LETTER FROM THE PRESIDENT
Adjusting to OUR NEW NORMAL April 2020 has been like nothing we have ever experienced. Most of us have faced new challenges that we have had to overcome. We are all coming up with new and innovative ways to conduct business. For many “going to work” has a whole new meaning as they have moved their office into their homes. While others are trying their hardest to remain healthy and safe on job sites while completing their tasks. Everyone is coping with it differently and everyone is doing their best. I was so excited to hear about the new things that the NCBIA members are coming out with to help make the situation better for all! The first virtual happy hour took place on April 23rd and I have heard nothing but good things about it! Our members had a great time getting together, swapping stories of how they are making the best of the situation, talking, and laughing! Different from our normal member mixers, everyone was part of the same conversation and got to ask questions to the entire group. The next Virtual Happy Hour is scheduled for May 5th and I’ve been told that Sara, Maria and Judie are planning a Cinco de Mayo themed party over the Zoom Meeting! I encourage everyone to hop on the call, even if it is only for 10 minutes, to say hi and see how our members are still thriving during this uncertain time. Another new thing that our workforce development committee has rolled out this month is the virtual LEGO Home Building Contest. We are encouraging kids ages 3 to 18 to get creative, use their imaginations, and most of all just build something! Even though it does have LEGO in the name the committee is not being picky and are encouraging kids to just build with what they have. This program has gained HUGE momentum within the county already and I am very excited to see what kind of creations get submitted! The flyer can be found later in this newsletter and I highly encourage you to share it with friends and family! Together we are building our future workforce – one brick at a time!

The Future OF HOME DESIGN What does the turmoil of the coronavirus mean for new homes and communities? For starters, we are all spending more time at home, and gaining a greater appreciation for, or frustration of, all the things that come with that. What started as work from home may have morphed into something bigger and more important for those of us involved in home and community development, or life from home. Lifestyles could be re-made; this disruption to clear the way for underlying trends that are already out there to become more mainstream. In home design, that means: • • •

Smaller footprint homes, more attainably priced will continue to be the product type of choice. If consumers re-boot how they earn a living or pivot to a different career, attainability will matter. Home wellness technology to monitor health, track at-home fitness and maybe even detect the temperatures of visitors coming and going. Floor plans need to become more multifunctional for working from home, for gathering with others, and for supporting multigenerational activities all happening at once — i.e., no wasted space, and more space that can be made to work however the person or family living there needs it to. For example, laundry sinks could be replaced with tubs that double as DIY dog washes, and garages could be turned into home gyms. Storage, storage, storage, everywhere — but hidden in plain sight. Storage that works and isn’t just a quick fix for small remnant spaces. And what about tastefully designed hand sanitizer dispensers near the front door? Indoor/outdoor spaces that work. For example, porches that are deep enough to sit comfortably in a chair. Sometimes this means an extra foot, and it adds cost. But consumers that value this will make trade-offs elsewhere for it.
The innovators and creators who make this industry so great will come out of this stronger and more committed to doing everything possible to contribute to creating spaces and places for people who, more than ever, have come to see the importance of home.

How Home Building Can Lead a Recovery by Generating Jobs BY: PAUL EMRATH
A
s the U.S. economy struggles under the burden of the coronavirus pandemic, economists are discussing how a recovery might unfold once social distancing and other measures begin to succeed. A recent NAHB article illustrates the role home building can play in a recovery by generating jobs. The article published updated estimates of the national economic impact of home building. The new estimates show that building an average single-family home generates 2.90 jobs, measured in full-time equivalents (enough work to keep one worker employed for a year). Wages and profits are subject to a variety of taxes and fees. The national impacts of building an average single-family home include $86,759 in federal taxes and $42,888 in state and local fees and taxes, for a total of $129,647 in revenue for governments at all levels. Similarly, the article shows that building an average rental apartment generates 1.25 (full-time equivalent) jobs; as well as $37,363 in federal taxes and $18,546 in state and local fees and taxes, for a total of $55,909 in revenue for governments at all levels. For more details and assumptions used to produce the above estimates, consult the full article. As the tables above show, the national economic impacts of home building include a substantial number of jobs for construction workers, but also jobs in firms that manufacture building products, transport and sell products, and provide professional services to home builders and buyers (e.g., architects and real estate agents). The tables also show that, in industries like construction and real estate, substantial revenue is generated to support for business proprietors. Included in this category are many construction subcontractors and real estate brokers with relatively modest incomes, who are organized as independent contractors and therefore not technically counted among the jobs in government accounting systems. In summary, home building generates jobs in industries like construction and manufacturing, jobs for highly educated professionals like engineers and financiers, and revenue to support owners of small businesses like construction trade contractors. This is an attractive mix of entities to support in a healthy national economy, especially during a period of recovery. page 14

