TOM OSTRANDER It is with great sadness that we inform you of the passing of Tom Ostrander who passed away on Saturday, May 18th. Tom had been a valued member of our association for many years and a dear friend to many and will be sincerely missed. Please keep Tom’s family in your thoughts as they go through this difficult time. Tom Ostrander was one of the biggest supporters of our industry so I would encourage as many people as possible to pay their last respects. His family is obviously extremely devastated by Toms untimely passing. LETTER FROM THE PRESIDENT

WORKFORCE Development The overall trend for open construction jobs has been increasing since the end of the Great Recession. Recent surveys indicate that access to labor remains a top business challenge for builders. The most common effects of the labor shortage have been causing builders to pay higher wages, forcing them to raise prices to customers, and making it difficult to complete projects on time. However, more modest growth rates for housing construction for 2019 and 2020 are likely to place downward pressure on construction job openings in future data releases. That is, 2019 may be the year in which the job openings rate for construction levels off, albeit at elevated levels. This would nonetheless be a continuing sign for the need for additional worker recruitment into the industry. Here in Lorain, Erie and Huron counties- we have two great schools that offer high school students and adults looking to change careers or sharpen their skills an opportunity to get a great construction trades education. The Lorain County Joint Vocational School has high school programs in carpentry, HVAC, industrial electricity, landscape, masonry, and

maintenance services. On May 8, 2019, 19 seniors at the Lorain County JVS took part in

the first SkillsUSA National signing day sponsored by Klein Tools- the students “signed” with employers to begin their careers in the skilled trades. The event received newspaper and TV coverage. This event celebrated the seniors that made the decision to pursue a career in the skilled trades. Erie, Huron, Ottawa Vocational Educational center (EHOVE) also has high school programs in construction technology (students learn about masonry, carpentry, plumbing, roofing, and siding) and electrical technology. EHOVE and LCJVS

Our association and its members need to do what we can to support these programs as these students are our workforce of the future.

EXECUTIVE OFFICER’S REPORT

NCBIA HISTORY The 1970’s As we continue our 75th anniversary celebration for the North Coast Building Industry Association, we are now into the 1970’s, otherwise known as the Economic Rollercoaster. The 1970’s brought to Lorain County periods of both high and low economic change. The early ‘70s witnessed a stable housing market as well as an upsurge in apartment building. The mid ‘70s brought very high unemployment to our area causing an extreme decrease in our membership. The major issue for builders was the curtailment of the residential gas supply in our area resulting in many developers redesigning utility services for their developments. From the Fall of 1974 to October 1975 the association was without an executive officer. In 1975, Carmine Torio was hired to serve as the new executive officer and our association relocated to the Sheffield Shopping Center. The ‘70s, to paraphrase the Charles Dickens quote, “It was the best of times; it was the worst of times.” Early on was stable with increased apartment construction and then traumatic high unemployment caused the bottom to drop out. The Seventies saw massive inflation worldwide much of it caused by the Oil Crisis in the Middle East, Digital Technology is seen for the first time in consumer products including the first calculator, as technology advanced the range and function of home appliances improved, The Vietnam War ends, and the Cold War gets Colder. by Judie Docs, CSP, MCSP, MIRM, CMP, CGP

THE PRESIDENT Is Correct That is Thomas Daniel, OHBA President of course. Tom has said many times that the best avenue for our industry to address labor shortages is through your local vocational schools and career tech centers. This was fully demonstrated at the recent Skills USA Ohio competition where students from across Ohio displayed their skills in a variety of technical demonstrations. OHBA was a major sponsor of the event. A few thousand young aspirants displayed all types of abilities. Of interest to us was the Teamwork competition where 17 teams demonstrated skills in home construction. They all proudly competed to show they can do it all. From carpentry to electrical, plumbing and masonry, they all worked in hardhats proudly displaying the OHBA logo…it was a sight to make us all proud. All the young men and women, were courteous, respectful and wellgroomed and gave a glimpse of a future that should make us smile. President Tom assembled a team of judges; Ric Johnson, Josh Edgell, Roger and Ryan Puzzitiello, Stuart Cowan, along with Tony Crasi who donated architectural skills with construction plans for the students to follow. Senior Officers Jeff Wieland and Mark Zollinger joined Tom on hand as proud sponsors. This was a pursuit which all are encouraged to attend next year. The link between tech schools and Skills USA clearly demonstrate some high caliber young Ohioans have a deep interest in joining our ranks.

