NAHB Lauds Trump Executive Order on Retirement Security

President Trump today signed an executive order called “Strengthening Retirement Security in America” that is designed to expand access to workplace retirement savings plans for American workers. NAHB CEO Jerry Howard attended the signing ceremony, which took place in Charlotte, N.C., and issued the following statement in support of the White House initiative:
• President Trump is directing the Departments of Labor and the Treasury to consider issuing regulations and guidance that would make it easier for businesses to offer retirement plans. o The Departments will consider changes to make it easier for businesses to join together to offer Association Retirement Plans (ARPs), also known as Multiple Employer Plans. • ARPs reduce the cost of offering retirement plans for businesses that join together by expanding the number of workers who participate. o Currently, complying with the requirements has made it dif ficult for small businesses to band together to offer ARPs. • Workers at small businesses often have less access to workplace retirement plans compared to workers at larger businesses. o Eighty-nine percent of workers at establishments with 500 or more employees are offered a workplace retirement plan. o In contrast, only 53 percent at establishments with fewer than 100 workers are offered a workplace retirement plan. REDUCING COSTS FOR SMALL BUSINESSES: High costs prevent many small businesses from offering workplace retirement plans, weakening the retirement security of their employees.

“NAHB commends President Trump for making retirement security an important national priority. This need is particularly acute in the residential construction sector, where most home building firms are small businesses with less than 10 employees. Therefore, I am particularly pleased to attend this event in Charlotte representing the nation’s home builders. “By continuing to follow through on his pledge to reduce burdensome regulations, the president is taking an important step forward for American workers. The executive order removes needless regulatory barriers that will help more trade groups and small businesses to provide workplace retirement plans for their employees.” Specifically, the executive order is aimed at allowing two or more employers who are not related (e.g., car dealerships and restaurants) to establish 401(k) plans as one entity. By pooling resources, unrelated businesses could cut costs, which could lead to more companies offering retirement savings plans. Multiple employer plans would be particularly helpful to small businesses who otherwise may not be able to offer retirement benefits by allowing them to participate in a single, professionally administered plan that affords them economies of scale. • High costs are holding back small businesses from offering workplace retirement plans, as they do not benefit from the economies of scale that larger businesses enjoy. o Businesses that offer workplace retirement plans pay administrative and overhead costs that may be difficult for small businesses to afford. • Small businesses say high costs are discouraging them from offering workplace retirement plans, according to a Pew survey. o Seventy-one percent of small and medium sized business es that do not offer workplace retirement plans reported that high costs deterred them from doing so. o Thirty-seven percent of small and medium sized businesses cited high costs as their main reason for not offering a plan. • The executive order directs the Departments of Labor and the Treasury to consider ways to improve notice requirements to reduce paperwork and administrative burdens. STRENGTHENING WORKERS’ FINANCIAL FUTURES: Making changes to certain retirement plan rules will help workers better prepare for their financial futures. • The Department of the Treasury is to review the rules on required minimum distributions from retirement plans to see if retirees could keep more money in 401(k)s and Individual Retirement Accounts for longer. o This could allow retirees to spread retirement savings over a longer period of time. • Polling shows that nearly half of all Americans are concerned they will not have enough money to live on during retirement. • Too many American workers, including one-third of those in the private-sector, have no access to workplace retirement plans, burdening them with concerns about their financial futures.

NAHB CEO Howard: Lumber Producers Acting Like Oil Cartels of the 1970s
NAHB Economists Forecast Challenges, Opportunities Ahead The nation’s economy is enjoying one of the longest stretches of continued GDP growth in history. But the level of economic acceleration might soon begin to ease. In a midyear economic forecast presentation now available to NAHB members, NAHB Chief Economist Robert Dietz was quick to acknowledge that, aside from the declining affordability of housing, “overall economic conditions remain solid.” He noted that while certain seemingly negative dynamics of the economy will actually prove to be good news for housing demand, several economic challenges will persist.
In a National Post story on how lumber tariffs are affecting U.S. and Canadian lumber producers as well as American consumers, NAHB CEO Jerry Howard said the domestic lumber industry was behaving in a manner similar to the oil cartels of the 1970s.
“We’re in an aging growth cycle and some imbalances are beginning to build up in the macroeconomy, [so] we have to be aware of those risks going forward,” Dietz said.
“We believe the lumber producers were acting not much differently than the oil cartels did back in the 1970s,” said Howard in an interview with the Canadian news outlet. “There is just too much evidence that leads us to conclude that there was profiteering going on.” In Buffalo, N.Y., one local home builder told the National Post the effects of these protectionist trade policies on his business have been “crippling.” Domestic lumber production has not kept pace with growing demand since the tariffs were enacted, and U.S. logging and sawmill employment has been relatively flat. In a normal economic scenario, tariffs coupled with a steadily growing housing recovery would encourage domestic lumber producers to ramp up production and hiring to meet a growing demand for lumber. Susan Yurkovich, president of the B.C. Lumber Trade Council, summed up the situation precisely when she told the National Post: “Who’s really suffering is the U.S. consumer.”

