I’d like to thank Jeff Hensley of Lake Star Building and Remodeling for his leadership and guidance in 2018. Jeff generously served as President twice for the NCBIA. I’ve been a member of the association for 18 years and when I joined in 2001- I never thought in my wildest dreams I’d one day be the leader of this association. I am looking forward to working with our Executive Officer, Judie Docs, and the entire board of directors, committee chairs, and volunteers in moving the association forward and celebrating our 75-year history. If you’re a newer member to the association, I invite you to get involved. The association and its members has so much to offer. We can learn from each other. If you’re a veteran member of the association, I invite you to introduce yourself to new members and get to know them and share with them what the NCBIA has to offer and how being a member has helped you and your business grow. The association grows by all of its members working together. Our focus is on bringing brand awareness to the public, new members and potential new members, workforce development, and mentoring our younger members to help prepare them to be future leaders of the association. The North Coast Building Industry Association and its members are a great resource to the public whether they’re looking to build that dream home, remodel their current home or need a roofer to fix that leaky roof. One of the reasons the building industry’s recovery is lagging is due to a labor shortage, despite the fact that there is a housing shortage. College isn’t for everyone and we need to encourage our younger generation to look at a career in the trades. Starting salaries for trades are good and the training isn’t too long or expensive as compared to 4 years of college. If the association is going to continue to grow and thrive, we have to look at more of our younger members getting involved and becoming leaders of the future. We all have something to offer to each other and the association. Let’s grow together! Also remember that your membership in the NCBIA is really 3 memberships in 1- you are also a member of the National Association of Home Builders and the Ohio Home Builders Association. We have lobbyists working on our industry’s behalf every day in Washington and the state house. I encourage all members to log- on to the NAHB and NCBIA websites and see what’s going on. If you need help with logging on to the NCBIA or NAHB websites, the NCBIA staff can help. I welcome your thoughts and comments and am always available to listen. This is the fourth in a series of posts highlighting poll results, as presented during the 2018 International Builders’ Show in Orlando, FL. OSB Leads Building Materials Prices Lower in December BY DAVID LOGAN Overall, the price of materials inputs to residential construction declined 1.8% in December (not seasonally adjusted) according to the latest Producer Price Index (PPI) released by the Bureau of Labor Statistics. While most building materials prices showed little movement in December, prices paid for OSB fell by double digits for the second consecutive month. OSB prices declined 12.0% (NSA) in December after falling 13.7% in November. Prices paid for OSB decreased 22.4% in 2018 and have fallen 36.7% since hitting their most recent peak. Although softwood lumber prices rose by 1.0% (NSA), the increase followed five consecutive monthly declines totaling 23.6%. The path of prices since June 2018 has been similar to that of OSB, according to BLS (see below).

Support your community. Data from Random Lengths shows even steeper declines over the latter half of 2018. Unlike the PPI, which excludes the prices of imports, Random Lengths data includes purchases in the United States and Canada regardless of the country of origin. These data show that the prices of OSB and softwood lumber have fallen 52.0% and 43.0%, respectively, since June’s high mark.

Job Growth Surged in December

Monthly employment data released by the BLS Establishment Survey indicates that employment in the overall construction sector rose by 38,000 in December. The number of residential construction jobs rose by 1,700 in December, less than a 4,300 increase in November.

BY: JING FU At the end of 2018, job growth surged. Total employment increased by 312,000 in December and the unemployment rate rose to 3.9%; however, this increase was good news because it was generated by growth in the labor force. Residential construction employment increased by 1,700 in December. The total construction industry (residential and nonresidential) added 280,000 jobs in 2018, more than the gain of 250,000 jobs in 2017.

Residential construction employment now stands at 2.85 million in December, broken down as 816,000 builders and 2.0 million residential specialty trade contractors. The 6-month moving average of job gains for residential construction is 6,567 a month. Over the last 12 months, home builders and remodelers added 99,800 jobs on a net basis. Since the low point following the Great Recession, residential construction has gained 871,400 positions. In December, the unemployment rate for construction workers rose to 4.6% on a seasonally adjusted basis, from the 4.3% in November. The unemployment rate for the construction sector has been trending downwards since February 2010 and remains historically low.