Backwards-Looking Job Data for Construction Show Potential BY ROBERT DIETZ
G
iven the growing number of economic impacts from mitigation efforts associated with the coronavirus, early 2020 labor market data is of much reduced analytical value. However, the data help to describe where the economy was before the shocks of March and the potential for gains in an eventual rebound we expect to take hold during the fourth quarter. February data from the BLS Job Openings and Labor Turnover Survey (JOLTS) indicate that construction job openings were stable on a year-over-year basis. The estimated number of job openings increased from 267,000 in January to 279,000 in February. Compared a year ago, job openings were relatively unchanged (277,000 in February 2019). The open positions rate (job openings as a percentage of total employment plus current job openings) increased to 3.5% in February, after reaching a cycle high of 5.7% in April 2019. On a smoothed, twelve-month moving average basis, the open position rate for the construction sector held steady at 4.1%. The peak (smoothed) rate during the building boom prior to the recession was just below 2.7%. For the current cycle, the sector has been above that rate since October 2016. Since late 2019, the overall trend for construction job openings has leveled off, which was an indication of slight improvements in terms of the skilled labor challenge. NAHB and other survey data revealed that access to skilled labor remains a top business challenge for builders, affecting a broad set of occupations. However, the future March JOLTS data are expected to show a transformed labor market, given 10 million new jobless claims and an expected surge in the unemployment rate. Given the dramatic events in the labor market associated with virus mitigation, construction could be a sector that leads an eventual recovery. To do so, hiring will need to accelerate once certainty is achieved for the overall economy. Future jobs data will reveal whether this occurs.

UPDATE April 2020 Things on the state level have remained the same; house construction is essential; remote inspections are going well, and utility hook ups are continuing. Most of the substantive concerns are at the federal level. We are told builders and bankers are working through the PPP requirements. Have not heard of much success there but it is early. Associations are urging the Congress to allow most associations to be considered eligible as well. We are monitoring activity there as well. At the statehouse Governor DeWine, LG Husted and Health Director Acton (a Ytowner by the way) are giving regular updates (we watch them all). However, there is a growing rancor to open things a bit. Protesters are often heard yelling at the governor from just outside the locked state house doors. The Ohio House is holding hearings on just how the shelter in place is affecting businesses that are closed. As you can imagine, restaurants, bars, convention hotels and barber salons have presented some real horror stories of how their businesses have been impacted. A number of state legislators have also urged the governor to start opening things.

First Year-to-Date Price Decline in March for Building Materials Since the Great Recession

rices paid for goods used in residential construction decreased 0.8% in March (not seasonally adjusted) according to the latest Producer Price Index (PPI) report released by the Bureau of Labor Statistics. The year-to-date decline in residential construction inputs prices is the first January-to-March decrease since the Great Recession.
Building materials prices have fallen 1.8% since March 2019 by -0.15% per month, on average. In contrast, prices increased 0.17% per month, on average, from March 2018 to March 2019.

Prices paid for gypsum products increased 2.2% in March (seasonally adjusted) after posting a record 5.2% decline in February. The price index for gypsum products has decreased 3.1% in 2020 and has fallen 8.4% since its most recent peak in March 2018.
The PPI report shows that softwood lumber prices rose 3.7% (seasonally adjusted) in March, following a 2.0% increase in February 2020. The increase is at odds with prices reported by Random Lengths, which showed prices falling more than 13% over the month.

