HERE'S TO 2021, We've Got This! Welcome to 2021! We are starting off the new year with big dreams and lots of hope! I am so excited to be taking on the role of president this year for the NCBIA and we have some exciting things in store for our members! I feel that I have the best possible people surrounding me on my executive committee and with this team I feel like we are unstoppable! 2020 was a hard year for many of us but I truly believe that 2021 is going to give us the opportunity to really grow and shine. I want to encourage all of our members to get involved this year however you can! We have 8 great committee that you can get join to help make a difference within the NCBIA and the building industry. Our committees are chaired by some of the best and brightest people in the association and I am very much looking forward to what they will accomplish this year! Truly Thankful
FOR YOUR SUPPORT
As a challenging year has ended, I would like to express my heartfelt thanks to each of our members! 2020 went down in history as the year that all world, national, state, and local events had a direct impact on the lives of those in our association and the public. School, work and government meetings and events went from in-person to digital formats. Our favorite events were cancelled. Some local businesses struggled to stay afloat. Our industry was fortunate as we were deemed essential and many of you had great years despite some obstacles. Acts of kindness filled the year as people created homemade protective face masks, stocked food banks and organized drive-by celebrations. Our members generously supported us and we sincerely appreciate it! We received a grant from Lorain County Community Development which was a tremendous help. We were no different in that nothing usual happened and like people everywhere we had to get used to doing things differently. We will continue to do so on the road back with safe events. Please continue to protect yourself and be well and I can't wait to see you all very soon!

huck Fowke, chairman of the National Association of Home Builders (NAHB) and a custom home builder from Tampa, Fla., issued the following statement regarding the House Energy and Commerce Committee’s questions concerning the International Energy Conservation Code: “We firmly reject any misleading insinuations by lawmakers that the National Association of Home Builders has engaged in any improper conduct or undue influence in its involvement in the development of the International Energy Conservation Code (IECC). A January 19 letter from House Energy and Commerce Committee Chairman Frank Pallone (D-N.J.) to the head of the IECC infers that NAHB is engaged in undue influence over the code development process. NAHB categorically denies this unfair assertion. Our industry is essential in the use of the codes and our members are the ones using them most directly and who know what works and what doesn't. “While NAHB members participate on committees considering proposed changes to the IECC, they are not allowed to participate in final votes that are reserved for building code and government officials. When participating in model code development, home builders are not trying to prevent the adoption of new technology, the embrace of new materials or the promotion of energy efficiency. Rather, builders strive to prevent unreasonable, impractical or costly building code requirements that do not promote enhanced structural integrity, improved safety or provide a reasonable payback to the home owner. “With the nation suffering a housing affordability crisis, NAHB will continue to participate with other stakeholders in the IECC development process to encourage the establishment of reasonable, practical and cost-effective building codes that do not needlessly raise housing costs.”

TWO "FINAL" Environmental Rules That are Not Yet Final
O
n Jan. 20, the Biden administration implemented a regulatory freeze for all pending regulations. Two “final” environmental rules affecting the housing industry were swept up in this presidential action. The first rule regards the reauthorization by the U.S. Army Corps of Engineers (Corps) and the U.S. Environmental Protection Agency (EPA) of the federal Nationwide Wetlands Permit (NWP) program for an additional five years. The NWP is the most common federal wetlands permit (i.e., over 65,000 issued annually by the Corps) to authorize dredge or fill activities, including residential land development and construction activities impacting federally jurisdictional waterbodies (rivers, lakes, ponds, streams, wetlands, etc.) Improvements by the Corps under the reauthorized NWPs include the removal of an existing 300-foot limit for losses to jurisdictional streambeds; however, developers and builders seeking coverage under NWPs would still need to ensure their proposed activities stayed below the NWPs existing half-acre limit for impacts to all jurisdictional features (streams, lakes, wetlands, etc.) The final rule reauthorization for the Corps’ NWPs was published in the Federal Register on Jan. 13, 2021, and is scheduled to become effective on March 15. Importantly, land developers and builders seeking NWP federal wetlands permits during this time period spanning the delayed effective date by the Biden administration can still seek permit coverage under the existing NWPs and must comply with the 300-foot limit on impacts to jurisdictional streambeds.

