2022: A TIME FOR CHANGE and New Beginnings Some new and excited changes for the NCBIA are coming your way!! Our biggest change is that we have sold the building we have called home for the last couple of decades! While we are sad to see it go it is super exciting to see all of the possibilities that will be coming our way! As per the postcard you received the new address is 5077 Waterford Drive, Suite 302 Sheffield Village Ohio 44035. Just a hop, skip and a jump from our old office so it will be very easy to find should you need anything! I need to take a second to congratulate our 2022 Board of Directors on being sworn in at our Installation event earlier this month. I absolutely love that we have such a passionate group that wants to continue to help our association grow and thrive! We have a lot of new faces on the board this year and I am very happy to see so many new members get involved. If you are interested in getting on the board for the 2023 calendar year, please feel free to send me and email and I can point you in the right direction! I would also like to congratulate Jim Sprague from Maloney + Novotny and Terry Bennett from Bennett Builders and Remodelers on being inducted into our Hall of Fame! This honor is well deserved and we greatly appreciate everything both of them have done for the NCBIA as a whole over the years! Congratulations gentlemen!

Be sure to watch your email so that you and your company can get something submitted! As we roll into our summer months I am so excited to get back to our member mixers! NAHB's Safe Project Working together before, during, and after IBS 2022, NAHB and SAFE Project have created resources specifically for the construction industry to assist both the worker and supervisor in addressing addiction. Starting this month and every few months, SAFE Project will alert NAHB members to opportunities available within their community to take an active role to address this crisis. NAHB is promoting the resources with various groups within our federation through various NAHB publications and social media channels.

Win Again This Year!!!
NAHB’s 2022 Membership Drive program puts an exciting focus on the growth opportunities that exist for the NCBIA and other associations of NAHB, while encouraging a strong culture of membership all year long. Under the new program, the NCBIA can now participate in THREE membership drive periods throughout the remainder of 2022. The drive program will include three periods that span from April 1 to Dec. 31: Spring (April-June), Summer (July-Sept.) and Fall (Oct.-Dec.). The NCBIA can earn cash rewards and members can earn extra Spike credits for achieving 5% or more Builder and Associate net growth in each of the periods. The 2022 Membership Drive program acknowledges the importance of year-long recruitment, onboarding, member engagement and retention efforts that impact an association’s success. We are registered to participate in all three periods of the Drive. Cash rewards and bonus Spike credits will be awarded to associations that achieve 5% net growth (of Builder and Associate members) in any of the three-month drive periods. For each additional drive period the association achieves 5% net growth, the reward increases. For example, if any HBA achieves 5% net growth in all three drive periods, they will achieve the highest reward for their efforts. How will the NCBIA earn money? We will be rewarded for achieving 5% net growth in Builder and Associate membership for each of the three-month drive periods. Breakdown: 5% Growth in one period = HBA receives $500 5% Growth in two periods = HBA receives $1000 by Judie Docs, CSP, MCSP, MIRM, CMP, CGP
5% Growth in three periods = HBA receives $2000 NAHB will now reward HBAs for year-long recruitment and retention. The NCBIA will have three opportunities to earn money in each period: Spring, Summer and Fall. Members will earn bonus Spike credits. Members can earn bonus Spike credits for recruitment and retention of Builder and Associate members during each period. Breakdown: 5% Growth in one period = Members earn 2x Spike credits 5% Growth in two periods = Members earn 3x Spike credits 5% Growth in three periods = Members earn 4x Spike credits You need to recruit new members and renew the members approaching their anniversary dates during the drive period. Any Builder and Associate members up for renewal during your drive season will count towards your net growth.

IN THE BATH, FIRST-TIME BUYERS REALLY WANT Both a Shower & Tub
mong first-time buyers, both a shower stall and tub in the primary bath ranked as the most popular of the 18 bathroom features listed in the NAHB study, What Home Buyers Really Want, 2021 Edition. The study asked first-time, as well as repeat, home buyers to rate the kitchen features on the following, four-tier scale (which emphasizes how a feature influences the buyer’s purchase decision):
The graph below shows how first-time buyers rated the bathroom features, sorted in descending order of percentage rating the features essential or desirable. Last Friday’s post included a similar chart for kitchen features. A slightly earlier post discussed the most popular of all 200-plus home and community features covered in the study among first-time buyers. At the top of the bathroom graph, 72 percent of first-time buyers rated both a shower stall and tub in the primary bath essential or desirable, followed closely by a linen closet, rated essential or desirable by 70 percent. These also ranked as the two most popular bathroom features among repeat buyers, but in reverse order (with 77 percent of repeat buyers rating the linen closet essential or desirable, compared to 72 percent for the shower stall-tub combination).: April 2022

