NCBIA 2023 PRESIDENT

ANOTHER YEAR AS YOUR NCBIA President! It is hard to believe but 2023 is ending, but I am excited for another year as President. I am filled with gratitude, recognition of the industry’s significance and an appreciation for the collective effort of our association’s members and leadership. As I look back on my first year our industry continues to improve, and our association continues to grow. Leadership, staff, and committees are constantly working on events, promotions, and meetings, all to provide for your needs. What you may or may not realize is the amount of time spent on keeping up with everything with these items. Without these people our organization would come to a halt. I would like to thank all who have volunteered their time to make this a great association.

Your passion for the industry will be enhanced by being involved and creating new relationships with other members. EXISTING HOME SALES UNEXPECTEDLY Rise Amid High Mortgage Rates

x isting home sales rose in November from a

13-year low, ending a five-month decline, according to the National Association of Realtors (NAR). This increase in sales was driven by a strong gain in the South, where homes are considered more affordable. Low inventory and strong demand continued to drive up existing home prices. However, recent declines in mortgage rates and a continued improvement in inventory are expected to fuel more demand in the coming months. Total existing home sales, including single-family homes, townhomes, condominiums, and co-ops rose 0.8% to a seasonally adjusted annual rate of 3.82 million in November. On a year-over-year basis, sales were 7.3% lower than a year ago. The first-time buyer share rose to 31% in November, up from 28% in October 2023 and November 2022. The November inventory level decreased slightly to 1.13 million units but was up 0.9% from a year ago. At the current sales rate, November unsold inventory sits at a 3.5-months’ supply, down from 3.6-months last month and 3.3-months a year ago. This inventory level remains very low compared to balanced market conditions (4.5 to 6 months’ supply) and illustrates the long-run need for more home construction. Homes stayed on the market for an average of 25 days in November, up from 23 days in October 2023

The November all-cash sales share was 27% of transactions, down from 29% in October but up from 26% a year ago. All-cash buyers are less affected by changes in interest rates. The November median sales price of all existing homes was $387,600, up 4.0% from last year. The median condominium/co-op price in November was up 8.6% from a year ago at $350,100. Existing home sales in November were varied across the four major regions. Sales in the Midwest and South increased 1.1% and 4.7% in November, while sales in the Northeast and West fell 2.1% and 7.2%. However, on a year-over-year basis, all four regions continued to see a decline in sales, ranging from 4.3% in the South to 13.0% in the Northeast.

The Pending Home Sales Index (PHSI) is a forwardlooking indicator based on signed contracts. The PHSI fell 1.5% from 72.5 to 71.4 in October, the lowest level since the index started in 2001. On a year-over-year basis, pending sales were 8.5% lower than a year ago per the NAR data.

A

IMMIGRANTS SHARE IN Construction Highest on Record

fter years of being unable to ratchet up the number of new workers coming from outside the U.S. to help with persistent labor shortages, the construction industry reversed this trend and managed to attract over 90,000 new immigrant workers, levels unseen since the housing boom of 2005-2006. Native-born workers remain reluctant and continue joining the industry at a slower rate, with their total count remaining over half a million below the record levels of the housing boom of the mid-2000s. As a result, the share of immigrants in construction reached a new historic high of 24.7%, according to the most recent 2022 American Community Survey (ACS). In construction trades, the share of immigrants is even higher, exceeding 31%.

The latest ACS data show that 11.8 million workers, including self-employed and temporarily unemployed, comprised the construction workforce in 2022. Out of these, 8.9 million were native-born, and 2.9 million were foreign-born, the highest number of immigrant workers in construction ever recorded by the ACS. This connection broke in 2017 when NAHB’s estimates showed a surprising drop in the number of new immigrants in construction despite steady gains in housing starts. This link was severed further by pandemic-triggered lockdowns and restrictions on travel and border crossings, drastically interrupting the flow of new immigrant workers. The most recent data show that 2021 marked a new milestone with the flow of immigrants into construction returning to typical levels driven by home building activity.