The second rule states that the regulatory definition of “take” under the Migratory Bird Treaty Act (MBTA) does not apply to activities like land development or home building that results in unintentional “incidental takings” (i.e., injury or death) of an individual species of bird protected under the MBTA. The final rule was published in the Federal Register on Jan. 7, 2021 with an effective date of Feb. 8. As a result of this presidential action, these two regulations and all other pending regulations will need to be reviewed and approved by a Biden administration official before they can move forward. Federal agencies and departments are also asked to consider postponing for 60 days the effect dates of any rules that have already been published but have not yet taken effect “for the purpose of reviewing any questions of fact, law, and policy the rules may raise.” NAHB continues to closely the monitor the situation and will urge the Biden administration to allow these rules to go forward as written after the appropriate agencies review the policies.

HOUSING'S OUTLOOK for 2021

S
ingle-family builder sentiment fell back to a level of 86 in December, according to the NAHB/Wells Fargo Housing Market Index (HMI), after achieving an all-time high of 90 in November. The dip was due to growing concerns over housing affordability in 2021. However, the December measure was still the second highest on record. Supply-side pressures, such as resurgent lumber prices, limited lot supplies, supply-chain issues, and a persistent skilled labor deficit foreshadow higher costs and longer build times heading into next year. Moreover, on the demand side of the housing market, limited inventories of single-family homes have generated strong price gains in 2020. The deployment of a vaccine, while representing good news for the overall economy, will place upward pressure on interest rates. In turn, the combination of higher prices and rising rates will price some households out of the housing market next year. The NAHB forecast is for ongoing gains for single-family construction in 2021, though at a slower growth rate than in 2020. Remodeling will remain strong as people continue to upgrade existing homes. The multifamily construction market will experience weakness as rent growth slows and vacancy rates rise. However, the development market should stabilize by 2022. Together, residential construction will remain a leading element of the recovering economy, as illustrated with recent labor market data: Residential construction added 15,400 net jobs in November and was one of only a few sectors of the economy to post a yearover-year jobs gain (26,000). While the HMI fell back, the outlook for housing remains positive, as the overall economy is expected to record a solid gain for GDP growth in 2021. NAHB anticipates GDP growth to accelerate in the second half of the year, after a majority of the U.S. population has been vaccinated. This process will be the most important element of 2021, as it will allow hard-hit sectors in the service industries to begin to recover and diminish shutdown risks harming small businesses. A growing economy will be good for housing, but industry stakeholders should be aware it could also result in higher interest rates that could act as a headwind for more housing growth.

HOUSING STARTS Ends 2020 Strong

otal housing starts posted a 5.8 percent increase in December (1.67 million units) compared to an upwardly revised November estimate of 1.58 million units according to the joint data release from the Census Bureau and HUD. Relative to December 2019, total starts are 5.2 percent above the annual pace of 1.59 million units. Single-family starts posted a monthly increase of 12.0 percent to a strong seasonally adjusted annual rate of 1.34 million units, which is the highest pace since September 2006. The November annualized pace for single-family starts was revised up to 1.19 million units. The three-month moving average for single-family in December is an annual rate of 1.24 million units. Single-family starts came in stronger than NAHB forecasted, as builders worked off some backlog due to sales made with construction having not yet started. However, given increases in materials concerns and rising concerns of regulatory costs in the environmental and labor areas, we do expect some softening in construction conditions in the months ahead. The two-month decline of the HMI is suggesting this as well. Single-family permits, a useful indicator of future construction activity, was 7.8 percent higher at 1.23 million units annual pace in December compared to November and have registered a 30.4 percent gain compared to a year ago. This is in line with the current level of the NAHB/ Wells Fargo Housing Market Index, which held builder confidence in the market for newly-built single-family homes at a solid level of 83 in January, albeit off the high of 90 in November. Multifamily starts (2+ unit production) posted a decrease of 13.6 percent in December to a 331,000 annual rate compared to the previous month. On a year-over-year basis, multifamily unit production is down 38.7 percent. Multifamily permitting is also on a downward trend in December posting a 3.0 percent decline compared to the previous month and down 6.6 percent compared to a year ago. Regional data show, on a year-over-year basis positive conditions for single-family construction in all the regions, West (+34.6 percent) and Midwest (+38.4 percent), South (22.9 percent) and Northeast (19.7 percent).

