Not all leaders love, serve and care, but all who love, serve, and care are leaders.”- Jon Gordon- “The Carpenter” What I’m thankful forIt’s hard to believe that 2019 is almost over. Thanksgiving is here and what I’m thankful for is the opportunity to serve the members of this association and help members of the communities we serve achieve the American dream of homeownership. Without all of you- builder and associate members- there would be no North Coast Building Industry Association. I have been part of this association for 18 years and I’ve seen members come and go and some come back. The members of this association are a “family” – a family that provides a vital service to the communities we live and work in- housing. We all need a place to live. When I first joined the NCBIA- associates were members of the board of directors but weren’t in leadership positions. That changed a few years ago and I am humbled by the opportunity I have been given. This is your Association and I invite all of you to get involved. We can’t do this with a handful of members. The NCBIA is made up of almost 300 members and if we are going to do the work we need to do to make housing affordable, make the communities we live and work in aware of our presence and the resource we can provide for them, and build up our workforce in the trades- the Association needs all of you- all your individual, unique talents to do what we need to do. I want to thank our new board of directors members for 2020 for stepping up to lend their time and talents to guiding the association- Mark Craig, Esq., Emily May Brunke, Mike Meszes, Kelly Christy, Jason Rodriguez, and Sara Majzun-Garwood. I hope the quote I opened this column with will make more members get involved and eventually become leaders of the association.

I started reading Jon Gordon’s books this fall. As some of you know, I am an avid reader and believer in lifelong learning. I have learned a lot from his series of books. It all started with the “The Energy Bus” and went on to “The Seed”, “The Coffee Bean”, “The Positive Dog”, “The Shark and the Gold Fish”, “Training Camp”, “The Hard Hat”, and “The Carpenter”. I invite you to pick up these books- each book has some great reminders about life.

Thank You SPIKES! The NAHB Spike Club is composed of all the individual members and employees of members in local associations who have attained Spike status. It is a vehicle to recognize these members for their outstanding achievements in member recruitment and retention in their local home builder’s association. Membership development is vital to the future of any association. The continuous influx of new members and the retention of current members are critical for maintaining NAHB’s powerful voice in the homebuilding industry. Your membership is one of the most valuable resources for building your association. Just as a nail in the home building industry is essential to the development and strength of a building, volunteers who recruit and retain members play a vital role in the growth, development and stability of an association - they are our “Membership Champions.” It is important to recognize these membership champions. Recognition encourages them and others to continue their efforts, which in turn, further strengthens the association. Back in 1953, to recognize and reward dedicated members who worked to recruit, involve and retain members, the NAHB Spike Club was created. Over the years, the number of Spike Club members has grown to more than 16,600 — including Builder, Associate and Affiliate members. The NAHB Spike Club is a tool to encourage members’ involvement in membership development.

As always, the recruitment credit may be composed of one full credit received when a new Builder or Associate member is recruited or two ½ credits received when Affiliate or Council members are recruited.
How do I become a Spike? Before becoming a Spike, you are a Spike candidate. That means you have earned between one and five and a half credits. Once you earn your sixth credit, you become an official NAHB Spike! Spike credits are earned by recruiting and retaining NAHB and Council members. How do I earn Spike credits? Spikes earn one credit for each new Builder or Associate member they sponsor. When that member renews after his or her first year of membership, the sponsoring member automatically gets one renewal credit. Every year the member renews thereafter, the sponsoring member will receive a ½ renewal credit. Spikes receive a ½ credit for recruitment and a ½ credit for the renewal of Affiliate members. www.ncbia.com

How can I get tickets to the IBS Spike Party? Being a Spike has many rewards, including the opportunity to receive awards and recognition upon reaching new levels on the Spike ladder. To become a Spike, you must achieve six credits. The picture below was taken at our recent board meeting where we recognized the many fine efforts and accomplishments of the 2019 Executive Committee. Fewer than Half of Prospective Buyers Are Actively Looking for a Home

n NAHB poll* of American adults in the third quarter of 2019 revealed that 12% are planning a home purchase in the next 12 months. Of that group, 44% are already actively engaged in the process of finding a home to buy, a smaller share than a year earlier when 47% of prospective buyers were engaged in the search process. This finding suggests that the lowest mortgage rates in the past three years did not lead more prospective home buyers to become actively engaged in the process of looking for a home. Across generations, over 40% of each group moved beyond just planning and were already searching in the third quarter of 2019. Geographically, prospective buyers in the Northeast are the most likely to be actively looking for a home (50%), followed by those in the West (45%), South (43%), and Midwest (40%).