BUILDER CONFIDENCE REMAINS FIRM IN AUGUST Builder confidence in the market for newly-built single-family homes edged down one point to a solid 67 reading in August on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Builders continue to report strong demand for new housing, fueled by steady job and income growth along with rising household formations. However, they are increasingly focused on growing affordability concerns, stemming from rising construction costs, shortages of skilled labor and a dearth of buildable lots.

The solid economic expansion and firm job market should spur demand for new single-family homes in the months ahead. Meanwhile, builders continue to monitor how tariffs and the growing threat of a trade war are affecting key building material prices, including lumber. These cost increases, coupled with rising interest rates, are putting upward pressure on home prices and contributing to growing affordability challenges, as indicated by the latest quarterly reading of the NAHB/Wells Fargo Housing Opportunity Index. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index measuring current sales conditions inched one point lower to 73 while the component gauging expectations in the next six months all fell a single point to 72. Meanwhile, the metric charting buyer traffic dropped two points to 49.

Looking at the three-month moving averages for regional HMI scores, the South and West each held steady at 70 and 75, respectively. The Northeast fell three points to 54 and the Midwest also posted a threepoint decline to stand at 62.

Closing Strategies for Today’s ‘Amazon Prime’ Home Buyer
• Educate and close, educate and close. Since buyers come into the sales process already 60% through the decision-making process, the remaining 40% relies on the salesperson to educate them and close on all aspects of the product and process. Bring in experts such as the construction manager, financial person, etc., to provide information and to make it easy to close the buyer. • You can get a contract during the first interaction with today’s “Amazon Prime” buyers. Salespeople typically stop the sale themselves by assuming they covered enough for one visit, and start to talk about followup items. Instead, use the transition phrase, “Next” to explain what the buyer can expect each step of the way and to keep the sales clock ticking. This helps eliminate the standstill that often forces a follow-up call or appointment. Be open and willing to try a different approach to closing. Informed buyers will appreciate your efficient selling backed by your genuine product expertise. If you have any experience in sales, you’ve likely heard the classic line from the movie “Glengarry Glen Ross,” “A-B-C. A-Always, B-Be, CClosing.” But what does it mean to always be closing? Closing is not an action but a strategy. As times change, so must a salesperson’s strategy for closing sales. Most salespeople can tell you that there has been a dramatic change in home buyers over the past 10 to 15 years. With information so readily available, buyers are well informed about homes before they visit them. Recent studies show that buyers come into the sales process already 60% through the decision-making process. However, most sales professionals still sell the same way they always have – highlighting benefits and features of their products without deliberately closing each portion of the sales process. Some build up to closing as an event at the end of the sales process. The most effective sales professionals, however, move to the contract stage as a mere formality of the verbal agreement between themselves and the buyer. Sales tactics need to evolve for today’s “Amazon Prime” world. Buyers already know the features of the homes they visit, and they expect a swift and certain process. Here are some tips on how find a more relevant method to close in the current market. • Adapt the mindset that closing is not a single event but instead an ongoing strategy. For example, as you walk buyers through a model home, you close the buyers on their needs being met by each room or feature in the home. To sell is to close the buyer on each step of the process. • Rip the Band-Aid off early. Close the prospect on something in the first few minutes of interacting. When you make an early close, the buyer is essentially giving you permission to continue to the next step in the sales process. One of the hardest early closes you can make is getting “just looking” buyers to let you walk them through the model home. Most salespeople lose this first close. The prospect is either closing you on why they should walk it alone or you are closing them on your value as the expert. Win this close and win it early. page 10

Additional Growth for Residential Construction Loans BY ROBERT DIETZ
Flat Conditions for Some Housing Sectors, but Not All BY NAHB CHIEF ECONOMIST ROBERT DIETZ Despite growing housing affordability concerns, builder confidence in the single-family market remains solid. The NAHB/Wells Fargo Housing Market Index came in at a level of 67 In August, a one-point drop from last month. This matched the relatively flat pace of construction in July, with total housing starts up less than 1% from the previous month. However, market demand remains healthy, with starts up more than 6% thus far in 2018 on a year-to-date basis. And this positive trend should continue, with residential construction loan growth up 8% yearover-year as of the second quarter, according to NAHB analysis.
The volume of residential construction loans increased by 1.7% during the second quarter of 2018, marking 21 consecutive quarters of growth. Furthermore, recent stabilization of year-over-year growth rates is an indicator of continued, modest growth for single-family construction. Tight availability of acquisition, development and construction (AD&C) loans has been a limiting factor for home building growth, but easing credit conditions and a growing loan base have helped expand residential construction activity. According to data from the FDIC and NAHB analysis, the outstanding stock of 1-4 unit residential construction loans made by FDIC-insured institutions rose by $1.3 billion during the second quarter of