At the top of the bathroom graph, 72 percent of first-time buyers rated both a shower stall and tub in the primary bath essential or desirable, followed closely by a linen closet, rated essential or desirable by 70 percent. After the top two, 67 percent of first-time buyers rated a private toilet compartment essential or desirable, followed by 65 percent for a whirlpool tub. Next comes a group of bathroom features rated essential or desirable by 62 percent of first-time buyers: a double vanity, multiple shower heads, a granite vanity and body spray panels. The list of the most popular bathroom features is generally similar for both first-time and repeat buyers. To the extent there are differences, they show up at the low end of the scale, among the relatively less popular kitchen features. Although 27 percent of both first-time and repeat buyers say they “Do Not Want” to have only a shower stall in the primary bath (i.e., are unlikely to buy a home that doesn’t also have a tub), repeat home buyers are considerably more likely to say they “Do Not Want” the other features at the bottom of the chart. For example, 37 percent of repeat buyers “Do Not Want” a bidet (compared to 27 percent of first-time buyers), 42 percent of repeat buyers “Do Not Want” dual toilets in the primary bath (compared to 29 percent of firsttime buyers), 34 percent of repeat buyers “Do Not Want” His & Hers baths (compared to 22 percent of first-time buyers), 22 percent of repeat buyers “Do Not Want” color (as opposed to white) toilet, tubs & sinks (compared to 12 percent of first-time buyers); and 29 percent of repeat buyers “Do Not Want” a skylight in the primary bath (compared to 17 percent of firsttime buyers). RESIDENTIAL BUILDING WORKER Wages Continue To Rise BY: JING FU

ompared to a year ago, average hourly earnings for residential building workers continue to rise, as the construction labor market remains tight. According to the Bureau of Labor Statistics (BLS) report, average hourly earnings (AHE) for residential building workers were $28.66 in February 2022, increasing 6% from $27.01 a year ago. This was 16.7% higher than the manufacturing’s average hourly earnings of $24.56, 12.9% higher than transportation and warehousing’s, and 10.8% lower than mining and logging’s. In February, the job openings rate in construction remained elevated at 4.8% and the unemployment rate fell to 3.6% in March. As skilled labor shortage persists, rising wages may be one of the effective ways to attract employees to fill empty positions. Average hourly earnings for residential building workers have increased significantly since the COVID-19 pandemic recession. Between December 2019 and December 2021, residential building workers’ average hourly earnings increased about 12%. Note: Data used in this blog relate to production and nonsupervisory workers in the residential building industry. This group accounts for approximately two-third of the total employment on residential building industry.

CONSUMER CONFIDENCE REBOUNDS IN MARCH Despite Inflation Concerns BY FAN-YU KUO
A
fter dropping to a one-year low last month, consumer confidence rebounded slightly in March as strong job growth offset consumer’s concerns about the Ukraine crisis and decadeshigh inflation. The Consumer Confidence Index, reported by the Conference Board, rose 1.5 points from 105.7 to 107.2 in March. The Present Situation Index increased 10.0 points from 143.0 to 153.0, while the Expectation Situation Index fell 4.2 points from 80.8 to 76.6, the lowest since February 2014. Consumers’ assessment of current business conditions improved in March. The shares of respondents rating business conditions “good” rose by 2.0 percentage points to 19.6%, while those claiming business conditions “bad” fell by 3.0 percentage points to 22.1%. Meanwhile, consumers’ assessment of the labor market was also favorable. The share of respondents reporting that jobs were “plentiful” climbed by 3.7 percentage points to a new historical high, while those saw jobs as “hard to get” declined by 2.2 percentage points.

Consumers were less optimistic about the short-term outlook. The share of respondents expecting business conditions to improve fell from 21.3% to 18.7%, while those expecting business conditions to deteriorate rose from 19.9% to 23.8%. Similarly, expectations of employment over the next six months were less favorable. The share of respondents expecting “more jobs” dropped by 2.0 percentage points to 17.4%, and those anticipating “fewer jobs” declined by 1.9 percentage points to 17.7%. The Conference Board also reported the share of respondents planning to buy a home within six months. The share of respondents planning to buy a home stayed unchanged at 5.8% in March, the lowest level since November. The share of respondents planning to buy a newly constructed home remained at 0.6%, while for those who planning to buy an existing home fell to 2.3%.