Buyers who were actively engaged in the search for a home were also asked about the number of months they have spent looking. In the third quarter of 2019, 58% had been at it for at least three months, slightly higher than the 55% reporting that length of time a year earlier. Meanwhile, the share of these active buyers searching for less than three months dropped from 45% to 42% during this period.
* The Housing Trends Report (HTR) is a research product created by the NAHB Economics team with the goal of measuring prospective home buyers’ perceptions about the availability and affordability of homes for-sale in their markets. The HTR is produced quarterly to track changes in buyers’ perceptions over time. All data are derived from national polls of representative samples of American adults conducted for NAHB by Morning Consult. Results are not seasonally adjusted due to the short time horizon of the series and therefore only year-over-year comparisons are statistically valid. Construction Employment On the Rise Across Most of the Country
he construction industry gained 10,000 jobs in October, according to the latest data from the U.S. Bureau of Labor Statistics. Nearly half of those job gains (4,600) were in Florida. New York, meanwhile, lost 3,000 construction jobs last month. The construction sector data includes both residential and non-residential construction. Forty-eight states reported construction sector jobs data. Twenty-eight states had an increase for the month, 18 states reported a decline compared to September, and Maine and Missouri were unchanged. Year-over-year, the U.S added 148,000 construction sector jobs, a 2% increase compared to October 2018. Texas added 51,400 jobs, the largest yearly gains of any state, while Louisiana lost 9,700 jobs, the largest decline. In percentage terms, Nevada had the highest annual growth rate in the construction sector at 13.1%. Louisiana reported the largest annual decline percentage-wise at 6.4%. According to the BLS data, total U.S. nonfarm payroll employment rose by 128,000 jobs in October and the unemployment rate was little changed at 3.6%. Compared to September’s totals, employment increased in October in 30 states and the District of Columbia and decreased in 18 states. Yearover-year, total nonfarm employment increased by 2.1 million jobs on a seasonally adjusted basis, up 1.4% from a year ago.

RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s).
REFRESHMENTS: No sample food and/or beverage products may be distributed by exhibitors except upon written authorization of the NCBIA.
CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors.
INSURANCE: Exhibitors who desire insurance on their exhibits must procure same at their own expense. The NCBIA will not be responsible for any losses incurred by the Exhibitor or its employees because of theft, damage or for any cause whatsoever nor to any property of employee(s) or Exhibitor(s) while en route to or from exhibit. The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits.
REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed. DIRECT SALES: All direct sales vendors must make the payment for their space in full at the time of registration. COMPLIANCE WITH LAWS: Exhibitors must comply with all federal, state and local laws, regulations and rules that may be in force during the exhibit.
DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA. *IN WITNESS THEREOF, the Exhibitor has caused this application and agreement to be executed by authorized representative.

