Earning a designation from NAHB is challenging work and the rigorous coursework is continually being elevated. Still, according to NAHB, builders and remodelers are as eager as ever to enroll. “A designation requires us to study and learn more about our industry. It says to our clients, I am continually improving myself as an industry professional by studying the best practices of our national industry,” says Ben Thompson, a CGR from Grand Rapids, Mich. “It also says that I am using that knowledge gained from the collective experience of our industry to give my clients a better end result in their project." NAHB’s commitment to offering industry professionals the best, most-extensive continuing education program is evident in the diverse array of programs. Most designations cover industry basics such as marketing and business techniques, however, specialized coursework includes aging-in-place remodeling, property management, green building and more. Certified Green Professional™ (CGP): NAHB’s CGP designation teaches builders, remodelers, and other industry professionals’ techniques for incorporating green building principles into homes—without driving up the cost of construction. Master Certified Green Professional (Master CGP): The Master CGP designation comprises a more in-depth study of green building science and methods. The courses required for the designation cover topics like building science techniques, the highperformance home and marketing strategies for selling green. Certified Graduate Remodeler™ (CGR): An exclusive professional designation that emphasizes business management skills as the key to a professional remodeling operation, the CGR designation trains remodelers in project management, design estimating and job cost, along with other core skills relevant to the remodeling industry. Graduate Master Remodeler (GMR): The GMR program includes advanced and updated courses geared toward experienced remodeling professionals. Certified Aging-in-Place Specialist (CAPS): Developed by NAHB Remodelers in collaboration with the AARP, NAHB Research Center and NAHB 50+ Housing Council, the CAPS program provides comprehensive, practical, market-specific information about working with older and maturing adults to remodel their homes for aging-in-place. Certified New Home Sales Professional (CSP): The CSP program is designed to help specialists in new home sales to enhance their professional image, increase their marketability in the home building industry and sell more homes. Master Certified New Home Sales Professional (Master CSP): A more advanced designation that acknowledges additional educational achievements of CSP graduates, the Master CSP program is open to professionals currently holding a CSP designation. Advanced courses such as “House Construction as a Selling Tool” and “Essential Closing Strategies” are targeted toward improving participants’ sales and marketing skills and providing increased marketability in the industry. Certified New Home Marketing Professional (CMP): IRM’s mid-level professional designation, the CMP program recognizes the achievements of students who have completed four marketing-intensive core IRM courses: “Understanding Housing Markets and Consumers;” “Marketing Strategies, Plans, and Budgets;” “Lifestyle Merchandising, Advertising, and Promotion Strategies;” and “Challenges of New Home Sales Management.” Master in Residential Marketing (MIRM): The most prestigious designation bestowed by the Institute of Residential Marketing, the MIRM represents the highest level of achievement for professionals in new home marketing. MIRM graduates are required to complete all mandated coursework and submit a case study for approval before graduating from the program. Housing Credit Certified Professional (HCCP): A specialized designation for developers, property managers, asset managers and others working in the affordable housing industry, the HCCP program is the industry benchmark for education, experience, and ethical standards for Low Income Housing Tax Credit (LIHTC) professionals. The HCCP designation is the only nationally endorsed credential of its kind and was created through a partnership of NAHB and the National Affordable Housing Management Association (NAHMA).

2022: MOVING ONWARD & UPWARD, With the NCBIA We are coming to the end of the first quarter of 2022 and looking back on the last two years, what a whirlwind it has been! Even in the last 12 months so many things have changed. The industry as a whole is BOOMING. One of the biggest and most crucial issues that we are facing is the work force shortage. At our General Membership meeting this month we had Ed Brady the CEO of the Home Builders Institute come speak to us about how they are try to get ahead of this issue and how we can help the effort. If you were not at the meeting on the 16th I highly encourage you to reach out to Judie and get some more information. This was by far one of the best General Membership meetings we have had in a very long time and it was extremely impressive to see all of the educators in the room representing 13 different school districts from the 3 counties that we serve! If we can get the HBI initiative into at least one of these schools they we have 100% done our job!