The discrepancy between the BLS and Random Lengths data likely stems from timing differences, as nearly 60% of the decline took place over the final 10 days of March. Some of that change—and possibly the 4% drop seen in the first three days of Random Lengths data for April—should be captured in next month’s PPI report. Prices paid for ready-mix concrete (RMC) advanced 0.7% in March (seasonally adjusted), following a 0.7% increase in February. The RMC index has increased 7.2% since January 2018.

Historic Decline for Builder Sentiment BY ROBERT DIETZ
he most recent NAHB/Wells Fargo Housing Market Index (HMI), a measure of builder confidence in the new single-family home market, reflected the sudden turn in market conditions. Confidence fell from a level of 72 in March to a level of 30 in April — the largest drop in the history of the sentiment indicator. April marked the first time the HMI fell below the neutral level of 50 since mid-2014, and it was its lowest reading since mid-2012 in the wake of the Great Recession. All components of the index posted large declines, including buyer traffic and future sales expectations. April's HMI is consistent with other macroeconomic readings that reveal a sudden and sharp plunge for economic conditions following government-imposed shutdowns of social and economic activity to help mitigate the spread of the coronavirus. Jobless claims increased by almost 17 million in recent weeks, and sectors of the economy have shed jobs to cut costs. The March employment report showed an increase in the unemployment rate from 3.5% to 4.4%, but given the wave of unemployment claims, that rate will likely surge in April to above 10%. NAHB forecasts a significant decline in the second quarter GDP growth rate of at least 20%. Given ongoing economic and financial strains, we are anticipating a decline in the third quarter as well, although recent numbers of confirmed coronavirus cases are showing declines for the daily growth rate. Current data indicate the possibility that mitigation efforts will be successful by mid-May, allowing at least a partial re-opening of the economy. However, “normal� conditions should not be expected until a vaccine is developed. Nonetheless, recent and historical data suggest the housing sector will again be a primary driver in the economic recovery. New NAHB estimates indicate that 2,950 jobs are supported by every 1,000 single-family homes built. Likewise, 1,250 jobs are supported by every 1,000 new apartments built. And 750 jobs are supported by every $100 million in remodeling activity.

A WEEKLY ECONMIC UPDATE from NAHB's Chief Economist
NAHB Chief Economist Robert Dietz provides analysis on the effects of the COVID-19 pandemic:
T
he pace of job losses from the imposition of social distancing is accelerating. New jobless claims expanded from 3.3 million last week to 6.6 million this week, placing the two-week total at 10 million. The March Bureau of Labor Statistics (BLS) labor market report captured the leading edge of this wave, with net job losses (meaning jobless claims reduced by hires) totaling a 701,000 decline. The BLS report is measured from data collected in the middle of the month. The unemployment rate increased off a 50-year low of 3.5% to 4.4% in March. Given the number of jobless claims during the second half of March, it is likely that the unemployment rate is near 10% at the start of April due to layoffs and furloughs. Home building and remodeling recorded a net job loss of 4,500 in March. Given the size of these labor market declines — and with more to come — NAHB will be revising its macroeconomic outlook in the coming days. In particular, the estimate for the second quarter GDP decline now appears to be near minus 20% on an annualized rate basis due to the scale and scope of government-imposed shutdowns. The acceleration of job losses and sudden stop associated with economic output imply significant declines for home construction and remodeling during the middle of 2020. However, construction continues to move forward on the majority of the 539,000 single-family homes and 671,000 apartments now in the construction pipeline.
Lending Standards Tightening While economic losses pick up, credit markets have stabilized to a certain degree thanks to the aggressive actions of the Federal Reserve. According to Freddie Mac, the average rate for a 30-year fixed rate mortgage is 3.3%. However, according to the Mortgage Bankers Association, purchase applications were down 24% on a year-overyear. More fundamentally, anecdotal reports indicate lending standards are increasing for mortgage applications, and lending conditions for residential construction is tightening despite lower rates. Without financing for builders, housing starts will slow significantly. NAHB is conducting weekly polling, part of which asks about builder financing availability.