NEW FLOOD INSURANCE RATE Renewals Begin on April 1st
T
he second phase of the transition to the Federal Emergency Management Agency’s (FEMA) Risk Rating 2.0 begins on April 1, when home owners who currently have flood insurance will begin to see the revised rates as their policies are renewed. As NAHBNow previously reported, FEMA is transforming the way it calculates premiums for flood insurance policies that are made available under the National Flood Insurance Program (NFIP) so that they better reflect the actual risks properties face. Instead of relying on the Flood Insurance Rate Maps to determine a home’s risk, the new process will factor in details that are specific to each home, such as elevation, distance to flooding source and cost to rebuild. As a result, some rates will go up, and some rates will do down. To date, it has been difficult to fully understand what the new process might mean for any given property, as FEMA has provided little guidance regarding how base rates will be calculated or how credits for elevation or other mitigation measures will be reflected in final premiums. These uncertainties could play a big role in home purchase decisions; if rate changes are steep, it could adversely impact some sales. In an effort to provide more certainty to home owners and prospective buyers, Sens. Bill Cassidy (R-La.) and Kirsten Gillibrand (D-N.Y.)recently introduced to a bill to help. The Flood Insurance Pricing Transparency Act would require FEMA to publish the formulas used to calculate mitigation credits for policyholders under Risk Rating 2.0. The bill also requires FEMA to release a toolkit that could be used to estimate the cost of insurance for new construction without compromising proprietary information. Importantly, there other aspects of the NFIP that are not changing under Risk Rating 2.0 and may provide some relief. Rate caps, certain premium discounts and the ability to transfer policy discounts to new home owners, for example, can minimize policy costs. Finally, Congress will also have an opportunity to tailor an approach to affordability when it considers reauthorizing and reforming the NFIP, which expires at the end of September 2022.

NAHB URGES SWIFT ACTION ON Canadian Lumber Pact Following UK Deal on Steel Tariffs
AHB is calling on the Biden administration to move immediately to negotiate a new softwood agreement with Canada that will end tariffs after the administration announced last night that it had reached a deal with the United Kingdom to lift steel and aluminum tariffs imposed by former President Donald Trump in 2018. “Now that the administration has moved to end steel and aluminum tariffs from the United Kingdom, it must act with the same sense of urgency to negotiate a new agreement with Canada that will eliminate tariffs on softwood lumber shipped into the U.S.,” said NAHB Chairman Jerry Konter. “With the nation in the midst of a housing affordability crisis, the lumber tariffs are contributing to unprecedented price volatility that has added more than $18,600 to the price of a new home since last August. A failure to act decisively will be a bitter blow for American home buyers and for housing affordability.” While the removal of steel and aluminum tariffs from the UK is a positive development that can help lower construction costs, the lack of any trade progress on the Canadian lumber front is especially galling, considering that NAHB has been calling for action since this latest round of tariffs went into effect during the Trump administration. Lumber tariffs act as a tax on American home buyers and home owners and affects millions of households. NAHB strongly believes that the United States must return immediately to the negotiating table with Canada to reach a long-term trade agreement that will put an end to harmful tariffs and ensure that American home builders and home buyers have access to a steady supply of lumber at an affordable price. \ We will continue to sound the alarm on the harmful effects that tariffs have on housing affordability and work with our allies in Congress to hammer home an urgent message to the administration: Few things would have a more immediate impact on lumber markets than a swift resolution to America’s ongoing trade dispute with Canada over softwood lumber. ELEVATED INFLATION and Higher Interest Rates in 2022 BY: ROBERT DIETZ
F
or the first time since the early 1980s, the U.S. economy is experiencing a period of elevated inflation. Because of supplychain issues attributable to the pandemic and a significant rise in government spending, the CPI measure of consumer inflation recorded a 7% year-over-year gain in December 2021— the highest in nearly 40 years. In contrast, during the 2010s, the CPI averaged an annual growth rate of just 1.8%. The Federal Reserve, having retired the call that these inflationary pressures would be “transitory,” is now clearly signaling tighter monetary policy ahead. The NAHB forecast sees the Fed raising the federal funds rate three times in 2022 and accelerating the pace of the taper of asset-backed security purchases. These moves will continue to cause interest rates to rise over the course of 2022. The 10-year Treasury rate already rose from 1.4% at the start of December to higher than 1.7% during the second week of January, and the average 30-year fixed-rate mortgage is expected to increase to 4% near the end of the year. Combined with ongoing home price appreciation, higher rates will place additional pressure on housing affordability. Clearly, these increases highlight the importance of taming building material costs, including lumber prices that are rising yet again and have expanded beyond $1,100 per thousand board feet. New NAHB analysis finds that a key cause behind this price growth is insufficient production. For example, during the third quarter of 2021, domestic sawmill output was 1.3% lower than the third quarter of 2020. Additional signs of inflation include a tighter labor market and growing wages. According to BLS estimates, job growth in December disappointed: The economy added only 199,000 jobs. Although the unemployment rate fell back to 3.9%, there is some evidence that labor market data are not fully accounting for the growing gig economy. Nonetheless, reports of ongoing labor shortages throughout the economy present challenges for businesses. For the construction sector, there are 345,000 open positions needing to be filled, compared to 261,000 a year ago. Wages in the residential construction sector are up 8% year over year, and without productivity gains, this level of wage growth represents an additional inflation risk in the housing sector.

