National Association of Home Builders (NAHB) a Great Resource - NAHB was founded in 1942 with 700 members. Today, it has more than 140,000 members and more than 800 state and local associations. NAHB is a federation headquartered at the National Housing Center in Washington, D.C. NAHB members join the association at the local level and pay their dues to the local. Local associations are affiliated with the state and national associations. NAHB is represented in all 50 states and Canada. NAHB is governed by more than 2,000 members of the board of directors, comprised of elected representatives from local and state associations (Our very own Randy Strauss, Strauss Construction has been on the NAHB board since 1985, and is also our State Rep to NAHB). The board meets three times a year, in winter (typically in conjunction with the International Builders’ Show), spring and fall to vote on the policies and procedures of the association. At the winter meeting, the board elects the national senior officers. NAHB Member Services While many NAHB members are aware of the services provided by their local or state associations, the national services may seem less tangible. Industry Research • The Home Innovation Research Labs runs tests on building supplies and equipment and approves qualified products. Home Innovation Research Labs also works on the development of new technologies and answers members’ technical questions through its Home-Based Hotline, 800-898-2842. Education and Training • To provide easier access, more efficient management, enhanced program quality and comprehensive information about educational opportunities, NAHB Education was formed to consolidate educational offerings into one location. Members may invest in their professional growth and the success of their business by earning a designation, attending an event, or simply taking a course or two. • Webinars and Online Courses. NAHB regularly offers webinars on topics such as land development, business management or design, to name a few. Marketing for these programs is done via email and on the NAHB website, nahb.org/webinars. • In-Person Courses. In-person courses cover specific topics to sharpen your skills and advance your industry knowledge. • Spokesperson Training. NAHB’s Spokesperson Training Seminars (x8445) are designed to help association leaders be more persuasive and effective in all communication environments. • Education Opportunities at IBS. The International Builders’ Show offers attendees more than 100 education sessions during the three days of the show. HB 69 gives townships the choice of collecting the reimbursement, waiving it, or negotiating a partial reimbursement of the money the levy would have raised but for the TIF. The bill only applies prospectively and to TIFs created by municipal corporations where townships provide the fire, emergency, or rescue services. HB 69 passed out of the House, and has been referred to the Senate Ways and Means Committee. HB 69 will likely be heard when the legislature returns next month. OHBA is gathering more information on the potential impact of HB 69 before it is heard again. Please feel free to contact OHBA with any insight on the potential impact or concerns with adding fire and emergency services to the list of already required reimbursements. Short-Term Window in Collecting Canadian Lumber Duties Could Boost Market
In what could be a positive development in the ongoing U.S.-Canadian recent wildfires in Canada have adversely affected the supply coming lumber dispute, countervailing duties on Canadian lumber shipments into the U.S. while wet weather has dampened demand. into the U.S. will be temporarily suspended between Aug. 26 and Sept. 6. The U.S.-Canada lumber trade dispute is now tied up in broader renegotiations of the North American Free Trade Agreement (NAFTA). The NAFTA talks could go on well into next year. NAHB supports trade policies that allow access to the highest quality building materials, at a stable and predictable price. We continue to work with U.S. Commerce Secretary Wilbur Ross to find an equitable solution that will protect home builders and American lumber consumers from the cost of unnecessary trade restrictions. While no one can predict with any certainty how this will affect prices, the lumber futures market is anticipating that this development could temporarily moderate the cost of lumber. As background, the Commerce Department on April 28 imposed preliminary countervailing duties (CVD) on Canadian lumber imports into the U.S. averaging 19.88% and levied an additional anti-dumping duty in June averaging 6.87%. Under World Trade Organization rules, the CVD cash deposits are collected for four months, which would go through Aug. 25. The final CVD determination is currently scheduled for Sept. 6, but it is possible that decision could be delayed until later this year. If the decision is postponed, there will be no CVD cash deposits collected from Canadian lumber firms until a final determination is made. The temporary suspension of the collection of CVD duties on Canadian lumber shipments into the U.S. is a positive factor in setting lumber prices. However, many facets determine the cost of lumber. Economic Growth Picks Up the Pace
After a slow start to the year, economic growth accelerated in the spring. According to the Bureau of Economic Analysis, GDP growth stepped up to a 2.6% annual rate in the second quarter, a significant improvement over the 1.2% rate registered for the first three months of 2017. NAHB forecasts the economy’s modest growth will continue over the near term. The home ownership rate is finally showing signs of stabilizing after years of decline. Census Bureau data for the second quarter showed a home ownership rate of 63.7%, after reaching a cycle low of 62.9% during the second quarter of 2016.

Demand for owner-occupied housing will depend on the future of the labor market, which continues to be tight. Over the last two months, the economy has added an estimated 440,000 jobs. The residential construction labor force continues to expand, but at a slow pace. In the last 12 months, home builders and remodelers added 188,300 jobs. However, the count of open, unfilled construction sector jobs increased in June to 225,000 — the highest count since September 2016. –NAHB Chief Economist Robert Dietz

North Coast BIA Names Jeff Hensley Lifetime Director The status of North Coast Building Industry Association (NCBIA) Lifetime Director is to recognize and honor special members of the association who have made outstanding contributions and who have shown longstanding dedication and support for the building industry. On July12, 2017 the NCBIA Board of Directors named Jeff Hensley of Lake Star Building and Remodeling, NCBIA Honorary Lifetime Director. In our 74-year history only 21 members have been named Honorary Life Directors and only 7 are Honorary Active Life Directors meaning they still participate in association activities either at the local, state or national level. Jeff has been a member of the association since 2002 and was first elected to the Board of Directors in 2002 and continues to serve to this day. Jeff served as President of the association in 2007-2008. In addition to serving as chairperson and committee member for numerous committees, Jeff has achieved Royal Spike Status having recruited and/ or retained over 161 members for the association. “It is a great honor to be selected as an Honorary Life Director for the North Coast BIA and I plan to continue to be an active part of such a great organization,” stated Hensley.