According to the Employment Situation for December released by the Bureau of Labor Statistics (BLS), total nonfarm payroll employment rose by 312,000, faster than the upwardly revised increase of 176,000 jobs in November. It was the biggest monthly gain since February 2018. In 2018, job gains have averaged 220,000 per month, about 20% higher than the average monthly growth of 182,000 over all of 2017. Over the past twelve months, total nonfarm payroll employment rose by 2.6 million, compared with the increase of 2.2 million in 2017.

Buoyed by falling mortgage rates, builder confidence in the market for newly-built single-family homes rose two points to 58 in January on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). The gradual decline in mortgage rates in recent weeks helped to sustain builder sentiment. Low unemployment, solid job growth and favorable demographics should support housing demand in the coming months. Builders need to continue to manage rising construction costs to keep home prices affordable, particularly for young buyers at the entry-level of the market. Lower interest rates that peaked around 5 percent in midNovember and have since fallen to just below 4.5 percent will help the housing market continue to grow at a modest clip as we enter the new

However, the slowdown in sales during the fourth quarter of 2018 has left new home inventories elevated in some markets. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All the HMI indices posted gains in January. The index measuring current sales conditions rose two points to 63, the component gauging expectations in the next six months increased three points to 64, and the metric charting buyer traffic edged up one point to 44. Looking at the three-month moving averages for regional HMI scores, the Northeast dropped five points to 45; the Midwest and South both fell three points to 52 and 62, respectively; and the West registered a one-point drop to 67. Interest Rates Decline Amid Fed’s Messaging BY NAHB CHIEF ECONOMIST ROBERT DIETZ The housing slowdown continued into the New Year, as markets grappled with an evolving monetary policy outlook and a federal government shutdown. Home builder confidence, as measured by the NAHB/ Wells Fargo Housing Market Index, declined four points in December, registering a level of 56—the lowest reading in more than three years. The slowdown during the second half of 2018 was primarily caused by rising interest rates and the subsequent decline of housing affordability. For example, existing home sales in November were 7% lower than a year earlier, while pending sales were down nearly 8%. Similarly, single-family construction starts declined 4.6% in November. Nonetheless, single-family construction totals for the year are expected to be approximately 3% higher than the previous year, making 2018 the best year for residential construction since the Great Recession. While the labor market remains hot—December job gains reached 321,000—housing and other sectors of the economy are showing definite signs of slowing. For this reason, the stock market endured a large selloff after the Fed raised the short-term federal funds rate in December to a top rate of 2.5%—the fourth hike of 2018. NAHB’s forecast calls for just two rate increases in 2019, one in each half of the year, accompanied by a mid-year data-focused policy pause so the central bank can evaluate economic growth and inflation pressures. Two rate increases are more than Wall Street is currently pricing in; however, it is lower than the three or four rate hikes that many economists—as well as the Fed’s own projections—had suggested for 2019 until quite recently. The stock market selloff, while painful for investors, resulted in a significant decline in the 10-year interest rate, falling from above 3.2% to approximately 2.7% this week. This 50-basis point decline has reduced mortgage interest rates, which suggest a potential uptick in home sales during the next two months. Throughout the upcoming year, housing markets should expect rates to resume their ascent, heading near 5% by the end of 2019.

