 338,000 annualized rate, after a strong reading in August. Single-family starts are down 1.8% on a year-to-date basis, but that decline has been shrinking as the rebound continues. In fact, single-family permits have been increasing since April, and single-family starts have been rising since May. Moreover, September was the first month since January in which the number of single-family homes under construction increased in 2019. However, the South remains the only region experiencing net gains for singlefamily construction thus far in 2019, due to relative advantages in housing affordability. On the supply-side of the market, labor remains tight with 379,000 open jobs in the industry. This marks a notable increase since last year (315,000) despite some slowing in construction activity. The slowdown did have an impact on construction material prices, with

Builder Confidence Hits 20-Month High

uilder confidence in the market for newly-built single-family homes rose three points to 71 in October, according to the latest National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Sentiment levels are at their highest point since February 2018 and have risen 13 points since the start of 2019. The housing rebound that began in the spring continues, supported by low mortgage rates, solid job growth and a reduction in new home inventory. The second half of 2019 has seen steady gains in singlefamily construction, and this is mirrored by the gradual uptick in builder sentiment over the past few months. However, builders continue to remain cautious due to ongoing supply side constraints and concerns about a slowing economy. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All the HMI indices posted gains in October. The HMI index gauging current sales conditions increased three points to 78, the component measuring sales expectations in the next six months jumped six points to 76 and the measure charting traffic of prospective buyers rose four points to 54. Looking at the three-month moving averages for regional HMI scores, the Northeast posted a one-point gain to 60, the Midwest was up a single point to 58, the South registered a three-point increase to 73 and the West was also up three points to 78. Lot Size Remains Low in 2018 BY NATALIA SINIAVSKAIA The median lot size of a new single-family detached home sold in 2018 stands at 8,567 square feet, or just under one-fifth of an acre. This is just 7 square feet larger but statistically not different from the 2017 median. In 2015, the median lot size fell under 8,600 square feet for the first time since Census Bureau’s Survey of Construction (SOC) started tracking the series for single-family detached homes. It remained in this record low territory ever since.
While nation’s production of spec homes shifts towards smaller lots, the regional differences in lot sizes persist. Looking at single-family detached spec homes started in 2018, the median lot size in New England is more than twice as large as the national median. New England is known for strict local zoning regulations that often require very low densities. Therefore, it is not surprising that more than half of single-family detached spec homes started in New England are built on some of the largest lots in the nation, with more than half of the lots exceeding half an acre. The East South Central is next on the list with the median lot occupying just slightly less than a third of an acre (0.3 acres). In the South, the West South Central division stands out for starting half of single-family detached spec homes on lots under 0.17 acres. This is significantly lower than the median lot sizes in the other two southern divisions – 0.3 acres in the East South Central division and 0.21 acres in the South Atlantic division. The Pacific division where densities are high and developed land is scarce has the smallest lots, with half of the lots being under 0.14 acres. The neighboring Mountain division also reports typical lots smaller than a national median, 0.17 acres.
The shrinking median lot size largely reflects the shift in speculatively built (or spec) home building towards smaller lots. A decade ago 28% of all sold single family detached homes were sitting on lots under 0.16 acres and 19% were occupying between 0.16 and 0.25 acres. In 2018, these shares increased to 32% and 27%, respectively. At the other end of the lot size distribution, the share of spec homes built on lots over half an acre shrunk from 14% in 2008 to 10% in 2018.
The analysis above is limited to single-family detached speculatively built homes. Custom homes built on owner’s land with either the owner or a builder acting as the general contractor do not involve the work of a professional land developer subdividing a property. Therefore, in case of custom homes, lots refer to owner’s land area rather than lots in conventional sense. Nevertheless, the SOC reports lot sizes for custom homes and shows that they tend to have larger lots. The median lot size for custom single-family detached homes started in 2018 is about one acre. For this analysis, the median lot size is chosen over average since averages tend to be heavily influenced by extreme outliers. In addition, the Census Bureau often masks extreme lot sizes and values on the public use SOC dataset making it difficult to calculate averages precisely, but medians (as the midpoint of a frequency distribution) remain unaffected by these procedures. page 18

