Career Opportunities in the Building Trades I am hopeful that our members join us at our March 16th General Membership meeting, along with Ed Brady, President and CEO of the Home Builders Institute (HBI) who will address our members and Lorain, Erie, and Huron school officials about the opportunities now available in Ohio schools. At a time when countless college graduates are finding they are underemployed and saddled with crushing student debt, it is time for educators and policymakers to reexamine the widely held belief that a college degree represents the only road to success. The building trades offer a great career path. Regrettably, fewer students are seeking careers in the construction industry because many parents and guidance counselors are steering them toward a college pathway rather than a vocational route. This is particularly unfortunate, given the shortage of skilled workers in the residential construction industry and the fact that carpenters, electricians, framers, roofers, and others in the field earn good salaries and express high job satisfaction. Indeed, according to the Bureau of Labor Statistics Occupational Employment Statistics Survey data and analysis by the National Association of Home Builders (NAHB), half of payroll workers in construction earn more than $47,290. In comparison, the U.S. median wage is $38,640.

The labor shortages can be attributed in part to the fact that many skilled residential construction workers were forced to seek employment elsewhere during the Great Recession, when more than 1.4 million jobs were lost as builders across the nation were forced to shutter their doors or lay off workers. Many trades retrained their construction workers, and they are not returning to the housing sector. With the nationwide housing recovery now picking up steam, it is imperative that America trains more workers and leaders in the construction industry. The number of open construction sector jobs in July 2019 was 373,000 and the overall trend for open construction jobs has been increasing since the end of the Great Recession. The problem is particularly acute here in our area. Labor shortages are harming our local builders, raising prices for consumers, and slowing the housing recovery. Builders have experienced delays in completing homes, and in some cases have had to cancel projects due to a shortage of workers. These delays and production bottlenecks are increasing the cost of building a home which in turn is raising costs for home buyers and harming affordability. The residential construction industry is one of the few sectors where demand for new workers is rising, and the housing industry is working diligently to meet this challenge. HBI, a national leader in career training and NAHB’s workforce development arm, offers educational programs in fortythree states and the District of Columbia, reaching more than 7,000 students each year. These include more than 5,000 students in HBI’s pre-apprenticeship programs. To meet the housing needs of a growing population, attitudes must change. Parents, teachers, counselors, and students need to understand and believe that a vocational education is just as worthwhile as a conventional four-year college and that both routes offer satisfying career paths and financial gains. Academic institutions can aid in this effort by funding and promoting more two- and four-year programs that cater to students interested in construction management and the building trades. I sincerely hope that you will join us at that very important general membership meeting.

RIC JOHNSON APPOINTED to NAHB OHBA State Representative

A

t the recently concluded International Builders Show in Orlando Florida, during the 2021 Leadership Council meeting Ric Johnson was appointed to fill the remaining year of Randy Strauss’s term as Ohio State Representative to NAHB. Ric is a custom builder specializing in 55+ building and remodeling, a licensed Electrical Contractor and a Certified Technologist with over 40 years experience in the building trades. In additional to now serving as Ohio State Rep, he is also an Area Vice President for OHBA, and currently service as Chair of the State of Ohio Residential Construction Advisory Committee (RCAC) Randy sent out a message last Monday announcing he was stepping down to assist Bill Owen in his campaign for Third Vice Chair of NAHB. I want to thank Randy for his continued service to NAHB, OHBA and all the locals. Randy has been a great source of information. Thanks Randy! NAHB WELCOMES Biden Administration Move to Lower Lumber Tariffs BY: PAUL EMRATH