This year I am so excited to induct Jim Sprague and Terry Bennett into the NCBIA Hall of Fame! Both men have given a lot to our association and the industry as a whole and we are so excited to be able to honor them in this way! We also have many Circle Of Excellence awards we are giving out this year including our Builder of the Year, Remodeler of the Year and Associate of the Year so you are not going to want to miss this great event! There is still a little bit of time to sign up so be sure to reach out to the office to get signed up if you haven’t already! Moving into the spring and summer months we are really going to try to have more member mixers at different locations all over the county. Our members really seem to enjoy getting together at these informal events and it is a great way to introduce someone to the association. If you have a location in the Lorain County area that you think you be a great location for one of our mixers please feel free to email the office and let us know! We are always looking for new and fun places to hold these free events for our members! As we move in to the 2nd Quarter with some warmer weather on the way I look forward to seeing each and everyone of you at one of out upcoming events! WAR IN UKRAINE Adds to Inflation Concerns

T

he Russian invasion of Ukraine is generating economic impacts for U.S. markets. In the short run, heightened economic uncertainty has reduced long-term interest rates by about 20 basis points, causing the 10-year Treasury and 30-year fixed mortgage interest rates to fall back. Looking forward, a drawn-out conflict will increase inflation pressure for energy (particularly oil and natural gas) and food (specifically wheat). Higher oil and gas prices will only exacerbate the already rising costs of building materials in 2022. For example, prices for lumber and OSB have increased 241% and 168%, respectively, since late August. And prices for metals such as aluminum and nickel have already increased because of the conflict. The Federal Reserve will begin raising the short-term federal funds rate on March 16. NAHB is forecasting a 25 basis-point increase. Although the Fed was considering a 50 basis-point move, the Ukraine war will likely dissuade the central bank from creating any market surprises. We now expect five 25 basis-point increases this year, which (combined with a tightening labor market) will push mortgage rates higher. Indeed, the job market surprised in February with a 678,000 job gain while the unemployment rate fell to 3.8%. Higher rates and increasing home prices will continue to reduce housing affordability in 2022. In fact, new NAHB estimates indicate that for every $1,000 increase in home price, almost 118,000 households are priced out of the market. New home sales dipped in January, likely because of growing affordability concerns. Sales contracts fell 4.5% to an annual rate of 801,000. The January 2022 pace was 19% lower than the pace of sales in January 2021. However, much of that decline was strategic pacing by builders because of ongoing supply-chain issues. As conditions become increasingly challenging for home buyers, demand will continue to grow for multifamily construction. In fact, the three-month absorption rate for new apartments in the third quarter of 2021 climbed to 75% — the best reading since 2005. But while suburban and high-rise apartment construction continues to grow, the “missing middle” remains missing. Because of zoning issues and regulatory burdens, 2- to 4-unit multifamily production was flat in 2021 with just 12,000 units started, while the rest of the home building industry was posting strong gains. HBI'S PLAN FOR Tackling the Labor Shortage in Constrcution

A

t the International Builder's Show (IBS) in Orlando last month, Ed Brady, president of the Home Builders Institute (HBI) — NAHB’s educational arm — led the call to action for solving the housing industry’s chronic skilled labor shortage. At a press conference, Brady, 2021 NAHB chairman Chuck Fowke and NAHB Chief Economist Robert Dietz outlined the construction industry’s challenge of retaining, recruiting and replacing skilled carpenters, framers, electricians and plumbers (among other trades) to the tune of 2.2 million by 2025. That tall order, based on recent research by Dietz and his team, factors in demand projections for new homes and buildings along with current job openings and other metrics, bringing the labor issue into sharper relief, if perhaps crisis mode. “It is one of the greatest challenges right now in our industry,” said Fowke, a Florida custom builder. “And it’s likely to get worse before it gets better.” HBI operates more than 400 programs in 47 states. Those programs graduate about 10,000 students per year, arming them with various trade skills. In addition, the institute also has 220 partner organizations, most recently adding the Boys & Girls Clubs of America. Still, with the goal of filling 740,000 skilled labor jobs over the next three years, more work needs to be done. “This is a call to action for the entire industry, because we’re in crisis,” Brady said. NAHB CHAIRMAN CALLS FOR Ending Lumber Tariffs, Boosting Output at White House Event