New Home Sales Remain Solid in September BY JING FU Contracts for new, single-family home sales inched down 0.7% in September to a 701,000 seasonally adjusted annual rate according to estimates from the joint release of HUD and the Census Bureau. The decline came off a downwardly revised August estimate, which was decreased from an initial reading of 713,000 to a new estimate of 706,000. Year-over-year, the September estimate is 15.5% higher. Sales in September continue strength supported by lower mortgage rates. Total sales for the first nine months of 2019 (527,000) were 7.2% higher than the comparable total for 2018 (491,000). We expect sales volume to continue to trend up slightly in the coming months as more new homes are built. For the first nine months of 2019 (and relative to the first nine months of 2018), new home sales were up 12.8% in the South, 7.3% in the West, and down 10.3% in the Northeast and 10.6% in the Midwest, due to some tax reform related effects and affordability. Compared to last month, inventory of new homes for sale declined 0.6% to 321,000 in September. It is the fourth straight decline since June 2019. The current months’ supply stands at a balanced level of 5.5. Median new home sales price (price of a home in the middle of the distribution) dropped 7.9% in September to $299,400 compared to August ($325,200) and 8.8% lower than a year ago ($328,300). Median new home sales price dipped below $300,000 for the first time since May 2016. About 15% of newly built home sales are priced under $200,000 in September, compared to 10% last month and 9% one year ago. While more affordable entry-level homes were sold in September, the number of new homes priced above $400,000 decreased.

RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s).
REFRESHMENTS: No sample food and/or beverage products may be distributed by exhibitors except upon written authorization of the NCBIA.
CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors.
INSURANCE: Exhibitors who desire insurance on their exhibits must procure same at their own expense. The NCBIA will not be responsible for any losses incurred by the Exhibitor or its employees because of theft, damage or for any cause whatsoever nor to any property of employee(s) or Exhibitor(s) while en route to or from exhibit. The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits.
REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed. COMPLIANCE WITH LAWS: Exhibitors must comply with all federal, state and local laws, regulations and rules that may be in force during the exhibit.
DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA. *IN WITNESS THEREOF, the Exhibitor has caused this application and agreement to be executed by authorized representative.

Happening Now: Group Rating & Group Retrospective Enrollment for upcoming 7/1/2020 Policy Year It’s that time of year again: 2020 Traditional Group Rating and Group Retrospective Rating offers are being sent out to employers. Some employers are eligible for both programs (we refer to this as “dual eligibility”). We’re eager to discuss these options with you, as each year there may be a different mix of cost-saving strategies that work best for your organization. The enrollment deadline for the 7/1/2020 Rate Year is November 15, 2019 for Traditional Group Rating, and January 24, 2020 for Group Retrospective Rating.
What’s an EMR and Why is it Important? The Experience Modifier Rate (EMR) plays a pivotal role in determining an employer’s premium rates and, in some cases, obtaining work as a subcontractor. The BWC calculates the EMR based on a comparison of the employer’s experience period claims compared to an industry average expected claim level. The EMR is used as a gauge for future claim costs and serves to adjust an employer’s premium if claims are above or below expected levels. The EMR is applied to the base rate and is used as a base rate credit discount or a penalty rate surcharge. When an employer’s EMR is above 1.00 they are “penalty rated”. If an employer’s EMR is below 1.00 they are “credit rated”. Traditional Group Rating programs serve to lower an employer’s EMR below the EMR levels they could achieve on their own. There are circumstances when employers must provide their EMR, as a requirement to bid on particular jobs and that is used to gauge the employer’s workplace safety. Each June, BWC provides private employers with an on-line experience exhibit that provides their upcoming policy year experience period data including experience claims, base rates for their manual classifications and their Experience Modifier Rate(EMR). For public employers, this experience exhibit is provided in December each year. Please contact CareWorks Comp if you have any questions about your organization’s EMR.

Your Billion Back Rebate Check is Coming Soon! In June, the Ohio Bureau of Workers Compensation Board of Directors approved a $1.5 billion rebate to Ohio employers with an active BWC policy. According to the BWC it will distribute rebate checks to nearly 180,000 public and private employers. The BWC expects to begin mailing checks to public employers on September 26th, followed by private employers through October 24th. This will mark the fifth time since 2013 the BWC has returned at least $1 billion to Ohio employers.

The $1.5 billion will equate to 88 percent of the premiums Ohio employers paid for the 2017 policy year which ended June 30, 2018. The majority of rebate will go to private employers, while public entities are estimated to receive approximately $164 million in rebates.

Personal Protective Equipment – PPE Personal Protective Equipment, or PPE, is designed to protect workers from serious workplace injury or illness resulting from contact with chemical, radiological, physical, electrical, mechanical, or other workplace hazards. Besides face shields, safety glasses, hard hats and safety shoes, protective equipment includes a variety of devices and garments such as goggles, coveralls, gloves, vests, earplugs, and respirators. OSHA deems that using PPE is essential – but also the last line of defense when it comes to protecting employees, after engineering, work practice and administrative controls. Engineering controls involve physically changing a machine or work environment. Administrative controls involve changing how or when workers do their jobs, such as scheduling work and rotating workers to reduce exposures. Work practices involve training workers how to perform tasks in a way that reduces their exposure to workplace hazards. Employers are required to assess their workplace to determine if hazards are present that require the use of PPE. If such hazards are present, the employer must select PPE and require workers to use it. The employer must also train those workers who are required to wear PPE on how to do the following: ●
Use PPE properly
●
Be aware of when PPE is necessary
●
Know what kind of PPE is necessary`
●
Understand the limitations of the PPE in protecting workers from injury
●
Put on, adjust, wear, and take of PPE
●
Maintain PPE properly.