CHANGE IS COMING Couldn’t think of a better headline for my column but I think it’s appropriate for all that has and is about occur. Sadly, our Nation’s capital was attacked and ransacked. Worse than the property damage was the sight of Americans denigrating our symbols of a great America. From my office window I watched hundreds of highway patrol officers and fully armed national guard troops patrolling the statehouse amidst a caravan of Humvees blocking every entrance. I’ve been working at the statehouse since 1972 and never witnessed such a sight. The COVID19 pandemic has impacted everyone and everywhere. Fortunately, children will soon return to school and a regular business and work routine will return. Without question, the health scare is ever present. Fortunately, builders can continue their fine and valuable work. The halls and characters of state government remain pretty much unchanged. You will soon begin to hear about the race for Governor and US Senator. Our Congressional Reps will be reduced by at least one member from 16 to 15. The General Assembly will decide the new districts. A state apportionment board will draw all new state legislative districts, so to conform with population changes. Now for the major change to prepare for: The national government has been redone. The Democrats control it all. A bitter presidential election has fueled a partisan divide and enabled the US Senate to unexpectedly be taken by Democrats. A long list of Presidential Executive Orders to be modified or repealed have already headed towards enactment. Climate change and environmental activists have been appointed to the most influential offices impacting those areas. Expect substantive movement in that area. Building and land development codes will change. All of this warrants your close attention. We will keep an eye on the statehouse events and NAHB is sure to do the same in the Nation’s Capitol.

2 CRITICAL THREATS to Housing Affordability in 2021 BY ROBERT DIETZ

fter posting staggering growth rates for new and existing home sales in the fall, the housing market leveled off at the end of 2020. The demand-side of the sector remains robust and inventories are lean. However, home price growth and rising construction costs threaten housing affordability heading into 2021. The overall macroeconomic outlook is expected to improve this year, with gains for GDP growth (after an estimated 3.6% drop for 2020) and incremental labor market improvement yielding an unemployment rate approaching 5% during the second half of the year. However, these forecasted improvements are dependent on the rollout of the COVID-19 vaccine. Thus far, more than 4 million Americans have received their initial vaccine, and millions more are expected in the coming weeks. Our forecast assumes mass deployment of the vaccine between March and September, which should allow for more normalization of the overall economy and continued strength for housing demand. While home builder confidence remains near historic highs, single-family starts leveled off in November. Single-family home building increased only 0.4% from October to November. However, the annual rate of 1.19 million was a 10.1% gain from a year ago. For multifamily, a drop in permits suggests apartment construction declines in 2021. Recent data tracked in the NAHB Home Building Geography Index indicate that as part of the suburban shift — the changing geography of housing demand due to the rise in telecommuting and reaction to the virus — single-family construction in traditional second-home communities was up 24% on a year-over-year basis. The gains for construction are needed to sustain growth in sales. New home sales were far outpacing actual construction in the fall, and as such, we expected that sales growth would slow. Although they were 21% higher than a year ago, new home sales in November declined to an annual rate of 841,000. Existing home sales have slowed as well, as price growth and limited inventory have held back transaction volume. Resales fell 2.5% in November but remain almost 26% higher than a year ago. These recent slowdowns illustrate the challenges for the housing industry in 2021. Home price growth has been strong — up 8.4% year over year in October. This exceptional gain is due to strong demand, but also a function of limited inventory. Such prices gains and construction cost increases (lumber prices are on the rise again, up 60% since midNovember, adding thousands of dollars to the cost of a new home) threaten to price out hundreds of thousands of buyers in the months ahead. While strong demand suggests continued gains for home construction in 2021, affordability declines and supply-side limitations will generate lower housing growth rates than those recorded last year. BY ASHOK CHALUVADI ccording to data from the Census Bureau’s Survey of
Construction (SOC), the custom home share increased to 20.2 percent of all single-family homes started in 2019. Contractor-built or ownerbuilt houses – that together make up the custom home market – are built one at a time for owner occupancy on owner’s land with either the owner or a builder acting as the general contractor. The alternative is homes built for sale, on the builder’s land, with the intention of selling the house and land in one transaction. While the percent share of custom homes increased from 19.5 percent in 2018 to 20.2 percent in 2019, the percent share of built for sale decreased from 80.5 percent in 2018 to 75.4 in 2019. In 2019, the Census Bureau began flagging homes built for rent as a separate category, rather than including them in homes built for sale. The share of homes built for rent in 2019 was 4.4 percent. The annual increase in the custom home building is consistent with the slight increase the quarterly published statistics have shown. Although the quarterly statistics are more timely, they lack the geographic detail available in the annual data set. When analyzed by the 9 census divisions, the annual data show that the highest custom home share in 2019 was 41.4 percent in the New England Division. In the South Atlantic Division, on the other hand, the share was only 13.2 percent. In the East South-Central Division, 39.9 percent of new homes started were contractor-built or owner-built houses, followed by East North-Central Division at 39.5 percent, and the Middle Atlantic Division at 35.5 percent. In the West North Central Division 24.8 percent of new homes started where custom homes. Less than 20 percent of the custom-built homes were started in West South-Central Division (18.5 percent), Pacific Division (16.5 percent) and Mountain Division (13.8 percent)

