Builder Confidence Holds Steady in March
Builder confidence in the market for newly built single-family homes held steady at 62 in March, according to the latest National Association of Home Builders/Wells Fargo Housing Market Index (HMI) released today. “Builders report the market is stabilizing following the slowdown at the end of 2018, and they anticipate a solid spring home buying season,” said NAHB Chairman Greg Ugalde. “In a healthy sign for the housing market, more builders are saying that lower price points are selling well, and this was reflected in the government’s new home sales report released last week,” said NAHB Chief Economist Robert Dietz. “Increased inventory of affordably priced homes — in markets where government policies support such construction — will enable more entry-level buyers to enter the market.” However, affordability still remains a key concern for builders. The skilled worker shortage, lack of buildable lots and stiff zoning restrictions in many major metro markets are among the challenges builders face as they strive to construct homes that can sell at affordable price points.

Fed Action Bodes Well for Mortgage Rates The Federal Reserve’s decision last week to hold short-term interest rates steady, along with two other key announcements by the central bank, should reduce upward pressure on mortgage interest rates for the foreseeable future.
Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI component charting sales expectations in the next six months rose three points to 71, the index gauging current sales conditions increased two points to 68, and the component measuring traffic of prospective buyers fell four points to 44. Looking at the three-month moving averages for regional HMI scores, the Northeast posted a five-point gain to 48, the South was up three points to 66, and West increased two points to 69. In signs that the Fed is adopting a more dovish monetary stance, it said that it envisions no rate increases in 2019 and just a single rate hike in 2020. As NAHB Chief Economist Robert Dietz observed in this Eye on Housing blog post, “this is a remarkable downward revision for the Fed’s outlook, as the December 2018 projections called for the fed funds rate to be roughly 50 basis points higher than the current outlook over the course of 2019 to 2021.” The second signal was an announcement that the Fed will slow the process of balance sheet reduction or quantitative tightening. The combined announcements mean that the Fed is moving toward a less aggressive stance due to slowing global growth and a somewhat weaker outlook for the U.S. economy. As we enter the crucial spring home buying season, these actions should bode well for housing demand.

Colors and Finishes for Kitchen Appliances, Cabinets, and Countertops BY CARMEL FORD
Home buyers also have a clear preference when it comes to countertop material: 57 percent want granite or natural stone countertops (Figure 3). Quartz/engineered stone comes in at a distant second place, preferred by 21 percent of buyers. Much smaller minorities are interested in either solid surface (12 percent) or laminate (8 percent).
Last week’s post on NAHB’s recently released report, What Home Buyers Really Want, highlighted the most wanted kitchen features. This post provides more detail on the colors and finishes home buyers want for their kitchen appliances, cabinets, and countertops. The report is based on a nationally representative survey asking home buyers (people who bought homes in the previous three years or are planning to do so in the next three years) about the features they want in a home or a community. Findings from the report show that there is no clear majority when it comes to finish and color preferences of kitchen cabinets. About the same share of home buyers give traditional and contemporary cabinets the same desirability rating: 62 percent and 58 percent, respectively. Almost a third of home buyers — 32 percent – want white cabinets, not much higher than the 26 percent who prefer a medium brown cabinet color (Figure 1). Significantly smaller shares of home buyers want dark brown cabinets (13 percent), gray (10 percent), beige (8 percent), or black cabinets (5 percent). Sixty-seven percent want a stainless-steel color while 15 percent each want white and black. The remaining 3 percent of home buyers cited a preference for some “other” color (Figure 2).