Consumer Confidence Down Consumer confidence declined less than expected in March, falling from 132.6 to 120, which was the lowest reading since September 2017. Consensus expectations called for a decline to 110. Consumers have proved to be the most resilient part of the economy in recent history, but confidence will further decline as job losses continue. In other economic readings, the ISM manufacturing index came in at a better than expected level in March, but nonetheless the index still declined, revealing that manufacturing is down for many firms. U.S. exports and imports declined significantly in February as global trade slowed. In a sign of the severe impact on the hospitality and travel sectors, hotel revenue per room is down 80% compared to a year ago. TSA traffic at airports is down 90% from a year ago. The pace of the virus’ spread is still accelerating, with 245,000 cases in the U.S., an increase of 30,000 on Friday. Some of this gain is due to increased testing, however, a stabilization in the daily case count is required for governments to consider when shutdowns can end. Some government modeling suggests a peak of cases in mid- to late-April with ongoing mitigation required into May and June. Getting the economy back into operation is ultimately the fix that is required to provide improvements to the financial and housing outlook.
In NAHB survey data from this week, potential buyer traffic ranked as the most immediate concern, with 69% of builders indicating major declines. 89% of remodelers noted that home owners cited concerns about interacting with workers and crews. Several more issues surveyed worsened this week. For example, the percentage of builders who cited an increase in delays of single-family permit approval page 22