HOW AFFORDABLE is the New Home Premium? BY NATALIA SINIAVSKAIA
E
arlier we published a post highlighting lower operating costs per dollar value for new homes. This post takes the analysis a step further and shows that home buyers can afford to pay a 36% premium for a new single-family detached house, compared to the one built before 1960, simply because it is new and has lower operating and maintenance costs. Typical annual operating costs of running a home include property taxes, insurance, maintenance, and utilities. These do not include mortgage payments – often the most expensive cost of owning a home. Combined together, mortgage payments and operating costs add up to overall costs of owning a home. New NAHB research based on the latest 2019 American Housing Survey (AHS) provides estimates of operating costs per dollar value by the age of the house. On average, annual costs of running a home amount close to 5% of the home’s value but the rate tends to decline for newer homes. This fraction exceeds 6% for homes built before 1960. With newer homes, costs per dollar of value tend to decline. Home owners of singlefamily detached homes built after 2010 spend an equivalent of 3.2% of the home’s value per year on operating their newer homes. Since operating and maintenance costs per dollar value are lower for newer homes, owners of these properties can afford more expensive mortgage payments and still end up with identical overall homeownership costs, compared to owners of older homes. The table below illustrates how buyers of newer homes can pay more for their mortgages but have the same first-year costs of ownership as a result of lower operating costs. In this exercise, all mortgage assumptions are identical for buyers of homes of different vintages and operating costs estimates are based on the 2019 AHS, as described here. The starting point in this analysis is the new homes sale price. It is set at $383,900, which is the average sale price of new homes sold in 2019, according to the Census Bureau. Using the current standard 30-year mortgage assumptions, new home buyers’ annual mortgage payments are then estimated at $18,572. New home buyers are also expected to spend 3.2% of the home’s value (or $12,255) on operating and maintaining their homes. As a result, their total first-year homeownership costs add up to $30,826.[1] The calculations are then repeated for each vintage category under the constraint that all home buyers have identical annual homeownership costs of $30,826. Because the annual operating costs per dollar value are higher for older homes, buyers of older homes are restricted to making smaller mortgage payments. So, the price of older homes has to be lower to keep the first-year homeownership costs constant. At the extreme, a home built before 1960 can cost no more than $282,485 to keep annual homeownership costs at $30,826. In other words, if first-year cost is the constraint, home buyers can afford to pay a 36% premium for a new house, compared to the one built before 1960, simply because it is new and has lower operating and maintenance costs. [1] Given the current generous standard deduction, home buyers in this example cannot reach additional after-tax savings by claiming the mortgage interest and real estate tax deductions. The latest data from the Joint Committee on Taxation (JCT) confirm that most homeowners currently do not claim these deductions. As a result, the income tax saving is not considered in this analysis.

Supply Challenges Key Conerns in 2021

E
conomic data improvement slowed at the start of 2021, as virus cases remain elevated and some local economies have enacted tightened activity restrictions. For example, December saw the first net job loss nationwide since April, with payroll employment down 140,000 and the unemployment rate flat at 6.7%. Choppy macroeconomic conditions will persist at least through the first half of 2021, as the rollout of the vaccine continues. However, housing data remain robust, though somewhat reduced compared to the fall of 2020. Mortgage purchasing activity slowed in recent weeks but remains 10% higher year over year. And home building and remodeling employment increased 22,700 in December. The sector has now offset all of its job losses from the spring of 2020. Housing affordability will be the key challenge of 2021. Interest rates are expected to increase somewhat. And new home prices will rise even higher largely because of ongoing gains in construction costs — led by a resurgence in lumber prices. In fact, softwood lumber prices recently climbed back to near their midSeptember highs. Combined with delays and cost increases for other building materials and low lot supplies in some regional markets, builders will need to balance higher costs with the ability to expand home building volume. These factors have led to two consecutive months of declining builder confidence. Though sentiment remains relatively strong, according to January’s NAHB/Wells Fargo Housing Market Index reading of 83, these declines reflect growing supply-side market challenges. Moreover, they add to the growing uncertainty regarding potential tax and regulatory policy changes that could slow the overall recovery.