W

ith lumber prices experiencing extreme price volatility this year and harming housing affordability, NAHB has relentlessly been calling on the Biden administration to eliminate – or at the very least reduce – duties on Canadian lumber shipments into the United States. Today, the Commerce Department took a positive step forward by issuing its third administrative review to reduce duties on shipments of Canadian lumber into the United States from 17.99% to 11.64%. Following the Commerce action, NAHB Chairman Chuck Fowke issued the following statement to the media: “NAHB welcomes the Biden administration’s move to reduce duties from 17.99% to 11.64% on softwood lumber shipments from Canada into the U.S. Reducing these tariffs is an important step forward to addressing America’s growing housing affordability crisis and easing extreme price swings in the lumber market that have added more than $18,600 to the price of a new home since late summer. “To help further address the nation’s housing affordability challenges, we encourage the Biden administration to build on today’s positive development by taking the following actions: enter into negotiations with Canada to achieve a new softwood lumber agreement that will eliminate duties; increase the domestic supply of timber from public lands in an environmentally responsible manner; and seek immediate remedies to the lumber and building materials supply chain that will increase production and lower construction costs.” Since the Commerce Department doubled lumber tariffs from 8.99% to 17.99% last November, NAHB has led the charge to overturn this action by taking the following actions: >

At the behest of NAHB, 84 members of Congress sent a joint letter to Commerce Secretary Gina Raimondo in late December expressing urgent concern regarding the Commerce Department’s recent decision to double tariffs on softwood lumber products from Canada. The letter also calls on the United States to resume talks with Canada to negotiate a new softwood lumber trade agreement. After consulting with NAHB and the Oklahoma home builders, Rep. Kevin Hern (R-Okla.) took to the House floor on Jan. 19 and spoke about the urgent need to take action to reduce lumber prices and tariffs. NAHB secured the placement of an op-ed by Chairman Chuck Fowke in the Seattle Times earlier this month highlighting the

association’s fierce opposition to lumber tariffs and detailing how the tariffs effectively delivered a body blow to American home buyers, renters and businesses that rely on lumber products. In January, NAHB CEO Jerry Howard discussed the harmful effects of tariffs on housing affordability in appearances on Fox business shows Varney & Co. and Cavuto Coast-to-Coast and NAHB Chief Economist Robert Dietz discussed this issue in an NPR interview that aired on multiple radio outlets across the nation. In early December, NAHB leaders met with top Canadian officials at the Canadian embassy in Washington to discuss key softwood lumber issues, including the urgent need to restart negotiations on a new softwood lumber agreement that would end tariffs. NAHB sent a letter to President Biden on Dec. 3 calling on the White House to combat high lumber prices by engaging with Canada on a new softwood lumber agreement and increasing domestic lumber production.

Lower tariffs would mitigate uncertainty and associated volatility that has plagued the marketplace, which could help ease upward price pressure on lumber prices. JANUARY NEW HOME SALES Lower but Still Solid as Interest Rates Rise

N

ew home sales declined in January on rising interest rates but still posted a steady reading as demand remains strong. Sales of newly built, single-family homes in January fell 4.5% to an 801,000 seasonally adjusted annual rate from a sharp upwardly revised reading in December, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. “Demand is strong given a lack of existing home inventory,” said NAHB Chairman Jerry Konter. “Builders are grappling with supplychain issues that are extending construction times and increasing costs. Policymakers need to focus on alleviating production bottlenecks, particularly as it relates to lumber and other building materials.” “New home prices continue to rise as the cost of materials increases,” said NAHB Chief Economist Robert Dietz. “Higher mortgage rates will slow home buying demand over the course of 2022 and the Russia-Ukraine crisis will add short-term volatility to the bond market.” A new home sale occurs when a sales contract is signed or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the January reading of 801,000 units is the number of homes that would sell if this pace continued for the next 12 months. New single-family home inventory was up 34.4% over last year, rising to a 6.1 months’ supply, with 406,000 available for sale. However, just 37,000 of those are completed and ready to occupy. The median sales price rose to $423,300 in January from $395,500 in December, and is up more than 13% compared to a year ago, due primarily to higher development costs, including materials. Regionally, on a year-to-date basis, new home sales fell in three regions, down 10.7% in the Northeast, 3.7% in the Midwest and 7.4% in the South. New home sales were up 1.2% in the West.