MEMBERS NAHB just concluded another first class, successful convention. Attendance numbers were great as was the quality of excellent educational programs as well as new product demonstrations and exhibits. It was a great show in all respects. Outgoing Chair Randy Noel was very animated in stressing all to keep in mind just how valuable the association efforts are for ALL members of the industry. Citing effective advocacy on the resent tariff discussions, WOTUS efforts and code developments, it is clear this association provides needed value to the entire industry. If we are to continue in this pursuit, we clearly need more members and their support. All levels of the association work hard to not only provide the information you need to be successful but also provide the advocacy you need to protect you from over regulation and oftentimes the taking of your property. It is clear, if you make a living in this industry you need to join, support and contribute to it. Again, the record is clear; the association supports you and your endeavors. The value is obvious. Now we need to boost membership as we continue to serve you.
down from 49 days in January but up from 37 days a year ago. In February, 41% of homes sold were on the market for less than a month. The February all-cash sales shared 23% of transactions, the same as January’s share, but slightly lower than the 24% in February 2018. The February median sales price of $249,500 was up 3.6% from a year ago, representing the 84th consecutive month of year-over-year increases. The February median condominium/co-op price of $233,000 was up 3.1% from a year ago. Regionally, existing home sales surged in three of the four major regions in February, compared to the previous month, and unchanged in the Northeast. Sales in Midwest, South and West grew 9.5%, 14.9% and 16% from last month. On a year-over-year basis, sales declined 0.4% and 7.9% in the South and West, while sales in the Northeast rose 1.5%. Sales in the Midwest were roughly even from a year ago.
Eye on Housing EXISTING HOME SALES JUMPED IN FEBRUARY BY FAN-YU KUO After three consecutive months of decline, existing home sales, released by the National Association of Realtors, rebounded strongly in February. This is the largest monthly gain since December 2015. Total Existing home sales, including single-family homes, townhomes, condominiums and co-ops, rose 11.8% to a seasonally adjusted annual rate of 5.51 million in February, the highest level in the past eleven months. On a year-over-year basis, sales were 1.8% lower than a year ago. Meanwhile, the first-time buyer share increased to 32% in February from 29% last month and a year ago. The February inventory increased to 1.63 million units from 1.59 million units in January, and was up from 1.58 million units compared to a year ago. At the current sales rate, the February unsold inventory represents a 3.5-month supply, down from a 3.9-month supply last month but up from a 3.4-month supply a year ago. Homes stayed on the market for an average of 44 days in February, page 8
The NAR stated that February surge was driven by lower mortgage rate, more inventory, rising income and growing consumer confidence. Though the strong gain in February signaled a rebound in the market, NAR further suggested that significant construction for affordably priced-homes is still needed for sustained growth. Meanwhile, builder confidence held steady at 62 in March, as the market is stabilizing following the slowdown at the end of 2018.

Gypsum Prices Down 10% Since 2018 Peak BY DAVID LOGAN The downward trend in prices paid for gypsum products continued in February, as prices declined 5.1% (seasonally adjusted) according to the latest Producer Price Index (PPI) released by the Bureau of Labor Statistics. Prices paid for gypsum products have fallen 8.6% and 9.8% since the start of 2019 and August 2018, respectively. The trend is notable as prices have fallen five of six months since the most recent peak last August. In addition, the year-to-date decrease is the largest in nearly a decade.[1]
Diesel fuel prices rose 7.2% in February, snapping a two-month trend during which prices fell 30.0%. Prices remain much lower than their most recent peak, but transmission to building materials prices (if any) by means of lower freight costs is unlikely to be seen in the data until March. Prices paid for ready-mix concrete decreased 0.5%. The current index reading of 271.4 is its lowest since April 2018. [1] Seasonally adjusted data on gypsum products prices has only been available since 2012. Data for prior years are not seasonally adjusted. [2] The February PPI reading for OSB was not released with the rest of the data. The 4.3% increase was estimated using January and February data from Random Lengths.

Early Indicators Show Promise, Concerns for Housing BY NAHB CHIEF ECONOMIST ROBERT DIETZ
Overall, the price of goods used in residential construction increased 0.8% in February (not seasonally adjusted)–the first increase in five months. Softwood lumber (+2.3%) and OSB (+4.3%) offset the large decline in prices paid for gypsum products.[2]
After a slowdown in late 2018, some initial data for 2019 show housing demand remains solid, buttressed by low unemployment and improving demographics. Housing affordability concerns — caused, in part, by rising construction costs — remain the primary hurdle for housing market expansion. Yet despite affordability headwinds and slow sales volume, homeownership metrics improved during the final quarter of 2018. The homeownership rate rose to 64.8%, and the total count of home owners has now recorded 10 straight quarters of solid gains. Pending existing home sales rebounded in January, rising 4.6% from December levels. However, due to higher prices, pending sales remain 2.3% lower than a year ago and have marked 13 straight months of annualized declines. Delayed, but now published, December Census data show new home sales increased 4% to an annual rate of 621,000. 2018 was the best year since the Great Recession for new home sales, which increased 1.5% from the previous year. However, macro concerns persist. GDP growth in the fourth quarter came in at a rate of 2.6% (2.9% for the year). NAHB is forecasting a weak first quarter growth rate below 2%. This reading is consistent with the soft labor market report for February, with only 20,000 net jobs created for the overall economy and a job loss of 10,900 for residential construction. Moreover, access conditions for AD&C loans have moved from positive to neutral, according to a recent NAHB survey and a finding that most rates have increased 75 basis points over the last year. As a result, FDIC data show the stock of outstanding AD&C loans declined in the final quarter of 2018, the first decrease since 2013.