The construction labor force, including both native- and foreign-born workers, now exceeds the pre-pandemic levels but remains smaller than during the housing boom of the mid-2000s. As the chart above illustrates, it is the nativeborn workers that remain missing. Compared to the peak employment levels of 2006, construction is short 525,000 native-born workers and new immigrants only partially close the gap. Due to the data collection issues during the early pandemic lockdown stages, we do not have reliable estimates for 2020 and omit these in the charts. Typically, the annual flow of new immigrant workers into construction is highly responsive to the changing labor demand. The number of newly arrived immigrants in construction rises rapidly when housing starts are rising and declines precipitously when the housing industry is contracting. The response of immigration is normally quite rapid, occurring in the same year as a change in the single-family construction activity. Statistically, the link is captured by high correlation between the annual flow of new immigrants into construction and measures of new home construction, especially new single-family starts. The overall rising trend as well as the noticeable uptick in the share of immigrants since 2021, are consistent with but slightly greater in construction compared to the changes observed in the rest of the US economy. Excluding construction, where the reliance on foreign-born workers is greater, the share of immigrants in the US labor force increased from just over 14% in 2004 to 16.6% in 2018, the highest level recorded by the ACS. The share of immigrants stabilized at these record high levels with no further increases in the post-pandemic market, returning to 16.6% in 2022.

SEASONS GREETINGS and Happy New Year It’s that time of year again. As we finish the calendar year a new one is in our midst. Having done this for some time now, I know a new year does not always bring about much new, just more of the same. However, it is a good time to review past accomplishments and focus on preparations for the future. At the beginning of the year, we saw Ohio’s own Bill Owens ascend to the chairs of NAHB. This is a great accomplishment as well as recognition of his leadership and the regard many in the country have for the influential members from Ohio who keep NAHB on a path of service and respect. As our issues seem to increase each year the same goes for NAHB. Ours is a highly regulated industry with not much easing on the horizon. We must always be on watch. We have to give applause for our president Richard Bancroft and his leadership team for a successful year. Many issues were dealt with head on and OHBA officers made the needs of the industry known throughout Ohio. This interest has been heightened with the recruitment of Intel to Ohio. That move ripped the blinders off some in Ohio that we are woefully underhoused. This is beginning to open some avenues for discussions regarding the impact of regulation on housing prices and availability.

While not always fun entertainment, the political showcase will be in full and unavoidable view through March. That is the next date of the primary elections in Ohio. From the president on down there will be plenty of action. A key leadership battle in the House will find 40 or more primary battles amongst republicans seeking a chance to run in November for the Ohio House. Emotions are running high amongst the field of competitors. The race to oppose Senator Sherrod Brown in November will be hotly contested and perhaps be the decider of which party controls the US Senate. Let’s not forget primaries for the next presidential election as well. While many find the politics of it all unappealing, we have to be involved as we all must realize what actions are taken after the election will be what policies we must comply with. We should have a good idea of what to expect at our Spring Organizational Meeting March11-12, 2024. Hope to see you there

RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast Building Industry Association will be referred to as NCBIA). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: Exhibitors are encouraged to conduct games, lotteries and/or similar activities to increase patron participation, so long as it does not interfere with the other exhibitors. CARE OF EXHIBITS/AISLES: Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in appropriate condition. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed. DIRECT SALES: All direct sales vendors must make the payment for their space in full at the time of registration.

COMPLIANCE WITH LAWS: Exhibitors must comply with all federal, state and local laws, regulations and rules that may be in force during the exhibit. INSURANCE: Exhibitors who desire insurance on their exhibits must procure same at their own expense. The NCBIA will not be responsible for any losses incurred by the Exhibitor or its employees because of theft, damage or for any cause whatsoever nor to any property of employee(s) or Exhibitor(s) while en route to or from exhibit. The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits. DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size or that presents a safety hazard to other exhibitors and/or attendees. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 days notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA. *IN WITNESS THEREOF, the Exhibitor has caused this application and agreement to be executed by authorized representative.