MULTIFAMILY CONSTRUCTION Sentiment Ends 2021 on a Positive Note BY: PAUL EMRATH

C

onfidence in the market for new multifamily housing improved in the fourth quarter of 2021, according to the latest results from NAHB’s Multifamily Market Survey (MMS). The MMS produces two main indices. In the fourth quarter, the Multifamily Production Index (MPI) increased one point to 54 from the previous quarter while Multifamily Occupancy Index (MOI) decreased six points to 69. The MPI is a weighted average of three component indices measuring developer sentiment about production in different segments of the multifamily market: low-rent apartments supported by low-income tax credits or other government subsidy programs; market-rate rental apartments built to be rented at an unsubsidized market-clearing price; and for-sale units (i.e., multifamily condominiums). Each component index lies on a scale on of 0 to 100, where a number above 50 indicates that more respondents report conditions are improving than report conditions are getting worse. Two of the three components increased from the third to the fourth quarter: The component measuring market rate rental units inched up one point to 61 and the component measuring for-sale units posted a six-point gain to 53, while the component measuring low-rent units fell seven points to 48. Similarly, the MOI measures the multifamily housing industry’s sentiment on occupancy in existing apartments. The MOI is also a weighted average of three components: for occupancy in class A, B, and C apartments. Again, each component index lies on a scale from 0 to 100, with a break-even point at 50, where numbers above 50 indicate rising occupancy. Even though the overall MOI fell six points to 69, it remains well above the break-even point of 50 and as high as it’s been at any time prior to the second quarter of 2021. All three of the MOI’s components declined at least slightly in the fourth quarter. The index for occupancy in class A apartments declined five points to 72, the index for class B apartments declined eight points to 67, and the index for class C apartments edged down by a single point to 69. The strength of the MPI indicates that demand for new multifamily construction in many parts of the country has been strong enough to compensate for the rising costs of land, labor and materials. The strong MPI is also consistent with Census production statistics, which show 750,000 apartments under construction and new apartments being started at a rate in excess of 500,000 per year. WHAT'S DRIVING Outdoor Living Trends?

O

utdoor living has been propelled to the top of home owner wish lists and, subsequently, has become a top priority for architects and design professionals focused on residential design. Connection to the outdoors/nature and outdoor entertaining both ranked high on the top 10 list of design drivers in “The Future of Home Design,” a recent survey conducted by the New Home Trends Institute (NHTI) in collaboration with Pro Builder. More than 300 residential architects, designers and design-minded builders across the country responded to the survey with their opinions, experiences, and predictions about trends in new-home design, including styles, materials and more. The results offer insight into trends we can expect to see in home design during the next three to five years.

Connecting to the Outdoors Of those surveyed, 58% said connection to the outdoors/nature will be an important influence on their design choices in the coming years, while 45% said outdoor entertaining will also receive increased attention. Following value and cost considerations, connection to the outdoors and nature was predicted to be the largest driver of home design choices over the next three years.

Home Owners Seek More Outdoor Living Options A large, green backyard once satisfied home buyers, but today’s buyer is seeking more options and flexibility in how they use outdoor spaces — just as they are for interiors. In fact, “The Future of Home Design” survey reveals that an open yard ranks low among design professionals, compared with more multifunctional options. Just 28% of respondents chose that type of space in the survey, compared with other more popular features, such as covered outdoor rooms/open-air rooms (73%), patios (68%) and decks (55%).

Challenges Spur Creativity in Outdoor Living Design Designing higher-density projects as demand for multifunctional outdoor spaces increases requires creative solutions. Popular solutions include: > >

Expansive windows and floor-to-ceiling sliding glass doors help create connection to the outdoors without requiring additional square footage indoors or out. Expect efficiently designed outdoor spaces featuring more builtin features, such as firepits or fireplaces (73%), outdoor kitchens (68%), gazebos or pergolas (44%), pools (36%), integral package delivery solutions (22%), and spas or hot tubs (20%) — often

several in the same footprint or across multiple (if smaller) outdoor living spaces serving the home. Covered outdoor rooms address the space allocation debate and also meet the need and desire for privacy. Often set up to mirror the comfort (and sometimes even the finishes) of the home’s interior, these spaces are an indoor-outdoor hybrid.