You need to set NAHB as an approved sender at your desktop (Step 1), and also have your email administrator set it (Step 2) on your server. Please keep in mind that different newsletters come from different NAHB email addresses. That means you’ll need to complete Step 1 for each newsletter you wish to receive.
Step 1. Desktop-Level White Listing First, make sure you have the NAHB return email address of the newsletter you wish to receive. When Outlook 2010 treats some of your email from valid contacts as junk mail, you can configure it to automatically add the people to whom you send emails to the Safe Senders List. 2. Reach 26 Million as Housing Data Weaken BY ROBERT DIETZ
D
ue to government-imposed shutdowns connected to COVID-19 mitigation, new jobless claims continued at a high, although slightly diminished pace this week with 4.4 million more unemployed. Over the past five weeks, the total number of jobless claims has reached 26 million, implying an unemployment rate of at least 11%. Next week should see a smaller new claims number, but the overall impact on the labor market is massive and will be reflected in a surge for the April unemployment rate, which will be reported on May 8. New single-family home sales in March declined, but performed better than expected. Contracts for new sales fell 15.4% from the February pace to a 627,000 seasonally adjusted annual rate. Despite the weakness in March, strength in January and February left the first quarter total of new home sales 6.7% higher than the total for the first quarter of 2019. Data also suggested that sales for smaller builders held up better in March, as they have a greater market share in more decentralized exurban and rural markets. Overall months’ supply of inventory increased to 6.4. The same pattern was seen for resale housing activity. After reaching a 13-year high in February, existing home sales declined 8.5% in March, the largest monthly decline in more than four years. Inventory remains limited in the resale market, with a months’ supply measure of just 3.4.
benefits may result in a slowing of some small business re-opening, such as restaurants, due to the difference between offered wages and existing benefits. Additionally, an editorial in the Wall Street Journal on April 23 suggested that recent monetary policy moves would result in inflation. While this is possible in the long-run, in the short-run the economy faces greater risks for deflation, which is a more painful phenomenon for holders of business and household debt. Inflationary pressures should be relieved as the economy reopens.
In addition to declines in sales volume, the housing market continues to adjust to new market conditions. For example, NAHB survey data collected in early April indicates that 24% of builders operate in markets where virtual inspections may occur. A full 20 percentage points of that share are markets where this is new policy in response to the virus crisis. Thirty-two percent of builders operate in markets where thirdparty inspections may occur, but for two-thirds of that total this rule was allowed before the current crisis. NAHB survey data also indicates the impact the virus is having on the remodeling sector. Ninety-six percent of remodelers’ report declines in customer inquiries. And consistent with single-family and multifamily construction, 59% of remodelers report at least some issues with building material access. Next week’s data will feature the initial estimate for first quarter GDP growth. With the current recession having begun in March, the data are expected to show negative growth for the quarter, the first decline since the first quarter of 2014. Additional data will explore the current rate of homeownership. Finally, the debate concerning the impacts of recent fiscal and monetary policy actions is underway. for Implementation of Trump WOTUS Rule
T
he Federal Register today published the final “Navigable Waters
Protection Rule” (NWPR), which is the Trump Administration’s new definition of “waters of the United States” (WOTUS). Publication of the rule marks a major step forward in efforts to clarify federal jurisdiction under the Clean Water Act. Today’s milestone starts a 60-day timeline, after which the NWPR will become effective across the country. Previously, on Jan. 23, the Environmental Protection Agency and U.S. Army Corps of Engineers announced the final rule at the 2020 NAHB International Builders’ Show® in Las Vegas. On Sept, 12, 2019, the agencies rescinded the Obama-era WOTUS rule, which exceeded Congressional authority and was never fully implemented across the country. The NWPR will provide several benefits to builders and developers while continuing to protect important water bodies. For example, it encompasses traditional navigable waters and territorial seas, which Congress clearly intended for federal oversight. However, it also narrows the extent of federal jurisdiction by excluding isolated water bodies, “ephemeral” waters that form only in response to rain, and most ditches. As a result, fewer residential construction projects will trigger federal permitting requirements. Read NAHB’s full analysis of the final NWPR. NAHB UPDATES
Job Site Coronavirus Safety Guidance for Construction
T
he Construction Industry Safety Coalition (CISC) has published important updates to its guidance for construction employers, employees and contractors on coronavirus exposure prevention, preparedness and response. NAHB is a key member of CISC. The Coronavirus Preparedness and Response Plan for Construction describes how to prevent worker exposure to coronavirus, protective measures to be taken on the job site, personal protective equipment and work practice controls to be used, cleaning and disinfecting procedures, and what to do if a worker becomes sick. The plan served as the basis for materials provided for the COVID-19 Job Site Safety Stand Down held April 16. The updates in Version 2 of the plan include some significant changes and additions as more data have become available on the spread of COVID-19, including: • • • • • •
New guidance on the use of face coverings, including masks and cloth coverings (bandanas, etc.) A new section, Guidance for Critical Infrastructure Employers, based on new CDC guidance Specific procedures for screening and allowing visitors onto job sites An appendix on the procedures for monitoring the temperature of workers, including next steps if a high fever is found Additional guidance on ride sharing, and the use of common drinking and eating sources And much more
The safety plan is customizable for companies to meet state requirements for a coronavirus response plan and includes a graphic-based poster intended for display. Home builders, general contractors, contractors and other companies conducting work on construction job sites are encouraged to download the guidance, customize it for their companies, and distribute or display to workers. The safety plan also contains authorization letters for workers to carry with them should they be asked by local law enforcement their purpose for being out of the house. for Small Business EIDL Loans Under the CARES Act
T
he new $484 billion aid package approved by Congress includes $60 billion to renew funding for the Economic Injury Disaster Loans (EIDL) program and adds $320 billion to the Paycheck Protection Program (PPP). Those who were caught in the middle of the loan application process when funding ran dry need to know the following: If you were in the process of applying for an EIDL loan and have an application number that begins with the No. 3, you do not need to reapply for a loan. The Small Business Administration reports it is continuing to process applications that were in the pipeline when funding ran out and will reopen its application portal and accept new applications once it receives new appropriations. Small businesses seeking an EIDL loan that have an application number that begins with No. 2 should reapply once the application portal reopens. They will not lose their place in line because SBA can match up the new application with the date/time stamp of the original application submitted. Businesses applying for an EIDL may request an advance of up to $10,000 to be delivered quickly following the request. An applicant will not be required to repay this advance if the funds are used to cover payroll, provide sick leave or cover other business costs, even if the applicant is subsequently denied a loan under the EIDL program. The Small Business Administration will resume accepting PPP loan applications on Monday, April 27 at 10:30 a.m. EDT. More information on the PPP and EIDL loan programs can be found here. APRIL 3, 2020 REPORT #5 STAY AT HOME ORDER EXTENDED, DISPUTE RESOLUTION AND ECONOMIC ADVISORY BOARDS ESTABLISHED; SAFETY CONTINUES TO BE EMPHASIZED; BORDER STATES DISCUSSED During the April 2nd press conference, Dr. Acton signed a new order effective midnight on Monday extending Ohio’s Stay At Home Order until May 1st, which includes a reference to the most recent homeland security guidance on essential business. Further, the Order places additional restrictions on essential businesses remaining open to determine and enforce a max. number of customers allowed in store at one time. The Order creates a dispute resolution process for potential conflicting enforcement by local health districts on what is or is not an essential business. So far, it appears, no real changes have been made to construction, both as an essential business and the safety protocols that MUST be in place
DISPUTE RESOLUTION The dispute resolution panel, set forth in Section 23 of the revised Order, has been given the authority of law to make final decisions in cases where local health departments may have conflicting enforcement on similar businesses.