despite recent declines in mortgage interest rates. This is all the more concerning given that GDP growth for the first quarter (3.2%) exceeded analysts’ forecasts, including NAHB’s. Lagging housing construction is clearly connected to housing affordability declines stemming from the combination of interest rate effects and years of home price growth outpacing income growth. That said, the Federal Reserve’s decision to continue holding the federal funds rate steady at a top rate of 2.5% helps reduce upward pressure on interest rates. The decision is based on the fact that inflation remains anchored below the Fed’s target rate of 2%. Mirroring the GDP data, April labor market data showed an economy with notable positive momentum. For the economy, 263,000 jobs were added, and the unemployment rate approached a 50-year low at 3.6%. However, due to slow housing construction expansion, builders and remodelers added only 600 jobs in April, with the six-month moving average of residential construction job growth falling back to 5,250. Nonetheless, home builders and remodelers have added 92,800 jobs over the last year. And March data indicate the job openings rate continues to rise, with more than 300,000 unfilled positions in the construction industry. The strong job numbers and ongoing economic expansion would usually point to additional growth in single-family construction. However, as the end of 2018 illustrated, home buyers are reluctant to purchase homes at today’s prices given current income levels. Until affordability conditions improve, housing will continue to hamper overall economic growth.

Problem: “We don’t have any light duty jobs for our injured workers.” Problem Solved: Grant money from the Ohio BWC, a York Transitional Work Developer to help you create “light duty jobs,” or Modified Duty Offsite (MDOS) to place your injured worker at a non-profit like the Salvation Army or local food bank. BWC Transitional Work Grants are available to assist Employers in creating a formal Return to Work program. A Transitional Work Program is a customized program that includes policies and procedures to assist employers in safely bringing injured employees with restrictions back to work by performing identified jobs, tasks or functions as they transition back to their original positions. The program also includes the development of Job Analyses which outline the employee’s full duty position with task by task details for each essential job function as well as identifying modified tasks that may be performed as the employee “transitions” back to full duty. May 1st: BWC mailing 2019 Notice of Estimated Annual Premium to Ohio employers On or about May 1, 2019, the Ohio BWC will be mailing your Annual Notice of Estimated Premium for the upcoming 2019 Policy Year that starts on July 1, 2019 and ends on June 30, 2020. When you receive this Notice, we highly suggest that you review it in detail and confirm if the estimated payroll numbers that the BWC is projecting match what you are projecting for your company. If you are expecting your payroll to change significantly for the 2019 Policy Year (either up or down) we suggest you contact the Ohio BWC to adjust those numbers accordingly. This will ensure a more manageable True Up in the summer of 2020. If you would like to change your Premium Installment Plan for the upcoming 7/1/19-6/30/20 Policy Year, you can do so by May 15, 2019 by going online at www.bwc.ohio.gov or by calling the Ohio BWC at 1.800.644.6292.