Creating Privacy and Community in Outdoor Living Spaces In the push-pull of dwindling lot sizes and greater outdoor living functionality, privacy and community remain strong considerations among consumers, and roof decks are emerging as an ideal solution. “The Future of Home Design” survey found that about 38% of architectural designers included roof decks in their designs more in 2020 than in 2019. Meanwhile, the front porch — also a more common design feature for 53% of architectural designers in 2020 than in 2019 — is often used to promote community connection. One thing is certain: The future of outdoor living will look different from traditional backyards as more external challenges arise, but the importance of connecting to the outdoors remains a top design consideration for designers and consumers alike. GAINS for Single-Family Home Size BY: ROBERT DIETZ

A

n expected impact of the virus crisis is a need for more residential space, as people use homes for more purposes including work. Recent data confirms this impact on the market continues to occur. According to fourth quarter 2021 data from the Census Quarterly Starts and Completions by Purpose and Design and NAHB analysis, median single-family square floor area increased to 2,338 square feet. Average (mean) square footage for new single-family homes increased to 2,561. Since Great Recession lows (and on a one-year moving average basis), the average size of new single-family homes is now 6.3% higher at 2,537 square feet, while the median size is 10% higher at 2,312 square feet. Home size rose from 2009 to 2015 as entry-level new construction was constrained. Home size declined between 2016 and 2020 as more starter homes were developed. Going forward we expect home size to continue to increase, given a shift in consumer preferences for more space due to the increased use and roles of homes (for work among other purposes) in the post-Covid-19 environment.

HOME APPRECIATION Continues in December BY: JING FU

N

ational home prices grew at an unsustainable pace in December, supported by strong demand and record-low inventory. Home price appreciation is expected to slow in the coming quarters as rising mortgage rates price some homebuyers out of the market. The S&P CoreLogic Case-Shiller U.S. National Home Price Index, reported by S&P Dow Jones Indices, rose at a seasonally adjusted annual growth rate of 16.9% in December, following a 15.1% increase in November. National home prices are now 51.8% higher than their last peak during the housing boom in 2006. On a year-over-year basis, the S&P CoreLogic Case-Shiller U.S. National Home Price NSA Index posted an 18.8% annual gain in December, the same increase as in November. Home price appreciation (YOY) has slowed since September 2021. Meanwhile, the Home Price Index, released by the Federal Housing Finance Agency (FHFA), increased at a seasonally adjusted annual rate of 15.6% in December, following a 15.3% increase in November. On a year-over-year basis, the FHFA Home Price NSA Index rose by 17.7% in December, the same gain as in November. In addition to tracking national home price changes, S&P CoreLogic reported home price indexes across 20 metro areas in December. All 20 metro areas reported positive home price appreciation and their annual growth rates ranged from 8.6% to 34.4%. Among all 20 metro areas, thirteen metro areas exceeded the national average of 16.9%. San Diego led the way with a 34.4% increase, followed by Seattle with a 27.1% increase and Dallas with a 26.8% increase. The scatter plot below lists the 20 major U.S. metropolitan areas’ annual growth rates in November and in December. Five out of the 20 metro areas had a deceleration in home price growth, including Los Angeles, Miami, Tampa, Las Vegas, and Seattle.

HBA OF MICHIGAN Brings Skilled Trades Back to Schools

A

ccess to skilled labor is a challenge for the industry across the country, especially in states like Michigan. The state lost a generation of residential construction industry professionals during the housing market downturn according to Dawn Crandall, EVP of Government Relations, Home Builders Association of Michigan (HBAM). Since the downturn, the HBA developed programming to cultivate, educate and recruit the next generation of skilled trade professionals. Exposure to the trades should start as early as possible, Crandall said. In fact, HBAM has invested in resources designed to raise awareness of careers in construction for students as early as kindergarten. To help make this happen, HBAM is working with both legislators and educators. Michigan passed a bill that requires that one day each year, students in kindergarten through 12th grade must be provided with an age-appropriate career awareness day. The law went into effect in 2020, which was when the HBAM launched its reading month program in March. HBAM provided Michigan legislators with copies of Billy the Builder Bear Builds a House book to read to elementary students. Through HBAM’s relationship with local educators, it was able to provide copies of the book to approximately 20,000 students in kindergarten through third grades. For Careers in Construction Month in October, HBAM delivers activity books to students in fourth through sixth grades. The HBA is also in the process of working with state legislators to secure funding to provide copies of a skilled trades career guide. The association’s goal is to provide a copy of the guide to every 8th12th grader in Michigan, which is 250,000 students. In addition to providing literature to students in the state, HBAM also is working with the Career Technical Education department within the Michigan Department of Education to create a recognized credential for students in the construction trades program. HBAM and its members are determined to raise the visibility of the value of careers in construction through a variety of programs. “As the industry continues to feel the impact of a labor shortage, it’s time to think outside the box to find your workforce,” noted Crandall. EXPECTATIONS for Rising Housing Headwinds in 2022 BY: ROBERT DIETZ