OCTOBER 14, 2019 REPORT #14 RESIDENTIAL SPECIALTY CONTRACTOR LICENSING BILL RECEIVES FIRST HEARING SB 179 Residential Contractors legislation extending licensing to residential specialty contractors under the OCILB received its first hearing for sponsor testimony last week. SB 179 attempts to allow for the use of unlicensed subcontractors, but the language likely needs to be clarified further. Also, the bill continues to permit local registration regardless of a state license. We would appreciate any feedback on allowing for the use of unlicensed subcontractors, as well as, the need to continue to register locally. OHBA continues to have discussions with the sponsor and Senate Chairman.
SENATE INSURANCE COMMITTEE CHAIR SETS RESIDENTIAL ROOFING LEGISLATION AS A PRIORITY The Chairman of the Senate Insurance Committee commented on roofing regulation set on his radar for coming hearings. Already, SB 177 ROOFING REGULATION (HOTTINGER, J., THOMAS, C.) to regulate and require the registration of roofing contractors has been introduced and referred to the Senate Transportation, Commerce and Workforce Committee. SB 177 is being pushed by the insurance industry. OHBA has been in discussions with industry stakeholders, including the insurance industry representatives. A copy of SB 177 is attached, and if any further legislation is introduced, OHBA will be tracking that, as well. We appreciate any feedback on SB 177. Share of New Home Sales with Conventional Financing Rises in Third Quarter

AHB analysis of the most recent Quarterly Sales by Price and Financing published by the U.S. Census Bureau reveals that mortgages backed by the FHA made up 16.3% (27,000) of total sales (177,000), 2.5 percentage points higher than Q3 2018 (35,000). The FHA share has averaged 17.9% since the end of the Great Recession.
Cash purchases accounted for 6.6% of new home sales in the third quarter of 2019, the highest since Q3 2018 (6.9%). The percentage of new homes bought with cash has risen each of the past two quarters.
Conventional loans accounted for 69.9% of new home sales in the third quarter of 2019, a 2.7 percentage point increase from Q2 2019 (revised). After 10 quarters above 70%, the percentage of new home sales financed with conventional mortgages has been below 70.0% each of the last three quarters.
Although cash sales make up a small portion of new home sales, they constitute a larger share of existing home sales. According to estimates from the National Association of Realtors, roughly 17% of existing home transactions were all-cash sales in September 2019, down from 19% and 21% in August 2019 and September 2018, respectively. The share of new home sales backed by VA products declined 0.3 percentage point to 7.8% of the total—1.1 percentage points below the most recent 10-year average (8.9%). As FHA market share increases, conventional loan market share typically falls and vice versa. The most recent peak in the conventional loan share occurred in the same quarter (Q2 2018) as the most recent trough in the share of FHA-backed sales.

It is worth adopting some caution associated with the Census data as they are estimates based on sample statistics. The statistical error associated with the FHA, cash, and VA sales estimates from this data set are relatively high, meaning that although the data are presented as single numbers, the true values may be substantially different.

Mindful of these limitations, over the long run the current conventional loan share is 23.8% lower than its 91.7% high reached in 2006 and 3.1% higher than its average since the end of the Great Recession. Different sources of financing also serve distinct market segments, which is revealed in part by the median new home price associated with each. In the second quarter, the national median sales price of a new home was $310,900. On October 16th the North Coast Building Industry Association celebrated 75 Years! It was a memorable evening with so many of our past and current members in the same room. We were lucky enough to have 13 past presidents with us that night as well as many Hall of Fame Members! A few special guests that joined us that evening were Carmine Torio, former executive officer of the NCBIA; Tony Gallo, President of The Lorain County Chamber Of Commerce; and Richard Bancroft, OHBA Area Vice President. We had members there from all facets of the building industry and it was such an amazing sight to see everyone laughing and having a great time. A special shout out to the members that attended from First Federal Savings of Lorain as they are our longest standing member and joined the association in 1944 shortly after its creation! And we cannot forget Bucky Kopf who is our longest standing builder member who joined us in 1968 and is still active within the association today! This great event was the perfect way to end my tenure as membership chair for the association! It has been such a wonderful experience getting to plan the general membership meetings these last 4 years and I am so excited to see what our 2020 membership chairs have in store for us! It was a pleasure to see what we have built over the last 75 years and I can not wait to do my part to help build the next 75!
