Home Prices Are the Principal Barrier to Homeownership BY: ROSE QUINT As revealed in a previous post, 58% of buyers actively searching for a home to buy in the fourth quarter of 2018 have been looking – unsuccessfully – for three months or longer. Why is it taking these buyers that long to pull the trigger? The most important reason is they can’t find a home at a price they can afford (49%), followed by not being able to find a home with the features they want (44%), and not finding a home in the neighborhood of their choice (43%). Comparing these findings to similar data from the fourth quarter of 2017 shows that these barriers to homeownership only intensified during the year in question.

* The Housing Trends Report (HTR) is a research product created by the NAHB Economics team with the goal of measuring prospective home buyers’ perceptions about the availability and affordability of homes for-sale in their markets. The HTR is produced quarterly to track changes in buyers’ perceptions over time. All data are derived from national polls of representative samples of American adults conducted for NAHB by Morning Consult. Results are not seasonally adjusted due to the short time horizon of the series and therefore only year-over-year comparisons are statistically valid. Gypsum, OSB, and Softwood Lumber Prices Decline in January BY DAVID LOGAN Overall, the price of goods used in residential construction declined 0.5% in January (not seasonally adjusted) according to the latest Producer Price Index (PPI) released by the Bureau of Labor Statistics. In contrast to December–when prices paid for building materials (except OSB) changed little–prices fell by an average of 2.9% in January. Prices paid for inputs to residential construction (goods) increased 1.6% over the 12 months ending 2019, providing some relief relative to the 4.8% increase builders experienced between January 2017 and January 2018.

For the third consecutive month, OSB prices (NSA) declined the most in percentage terms (-6.1%). Prices paid for OSB have decreased nearly 30% since October 2018 and have fallen more than 40% since hitting their most recent peak in June 2018. Softwood lumber prices remained relatively stable, falling 2.1%. Between June and November 2018, prices paid for softwood lumber decreased 21%. Since November, however, prices have declined just 0.8%. The post-peak price trends of OSB and softwood lumber are shown below.

AFFORDABLE HOUSING SHOULD BEGIN WITH US

DISCUSSIONS

During the past few weeks I have noticed a heightened interest on the part of local and state governments regarding the lack of affordable housing in their jurisdictions. It is much more likely they have only been ignoring the issue. Lack of affordable housing is ever present and has been for some time. In a large way, many local governments have been interested in high end luxury homes or professional office buildings which yield significant tax revenue. Sad but true, they just don’t want middle class citizens moving to their assigned political subdivisions.

month sales expectation for the HMI is due to mortgage interest rates dropping from about 5 percent in November to 4.4 percent this week. However, affordability remains a critical issue. Rising costs stemming from excessive regulations, a dearth of buildable lots, a persistent labor shortage and tariffs on lumber and other key building materials continue to make it increasingly difficult to produce housing at affordable price points.

These thoughts come to me as one who has spent more than 40 years advocating for affordable housing. Just to note, the view I advocate is for affordable housing through reasonable regulation. Many in the “housing” field seek more government funding and fees. That is where we differ. They are not wrong, but neither are we. We can demonstrate upwards of 25% of new home construction can be traced to excessive regulation. Apparently, no one, other than us, seem to notice. Much of this excess comes through low density zoning and building requirements. I can remember feigned celebrations when new code requirements “only” added a few thousand in increase in place of tens of thousands. The affordable housing cemetery is filled with decent projects summarily executed through zoning referenda. This all begs the question; if government is responsible in a very large way to the lack of affordable housing, just how will they come to the rescue? A good start would be to speak with us. I am sure we can provide some useful information.

Eye on Housing LOWER INTEREST RATES, RISING CONSUMER CONFIDENCE BOOST BUILDER SENTIMENT

Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. Looking at the three-month moving averages for regional HMI scores, the South posted a one-point gain to 63 while the Northeast dropped two points to 43. The Midwest and West each remained unchanged at 52 and 67, respectively. The HMI tables can be found at nahb.org/hmi.

BY ROBERT DIETZ Builder confidence in the market for newly-built single-family homes rose four points to 62 in February, according to the latest National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Ongoing reduction in mortgage rates in recent weeks coupled with continued strength in the job market are helping to fuel builder sentiment. In the aftermath of the fall slowdown, many builders are reporting positive expectations for the spring selling season.