2018 OHBA YEAR IN REVIEW 2019 RESIDENTIAL CODE OF OHIO ADOPTED BY THE BOARD OF BUILDING STANDARDS (BBS) After being recommended by the Residential Construction Advisory Committee (RCAC), the BBS adopted the 2019 Residential Code of Ohio (RCO), effective July 1, 2019. OHBA ensured several amendments from prior editions remained intact, and the RCAC adhered to the statutory review and analysis in the code adoption process. OHBA PROVIDED EXPERTISE ON PROPOSED ENERGY CODE CHANGES The Residential Construction Advisory Committee (RCAC) took deliberative steps to ensure the OHBA alternative prescriptive path would be maintained in the 2019 Residential Code of Ohio (RCO). OHBA and builders from around the state put forth calculations of verifiable, practical impacts of the 2012, 2015 and 2018 IECC on housing. The RCAC voted to maintain the option in its most recent draft of the RCO, and it was adopted by the BBS. OHBA members provided the committee with a very detailed review of the cost of moving ahead with the 2018 IECC, and reiterated how well new homes are being built already under the current code. They were successful in retaining the OHBA alternative path with modified 2018 IECC, as well as, making adjustments for remodeling project compliance. OHBA SUPPORTED WORKFORCE DEVELOPMENT EFFORTS OHBA testified in House committees this year on legislation to restructure the state’s education departments, as well as, joined in the efforts to educate members of the legislature on higher education alternatives in the trades. URGED PASSAGE OF PROPERTY TAX RELIEF LEGISLATION TO HELP ENCOURAGE RESIDENTIAL DEVELOPMENT Prior to introduction of HB 371, OHBA held in depth discussions on the importance of residential development and reducing any regulatory burden to encourage more development throughout the state. After introduction and all throughout 2018, OHBA worked closely with the sponsor as the main resource to help move the bill through the process. As the committee held hearings on the bill, OHBA testified and worked closely with the sponsor, chairman, and members of the house to explain the practical impacts of the bill: to encourage residential lot development in Ohio, help ease the burden of lot shortages and grant a sense of equity for property owners from unfair property valuations. OHBA COMMITTEE REVIEWED AND ADOPTED THIRD EDITION OF MINIMUM QUANTIFIABLE WORKMANLIKE STANDARDS The workmanlike standards committee reviewed and voted unanimously to adopt the 2018 3rd edition of the minimum quantifiable workmanlike standards. These standards are promulgated by the Ohio Home Builders Association, as a result of HB 383, the Home Construction Services Act. OHBA DEFENDED USE OF SUB-CONTRACTORS DURING LICENSING DEBATES Discussions continued again this year on the licensure of roofers, plumbers and other specialty trades. During efforts to extend the specialty licensing law to include those doing work on residential, OHBA defended the industry and the importance of allowing the current practice of subcontracting. OHBA has objected to recent actions by the state licensing board requiring all licensed contractors to use employees on the job. OHBA ENGAGED IN NUMEROUS PIECES OF LICENSING LEGISLATION UNDER CONSIDERATION The legislature gave OHBA plenty of licensing legislation to monitor in 2018. Ranging from home inspectors to commercial roofing to elevator contractors, there were quite a few bills under review dealing with the topic of licensing. OHBA closely watched and engaged in discussions on each and every one. OHBA was able to offer amendments to be included in several of the proposed pieces of legislation. Licenses for home improvement contractors, interior designers, commercial roofers, home inspectors, residential elevator contractors, and residential specialty contractors were brought up by the legislature in 2018. AMICUS FILED IN GENERAL LIABILITY INSURANCE COVERAGE AND HOME RULE CASES Ohio N. Univ. v. Charles Constr. Servs., Inc. Over the course of 2018, the Ohio Supreme Court recently issued its opinion in the Ohio N. Univ. v. Charles Constr. Servs., Inc, finding coverage did not exist for faulty work of a subcontractor under the construction general liability insurance completed operations provisions. OHBA and NAHB filed a joint amicus urging affirmation of Appeals Court decision finding coverage under the policy. As a result, OHBA also reached out to the construction and insurance industries to review the practical impacts of the court’s decision. Gloria Wesolowski v. OHBA also filed an amicus in support of Appellee, in which the City of Broadview Heights is taking the position that R.C. 711.09(C) does not apply to a Chartered Municipality that has its own subdivision approval regulations on the basis that the Home Rule amendment prohibits its application. Both the trial court and appeals court ruled against the City, and the City has now appealed to the Supreme Court of Ohio. The Court accepted jurisdiction of the case in 2018 with oral arguments scheduled for March 2019. IMPORTANCE OF ALL TYPES OF RESIDENTIAL HOUSING DEFENDED TO LEGISLATURE OHBA defended the industry and the economic development it provides. In pushing for some relief in property tax assessments on undeveloped residential lots, OHBA firmly expressed the need for equity when considering such types of relief and provided members of the legislature with facts and data on the potential impact of new development, as well as, the current state of the housing industry in Ohio. OHBA MEMBERS CONTINUE TO PROVIDE VALUABLE EXPERTISE FOR COMMERCIAL AND RESIDENTIAL CODE AUTHORITIES OHBA members served active and valuable roles on both the Residential Construction Advisory Committee (RCAC), as well as, the Board of Building Standards (BBS) helping to maintain reasonable codes and ensuring proper review. MONITORED OEPA RULE PACKAGES AND PERMITS OUT FOR REVIEW Throughout the year, several changes had been put out for review by the OEPA and Army Corp of Engineers. OHBA submitted comments, met with staff, as well as, participated in group stakeholder meetings to offer input on changes to NPDES Storm Water rules, and Wetland Water Quality Rules. More specifically, OHBA pointed out areas going beyond the federal requirements and questioned the state’s motives in changing numerous areas of the NPDES permit. INPUT ON FINAL NPDES STORMWATER CGL ISSUED WITH MODIFICATIONS The OEPA agreed to make modifications after receiving feedback from OHBA on concerns with requirements proposed in the new permit. The changes included removal of electronic submittal of SWPPP with NOI, grandfathering modifications, removal of perpetuity language, and modifications of redevelopment permit requirements. MONITORED LEGISLATION Throughout the year, OHBA tracked and monitored numerous other items receiving attention by the legislature. Some of these included HB 602 Water Sewer Services, SB 255 Occupational Licensing, SB 308 Elevator Law, HB 271 Accessibility Laws, and HB 166 Workforce Development.