D

emand for new construction remains strong in 2022 because of demographic factors and an insufficient inventory of resale homes. One out of every three homes currently for sale is a new home, albeit at varying stages of construction. In fact, ready-to-occupy homes comprise only 9.7% of the listed, new-home inventory. And the portion of homes available for sale but not yet started construction has increased from 22.4% of new-home inventory in December 2020 to 25% in December 2021. However, mortgage interest rates will continue to move higher in 2022. The Federal Reserve clearly signaled that it will begin raising the short-term federal funds rate in March. NAHB is forecasting four rate hikes of 25 basis points each during 2022. Higher mortgage rates will price out additional prospective home buyers. As a result, the diminished state of housing affordability — now at a decade-low level of 54 on the NAHB/Wells Fargo Housing Opportunity Index — will move lower during the coming year, as both home prices and rates have increased. Moreover, construction costs will continue to increase in 2022. Residential material costs rose 21% year over year, while builders have grappled with historically volatile lumber prices — made worse by tariffs. And rising labor costs are causing the labor market to grow even tighter. There are more than 300,000 open construction sector jobs and the open job rate is trending higher. Consequently, according to a new NAHB survey, 91% of builders expect to face higher material costs this year, 90% expect ongoing material delivery delays and 85% expect ongoing challenges with the availability of skilled labor.

CHIEF INFLATION HURDLES for Housing BY: ROBERT DIETZ

T

he top macroeconomic challenge remains elevated inflation. As of January, the Consumer Price Index (CPI) is up 7.5% from a year ago, led by higher costs for new and used cars and energy. Housing costs — for renters as well as buyers — will be a lingering contributor to higher inflation readings well into 2023. For these reasons, the Federal Reserve is committed to a path of significant monetary policy tightening that has already led to a run-up of mortgage interest rates, which have increased 80 basis points over the last month. Recent events in Ukraine have slowed those gains however, as investors seek the relative safety of bonds. Nonetheless, these inflation pressures continue to hinder the housing industry, particularly regarding the rising prices and ongoing delays for building materials. Aggregate building material pricing is up a staggering 28.7% since January 2020, led by historic increases for wood products such as lumber and OSB. OSB pricing is up more than 60% over the last year. The Biden administration must take steps to fight inflation by addressing these underlying supply-chain issues, which are made worse by ineffective policy such as the lumber tariffs. Despite these challenges, ongoing historically low levels of resale inventory are sustaining positive demand conditions for home builders and apartment builders. The NAHB/Wells Fargo Housing Market Index dropped only slightly to a level of 82 in February. Overall housing starts in January dropped 4.1% to a 1.64 million annualized rate: Single-family starts dropped more than 5% to an annual rate of 1.12 million, while multifamily construction remained effectively flat at a 522,000 annual pace. Additional building and housing inventory is required as housing affordability continues to decline. In fact, new NAHB estimates indicate that for every $1,000 increase in costs, almost 118,000 potential home buyers are priced out of homeownership. This is the cost of higher inflation and exorbitant regulatory policies that limit new construction.

GREAT DAY FOR OHIO at the IBS Seen here is a special moment for Ohio and NAHB honoring the outgoing NAHB Chairman. Ohio is one of a very few states allowed to make a special presentation of this type. This is due to our longstanding history as a successful and supporting state in our national federation. Our state President Charles Ruma and long-time National State Rep. Randy Strauss had the honor of presenting the Ohio Hammer to Chuck Fowke as he finished his two terms as NAHB Chairman. The original “hammer” was created by OHBA and NAHB Past President Joe Haverstick of Dayton as a token of appreciation of all the hard work and devotion to the federation of NAHB officers in serving the homebuilding industry. Ohio continues as a leading state in the national federation. Joining Randy is Charles Ruma Jr. As you may recall, Charles’s father “Charlie” was NAHB President in 1999. What an honor for second generation leaders honoring NAHB leadership at the federal level. This is a great example of an industry committed to excellence both now and in the future. Charles will be presiding over his first board meeting later this month. He has assembled a team of energetic and committed members to maintain the valuable service OHBA provides for all members of the association.