Fed’s ‘Patient’ Approach Good for Housing BY NAHB CHIEF ECONOMIST ROBERT DIETZ At the conclusion of its January meeting, the Federal Reserve’s monetary policy committee unanimously agreed to hold steady the federal funds top rate at 2.5%. The Fed also stated it will “be patient as it determines what future adjustments to the target range for the federal funds rate may be appropriate to support these outcomes.” This is a decidedly more measured approach for the Fed relative to its commentary from last fall. The revised approach reflects anchored inflation expectations and economic softness in some sectors—including housing. These shifts by the central bank, along with additional commentary suggesting the Fed could slow the pace of shrinking its balance sheet (i.e., quantitative tightening) depending on future market circumstances — and thus, ease upward pressure on interest rates — are more favorable for housing market conditions in 2019. However, the Fed’s new strategy is complicated by the extremely strong labor market report for January, which showed a job gain of 304,000 for the U.S. and 23,900 for residential construction alone. In general, rising mortgage interest rates during the second half of 2018 reduced the volume of existing home sales and slowed singlefamily home construction. Given these trends, it was surprising that single-family home sales had a relatively strong month in November, during which new home sales increased 17% over the weak October number. The growth was primarily in lower-price tiers, however: Sales of new homes priced below $300,000 were up 20% in November 2018 compared to one year prior. New home inventories returned to a more healthy six-months’ supply. Despite this positive report, additional weakness is expected for the December data, before conditions became more positive in January 2019 due to lower interest rates.

Great Big Home & Garden Show a Success BY SARA MAJZUN-GARWOOD This year the North Coast Building Industry Association was given the opportunity to have a booth at the Great Big Home & Garden Show at the IX Center in Cleveland. This 10-day affair took place from Friday February 1st to Sunday February 10th. With a total of 100 hours put in I feel that this show was a great success for us! Not only did we gain 2 new members, we gave out over 20 applications to potential members with the plan of following up in the weeks to come. This will greatly help us reach our membership goal this year! We used our booth space to not only promote our 2019 Home & Remodeling show that is coming up on March 9th but to also showcase our members and explain to the public how our members are working from them! We also gained a total of 11 more booths for our show effectively selling it out with a month to go. We handed out well over 250 flyers to promote our home show as well and we should see a big increase in attendance this year from it. So, while the show was somewhat labor intensive, I feel that over the next few weeks we should see a big return on it whether it be calls to the office, hits on our website, or our members receiving calls based on the recommendations we gave at the show. 75 Years of History

As we continue our 75th anniversary celebration for the North Coast Building Industry Association, I hope to be able to take you through a journey from the beginning through today. As mentioned last month so much has changed over the past 75 years.

In 1947: •

The transistor is invented at Bell Laboratories.

•

India and Pakistan become independent from the UK.

•

The Polaroid instant camera is demonstrated.

•

Ferrari begins to produce sports cars.

•

Jackie Robinson become the first African-American to play baseball for the Major League joining the Dodgers.

During the depression of the 1930’s, construction workers were the hardest-hit labor group. Three out of every four persons in the building trades were out of work. With the defense buildup that began in 1940, the nation’s economic life began to improve. Within a few years, the problem was not to create jobs but to find enough workers to build housing for both workers and military personnel in the vicinity of war plants and military bases. There was, however, a severe shortage of building materials for private home construction.

In 1948: •

Israel is created as an independent Jewish state.

•

Mahatma Gandhi, the beloved Indian independence leader and pacifist is assassinated.

•

Great Britain creates the NHS (National Health Service).

•

Velcro is created by George de Mestral, but not formally patented until 1955.

•

are thought of as necessities by today’s standards (hot water heater, patio, double garage, heating system). The exterior was often red brick and the interior floors were hardwood, kitchen cupboards and spacious rooms. The use of wallpaper, carpeting some rooms, tile flooring and walls in bathrooms were becoming popular, and building homes were often placed on large lots with fertile soil. Tenement homes and multiple units were also being built at this time.

In 1949: •

North Atlantic Treaty Organization (NATO) is established.

Mao Zedong establishes the People’s Republic of China.

“The Goldbergs” airs live on CBS as one of the very first television sitcoms.

The first test flight of the De Havilland Comet takes place and later becomes the first commercial passenger jet.

The forties were the start of the Baby Boomer Years, technology included: the jet engine, radar, start of space exploration and improved air travel. Here are some more interesting facts.

During the 1940’s one of our existing member companies joined our association – First Federal Savings of Lorain. We thank them for their continued membership and support throughout our history.