Existing singlefamily home sales dipped in July from the previous month, and were down 1.5% compared to a year ago — marking the fourth-straight month of year-over-year declines. Sales volume is soft due to lack of inventory and recent price gains. Sales of newly built single-family homes were down almost 2% in July, though sales totals are up 7% thus far in 2018 on a year-to-date basis. However, not all submarkets are experiencing flat growth conditions. For example, townhouse construction (single-family attached housing) surged in the second quarter to a total of 36,000 starts — 44% above first quarter totals. Over the last year, construction has begun on more than 116,000 townhouses, a 23% increase compared to the prior year. This activity, including gains for single-family built-for-rent construction, suggests individual submarkets continue to grow as more builders offer housing that helps buyers and renters contend with rising affordability issues.

On a year-over-year basis, the stock of residential construction loans is up almost 8%, which is a useful indicator of the additional volume builders intend to add to construction activity. Since the first quarter of 2013, the stock of outstanding home building construction loans has grown by 89%, an increase of $36 billion.

It is worth noting the FDIC data represent only the stock of loans, not changes in the underlying flows, so it is an imperfect data source. Nonetheless, recent growth in the stock of AD&C loans is a positive development. NAHB surveys of builders and developers also suggest improving lending conditions, although recent Fed survey data indicates tightening for commercial real estate lending purposes. However, lending remains much reduced from years past. The current stock of existing residential AD&C loans now stands 62% lower than the peak level of residential construction lending of $203.8 billion reached during the first quarter of 2008. The FDIC data reveal that the total decline from peak lending for home building construction loans continues to exceed that of other AD&C loans (nonresidential, land development, and multifamily). Such forms of AD&C lending are off a smaller 38% from peak lending. This class of AD&C loans has now registered 20 quarters of expansion (although only 0.6% for the second quarter of 2018). Some land development loans connected to home building are grouped in this other class. So it is worth noting that recent NAHB survey data indicate land development loan conditions easing more than other types of lending in the most recent quarter. Despite the steady increase in residential AD&C lending, there exists a lending gap between home building demand and available credit. This lending gap is being made up with other sources of capital, including equity, investments from non-FDIC insured institutions and lending from other private sources, which may in some cases offer less favorable terms for home builders than traditional AD&C loans.

Other events throughout the week include the Young Pro Party and the IBS Spike Closing Concert, where attendees will close out the Show by enjoying a performance by the world-famous rock band, the Goo Goo Dolls. Attendees will also have the opportunity to tour NAHB’s official IBS show homes, The New American Home® and The New American Remodel™. The homes showcase innovative building technologies, emerging design trends and the latest building products. AUGUST 30, 2018 REPORT #13 BALDERSON VICTORIOUS IN CONGRESSIONAL SPECIAL ELECTION RepublicanTroy Balderson will serve out the remaining congressional term vacated by former US Rep. Pat Tiberi. After final batches of votes in two counties were made official, Democratic opponent Danny O’Connor conceded the race. However, the two candidates will have to run against each other again come November for the new term. With close to $7 million spent between the two candidates, election night ended with 1,754 votes separating the pair in Mr. Balderson’s favor. Last week, results were certified, confirming Mr. Balderson’s (R-Zanesville) narrow victory by 1,680 votes and his status as Ohio’s soon-to-be newest congressman. RCAC CODE PROPOSAL MOVES TO BBS At its last meeting, the Board of Building Standards (BBS) Code Committee reviewed the proposed code updates recommended by the Residential Construction Advisory Committee (RCAC). After some discussion on a few issues to be revisited by the RCAC, the BBS moved the updated package along in the rule making process. With another round of stakeholder comments, it is estimated the full BBS will have its public hearing later this fall. The most contentious discussions came from the review of the 2018 IECC. The RCAC voted to include several paths to achieve compliance with the energy provisions: a modified 2018 IECC, OHBA Alternative Compliance Paths, and an option for remodeling/additions to maintain current 2013 Energy requirements. To be clear, although the 2018 IECC is one of the compliance paths, the OHBA Option also remains, as well as, current requirements for remodeling work. HOUSE MEMBERS HOLDING UP HB 371, NOT LIKELY TO RETURN UNTIL AFTER ELECTION FOR LAME DUCK SESSION While ‘if needed’ session days have been canceled by both the House and Senate this month, it appears unlikely they will return to do much before November. After the November election, however, will be a different story. The lame duck session, before the newly elected administration and members take over in January, will bring plenty of action. During all of this, OHBA will continue to urge movement of HB 371 providing property tax relief. HB 371 still awaits a vote by the full House after many Republican members voiced opposition to putting it up for a vote. Working with the sponsor and leadership, OHBA has been making contact with those opposed to help explain what HB 371 really does, and the facts behind the need for such land development incentives. RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed.

However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA.