LEGISLATIVE REVIEW
2020 OHBA YEAR IN REVIEW RESIDENTIAL CONSTRUCTION DEEMED AN ESSENTIAL BUSINESS OHBA was in touch with the executive branch from the onset of the COVID-19 shutdowns, ensuring residential construction would be deemed an essential business and allowed to operate. Throughout the pandemic, OHBA monitored the impact of any health orders on the construction industry.
OHBA SERVED AS A VALUABLE RESOURCE FOR UP-TO-DATE COVID-19 PROTOCOLS As safety protocols, business resources, and new information became available each day and week during the onset of the COVID-19 pandemic, OHBA ensured its members were updated and informed. Further, OHBA fielded numerous questions/clarifications as new information was distributed.
OHBA MEMBERS VOTED INTO LEADERSHIP ROLES FOR OHIO COMMERCIAL AND RESIDENTIAL CODE AUTHORITIES While in past years OHBA members served active and valuable roles on both the Residential Construction Advisory Committee (RCAC) and the Board of Building Standards (BBS), in 2020, OHBA members were elected to the Chair of the RCAC, as well as, Vice-Chair of the BBS. OHBA continues to help to maintain reasonable codes and ensure proper review.
MEETINGS WITH EXECUTIVE SECRETARY OF BOARD OF BUILDING STANDARDS (BBS), AND DEPARTMENT OF COMMERCE Following lengthy discussions at NAHB on the ICC and code adoption process, OHBA reached out to Ohio Board of Building Standards (BBS) and Dept. of Commerce Staff to ensure Ohio’s code adoption process remains strong. OHBA maintains ongoing communication with both the Executive Secretary of the BBS, and the Department of Commerce on the importance of the code adoption process in Ohio.
ATTENDANCE AT REGIONAL MEETING WITH HUD TO DISCUSS BARRIERS TO HOUSING AFFORDABILITY As part of a traveling roundtable discussion with HUD Staff, OHBA participated in the Ohio stop held in Columbus. Participants shared valuable input with specific examples on how and why regulation makes up roughly 25% of the price of a new single-family home built for sale, while emphasizing the clear lack of housing supply. OHBA members also shared illustrative examples of both citizens and local government blunting ‘workforce housing’ in communities, whether it be through design standards, and zoning, or an eventual referendum effort by members of the communities themselves.
PROMPTED AFFORDABLE HOUSING DISCUSSION WITH OTHER INDUSTRY STAKEHOLDERS OHBA engaged other stakeholders in the discussion and supporting of OHBA efforts on what can be done to address housing affordability (i.e. Ohio Realtors, NFIB, Chamber of Commerce, Affordable housing advocates).