TRAVELERS SELF-QUARANTINE AND TRANSBORDER ESSENTIAL WORKERS The Order also directs travelers arriving to Ohio to self-quarantine for 14 days. The Governor pointed out an exception for persons who live and work in transborder areas and have been designated as an essential worker. It would be wise to check with bordering states on their policies for those crossing state lines for essential work, so that workers are not quarantined under neighboring state’s rules. APRIL 28, 2020 REPORT #6 GOVERNOR DEWINE ANNOUNCES RESPONSIBLE RESTARTOHIO PLAN On Monday, Governor DeWine began announcing more details of his Responsible RestartOhio plan, aiming to protect the health of employees and customers while supporting community efforts to control the spread of COVID-19, and responsibly getting back to work. Most of these have been in place for essential businesses, but Monday, DeWine emphasized the use of face coverings, in addition to hand washing/sanitizing, distancing, and health assessments. •
May 1, 2020: Medically necessary procedures that do not require an overnight stay in a healthcare facility or do not require inpatient hospital admission and minimizes use of personal protective equipment may move forward. This includes regular doctor visits, well-care checks, well-baby visits, out-patient surgeries, imaging procedures, and diagnostic tests. Dental services and veterinary services may also proceed if a safe environment can be established.

May 4, 2020: Manufacturing, distribution, and construction businesses may reopen if these businesses can meet mandatory safety requirements for customers and employees. Additionally, general office environments may reopen if they can also meet mandatory safety requirements.

May 12, 2020: Consumer, retail and services, may reopen if these businesses can meet mandatory safety requirements for customers and employees.

Schools and daycares, dine-in restaurants, beauty businesses, older adult daycare and senior centers, adult day support or vocational rehabilitation services in group settings, entertainment, recreation, and gyms are all ordered to remain closed due to their increased risk of COVID-19 exposure.