As we approach the fall and the fourth quarter of the year, it is time to begin planning for a successful and profitable 2018. Upcoming important deadline: • September 30, 2017- “snapshot date” that BWC uses to capture costs in claims for the 2018 experience calculation. Future Dating of BWC Premium Payments: As of June 30, BWC began allowing for future dating of premium payments, available through their website, www.bwc.ohio.gov. You can now schedule future payments to avoid missed or late payments and for true-up reconciliation. Please note the following: • BWC only accepts ACH transactions for future dating • BWC does not allow future credit card payments • Since you select the payment date, be certain you have the correct premium installment deadlines for reference • Payment may be blocked by your bank; be sure to confirm the transaction was authorized • In case your bank requires it, the BWC debit blocker code is: #3311334187. 2018 Group Programs: Group Rating renewals have been sent out to our current clients, and Group Rating and Group Retro invitations are being sent now through the end of summer. Businesses may have eligibility for multiple programs, or dual eligibility, in which case they have or will receive both a Group Rating invitation and a Group Retro invitation. We are eager to discuss what looks best financially, and in form and function. Here’s to another tremendous year of administrating successful workers’ comp savings programs for our clients! New Payroll Reporting Caps: For the 2017 policy year (7/1/176/30/18), BWC has updated the payroll reporting caps for corporate officers. The minimum reportable wage per person/per week is $451, and $1353 is the maximum. Those affected by the payroll reporting limitation are defined by BWC as such: Active executive officers of a corporation Note: Officers are considered active if they are engaged in any work on behalf of the corporation.

They are administratively absent until they do so. • Workers Compensation lost time is after 7 days away from work, but OSHA lost time is any day after the date of injury regardless of salary continuation.
New Silica Rules Go into Effect NAHB is advising its members to be prepared as enforcement for the silica rule in construction is currently scheduled to begin on Sept. 23. The rule was originally scheduled to go into effect for the construction sector on June 23, but OSHA issued a 90-day delay. Some state-run OSHA programs, such as Virginia, have chosen not to follow OSHA’s delay of enforcement and began implementing the new standard in their state plans. State-run OSHA programs have six months to adopt the federal rule or develop one that is equally effective. NAHB’s legal challenge on the silica rule is still pending. New Single-Family Home Size Trends Lower Solid Job Gains in July After increasing and leveling off in recent years, new single-family home size continued along a general trend of decreasing size during the second quarter of 2017. This change of the last two years marks a reversal of the trend that had been in place as builders focused on the higher end of the market during the recovery. As the entry-level market expands, NAHB expects typical new home size to fall as well.
At the start of the third quarter, employment gains and the unemployment rate ticked down.
According to the Employment Situation for July 2017 reported by the BLS, total nonfarm payroll employment increased by 209,000 in July, after an upwardly revised 231,000 gains in June. Employment growth averaged 184,000 so far this year, close to the average monthly growth According to second quarter 2017 data from the Census Quarterly Starts in 2016. Since cycle lows (and on a one-year moving average basis), the average size of new single-family homes is 10% higher at 2,622 square feet, while the median size is 13% higher at 2,403 square feet. The post-recession increase in single-family home size is consistent with the historical pattern coming out of recessions. Typical new home size falls prior to and during a recession as home buyers tighten budgets, and then sizes rise as high-end homebuyers, who face fewer credit constraints, return to the housing market in relatively greater proportions.
Monthly employment data, released by the BLS Establishment Survey, also indicate that construction employment increased by 6,000 over the month. Residential construction employment is now 2.7 million, broken down as 767,000 builders and 1.93 million residential specialty trade contractors. The 6-month moving average of job gains for residential construction now was close to 3,000 a month. Over the last 12 months home builders and remodelers have added 118,300 jobs on a net basis. Since the low point of industry employment following the Great Recession, residential construction has gained 717,200 positions.

When our very own Randy Strauss testified earlier this month about the strangling effects of regulatory overreach on his Ohio home building business, he knew that his audience – staff from the federal Small Business Administration (SBA) – was listening carefully.

The onset of the housing crisis and the Great Recession interrupted a 15-year long trend away from homes built on the eventual owner’s land. As housing production slowed in 2006 and 2007, the market share of this not-for-sale new housing increased as the number of single-family starts declined. The share increased because the credit crunch made it more difficult for builders to obtain AD&C credit, thus producing relatively greater production declines of for-sale single-family housing. The market share for custom home building will likely experience ups and downs in the quarters ahead as the overall single-family construction market expands. Recent declines in market share are due to an acceleration in overall single-family construction.

Builder confidence in the market for newly-built single-family homes rose four points in August to a level of 68 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Builder sentiment is being supporting by ongoing job and economic growth, attractive mortgage rates, and growing consumer confidence. The fact that builder confidence has returned to the healthy levels we saw this spring is consistent with the NAHB forecast for a gradual strengthening in the housing market. GDP growth improved in the second quarter, which helped sustain housing demand. However, builders continue to face supply-side challenges, such as lot and labor shortages and rising building material costs.

Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All three HMI components posted gains in August. The component gauging current sales conditions rose four points to 74 while the index charting sales expectations in the next six months jumped five points to 78. Meanwhile, the component measuring buyer traffic increased a single point to 49.

Looking at the three-month moving averages for regional HMI scores, the Northeast rose one point to 48. The West, South and Midwest all remained unchanged at 75, 67 and 66, respectively.
