MORE THAN 1,000 HOUSING PROFESSIONALS Urge Congress to Act on Key Affordability Issues
More than 1,000 builders, remodelers and associates engaged in all facets of the residential construction industry trekked to Capitol Hill today to urge their lawmakers to support policies that will help builders unleash the housing market by allowing them to increase the production of quality, affordable housing. “Members of the housing community from across the nation have come to Washington for the National Association of Home Builders (NAHB) 2025 Legislative Conference to deliver an urgent message to their lawmakers: The best way to ease the nation’s housing affordability crisis and boost housing production is to break down the barriers that are impeding new home and apartment construction,” said NAHB Chairman Buddy Hughes, a home builder and developer from Lexington, N.C.

In more than 250 meetings with their representatives and senators, housing advocates urged lawmakers to act on three key issues that can have an immediate impact on housing affordability:
1. Energy Codes. NAHB is urging Congress to pass legislation that would prevent the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Agriculture (USDA) from requiring a minimum energy standard that raises housing costs and prices out potential buyers. HUD and the USDA have adopted and will implement the 2021 International Energy Conservation Code (IECC) and ASHRAE 90.1-2019 as the minimum energy-efficiency standards for certain single-family and multifamily housing programs. Compliance with the 2021 IECC can add more than $22,000 to the price of a new home, but in practice, home builders have estimated increased costs of up to $31,000. Congress should also pass the Energy Choice Act, legislation pending in the House and Senate that would prevent state and local governments from banning the use of natural energy in new homes. A gas ban would exacerbate the housing affordability crisis by increasing costs on new homes, eliminate consumer choice and further strain America’s already stressed electrical grid. 2. Workforce Development. To ease the severe construction labor shortage that is worsening the housing affordability crisis through higher home building costs and construction delays, lawmakers should pass the CONSTRUCTS Act, bipartisan legislation pending in both chambers of Congress that will help prepare adults for rewarding careers in construction and other essential trades. To further strengthen the federal government’s approach to workforce training, Congress should also implement reforms to the Job Corps program. 3. Tax Policy. As lawmakers consider tax legislation, Congress should pass a tax package that: • • • •
Permanently extends pro-business and pro-housing policies from the Tax Cuts and Jobs Act, Provides more resources for affordable rental housing by expanding the Low-Income Housing Tax Credit, Addresses limitations placed on the state and local tax (SALT) deduction cap that burden home owners in high-cost areas, and Preserves long-standing energy tax incentives, especially the Section 45L New Energy Efficient Home Credit, the Section 25D Residential Clean Energy Credit and the Section 48E Clean Electricity Investment Act. Builders and remodelers have made significant business investments to comply with these credits, which offer a voluntary, costeffective pathway to improving energy efficiency. A sudden termination of these credits would undermine these efforts.

THE FED Pause Continues
R
eflecting most forecasters’ expectations for the June FOMC meeting, the Federal Reserve continued its post-2024 pause for federal funds rate cuts, retaining a target rate of 4.5% to 4.25%. The pause comes after a 100 basis point series of reductions in late 2024. Despite these cuts, mortgage rates have remained in the high 6% range. The Fed also held unchanged its ongoing quantitative tightening program, which is more strongly focused on balance sheet reduction for mortgage-backed securities (MBS).
The Federal Reserve also published an update for its Summary of Economic Projections (SEP). Compared to its prior March projections, the Fed reduced its 2025 GDP forecast from 1.7% to 1.4% (year-over-year rate from the fourth quarter). During his press conference, Chair Powell linked policy uncertainty as a complicating factor for economic growth. Additionally in the SEP, the Fed slightly increased its 2025 forecast for the unemployment rate in the fourth quarter from 4.4% to 4.5%. The central bank also increased its core PCE inflation projection for the final quarter of the year from 2.8% to 3.1%. During his press conference, Chair Powell noted that economic forecasters cited tariff policy as a contributing factor for a higher than expected level of inflation for 2025. He specifically projected that a measurable amount of inflation will arrive to the economy this summer. There is some debate among economists whether tariffs would have just a one-time impact on the aggregate price level, which would not be inflation pressure felt over a sustained period of time, or would in fact be a factor increasing inflation as a series of price increases.
The Fed reaffirmed its policy commitment to achieve maximum employment and reduce inflation to a two percent target rate. During the 2025 policy pause, the Fed remains data dependent in a “wait and see” mode for developments in areas like tariff policy. Chair Powell noted that we learn more about tariffs later this summer. NAHB’s forecast incorporates two rate cuts from the Fed for 2025, one in the third quarter and one in the fourth quarter.
Looking forward to future monetary policy, the “dot plot” projections of the SEP leave the Fed forecasting two rate cuts in 2025, followed by just one reduction in 2026 and one more cut in 2027. This projection removes one rate cute from both 2026 and 2027 compared to the March dot plot, although the Fed continues to point to 3% as the long-run, terminal rate for the federal funds rate.
The Fed noted that economic activity continues at a “solid pace,” however swings in imports affected the first quarter GDP data. The central bank also stated that the unemployment rate remains low and inflation remains “somewhat elevated.” I would note that the primary driver of this elevated inflation is ongoing high rates of shelter inflation, which reflect significant, underlying increases for residential construction costs for the post-covid period. During his press conference, Chair Powell cited that the housing market suffers from both long-run and short-run issues, involving affordability and a [structural] housing shortage. In prior comments to Congress, Powell has noted that home builders face a perfect storm of challenges from both the demand- and supply-sides of the market. page 16