OHBA FILED NOTICE OF APPEAL WITH ERAC FOR GENERAL PERMIT TO REGULATE EPHEMERAL STREAMS As the new navigable waters rule removed “ephemeral streams” from its definition of Waters of the United States, the OEPA issued a draft general permit to regulate as a water of the state. OHBA filed extensive comments and participated in multiple stakeholder forums prior to issuance. The permit issued failed to respond to any of the concerns raised. As a result, OHBA filed a Notice of Appeal with ERAC.
ASKED TO PARTICIPATE IN OPPOSITION TO FOSSIL FUEL BAN; REACHED OUT TO PUCO The issue of local natural gas bans and related restrictions in building codes is something that OHBA will continue to follow, and work to keep communication open with PUCO staff. OHBA agreed to participate in meetings between industry and business groups on upcoming and ongoing local attempts by the Sierra Club to ban the use of fossil fuels in the future. OHBA provided important homebuilder perspective from past, present, and future dealings in providing energy to homes. Further, OHBA contacted Public Utilities Commission of Ohio Staff to monitor discussions from PUCO’s Natural Gas Access Forums.
IMPORTANCE OF ALL TYPES OF RESIDENTIAL HOUSING DEFENDED TO GOVERNOR AND LEGISLATURE OHBA worked closely to help secure an amendment providing some property tax relief to encourage lot development in the budget before the Governor ultimately vetoed the language. Following the veto last year, OHBA continued to defend the industry and the economic development it provides. In pushing for some relief in property tax assessments on undeveloped residential lots, OHBA firmly expressed the need for equity when considering such types of relief and provided members of the legislature and the Governor with facts and data on the potential impact of new development, as well as, the current state of the housing industry in Ohio.
OHBA TESTIFIES IN SUPPORT OF SB 212 PROPERTY TAX LEGISLATION Vince Squillace, Executive Vice President of OHBA, testified in support of SB 212 which would give local jurisdictions the option to create opportunity zones and provide some tax relief to residential development. The sponsor, Sen. Schuring is very supportive of the home building industry, and committed to trying to achieve some incentive for new development.
MEETINGS HELD WITH CONTRACTORS/ENGINEERS ON DEVELOPMENT SPECS OHBA began getting feedback on the potential to use a more standardized process across the state during parts of the development process. A set of standards currently used in other areas of construction were discussed with groups utilizing such standards.
OHBA WAS THERE TO STAND UP AGAINST LOCAL GOVERNMENT AS THEY LINED UP TO BLOCK AFFORDABLE HOUSING MEASURE OHBA ENGAGED IN NUMEROUS PIECES OF LICENSING LEGISLATION UNDER CONSIDERATION The legislature again gave OHBA plenty of licensing legislation to monitor in 2020. Ranging from commercial roofing to elevator contractors, there were quite a few bills under review dealing with the topic of licensing. OHBA closely watched and engaged in discussions on each and every one. OHBA was able to offer amendments to be included in several of the proposed pieces of legislation. Licenses for commercial roofers, residential elevator contractors, and residential specialty contractors were brought up by the legislature in 2020.
REVIEW AND ADOPTION OF MINIMUM QUANTIFIABLE STANDARDS UPDATES As the adopting body of the workmanlike standards for the industry, OHBA reviewed and adopted the most updated edition of the Minimum Quantifiable Standards.
CONTINUING AGENCY AND LEGISLATIVE FOLLOW UP While agency issues are always ongoing, many of the legislative issues from 2020 will like be reintroduced during the 134th General Assembly.
OEPA NPDES/SWPPP ENFORCEMENT After hearing questions from members in Northwest Ohio on local enforcement of SWPPP requirements, OHBA was in touch with legislators and those members in order to nail down the issues needing to be addressed. Additional follow up is being done within the agency, and OHBA continues to monitor the issue both locally and around the state.