Spike in fraudulent unemployment claims The Ohio Department of Job and Family Services (ODJFS) has noted an increase in the number of fraudulent unemployment claims over the past several weeks. These claims are being filed online using a social security number acquired in an unknown fashion. The actual employee to whom the SS# belongs is not even aware of the claim. According to the ODJFS integrity hotline - there have been several hundred cases in late March and April. Some cases are caught and flagged, within a day, if the perpetrator is not able to offer other identifying information to the ODJFS. Some cases are not caught until the employer notifies the state. If you believe that someone has filed a fraudulent claim using one of your employees’ (or client’s employee) SS#, please contact the ODJFS Integrity Hotline at 1-800-686-1555. it would be a good idea to have the employee call the number as well. The investigator will make other suggestions to the employee such as calling the police and credit bureaus. What Do I Do If OSHA Shows Up at My Business? The Occupational Safety and Health Administration (OSHA) could show up on your doorstep for different reasons. But when they do, it is important to keep a few things in mind. They should have credentials and will let you know the reason they are there during an opening conference. The inspection should be limited to the reason they are there. If they point out something you should do, try and correct it. They may wish to look at your OSHA Recordkeeping documents to determine if there are specific issues. They may wish to speak to your associates in private and they most likely will have questions for you. It is important to be honest and be prepared to produce training records if asked. At the conclusion of the inspection, the inspector will hold a closing conference to discuss observed violations. The closing conference may occur immediately following the inspection or several days or weeks later. Typically, citations are mailed to the employer several days or weeks after the closing conference but must be issued within six months of the start of the inspection. If you receive a citation it must be posted and you have 15 days from the receipt of the citation to contest it, but if you choose to do so you should have an attorney. You should always request an informal conference where you can produce documents, pictures or other evidence showing good faith to abate the hazards in order to have the citation withdrawn or reduced. Consumer Credit Increases in March BY LITIC MURALI The latest data from the Federal Reserve Board’s G.19 Consumer Credit Report show an increase in consumer credit at a seasonally adjusted annual rate of 4.3% during the first quarter of 2019. During this time, revolving credit1 increased by 1.4% and nonrevolving credit2 increased by 5.3%. At the end of the first quarter, total outstanding consumer credit totaled $4.1 trillion. Despite the quarterly increase in consumer credit and its two components, outstanding revolving debt decreased by 2.5%, or $2.1 billion compared to February 2019. Meanwhile, nonrevolving debt, increased from the previous month by $12.5 billion. Interestingly, the Federal Reserve’s revision of previous months’ data in part shows that revolving debt sharply declined in December 2018 by 3.0%. The G.19 report’s nonrevolving debt excludes loans which are secured by real estate, e.g., mortgages. The figure (right) shows that revolving and nonrevolving debt have roughly held the same share of consumer credit for the past 12 months. The flows’ data, upon closer examination, show that there has been a steady decline in revolving debt, while nonrevolving debt has been climbing up on a monthly basis. 1. According to the Federal Reserve’s G.19 Consumer Credit report, revolving credit plans, which are largely composed of credit card debt but also include home equity lines of credit (HELOCs), may be unsecured or secured by collateral and allow a consumer to borrow up to a prearranged limit and repay the debt in one or more installments. 2. According to the Federal Reserve’s G.19 Consumer Credit report, nonrevolving credit is closed-end credit extended to consumers that is repaid on a prearranged repayment schedule and may be secured or unsecured.

Builder Confidence Posts Solid Gain in May BY ROBERT DIETZ Builder confidence in the market for newly-built single-family homes rose three points to 66 in May, according to the latest National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Builder sentiment is at its highest level since October 2018 after declines in late 2018 due to higher interest rates and concerns over slower growth. Builders are catching up after a wet winter and many characterize sales as solid, driven by improved demand and ongoing low overall supply. However, affordability challenges persist. Mortgage rates are hovering just above 4 percent following a challenging fourth quarter of 2018 when they peaked near 5 percent. This lowerinterest rate environment, along with ongoing job growth and rising wages, is contributing to a gradual improvement in the marketplace. At the same time, builders continue to deal with ongoing labor and lot shortages and rising material costs that are holding back supply and harming affordability. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All the HMI indices posted gains in May. The index measuring current sales conditions rose three points to 72, the component gauging expectations in the next six months edged one point higher to 72 and the metric charting buyer traffic moved up two points to 49. Looking at the three-month moving averages for regional HMI scores, the Northeast posted a six-point gain to 57, the West increased two points to 71, the Midwest gained one point to 54, and the South rose a single point to 68. LEGISLATIVE REVIEW

MAY 2, 2019 REPORT #7 LEGISLATIVE UPDATE HB 62 TRANSPORTATION BUDGET (OELSLAGER, S.)

To make appropriations for programs related to transportation and public safety for the biennium beginning July 1, 2019 and ending June 30, 2021, and to provide authorization and conditions for the operation of those programs. After much deliberation in both the House, Senate and Conference Committee on an increase in the gas tax, the legislature ultimately settled on, and Governor DeWine signed into law, 10.5 cents per gallon, bringing the total to 38.5 cents. The deal also boosted the state’s diesel fuel tax rate by 19 cents to 47 cents. Both increases are effective July 1, 2019.