U.S. ECONOMY ADDED 139,000 Jobs in May
D
espite ongoing economic and policy uncertainty, the labor market remains resilient, though early signs of softening are beginning to emerge. Job growth moderated in May, and employment figures for March and April In May, were notably revised downward. The BLS notes that “employees on paid leave or receiving ongoing severance pay are counted as employed in the establishment survey.”
National Employment According to the Employment Situation Summary reported by the Bureau of Labor Statistics (BLS), total nonfarm payroll employment rose by 139,000 in May, following a downwardly revised increase of 147,000 jobs in April. Since January 2021, the U.S. job market has added jobs for 53 consecutive months, making it the third-longest period of employment expansion on record. Monthly employment growth has averaged 124,000 per month in 2025, compared with the 168,000 monthly average gain for 2024. The estimates for the previous two months were revised down. The monthly change in total nonfarm payroll employment for March was revised down by 65,000 from +185,000 to +120,000, while the change for April was revised down by 30,000 from +177,000 to +147,000. Combined, the revisions were 95,000 lower than previously reported. The unemployment rate remained unchanged at 4.2% in May. Despite this stability, the overall labor force shrank with notable shifts. The number of employed persons decreased by 696,000, while the number of unemployed persons increased by 71,000.
Construction Employment Employment in the overall construction sector rose by 4,000 in May, following a downwardly revised gain of 7,000 in April. While residential construction lost 7,400 jobs, nonresidential construction employment added 11,300 jobs during the month. Residential construction employment now stands at 3.3 million in May, broken down as 963,000 builders and 2.4 million residential specialty trade contractors. The six-month moving average of job gains for residential construction was -2,617 a month, reflecting job losses recorded in three of the past six months, specifically in January, March, and May of 2025. Over the last 12 months, home builders and remodelers experienced a net loss of 1,000 jobs, marking the first annual decline since September 2020. Since the low point following the Great Recession, residential construction has gained 1,360,600 positions. In May, the unemployment rate for construction workers declined to 3.8% on a seasonally adjusted basis. The unemployment rate for construction workers has remained at a relatively lower level, after reaching 15.3% in April 2020 due to the housing demand impact of the COVID-19 pandemic.
Meanwhile, the labor force participation rate—the proportion of the population either looking for a job or already holding a job—decreased two percentage points to 62.4%. The overall labor force participation rate remains below its prepandemic levels of 63.3% at the beginning of 2020. Among individuals aged 25 to 54, the participation rate declined two percentage points to 83.4%. The rate for the prime working-age group (25 to 54) has been trending downward since peaking at 83.9% last summer.

UNCERTAINTY WEIGHS ON 2025 Home Building Prospects
W
ith a negative first quarter GDP reading in the books, ongoing policy uncertainty and elevated interest rates are holding back home building activity as 2025 progresses. The 10-year Treasury rate is hovering near 4.5% on rising debt and deficit concerns and the 30year fixed-rate mortgage is near 7%, putting housing affordability conditions at a decade-plus low. Builder confidence, as measured by the NAHB/Wells Fargo Housing Market Index (HMI), fell sharply in May, declining six points to a level of 34. However, 90% of the responses received in May were tabulated prior to the May 12 announcement that the United States and China agreed to slash tariffs for 90 days to allow trade talks to continue. Nonetheless, overall actions on tariffs in recent weeks have had a negative impact on builders, as 78% reported difficulties pricing their homes recently due to uncertainty around material prices. Housing starts increased 1.6% in April to a seasonally adjusted annual rate of 1.36 million units. Single-family starts decreased 2.1% to a 927,000 seasonally adjusted annual rate and are down 12.0% compared to April 2024. On a year-to-date basis, single-family starts are down 7.1%. The multifamily sector increased 10.7% to an annualized 434,000 pace. Total existing home sales fell 0.5% to a seasonally adjusted annual rate of 4.0 million in April. On a yearover-year basis, sales were 2.0% lower than a year ago. At the current sales rate, April unsold inventory sits at a 4.4-month supply, up from 3.5 in April 2024. Sales of newly built, single-family homes in April increased 10.9% to a 743,000 seasonally adjusted annual rate from a downwardly revised March number. The pace of new home sales in April was up 3.3% compared to a year earlier. A less volatile look at the market would be the year-to-date figures, which show new home sales are down 1.2% thus far in 2025. The April data show new for-sale home inventory is leveling off near half a million, up just 1.6% from January and 8.6% higher than a year ago. At the current sales pace, new home inventory stands at an 8.1-month supply compared to 7.7 a year ago. When accounting for existing, single-family home sales (a market which is showing rising inventory levels), total new and existing home inventory as of April is at a 4.8-month supply — the highest in nearly 10 years. With demand continuing to suffer from affordability concerns and macro uncertainty continuing, a growing number of local housing markets will see price declines for resale housing this year. Single-family home building activity will slow correspondingly.