Deadlines Approaching: 2020 Rate Year Group Rating & Group Retrospective Enrollment The deadline to enroll into Group Rating with CareWorks Comp for the upcoming July 1, 2020 policy year is November 20, 2019. Group Rating is an upfront discount (as much as -53%) off of your EMR (Experience Modification Rate). The deadline to enroll into Group Retrospective Rating with CareWorks Comp for the upcoming July 1, 2020 policy year is January 24, 2020. Group Retro is a performance based program where the group’s claims incurred for the policy year are compared to the group’s premiums paid to the BWC. The participants will receive premium rebates as long as the claims incurred for that policy year is lower than the overall premiums paid to the BWC.
BWC: New Reserving System Coming Now that the Ohio BWC has moved away from using ICD-9 Codes to using ICD-10 Codes for categorizing injuries and illnesses, they will be changing from the MIRA II Reserving System to the new ACES Reserving System. The ACES (Actuarial Claims Estimating System) process will be implemented on 7/1/2020. ACES uses very similar cost drivers (input variables) as MIRA II. Reserves are a key component in determining what your company’s EMR (Experience Modification Rate) will be for the upcoming policy year. Simply put, Reserves are estimated future costs of a claim. If Reserves are present on a claim when the BWC takes their annual EMR “snapshot” on September 30th, then there is a possibility that your EMR will be higher than anticipated for the upcoming policy year. The BWC’s calculation for how they arrive at a claim’s Reserve is proprietary, but they do look at such variables as claimant’s age, type of injury and expected recovery time.
What type of Exam is your injured worker getting? ● BWC 90-Day examination:
○ 90 day examinations are required by statute and are conducted when an injured worker has received 90 consecutive days of
temporary total disability compensation. This exam addresses a number of issues, including continuing compensation, return-to-work
barriers, potential RTW solutions, need for further medical treatment or supportive care and potential for rehabilitation.
● BWC Physician Review (MEDCO-21)
○ These file reviews are normally regarding an additional allowance request or anything that had been requested in the claim that
requires a medical opinion but does not need a full exam to make a decision.
● BWC Independent Medical Exam (IME)
○ An IME is an objective medical evaluation conducted by an independent, qualified medical specialist at BWC’s request and is for the
purpose of clarifying an injured worker’s medical and disability status.

● C92 Examinations
○ C-92 examination provides an unbiased, objective estimate of the whole person, percent of impairment for a given allowance referred
to as percentage of permanent partial (%PP, %PPD, or, most frequently, C-92) awards. This must be based on the most current edition
of the American Medical Association’s Guides to the Evaluation of Permanent Impairment, using the available medical documentation,
history and physical examination.
○ These are initially completed by the BWC to determine a PPD% award and will support their tentative order. The injured worker/
attorney and the employer/TPA/attorney can also have this exam completed to obtain their own PPD% as defense to get it increased or
lowered.
● Industrial Commission - IME
○ This is normally done in regard to permanent total disability (PTD). A physical and psychological (if psych is allowed in the claim) IME
will be completed based on the industrial commission request.
○ For a PTD issue, there will be IME reports from the IC, IW and the employer, if needed.
● IME/IMR – TPA/Employer
○ These are reports obtained by the TPA claim examiner, the employer, or the employer’s attorney.
$4 Million Saved for CareWorks Comp Customers: House Bill 207 As an Ohio employer participating in the State Fund, if one of your employees is injured in a motor vehicle accident and you can establish that the claim is a result of a non-at-fault incident involving a third party, the BWC may exclude 100% of the claim’s cost from your experience. With the passage of House Bill 207, any motor vehicle accident occurring on or after July 1, 2017 can apply for this cost relief. CareWorks Comp has a dedicated Cost Containment team who will assist you in navigating this process and will guide you through securing the necessary information to file a claim under this provision. Our team has assisted Ohio employers in removing over $4 million in claims cost since the passing of HB 207. Some important facts to remember regarding eligibility are:
● You must have active BWC coverage on the date of injury
● You must be current on all BWC payments
● The third part at-fault driver must have active insurance coverage at the time of the accident or your business must have active
uninsured motorist’s insurance coverage
● A copy of the police motor vehicle accident report from a law enforcement agency must be secured
● A copy of the citation showing that the third party is responsible for the accident
● You have 12 months from the date of injury to file the application for relief

Important Deadlines:
● December 21, 2019: BWC Premium Installment due if you pay on a Monthly, Bi-Monthly, Quarterly, or Bi-Annual basis.