Construction General Liability Insurance Amanda Leffler and Wesley Lambert of Brouse McDowell in Akron attended the OHBA meeting to answer questions and provide some advice in trying to understand how to best protect yourself in light of recent Ohio Supreme Court cases dealing with general liability insurance coverage. They agreed it is, at best, a very confusing time, and are trying to help guide contractors. It appears reviewing your contracts and insurance policies may be the best route to making sense of how to best deal with coverage going forward. A legislative fix has been contemplated, but is no more certain to help make the issue any clearer. Amanda indicated she has and does offer the service to review and advise for a flat fee, and it was recommended to all in attendance to either contact your attorney or get in touch with Amanda for such review. The handout, including her contact information has been attached. Please feel free to contact OHBA with any questions.
MARCH 19, 2019 REPORT #3 OHBA TO MAKE HISTORIC FIRST TIME APPEARANCE BEFORE SUPREME COURT The Supreme Court of Ohio recently granted OHBA the opportunity to appear before the court and argue for affirmance in Gloria Wesolowski v. Planning Commission, City of Broadview Heights, et al. This was unexpected in that the original party representing the property owner waived their right to appear on a technicality. OHBA previously filed an amicus brief on behalf of the property owner, and after filing a motion for leave to appear was duly recognized by the court and allowed to make arguments before them. As the chief advocate for the industry on behalf of our federation, OHBA has appeared many times before governors and legislative leaders, but this is a first to physically argue on behalf of our industry concerns before Ohio’s highest court. The case is vitally important, as it would affirm that subdivision plats must be acted on by local government within the 30-day time limit, as set out in Ohio law. The municipalities argue the time limit does not apply to them. Our amicus argued on behalf of property owners that it does. Both the trial court and appeals court agreed, and found in favor of the property owner. The matter now sits before the Ohio Supreme Court. Local Outreach Key to Addressing Labor Shortage Labor shortages are the most widespread challenge builders expect to face in 2019, according to the latest NAHB/Wells Fargo Housing Market Index analysis. Finding the solutions to this ongoing concern was a topic of much discussion during the 2019 International Builders’ Show. “A long-term solution to the workforce development problem is getting younger people into the profession,” said Ed Brady, CEO of Home Builders Institute, during an IBS workshop in the NAHB Professional Women in Building (PWB) headquarters moderated by Judy Dinelle, 2018 NAHB PWB Chair and Building Ambassador of 84 Lumber. Brady recommended that trade professions be reintroduced in schools as a viable career path. He noted that although national building industry page 14
campaigns are helpful in increasing public awareness about careers in construction, “the industry has to advocate for itself at the local level.” Reaching out to local educators and parents can help steer interest in careers in construction, said Stacey Kolegraff, assistant professor at the Department of Construction Management at California Polytechnic State University, San Luis Obispo. Although women make up 50% of the U.S. population, they represent only 9% of construction workers. Kolegraff encouraged women in construction to be more visible in their communities to help eliminate the stigma that women do not belong in the industry. Erin Brennan, industry relations manager of skills at Cengage, recommended partnering with local businesses and organizations such as the Boy and Girl Scouts to spread the word about careers available in construction. NAHB offers a variety of workforce development resources to help HBAs and members promote residential construction careers in their local communities. New Home Sales Up 1.5% for the Year BY ROBERT DIETZ Despite a period of weakness during the Fall of 2018, new home sales ended 2018 up 1.5% compared to the total for 2017. Contracts for new, single-family home sales increased almost 4% to a 621,000 seasonally adjusted annual rate according to estimates from the joint release of HUD and the Census Bureau. However, the surprisingly strong initially reported November pace was revised down from a 657,000 rate to a more expected 599,000.
For the year 2018 new single-family home sales summed to 622,000, compared to 613,000 in 2017. As can be seen on the graph above, while the December pace improved, the current rate of sales remains off the post-Great Recession trend due to housing affordability concerns made worse by the rise in mortgage interest rates at the end of the year. Mortgage rates have declined in 2019, which in turn should lead to additional new home demand. Builder confidence has also stabilized in recent months. Regionally, new home sales in 2018 were 16% lower in the Northeast and 1% lower in the West. Sales were 4% higher in the South and 6% higher in the Midwest. New home prices unexpectedly increased in December, rising to a median price of $318,600. However, prices are lower than a year ago ($343,300) due to rising use of price incentives and a slow change toward additional entry-level inventory. Inventory continued to rise in December, increasing to 344,000 homes available for sale. A year prior, new single-family home inventory stood at 294,000. The months’ supply measure held relatively steady at an elevated 6.6. The count of completed, ready-to-occupy new singlefamily homes in inventory (seasonally adjusted) increased from 63,000 in December 2017 to 71,000 in December 2018.