GROWING AFFORDABILITY Challenges

R
ising mortgage interest rates, spurred by expected, significant tightening of monetary policy by the Federal Reserve, will aggravate housing affordability challenges in 2022. This is particularly the case for prospective first-time home buyers, who face higher costs and elevated home prices without the benefit of gains in home equity and household wealth possessed by existing home owners. Similar to what occurred in 2018, higher mortgage rates will slow sales and construction in an otherwise positive demand-side environment. For example, in the March NAHB/Wells Fargo Housing Market Index reading of builder sentiment, the measure of future sales expectations fell a notable 10 points for the month. Since the start of the year, the average 30-year fixed-rate mortgage increased from 3.1% to 4.67% by the end of March — the fastest rate increase in percentage terms in decades. New home sales in February reflect the impact of only about half of this expansion for mortgage rates. Nonetheless, sales slipped 2% from January to February, registering a 772,000 seasonally adjusted annual rate. This is 6.2% lower than a year prior, with pricing up 10.6% year-over-year. It is worth noting that some of this sales decline is due to builders deliberately slowing sales to help counterbalance supply-chain delays. Inventory is balanced at a 6.3-month supply, with the number of new single-family homes available for purchase (whether started or completed construction) up 33% over the last year. Because of the acceleration of sales in late 2020 and the corresponding gains in housing starts, net residential construction jobs have increased by 103,000 over the last year, with an almost 11,800 gain in March alone. The unemployment rate for construction workers is at a low 4.8%. Due to the skilled labor shortage, wages are up 6% year-overyear as of March. There are now 381,000 open, unfilled positions in the construction sector. Higher inflation and business costs, combined with increasing interest rates, tightened monetary policy and waning fiscal stimulus, will slow overall economic growth in 2022. While most forecasters, including NAHB, do not predict a recession during 2022, the risk of a recession next year is rising. The Fed’s intended aggressive policy path for higher rates would guarantee an economic slowdown and risk an outright recession in 2023. To engineer a soft landing, tightened monetary policy must be complemented with fiscal and regulatory policy that helps ease the economy’s myriad supply-side challenges.