The October reading of 1.31 million starts is the number of housing units builders would begin if they kept this pace for the next 12 months. Within this overall number, single-family starts increased 2% to 936,000 units. The multifamily sector, which includes apartment buildings and condos, increased 8.6% to a 378,000 pace. “Home builders are seeing more building opportunities as market conditions remain solid,” said NAHB Chairman Greg Ugalde. “Builder sentiment remains strong and we are seeing an uptick in buyer traffic.” “Led by lower mortgage rates, the pace of single-family permits has been increasing since April, and the rate of single-family starts has grown since May,” said NAHB Chief Economist Robert Dietz. “Solid wage growth, healthy employment gains and an increase in household formations are also contributing to the steady rise in home production.” On a regional and year-to-date basis, combined single-family and multifamily starts in October are 6.8% higher in the South. Starts are down 0.5% in the Northeast, 7.4% in the Midwest and 10.3% in the West. Overall permits, which are a harbinger of future housing production, increased 5% to a 1.46 million unit annualized rate in October. Singlefamily permits rose 3.2% to a 909,000 rate while multifamily permits increased 8.2% to a 552,000 pace.

OCTOBER 30, 2019 REPORT #15 HB 380 PROMPT PAY LEGISLATION INTRODUCED HB 380 Construction Payments was recently introduced by Reps. Cross and Sweeney to amend Ohio Revised Code section 4113.61 to require owners of construction projects to pay a contractor within thirty-five days of receiving a request for payment. The bill has been referred to the House Commerce and Labor Committee. OHBA has scheduled a meeting with the sponsor and encourages contact with any of the sponsors and co-sponsors listed below ASAP. A copy of HB 380 has been attached. There will be further discussion on HB 380 during the OHBA Fall Board of Trustees meetings, November 12th. Sponsors: Reps. Cross and Sweeney Co-Sponsors: Reps. NOVEMBER 25, 2019 REPORT #16 LEGISLATIVE UPDATE SB 212 PROPERTY TAXATION (SCHURING, K.) To authorize townships and municipal corporations to designate areas within which new homes and improvements to existing homes are wholly or partially exempted from property taxation. SB 212 had its second hearing for proponent testimony in the Senate Ways and Means Committee. The sponsor contacted OHBA before introduction to explain potential benefits. OHBA continues to work with Senator Schuring. HB 289 ELEVATOR LAW (BALDRIDGE, B) To revise the Elevator Law. The elevator licensing bill received its third hearing in the House Commerce and Labor Committee for opponent testimony. OHBA met with the Chairwoman prior to the hearing to explain some need for clarification on a residential exemption, as well as, consideration in differentiating between accessibility equipment and commercial elevator equipment. Later in the day, Mike Simko, an elevator contractor, and member from the Akron area, offered opponent testimony expressing his concerns with the bill, as written, and the need for further discussion on HB 289. OHBA continues to consider language to deal with the concerns raised with HB 289, and will be meeting with the bill’s sponsor to follow up. SB 136 DESIGN PROFESSIONALS (HOTTINGER, J., SYKES, V.) To establish a payment assurance program for registered design professionals. SB 136 had proponent testimony in the Senate Government Oversight Committee last week. The legislation does not apply to residential or to public projects. OHBA was contacted by proponents of the legislation to make sure OHBA did not have any concerns. This is not a Mechanics’ Lien, as Design Professionals do not qualify as such. To make the point, the legislation expressly prioritizes R.C. 1311 Mechanics’ Liens regardless of date of filing. Mortgages also are expressly unaffected. Those testifying in support included the Professional Land Surveyors of Ohio, American Council of Engineering Companies of Ohio, and the Ohio Chapter of American Society of Landscape Architects. OHBA TO MEET WITH OHIO DEPARTMENT OF EDUCATION Early next month, OHBA will meet with staff, and the director of the Office of Career-Technical Education, under the Ohio Department of Education. Multiple topics of discussion will include curriculum review, vocational education around Ohio, ODE programs, as well as, potential partnerships with the industry. BUILDER CONFIDENCE Holds Firm in November
B
uilder confidence in the market for newly built single-family homes edged one point lower to 70 in November, according to the latest NAHB/Wells Fargo Housing Market Index (HMI) released today. The past two months mark the highest sentiment levels in 2019. “Single-family builders are currently reporting ongoing positive conditions, spurred in part by low mortgage rates and continued job growth,” said NAHB Chairman Greg Ugalde. “In a further sign of solid demand, this is the fourth consecutive month where at least half of all builders surveyed have reported positive buyer traffic conditions.” “We have seen substantial year-over-year improvement following the housing affordability crunch of late 2018, when the HMI stood at 60,” said NAHB Chief Economist Robert Dietz. “However, lot shortages remain a serious problem, particularly among custom builders. Builders also continue to grapple with other affordability headwinds, including a lack of labor and regulatory constraints.” Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions fell two points to 76, and the measure charting traffic of prospective buyers dropped one point to 53. The component measuring sales expectations in the next six months rose one point to 77. Looking at the three-month moving averages for regional HMI scores, the Northeast posted a two-point gain to 62, the West was up three points to 81 and the South moved one point higher to 74. DEMOCRATIC PRESIDENTIAL CANDIDATES Talk Housing Affordability
D
emocratic presidential candidates cited the need to increase housing production to ease America’s affordability crisis during a nationally televised debate last night in Atlanta. Moderator Kristin Welker stated that millions of working Americans are finding that housing has become unaffordable, and that the problem is especially acute in metropolitan areas, particularly in California. Billionaire Tom Steyer said that as a result of policy in California, “we have millions too few housing units. I understand exactly what needs to be done here, which is we need to change policy and we need to apply resources here to make sure that we build literally millions of new units.” Steyer added that “localities and municipalities who have worked very hard to make sure that there are no new housing units built in their towns have to change that and we’re going to have to force it.” Sen. Elizabeth Warren (D-Mass.) said that “our housing problem in America is a problem on the supply side, and that means that the federal government stopped building new housing a long time ago, affordable housing. “So I’ve got a plan for 3.2 million new housing units in America,” Warren added. “Those are housing units for working families, for the working poor, for the poor poor, for seniors who want to age in place, for people with disabilities, for people who are coming back from being incarcerated. It’s about tenants’ rights.” Warren concluded her response by stating that “housing is how we build wealth in America. When I built a housing plan, it’s not only a housing plan about building new units. It’s a housing plan about addressing what is wrong about government-sponsored discrimination, how we need to address it, and we need to say we’re going to reverse it.” Sen. Cory Booker (D-N.J.) said that his plan “is very simple. If you’re a renter who pays more than a third of your income in rent, then you will get a refundable tax credit between the amount you’re paying and the area median rent. That empowers people in the same way we empower home owners.” In an official statement, NAHB Chairman Greg Ugalde highlighted the significance of Democratic presidential hopefuls — as well as President Trump — citing the urgent need to address America’s housing affordability challenges.