Mergers, Acquisitions and Purchases and Workers’ Comp It is important for a new business owner who is taking over another business, either whole or in part, through a purchase, acquisition or merger, to understand how the BWC determines successorship. Generally, if the BWC determines the relationship between the predecessor (seller) and the successor (buyer) is a continuation of the business or operations, they will combine the predecessor’s policy with the successor’s; resulting in the transfer of experience and liability. This is important information for the successor to know before the takeover since you could inherit outstanding liabilities and claims resulting in penalty rated premiums. Even though there is a change in ownership, BWC has historically considered the experience of the predecessor business as predictive of the future experience of the successor business. Retention of employees, same type of business operations, same location and retention of the same customer base are some of the factors used in determining successorship. BWC can consider exceptions to this when there is a substantial or total change in business operations. It is highly recommended that the successor employer obtain the experience information and outstanding financial obligations of the predecessor employer prior to acquiring the business. BWC makes this information available by completing the Request for Business Transfer Information (AC-4) which must be signed by both the buyer and the seller. The predecessor and successor are both required to notify BWC of a transfer of business operations. If you are the successor of the business and already have workers’ compensation coverage you are required to submit the Notification of Business Acquisition/Merger or Purchase/Sale (U-118). Otherwise, if you are without workers’ compensation coverage you must complete an Application for Ohio Workers’ Compensation Coverage (U-3). The predecessor must notify BWC of the transfer and request cancellation of coverage and has 45 days after cancellation to report final payroll.
Unemployment Cost Control Unemployment Cost Control - The highest experience rate for Ohio employers increased from 9.0% in 2018 to 9.2% in 2019. As this figure varies from year to year, so will the rate brackets within the annual rate schedule created by the Ohio Department of Job and Family Services (ODJFS). This variable factor and the cost of claims being charged to employers are the primary reasons organizations will pay more to ODJFS. Avoid paying more and get a good start on controlling your unemployment expenses in the new year! Share of Homes Recently Built – The share of new owner-occupied units is calculated by taking the total number of owner-occupied housing units built since 2010 divided by the total number of owneroccupied housing units. The number indicates how fast the stock of owner-occupied housing is growing. The higher the rank, the higher the share of homes built since 2010 compared to other HBAs. Higher shares are indicative of faster growing, more recently developed areas while lower shares are signs of areas with slow or little growth. Single-Family Permits Issued – The figure shows the number of building permits issued on new privately-owner residential construction for single-family housing units. The higher the rank, the more singlefamily permits issues compared to other HBAs. The number of permits per 1,000 population is another indicator of growth; the higher the ratio, the greater growth and growth potential. SF Permits Change from 2016 – The figure is calculated using the annual statistics for single-family permits issued in 2016 and 2017. The higher the rank, the higher the percent change in single-family permits issues from 2016 compared to other HBAs. Multifamily Permits Issued – The figure shows the number of building permits issued on new privately-owner residential construction for multifamily housing units. The higher the rank, the more multifamily permits issues compared to other HBAs. MF Permits Change from 2016 – The figure is calculated using the annual statistics for multifamily permits issued in 2016 and 2017. As we continue our 75th anniversary celebration for the North Coast Building Industry Association, we are now into the 1950’s. The early 1950’s saw a tremendous housing boom. The pent-up demand for housing was so great that nearly everything built was sold immediately. On May 28, 1952, the association joined the National Association of Home Builders (NAHB) and the Ohio Home Builders Association (OHBA) to better serve the needs of its members and protect their interests. By 1957, our association membership had reached 100 members. Many new technological developments such as the replacement of rock lathe with drywall, factory-built kitchen cabinets, roof trusses, poured foundation walls, pre-hung doors and pre-cut casings came into being with the Association serving as conduit and message center for their implementation. This increased information created a communication need for our association members that caused the position of executive secretary to be established. The building industry was experiencing levels of standardization and professionalism previously unheard heard of. The 1950’s was a decade unrivaled before for innovation, growth and challenge.