HOME SALES DATA SHOW THE Impacts of Limited Inventory

I

nterest rates are moving in the right direction for housing, as macro data (including labor market readings) cool. The 10-year Treasury rate has decreased from 5% in mid-October to below 4.2% as of early this week. These moves should push mortgage rates back down to 7% after several months of elevated rates, which reduced builder sentiment.

Nonetheless, new home sales are also being supported by a lack of housing inventory. Single-family resale inventory is at a 3.6-month supply. Although higher than it was a year ago (3.3-month supply), this is still less than half of what is expected for normal market conditions. The lack of inventory, combined with challenging housing affordability conditions, has driven the volume of existing home sales lower. Total existing home sales, per the National Association of Realtors, fell 4.1% in October to a 3.79 million annual rate. This is 14.6% lower than a year ago. New home sales also fell back in October because of higher mortgage interest rates, which approached 8%. Sales of newly built single-family homes fell 5.6% to a 679,000 annual rate. However, the lack of resale inventory helped push new home sales up 4.6% on a year-to-date basis. Price discounting has also helped, with median new home prices down more than 17% from a year ago. (Some of this decline is due to smaller home sizes.) Ongoing tight housing market conditions, despite higher mortgage rates, have supported home prices. The CaseShiller Index of national home prices was up 8.1% in September. Although a slower growth rate than in August (9.8%), the ongoing positive readings for home prices confirm once again that housing market inventory is insufficient given the demand. The NAHB forecast is for moderate growth in single-family construction in 2024 to help meet this unmet demand. As in prior years, limiting factors will include access and cost for builder and developer financing and the availability of skilled labor. The volume of AD&C financing declined 2.8% during the third quarter, with annualized interest rates near 13%. The skilled labor shortage continues, with the industry short more than 400,000 workers. However, the overall shortfall of workers for the U.S. economy fell to 8.7 million in October, notably lower than the 10.5 million reading from a year ago. This cooling of aggregate labor market conditions is another positive indicator in the fight against inflation and is contributing to lower long-term rates.

FED PIVOTS AND Housing Starts Surge

I

nterst Interest rates have pulled back in recent weeks, as markets correctly anticipated a dovish Federal Reserve announcement in December. In fact, the Fed surprised by not only remaining on pause with respect to the federal funds rate (which was last increased in July), but also by revealing an estimated three rate cuts for 2024. NAHB is currently forecasting just two rate cuts in 2024: one 25 basis-point cut in the third quarter and one more in the fourth quarter.

Long-term interest rates responded positively to these developments. The 10-year Treasury bond has approached a 3.9% rate, down just about 100 basis points from October high levels. And mortgage rates have retreated below 7% for the first time since the middle of August. Inflation appears to be moving in the right direction as well, with the CPI growing at a 3.1% rate in November. However, policy makers should take note: Shelter cost growth accounted for 70% of the headline gain in November. Only additional construction of attainable, affordable housing will ultimately tame shelter inflation. With the growing wave of good macro news, builder sentiment has turned the corner. While still gloomier than actual market conditions, the NAHB/Wells Fargo Housing Market Index increased three points in December to a level of 37. We expect continued improvement ahead. However, the index’s partial and, we believe, temporary disconnect from starts/permit activity is indicating that supply-side constraints continue to frustrate the market, and that larger builders are gaining market share over more capitalconstrained private builders. In contrast, single-family starts surged in November as rates moved lower. Single-family starts increased 18% to a 1.14 million seasonally adjusted annual rate. However, single-family starts are down 7.2% year to date. The multifamily sector, which includes apartment buildings and condos, increased 6.9% to an annualized 417,000 pace. Lower interest rates and a lack of resale inventory helped to provide a strong boost for new home construction in November. However, it would not be surprising to see these construction data retreat in December because of last month’s accelerated pace and ongoing supply-side concerns (or the November data to be revised lower). Nonetheless, the macro and housing data suggest next year will see gains for single-family construction, while a rise in the level of new multifamily rental completions will continue to hold back multifamily construction activity.