Image Resolution: What It Is and Why It Matters

How image resolution affects image quality: Pixel Dimensions: 600x600 Resolution: 300 pixels per inch This is a high resolution image. It’s clean, detailed, and perfect for printing. High resolution is overkill for the web, though. If images are too big, it makes your site slow.
What is image resolution? The quick and dirty explanation is it’s the number of pixels per inch. Higher resolution means more detail (and bigger file size, typically used for printing). Lower resolution means less detail (and smaller file size, perfect for email signatures, digital ads, and websites). Think of pixels as the building blocks of images. All they are is colored blocks.
Why does it matter? The more pixels an image has, the more detail it has (and the more professional you look). You need to meet the minimum resolution requirements to avoid pixelation and loss of quality. Lower resolution images printed at larger sizes appear fuzzy or “pixelated” because it has the same number of pixels, but they’re just printed larger. This is a pixel. This is 10 pixels This is 10x10 pixels, so we have 100 pixels.
Pixel Dimensions: 144x144 Resolution: 72 pixels per inch If you zoom in, you’ll see the edges are beginning to look a little fuzzy or like steps. This is fine when used small for web use or in email signatures. Would not be ideal for printing on a business card or brochure.
Pixel Dimensions: 20x20 Resolution: 10 pixels per inch Just to illustrate image resolution, this image is only 10 pixels per inch. This is what happens when you take a tiny photo and try to make it bigger. You lose detail and image quality.

The minimum resolution for the web is 72 pixels per inch (ppi). The minimum resolution for print is typically 150300 ppi depending on the printer and what you’re printing on. 300 is ideal for photos.