JANUARY 9, 2019 REPORT #1 NEW GENERAL ASSEMBLY ELECTION OF OFFICERS; NOT A TYPICAL START TO THE YEAR The newly elected members of the 133rd general assembly assembled, per the law, and took their oaths of office, which is typical. Then, the Senate elected its officers, both the majority and minority, all without fanfare, which is also relatively typical. Now, for the House of Representatives: In the last general assembly, the current Speaker resigned in the face of a federal ethics investigation. When the House took a look at their rules as to how to elect a successor, they found an awkward process in place IF the race was contested. Sure enough, former House Speaker Larry Householder wanted to restore his speakership, as did finance chair Ryan Smith. No compromise was deemed possible, so the issue was thrown to the full House to see who could muster the required 50 votes necessary in the first 50 tries (this is the rule). The two competing republicans could not, nor could the democrats who were solid in voting for their leader. According to the rule, a speaker could be elected with a simple majority on the 11th try. That is when Ryan Smith secured a less than 50 vote majority, and become the newly elected Speaker. Time marched on to current day and the election of the Speaker for the 133rd General Assembly. The two competing republicans could not reach a compromise and the tension continued right up until the vote on the floor was taken. Final vote Householder 52-Smith 46. Speaker Householder got 26 votes from democrats along with 26 republicans. The brokered deal included, as a major factor, support from organized labor. As we said, it was not a typical day at the state house. The remaining House leaders have not yet been elected. RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed.

In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. Celebrate 75! 2019 will be a continual celebration for the North Coast Building Industry Association as we celebrate 75 years! I hope to be able to take you through a journey from the beginning through today. Today we are over 275 members strong. Members are builders, developers, sub-tradesmen, and a wide variety of supporting business; people such as bankers, title companies, Realtors®, security companies, window washers and more. Membership unites those involved in the construction process both directly or through association, with a collective voice in our local association, OHBA & NAHB. So much has changed over the past 75 years. During the depression of the 1930’s, construction workers were the hardest-hit labor group. Three out of every four persons in the building trades were out of work. With the defense buildup that began in 1940, the nation’s economic life began to improve. This is where our story begins – this is where our history starts. In 1944, several local builders organized to wage their own war on the restrictions they were experiencing in the availability of building materials. They knew the U.S. involvement in World War II was winding down and troops returning home would need homes in which to live and raise families. The driving force behind the young organization was A.W. Rahls and Otis Hafely. They helped form a seven-member strong Lorain Home Builders Association and also assisted in organizing the Elyria Home Builders Association in 1946. The two organizations would later merge in 1951 to form the Home Builders Association (HBA) of Lorain County. Under the direction of charter members, which included A.W. Rahls, Otis Hafely, Jack Mueller, Erve Wasen and Frank Towner, the Association worked to protect the rights of those involved in the building trades throughout Lorain County. 40’s Statistics