DECEMBER 18, 2023 REPORT #13 MORE DETAILS ON BUDGET HOUSING PROGRAMS ANNOUNCED Several housing initiatives were included in the final version of HB 33 Biennium Budget enacted in July. More details on both the Welcome Home Ohio program and Ohio Homebuyer Plus savings account were released last week and can be found at the links below. Further, the new provisions enacting the property tax exemption for residential development property are in effect. While OHBA is seeking clarification, explained below, the application process is available through the Ohio Dept of Tax. Welcome Home Ohio Program | Development The Welcome Home Ohio (WHO) program is designed to provide grants for the purchase of qualifying residential properties, the cost of construction or rehabilitation, or a nonrefundable tax credit for qualifying activities. The Ohio General Assembly funded the program in House Bill 33, with $100 million in General Revenue Funds for grants and $50 million in nonrefundable tax credits. Governor Mike DeWine signed the bill into law on July 4, 2023. The program will be administered by the Ohio Department of Development. Ohio Homebuyer Plus In collaboration between the offices of Ohio Governor Mike DeWine and Treasurer Sprague, Ohio Homebuyer Plus creates specialized, tax-advantaged savings accounts to assist Ohioans on their homebuying journey. Individuals who open an account will have access to above-market interest rates and may also qualify for certain Ohio state income tax deductions. ORC 5709.56 Property Tax Exemption Residential Development Property New provisions included in HB 33 Budget are in effect including ORC 5709.56 exempting from property tax the value of the unimproved land subdivided for residential development in excess of the most recent sale price. The exemption authorized for up to 8 years from the date of platting/recording, or until construction begins or the land is sold. OHBA will continue working to clarify the implementation process of this ‘exemption’ after Ohio Dept. of Tax indicated the existing law (ORC 5715.27) requires an extensive school board notice/hearing process as part of the application for approval. OHFA Single Family Housing Program The Ohio Housing Finance Agency is developing its rules to implement the single-family housing tax credit program included in HB33. Established as a public-private partnership, the Single-Family Housing Tax Credit will bring together local government entities with a project development team (homebuilders, investors, and realtors) to identify the location and scope of construction of single-family homes in a community. OHBA has provided cost information and insight to the agency, as well as, suggestions to try to make this program workable. LEGISLATIVE UPDATE Legislative Amendment to Home Construction Service Suppliers Act (HCSSA) After appeals court rulings in the Fifth and Eleventh Districts finding remodeling projects are not covered under the HCSSA (ORC 4722) regardless of dollar amount, OHBA is working several legislators to change the statute to clarify intent for HCSSA coverage of remodeling over $25,000. Ohio Supreme Court has yet to take a case to address the recent findings. As a result, in the Fifth and Eleventh Districts (Ashtabula, Geauga, Lake, Portage and Trumbull, Ashland, Coshocton, Delaware, Fairfield, Guernsey, Holmes, Knox, Licking, Morgan, Morrow, Muskingum, Perry, Richland, Stark and Tuscarawas) all remodeling projects are subject to the CSPA. HB 187 Property Tax (Hall, T. Bird, A.) HB 187 included a modified approach to reducing property taxes and cleared the Senate unanimously Wednesday, hours after legislation was overhauled in committee to focus the relief on Ohio's elderly and disabled homeowners. The revisions to a House measure include the removal of a three-year averaging mandate for property valuation determinations sought by the House, but it retains language giving county auditors the upper hand in setting values. The major policy addition is language that expands the homestead exemption, which will reduce property taxes for seniors, the disabled and surviving spouses through 2026. SENATE SELECT COMMITTEE ON HOUSING CONTINUES ITS WORK

The Committee’s most recent hearing was held in Lima, Ohio with a future hearing likely after the new year in Northeast Ohio. As the committee hears from various stakeholders, OHBA is working to maintain focus on the impact of regulation and the importance of the private side of providing housing for Ohio. As the Committee begins to generate its report and recommendations, OHBA will provide a list of recommendations, including but not limited to line extension costs, building code review, land development standards, referenda and zoning reform, among others.