he U.S. Department of Housing and Urban Development (HUD) today sent an appraisal action plan to President Biden that is designed to make the appraisal industry more accountable and to help home buyers and home owners better navigate the appraisal process. The action plan, developed by the Interagency Task Force for Property Appraisal and Valuation Equity (PAVE), includes 13 federal agencies that have pledged to take the following actions: Make the appraisal industry more accountable. The PAVE action plan lays out steps to enhance oversight and accountability of the appraisal industry, which has long operated in a relatively closed and self-regulated framework and has not been effective at addressing deeprooted inequities. Specifically, it commits federal agencies to create a legislative proposal to modernize the governance structure of the appraisal industry, and improves coordination and collaboration between federal enforcement agencies to better identify and redress discrimination in appraisals. Empower consumers with information and assistance. The PAVE action plan includes concrete efforts to empower homeowners and home buyers on effective steps they can take when they receive a valuation that is lower than expected. For example, federal agencies commit to issue guidance and implement new policies to improve the process by which a valuation may be reconsidered. Cultivate an appraiser profession that is well-trained and looks like the communities it serves. According to the Department of Labor’s Bureau of Labor Statistics, the appraiser/assessor profession is roughly 97% white, making it one of the least diverse professions in the country. The PAVE action plan lays out a series of actions to remove unnecessary educational and experience requirements that make it difficult for underrepresented groups to access the profession and to strengthen anti-bias, fair housing, and fair lending training of existing appraisers. Affordable Housing Getting some Attention
That is good news indeed. However, we need to refine the message a bit. Affordable is undefined or quantified. We have heard recently of heavily subsidized housing being the answer. Also, projects where the rent is fixed has been touted as affordable. Now that the topic has gained attention of those who have ignored it in the past, it is no surprise many will try to benefit from it. Lieutenant Governor Jon Husted asked OHBA President Charles Ruma to inform him of the needs of the home construction industry with suggestions to confront the housing crisis in Ohio. Charles ever so eloquently complied. We received a quick response that both his and the governor’s policy staff will get right on it. While we support housing opportunities for all and a state government that accommodates that goal responsibly, it is time to address some issues that are a drag to reasonable policies hindering fulfillment of a rational housing policy. Our request was completed in collaboration of our elected officers. Along with OHBA staff we will continue to urge passage of meaningful measures to promote housing for all. It is eminently clear the lack of available housing has caused huge spikes in prices greatly restricting opportunities to achieve home ownership.

Simply, we need to build more housing in Ohio. We just heard the governor has signed two important OHBA backed bills. HB 175 brings badly needed relief from the over regulation of ephemeral streams. While the initial bill would have exempted regulation in total, we were forced to restrict relief given a new expansion of waters of the United States which included most ephemeral streams. The bill creates a regulatory path the state EPA must follow when regulation is imposed on development sites. Clearly a major cost saver for all land developments. HB 126 proved needed relief from school districts engaging in practices escalating property tax on all business land transactions. The bill has been sought for decades but school districts always prevailed til now. More information will be included in our Legislative Review.

HB 175 Water Pollution (Hillyer, B.) To deregulate certain ephemeral water features under various water pollution control laws. Text/Analysis
After the Senate Agriculture and Natural Resources Committee adopted a substitute bill, including several amendments supported by OHBA, the committee voted to favorably report HB 175. The very next day, the Senate passed HB 175 with a party line vote of 25-8. The House is supposed to concur on Senate amendments during session next week, at which time the bill will be sent to the Governor for his signature. Along with exempting any non-jurisdictional ephemeral streams from being a ‘water of the state’, HB 175 also sets forth reasonable mitigation requirements using storm water management for impacts to such features falling under the current WOTUS definitions. Further, the bill makes changes to make the Interagency Review Team process more transparent. Please feel free to contact OHBA with any questions. FEDERALLY SUBSIDIZED HOUSING STUDY COMMITTEE In response to language in the budget creating the study committee, the committee is required to submit a report to the General Assembly no later than July 1, 2022, that makes recommendations about the valuation and valuation process of federally subsidized residential rental property. OHBA’s appointment is Jeff Woda and he is doing a great job on the committee representing the industry. While the committee has been narrowly tasked, given recent testimony, it is still uncertain where committee is going, or if there will be a broader discussion on all types of housing and the challenges facing housing in Ohio. The next meeting of the Committee is still to be determined. LEGISLATIVE UPDATE HB 304 Smoke Alarms (Baldridge, B.) To amend the law regarding smoke alarms in residential premises. Text/Analysis Committee Hearing in House Commerce & Labor HB 304 had sponsor testimony in the Senate Veterans and Public Safety Committee. OHBA has presented language to the sponsor, and discussed changes to the Senate Chairman and Committee on provisions of HB 304 mandating changes to the Residential Building Code more appropriately handled by the Residential Construction Advisory Committee (RCAC). SB 47 Overtime Pay Brenner, A. Peterson, B. To except traveling to and from a worksite and performing certain routine tasks from the overtime pay requirement. Am. 4111.03 and to enact section 4111.031 The Senate concurred in house amendments to a measure (SB 47 ) that would exempt employers from Ohio's requirement to pay overtime wages when an employee is engaged in traveling to and from a worksite or performing specific tasks in a party line vote. The measure passed the lower chamber in a 56-36 vote earlier this month after picking up an amendment requiring employees to opt-in as opposed to opt-out of a civil action for violations of overtime law. HB 126 LIMITING PROPERTY VALUE CHALLENGES MOVES AHEAD HB 126 had been sent to conference committee after the House refused to concur with Senate amendments. However, after being voted out of conference committee yesterday, the HB 126 conference committee report passed both the House and Senate. With the passage of HB 126, school districts and other local government entities would be significantly limited in challenging property values under a measure now headed to DeWine’s desk. Conferees resolved significant differences in a proposal that has been years in the making. Among other varying approaches, the Senate's version would have constituted a nearly complete ban on schools initiating cases before boards of revision. As it moved through both chambers this legislative session, the bill also became a vehicle for addressing developer private pay agreements in lieu of taxes, which critics viewed as a way that districts could bolster their coffers while not impacting their state funding status. The amendment adopted along party lines does the following:

Restrict tax challenges by local entities and individuals to property they don't own that is sold within the tax year of the complaint and goes for 10% and $500,000 more than the county auditor's assessed value, and indexes that cap to inflation beginning in 2023. Require subdivisions to first adopt a resolution authorizing the complaint and mandates property owners be notified at least 7 days prior to the vote. Prohibits local boards from appealing BOR decisions. Remove a requirement that districts pass a resolution before filing a counter-complaint with a BOR. Remove a requirement that school districts receive notice of a complaint if the complaint alleges a change in full market value of at least $50,000, and modify the timeline in which school districts can file a complaint, to 30 days after the initial complaint is filed. Require a BOR to dismiss a complaint filed by a subdivision within one year after the complaint was filed if the board hasn't yet rendered a decision. Retain the Senate-passed bill's prohibition on private pay agreements, but specify that the prohibition applies only to agreements entered into on or after the bill's effective date. Clarify that a local subdivision cannot adopt a resolution that authorizes the filing of complaints in future tax years. LEGISLATIVE REDISTRICTING CONCLUSION STILL UNKNOWN
As the legislature prepares to break for a few weeks, there is no clear indication of how the legislative redistricting will be resolved. There are still maps in front of the Ohio Supreme Court, and an anticipated ruling in the federal court case expected by April 20th. There will likely be an additional primary for the legislative races, but details on the election or how the final districts will turn out is still uncertain. Stay tuned.

Ohio BWC reimbursing employers in Drug-Free Workplace program The Ohio Bureau of Workers’ Compensation (BWC) is reimbursing employers for workplace substance use-related activities. The BWC is partnering with the Alcohol Drug Addiction and Mental Health (ADAMH) boards to help employers more effectively manage substance use issues in their workplace. Through the Substance Use Recovery and Workplace Safety Program (SURWSP), eligible employers can be reimbursed for qualifying expenses related to implementing and administering a drug-free workplace program which includes: • • • • •
Development and legal review of employer policies and procedures about substance use issues. Training for employees to understand substance use and their employer’s related policies. Training to equip supervisors and managers to better manage employee’s recovery. Recovery-supportive drug testing for prospective and current employees. Access to a free employee wellness incentive program, Better You! Better Ohio!
Who is eligible for the program: Employers may apply for the program online and receive immediate determinations and an email confirmation with additional information. To be eligible the employer must pay into the State Insurance Fund, be current on all payments due to BWC, and be an active policy. Those not eligible for this program include Self-insuring (SI) employers, employers participating in a SI PEO, and state agencies. Employers can currently claim eligible expenses back to July 1, 2019. This retroactive reimbursement period will end July 1, 2022. What counties are covered: As of December 27, 2021, employers in all 88 counties in Ohio are eligible to participate in this program. The Ohio BWC directly manages the SURWSP in 65 of the 88 counties. Alcohol, Drug Addiction and Mental Health (ADAMH) boards manage the program on behalf of the BWC in the remaining 23 counties. A map and complete listing of counties with a link to ADAMH or the BWC reimbursement process can be found here. Changes to the program: Recently, the BWC restructured reimbursement for drug testing. Reimbursement for testing is now only available to employers with written “second chance” testing policies. The maximum reimbursement for testing will be capped at $1,500 annually. Employers are not required to choose from the Drug Free Safety Program (DFSP) vendor to receive reimbursement.