Deadline Approaching: Group Retrospective Enrollment for Upcoming July 1, 2021 Policy Year The deadline to enroll in Group Retrospective Rating with CareWorks Comp for the upcoming July 1, 2021 policy year is January 22, 2021. Group Retro is a performance-based program where the group’s claims, incurred for the policy year, are compared to the group’s premiums paid to the BWC. The participants will receive premium rebates as long as the claims incurred for that policy year are lower than the overall premiums paid to the BWC. BWC Board Approves $5 Billion Workers' Compensation Dividend The BWC Board of Directors approved Governor Mike DeWine’s $5 billion dividend proposal on November 2, 2020. This is the largest BWC dividend in state history and DeWine hopes it will serve as a lifeline to businesses struggling amid the coronavirus pandemic. The dividend will be the third this year, following a $1.54 billion dividend issued in April and a $1.34 billion dividend in October. Checks will be distributed to employers covered by BWC in mid-December. Gov. DeWine said that the BWC "remains in a strong fiscal position thanks largely to healthy investment returns on employer premiums, a declining number of claims each year and prudent fiscal management." After the dividend is paid out, the BWC will have an approximate net position – assets minus liabilities – of $6.3 billion.
2020 Policy Year Estimated Payroll was Reduced by 20% Were you aware? Group Retro Rebates from 2018 & 2019 Policy Years: Rebated EARLY If your company was enrolled in CareWorks Comp’s Group Retro Program for the 2018 and/or 2019 Policy Year, you received your rebates in April 2020 and in October 2020 as BWC Dividends. The Ohio BWC rebated 100% of your premium from the 2018 Policy Year in April 2020, AND rebated 100% of your 2019 Policy Year premium in October 2020. ew NAHB research based on the latest 2019 American Housing Survey (AHS) shows that, on average, homeowners spend around $9,240 per year to operate and maintain a single-family detached home. This includes property taxes, insurance, maintenance, and utilities, with property taxes being the costliest component. Annual operating costs increase consistently with household income, home size and value. When measured as a share of home’s value, annual operating costs average close to 5%, but the rate is smaller for newer homes (3% of the home’s value for homes built after 2010). The regional differences in operating costs are substantial as well, ranging from around $6,270 per year in the East South-Central Division to over $13,000 in New England. This effect is primarily connected to taxes.
As illustrated in the chart below, for every cost component, with the exception of property taxes, costs per dollar of value tend to decline as homes become newer. For example, fuels on average cost 2.2% of the home’s value per year for homes built before 1960 but only half of that, 1.1%, for homes built after 2010.
The largest component of operating costs are property taxes, accounting for just under $3,700, or 40% of the annual operating costs. Fuels – the second largest component of operating costs – average just over $2,500, or 27% of annual operating costs. Fuels include the costs of electricity, gas, oil, or other fuel (wood, coal, kerosene, or other). Home insurance is the next most expensive item on the operating costs list. On average, homeowners pay just over $1,250 to cover home insurance. In addition, homeowners spend close to $1,000 on maintenance – narrowly defined in the AHS as spending on minor routine repairs that do not include improvements and major repairs. Water and trash collection bills amount to $850, on average. Not surprisingly, operating costs increase consistently as home size increases. For single family detached (SFD) homes under 1,000 square feet, homeowners spend less than $6,600 per year. For homes that are between 1,000 and 1,500 square feet, the annual operating costs rise to over $7,000. For largest single-family detached homes with over 4,000 square feet, the operating costs approach $16,500, on average. Because larger homes are typically more expensive, it is not surprising that higher-priced homes come with higher annual operating and maintenance costs. Similarly, newer homes have higher square footage and, consequently, have higher annual operating costs. To make the comparison more meaningful, annual operating costs are estimated as a fraction of the home’s value and compared across decades the home was built. The clearest trend is for operating and maintenance costs to decline per dollar of value as the age of the home declines. On average, annual costs of running a home amount close to 5% of the home’s value. This fraction exceeds 6% for homes built before 1960. As homes get newer, costs per dollar of value tend to decline. Homeowners of single-family detached homes built after 2010 spend an equivalent of 3% of the home’s value per year on operating their newer homes.

How much homeowners spend on operating and maintaining their homes also depends on where they live. Homeowners in the two Northeast divisions – New England and Mid Atlantic – spend most on running their single-family detached homes – over $13,130 and $12,750 per year, respectively. The two Northeast divisions register the highest average annual real estate taxes in the nation, approaching $6,000 in New England and $6,500 in Mid Atlantic (see Table 3). They also stand out for having the highest average annual fuel bills, with homeowners paying over $3,880 in New England and $3,080 in Mid Atlantic. TOP POSTS OF 2020: Sales Outpacing Starts by an Historic Margin

being deployed, NAHB’s Eye on Housing is reviewing the posts that attracted the most readers over the past, dramatic year — a year that saw housing emerge as a bright spot for an economy under stress. In October, the NAHB Economics team produced a new estimated data series for single-family for-sale housing starts, showing that the gap between sales and construction was the largest on record. This gap suggests a slowing of sales and ongoing construction growth to reduce backlog as we enter 2021. After a sharp decline in the spring, home building has staged a dramatic rebound. In fact, supported by low mortgage rates, an evolving geography of housing preferences, and favorable demographic tailwinds, housing demand has improved so quickly that the current difference between the pace of newly-built single-family home sales and for-sale single-family construction starts has reached a historic level. While this dilutes somewhat the scale of the current gap, it shows three relevant periods over the last two decades where sales and for-sale starts disconnected.

data series high in September. And the gap between median newly built and existing home prices, which peaked near $95,000 three years ago, has closed and inverted. According to NAR data, the median price for a resale single-family home was $315,000, higher than the Census reported median of $312,800 for newly built homes. That inversion has only occurred one other time over the last two decades (June 2005). In sum, low levels of existing inventory, rising resale prices relative to new construction, strong builder confidence, and sales exceeding for-sale starts point to solid levels of home construction in the months ahead. Home building sustains jobs (approximately 2.9 per home built and 0.75 per $100,000 in remodeling), which means more residential construction employment gains in the near-term. In fact, over the next two to three months residential construction will likely post a year-overyear gain for employment, a notable sign of strength for housing in the recovering economy.

RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed.

The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits. DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA.