HB 149 TAX EXEMPTION (MERRIN, D.)

To enact the “Affordable Homebuilding and Housing Act” to temporarily exempt from property tax the increased value of land subdivided for residential development. HB 149 has received two hearings, including one for proponents, during which both OHBA Area VP, Richard Bancroft and Executive VP, Vince Squillace testified. OHBA has been in contact with the bill sponsor and Chairman Zeltwanger on scheduling future hearings in the House Economic and Workforce Development Committee.

HB 163 WATER/SEWER SERVICE (BRINKMAN, T.)

To create a process for withholding local government funds and state water and sewer assistance from municipal corporations that engage in certain water and sewer practices with respect to extraterritorial service. The Ohio Township Association testified in support of HB 163 in the bill’s second hearing Wednesday. While Senator Seitz mentioned a particular situation in his area of the state had been remedied after introduction of HB 163, the OTA presented issues in other areas of the state where similar difficulties still exist. OHBA will continue to monitor HB 163 to determine if it will continue to be heard in light of Cincinnati negotiations.

HB 166 STATE BUDGET (OELSLAGER, S.)

To make operating appropriations for the biennium beginning July 1, 2019, and ending June 30, 2021, and to provide authorization and conditions for the operation of state programs. A substitute bill is expected sometime today which will reveal the numerous amendments accepted as HB 166 continues through the House process. It is likely the budget will be voted out of the House next week, and the Senate will begin its work. OHBA will be reviewing all the amendments, as soon as the substitute bill is released.

HB 199 ROOFING CONTRACTORS (PATTON, T.)

To require commercial roofing contractors to have a license. This commercial roofer licensing bill was introduced in April and assigned to the House Commerce and Labor Committee. It is the same bill the sponsor introduced last General Assembly to add roofing to the list of specialty contractors licensed under the OCILB. HB 199 has not had any hearings yet, but OHBA will work to ensure ‘roofing’ is clearly defined, so as not to impact residential.

SB 127 ELEVATOR LAW (UECKER, J., YUKO, K.)

To revise the Elevator Law. SB 127 has been assigned to the Senate Transportation, Commerce and Workforce Committee. OHBA was closely involved in discussions on a similar bill to license elevator contractors and mechanics. While OHBA was able to get residential exempt during the last General Assembly, the exemption language may need further clarification to ensure it truly applies to all residential work being done. OHBA will continue to monitor and be in contact with elevator contractors, and OHBA members providing valuable insight during the prior hearings. Please contact OHBA with any questions or concerns.

OUPS UNDERGROUND PROTECTION DISCUSSIONS Following the passage of legislation last General Assembly making several changes to the Call Before You Dig law, including statewide registration, and the establishment of the Underground Technical Committee, there has been more recent discussion on if any further changes need to be pursued. If anyone has any feedback on Call Before You Dig, feel free to contact OHBA.

MAY 13, 2019 REPORT #8 UNDEVELOPED RESIDENTIAL PROPERTY TAX LANGUAGE ADDED TO BUDGET BILL BEFORE PASSING THE HOUSE, FOCUS TURNS TO THE SENATE HB 166 STATE BUDGET (OELSLAGER, S.)` The House Finance Committee accepted an omnibus amendment to the state budget bill before passing it out of committee unanimously and sending it to the House floor last Thursday. A variation of language from HB 149 Property Tax was among the 1100 pages of amendments included in the House version, which now moves to the Senate for its work. President Larry Obhof and Senate Finance Chair Matt Dolan are key contacts as OHBA continues to work on budget progress. Further, members of the Senate Finance Committee have been included as key contacts as HB 166 makes its way through the Senate. Contact information can be found at the following link. http://www.ohiosenate.gov/ committees/finance The property tax language approved by the House is attached. As the final amendments were being discussed by House leadership, OHBA was contacted several times during the negotiations. The House made some changes before including the property tax language into the budget, and OHBA will continue to review the language as it heads to the Senate. With the language included in HB 166, the limitation on reappraisals of undeveloped lots, after the land has been platted for residential development, lasts 3-5 years, depending on when the sexennial reappraisal is to occur. The same opponents to HB 149 will very likely continue to oppose the language in the budget bill, and OHBA has already begun work in the Senate to keep the language in the Senate version of HB 166. OHBA will be meeting with members of the Senate, and encourages contact with members of the Finance Committee to urge maintenance of the property tax language currently in HB 166. Remodeling to Age-In-Place Remains Strong, Still Mostly for Older Home Owners BY PAUL EMRATH According to NAHB’s Remodeling Market Index (RMI) survey for the 4th quarter of 2018, over three-fourths of professional remodelers undertake projects designed to allow home owners to Age-in-Place. Their customers are generally familiar with the Aging-in-Place concept, and at least somewhat receptive to it. However, in practice remodelers continue to perform Aging-in-Place work mostly for customers age 55 or older, although there has been a modest uptick in work undertaken for home owners age 35 to 54 in the past couple of years. The RMI survey has asked questions about Agingin-Place periodically, beginning in 2004. Initially, about three-fifths of remodelers reported Agingin-Place home modifications. The percentage increased over the years, reaching a peak of 80 percent in 2016. Although the percentage declined slightly in the 2018 survey, 77 percent of remodelers are still reporting Aging-in-Place work, the second highest Aging-in-Place percentage on record since NAHB began collecting the information.