TRADE NEGOTIATIONS ADDING Certainty to the Outlook
I
nitial trade arrangements with the United Kingdom and China are providing needed clarity for the international economic outlook. The U.K. deal illustrated that a 10% U.S. tariff wall may be where the Trump administration is pointing a new system. And with the U.S. facing an impending supply shock from a virtual embargo on Chinese trade, the recently announced framework between the two countries temporarily lowered trade barriers for 90 days and set a path for future negotiations. These actions reduced the tariff rate on Chinese goods from 145% to 30%. As a result, goods should again flow between the two countries, tamping down near-term economic output declines and inflation effects from disrupted supply chains. This is a positive outcome, and stock markets have rallied as a result. The timing is fortunate as well. With policy uncertainty at multi-year highs and survey data of economic conditions pointing to both slowing growth and rising inflation, these actions follow a weak reporting for first quarter GDP growth. The economy contracted at a -0.3% growth rate, with a huge swing for imports as U.S. businesses sought to bring goods into the country before the effects of the (previously enacted and later suspended) “reciprocal” tariffs would be implemented. For an economy at stall speed, the best outcome would be for these reciprocal tariffs to never go into effect and for negotiations to continue to make progress toward reducing non-tariff trade barriers for U.S. exporters. This appears to be the outlook for now. Aside from these tariff-associated risks, the U.S. economy is on a solid foundation. April data showed inflation continued to decline to a four-year low of 2.3%. Although shelter inflation remains too high at a 4% growth rate, that measure will improve with gains for housing supply. The overall inflation rate of 2.3% is gradually nearing the Federal Reserve’s 2% target.

If the economic costs of tariffs can be avoided, the Fed should be in a position to further lower short-term interest rates in the third and fourth quarters. The Fed has been on pause for all of 2025 thus far, after cutting the federal funds rate by 100 basis points at the end of 2024. Lower rates would help housing supply by reducing upward pressure on builder AD&C loan rates. Housing demand remains solid, although weakened due to elevated interest rates. Nonetheless, a healthy labor market is supporting demand for rental and forsale homes. The unemployment rate remains low at 4.2%, although hiring is expected to slow in the weeks ahead due to tariff uncertainty. Wage growth in the residential construction sector remains above trend at a 4.5% year-over-year growth rate. Sentiment among residential construction firms has been weakening due to the macro uncertainties. The NAHB Multifamily Production Index fell back to a negative reading of 44 after a half year of gains. Single-family builder sentiment collected prior to the China trade arrangement will be announced this week. The prior April reading showed a soft measure of 40. However, with additional deals and further constraints placed on tariffs, the macro outlook should improve. While this may raise long-term interest rates, the positive growth effect should provide a lift for the residential construction sector.

RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast Building Industry Association will be referred to as NCBIA). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: Exhibitors are encouraged to conduct games, lotteries and/or similar activities to increase patron participation, so long as it does not interfere with the other exhibitors. CARE OF EXHIBITS/AISLES: Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in appropriate condition. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed. DIRECT SALES: All direct sales vendors must make the payment for their space in full at the time of registration.
REFRESHMENTS: No sample food and/or beverage products may be distributed by exhibitors except upon written authorization of the NCBIA. COMPLIANCE WITH LAWS: Exhibitors must comply with all federal, state and local laws, regulations and rules that may be in force during the exhibit. INSURANCE: Exhibitors who desire insurance on their exhibits must procure same at their own expense. The NCBIA will not be responsible for any losses incurred by the Exhibitor or its employees because of theft, damage or for any cause whatsoever nor to any property of employee(s) or Exhibitor(s) while en route to or from exhibit. The Exhibitor agrees to make no claim for any reason whatsoever, including negligence, against the NCBIA or NCBIA management, its agents or employees while in the show quarters. Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits. DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size or that presents a safety hazard to other exhibitors and/or attendees. PAYMENT DEFAULT: Payment must be made prior to event set up. REFUND POLICY: A partial refund will only be given with a minimum of 45 days notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA. *IN WITNESS THEREOF, the Exhibitor has caused this application and agreement to be executed by authorized representative.