It will be distributed to all the State Rep's nation wide, but I hope you will share this with all of your members. It is the report from the Building Materials Subcommittee, part of the Construction Liability, Risk Management, and Building Materials Committee. I believe our members will find it very worth while. It also includes a very thorough power point slide presentation of the "Economic Update and Outlook" and "Building Materials Prices and Trends". Some really awesome information. It has been a pleasure working with all of you these past years, as your NAHB State Rep. I am stepping down from my long time position this next year in an effort to help our own Bill Owens (from Columbus) run for NAHB Third Vice Chair. As of today, Bill is officially a candidate for this position and the election will be at the Leadership Council during the 2023 International Builders Show in Las Vegas. I hope all of you will help to support his candidacy starting now with a resolution of support from each of your locals. Our new Ohio State Rep, Ric Johnson, will serve us well and I have given him your names and contact information. LEGISLATIVE REVIEW

JANUARY 31, 2022 REPORT #3 NEIGHBORHOOD DEVELOPMENT AREA LEGISLATION TO BE INTRODUCED IN THE SENATE Senator Schuring plans to reintroduce legislation in the coming weeks which will help spur discussions and serve as a centerpiece of a variety of housing and development issues. Under the bill, townships and municipalities are given the permissive authority to establish a Neighborhood Development Area (NDA) within their boundaries. The property tax exemptions under the legislation is 100% with local school board approval and 70% without it. For existing owneroccupied dwellings, the property exemption is for 5 years for improvements of $10,000 or more. For new home construction, the homebuilder receives a property tax exemption for the period from when the construction begins until the time the new home is sold. The new home owner who occupies the new home subsequently receives a 10-year exemption. OHBA is looking for input on planning, zoning, development standards, etc. which could promote housing affordability to prepare for upcoming discussions with the legislature.

OHBA IN LEADERSHIP AS RCAC AND BBS HOLD ORGANIZATIONAL MEETINGS At each of the initial meetings for 2022, both the Residential Construction Advisory Committee (RCAC) and Board of Building Standards (BBS), chose its respective Chair and Vice-Chair. The RCAC elected, OHBA member, Ric Johnson, to serve as the Chairman of the RCAC, and the BBS elected OHBA member, John Pavlis as its Vice-Chair. Further, Bailey Stanbery has also been reappointed as the second home builder member of the board.

NEW HOMEBUILDER MEMBER APPOINTED TO THE RCAC After a vacancy opened on the RCAC, OHBA member Lindsay Bott, of Dale Yost Construction, from Loraine, Ohio, has been appointed by the Director of Commerce to serve on the committee.

LEGISLATIVE UPDATE HB 304 Smoke Alarms (Baldridge, B.) To amend the law regarding smoke alarms in residential premises. Text/Analysis Committee Hearing in House Commerce & Labor (1/26/2022; REPORTED) The House Commerce and Labor Committee voted out HB 304 last week after some confusion on potential amendments to the bill. OHBA has presented language to the sponsor, and will continue to work with the Senate on changes to address areas of the bill more appropriately handled by the Residential Construction Advisory Committee (RCAC). SB 61 Planned Communities (Blessing, L., Antonio, N.) Regarding condominiums and planned community properties and to make changes to the New Community Law. Text/Analysis Passed in Senate Local Government & Elections (1/26/2022; 32-1 (Antani) (Earlier: REPORTED)) OHBA has been following and working with the bill’s sponsor, and subject matter experts since the bill’s introduction on several amendments. Each of the concerns raised have been addressed through amendments in the committee process. Briefly, the amendments included, removal of the expansion of authority to challenge land use/zoning of adjacent property, and modification of language limiting who could serve as the page 40

majority of the board. SB 61 was voted out of the Senate and will move over to the House for further review. Please feel free to contact OHBA with any questions or concerns.