When asked, a clear majority of remodelers say that some of their customers are familiar with the Agingin-Place concept. The percentage has fluctuated between 68 and 77 percent, and stood at 72 percent in the last two surveys. However, the share of remodelers who say none of their customers are familiar with Aging-in-Place has dwindled from 25 percent in 2004 down to 11 percent in the last two surveys. Meanwhile, the share who say most of their customers are familiar with Aging-in-Place has tripled, from only 6 percent in 2004 to a high of 18 percent in 2018.

In 2006, the survey expanded to include a question on how receptive remodelers’ customers are to Aging-in-Place home modifications. Although the largest share consistently goes to those reporting their customers are somewhat receptive, the share reporting that they are very receptive is nearly as large. In the latest, 2018 survey, the shares were 54 percent somewhat and 45 percent very receptive. The share of remodelers who say home owners are not at all receptive to Aging-in-Place, which has been consistently small, fell to a near negligible 1 percent in 2018.

Over the years, roughly 60 to 75 percent of remodelers have reported Aging-in-Place work for customers in both the 55-to-64 and 65-plus age groups. Aging-in-Place work undertaken for younger customers, meanwhile, has been less common. In fact, the share of remodelers reporting work for customers age 45-to-54 declined from 43 to 22 percent between 2006 (the later stages of the housing market boom) and 2013. Over the same period, the age 35-to-44 share declined from 17 to 6 percent. Since 2016 there has been a modest recovery in Aging-in-Place remodeling for home owners in the 35-to-44 and 45-to-54 age brackets, with the shares rising to 10 and 27 percent, respectively, by the end of 2018.

How to Enhance Your Customer Experience to Boost Profits: Engaging Leads It may sound contradictory to the name of the industry, but builders aren’t in the home-building business; they’re in the customer business. And how builders initiate and manage these customer relationships are the keys to a successful business. Attendees at The Customer Experience Funnel: Best Practices for Profitability master session during the 2019 International Builders’ Show learned the ins and outs of this process from speakers Will Duderstadt of M/I Homes, Inc.; Chris Hartley of Dunhill Homes & Nathan Carlisle Homes; and Kimberly Mackey of New Homes Solutions Consulting.

Engaging Leads Marketing helps to generate leads, but builders also need to give these leads somewhere to go: a website. As the first interaction many prospective buyers have with a company, today’s home building websites should be viewed as investments, and include features to make it simple and convenient for leads to take the next step. “How many people here have a model home worth at least $500,000?” Hartley posited to the audience. “You didn’t think anything of it, did you? But you’re not going to spend $50,000 on your website?” Components such as virtual tours are a great start from a visual standpoint. Chatbots also are an up-and-coming feature with which Hartley has had notable success. They can engage with customers immediately — a critical component in today’s ever-connected world — and interact with existing systems to determine appropriate follow-up by the sales team. It should also include relationship building when they’re not on the floor. Work attire should reflect the company’s policies and procedures (e.g., no flip flops or shorts). Regular meetings provide opportunities to discuss their numbers from the previous week and what they need to make things happen.