US EPA/ARMY CORP PUBLISH FINAL WOTUS RULE On April 21st, The US EPA and the United States Army Corp of Engineers published a final rule defining the scope of waters federally regulated under the Clean Water Act. Theew rule is set to become effective June 22nd, and includes a final definition of “Waters of the United States” (WOTUS). The new rule will hopefully provide several benefits to builders and developers, while also continuing to protect important water bodies. The new definition includes traditional navigable waters intended for federal oversight, yet, also narrows the extent of federal jurisdiction by excluding isolated waters: “ephemeral” waters forming after rainfall, groundwater and most ditches. This should impact the number of residential construction projects, which will set off the need for federal permitting requirements. OHBA will continue to review the new rule and monitor any potential challenges.
BWC RETURNS UP TO $1.6 BILLION TO OHIO EMPLOYERS BWC announced it would issue a dividend of up to $1.6 billion to ease financial pressures organizations may be experiencing amid the COVID-19 pandemic. Completion of the temporary authorization provides a third-party administrator (TPA) limited authority to view an employer's payroll and loss experience. By signing the AC-3, the employer grants permission to the BWC to release information to the employer's authorized representative(s). The form allows a TPA to view an employer's information regarding payroll, claims and experience modification. Attention group rating prospects Employers may complete the AC-3 for as many TPAs or group-rating sponsors they feel are necessary to obtain quotes for a group-rating program. Group sponsors must notify all current group members if they will not accept them for the next group-rating year. The deadline for this notification is prior to the last business day in October for private employers and prior to the last business day in April for public employers. All potential group-rating prospects must have: Active BWC coverage status as of the application deadline; Active coverage from the application deadline through the group rating year; No outstanding balances; Operations similar in nature to the other members of their group. Builders Employ Several Strategies to Keep Selling Homes During Pandemic
A
recent survey of NAHB members reveals they are implementing several measures to allow them to continue selling homes during the coronavirus pandemic. The most common strategy is private showings of model homes, with 59% of builders saying they doing this already or planning to in the near future. Significant numbers also offering online closings or other services (46%), and providing drivethrough closings or other services (34%). All of these are attempts to keep selling homes while adhering to a form of social distancing. The survey reveals the top measure builders are taking in response to the outbreak is to allow non-construction employees to work from home. Eighty-four percent said they are already doing so or plan to employ this strategy. NAHB Senior Economist Paul Emrath provides more details in this Eye on Housing blog post.

Creates New Challenges for Workers Suffering from Opioid Addiction
C
onstruction workers are the most likely of all occupations to use cocaine and misuse prescription opioids, and significantly more likely to become addicted to opioids, such as prescription painkillers, than other workers in the general population. The fatal overdose rate among construction workers is six times higher than in the greater population. Before the first COVID-19 case in the United States, the opioid crisis was taking the lives of 130 Americans a day, on average. NAHB has made a concerted effort to address the opioid issue impacting the home building industry. Unfortunately, individuals with opioid use disorder (OUD) may be at increased risk for the most adverse consequences of COVID-19 because of the drugs’ effects on respiratory and pulmonary health. Substance use disorders weaken the immune system. Patients with COVID-19 have had mild to severe respiratory illness with symptoms of fever, cough and shortness of breath. Severe complications include pneumonia in both lungs, multi-organ failure and, in some cases, death. Besides the threat of infection, people with OUD are vulnerable to the impacts of COVID-19 because of social distancing, self-isolation, quarantine and shelter-in-place orders. People recovering from addiction now face new challenges. Necessary COVID-19 containment measures, such as physical distancing and closures of public spaces, are more than inconveniences to a person struggling with addiction; they make it harder for people with substance use disorders to seek help, keep up their treatment regimen or access social supports. For people who struggle with substance use disorders, social distancing messages seem directly at odds with harm reduction recommendations. One of the main tenets of harm reduction is to avoid isolation. The void of direct access to social support networks, including going to meetings and being in face-to-face contact with supportive friends, is said to be a huge trigger for relapse. The prospect of self-quarantine and other public health measures may also disrupt access to medications and other support needed by people with OUD. According to a report by ABC News, “With millions of Americans forced into weeks of extended isolation, several communities have reported a spike in drug overdose deaths, prompting health officials to raise concerns about the safety of those suffering from substance use disorders amid the COVID-19 pandemic.”

Another concern is that restrictions on movement may lead those with substance use disorder to opt to purchase heroin or opioids from less trusted sources, raising the risk of overdosing on drugs that may be spiked or tainted. On a positive note, one of the consequences of the social distancing requirements is that more virtual meeting or telehealth options are emerging. And harm reduction organizations are offering tip sheets for drug users on how to stay safe amid the pandemic. Tips address stocking up on supplies, practicing safer drug use, and keeping clean and practicing hygiene. In some states, clinics are providing options for patients, such as curbside and “doorstep” deliveries of methadone and buprenorphine, as suggestions for patients who are quarantined or isolated because of COVID-19.