AHB Chairman Jerry Konter urged the Biden administration to increase domestic production of timber from federal lands and to work with Canada on a new softwood lumber agreement that will eliminate tariffs during a virtual White House listening session today on resolving the lumber and building material supply chain crisis. “Historically high price levels for lumber and other building materials are dramatically affecting home prices and rental costs and threaten the nation’s economic stability,” said Konter.

“Housing can do its part to create jobs and lead the economy forward, but in order to do so, we need to address skyrocketing lumber and building material prices and chronic production bottlenecks,” said Konter. He told administration officials that home building material costs are up 20% year-over-year. And since last August, the price of framing lumber has more than tripled and oriented strand board (OSB) prices have doubled. “These supply chain price increases have only added to the ongoing housing affordability crisis,” Konter said. Lumber production has not kept pace with demand despite record-high lumber prices and tariffs that are protecting domestic producers and raising costs for builders and home buyers. In October 2021, domestic lumber production was only 0.4% higher than the previous year and today stands lower than it was in 2018, despite an increase in demand. And domestic sawmill production increased by just 500 jobs last year despite historically high lumber prices. “If our trade protectionist policies are not creating domestic jobs or increasing domestic production, then it’s time to revisit our trade positions,” said Konter. “Few things would have a more immediate impact on lumber markets than a swift resolution to our ongoing trade dispute with Canada over softwood lumber.” Konter also said that significant reductions in timber production from federally owned lands since the 1990s has severely constricted domestic supply. He called on policymakers to do their part to help boost domestic production by seeking higher targets for timber sales from publiclyowned lands and opening up additional federal forest lands for logging in an environmentally sustainable manner.

WHAT FIRST-TIME HOME Really Want BY: PAUL EMRATH

Among first-time home buyers, a laundry room ranked as the most popular of the more than 200 home and community features listed in the recent NAHB study, What Home Buyers Really Want, 2021 Edition. The study is based on a nationwide survey of 3,247 recent and prospective home buyers, including 541 who bought, or were about to buy, their first homes. Among other things, the survey asked these first-time buyers to rate over 200 home and community features using the following, four-tier scale (which emphasizes how a feature influences the buyer’s purchase decision):

The chart below shows the ten features “most wanted” by first-time home buyers, based on the percentage of buyers rating a feature either desirable or essential. At the top of the list according to this metric is a laundry room, rated essential or desirable by 83 percent of first-time buyers, followed by a ceiling fan and exterior lighting, each rated essential or desirable by 81 percent. Four of the features most wanted by first-time buyers are kitchen features: a double kitchen sink and walk-in pantry (each rated essential or desirable by 80 percent of first-time buyers), drinking water filtration (78 percent) and table space for eating (77 percent). Two are outdoor features: a patio (rated essential or desirable by 78 percent) in addition to exterior lighting. Rounding out the top ten are hardwood flooring for living spaces on the main floor (80 percent) and security cameras (78 percent). The list of features most wanted by first-time buyers is similar to the list for home buyers in general, although buyers in general tend to give the features slightly higher ratings. A laundry room, for example, is number one on both lists, but is rated essential or desirable by 87 percent of buyers overall, compared to 83 percent of the first-timers. The ratings of many features tend to be positively correlated with income, and first time buyers have somewhat lower incomes (a median of $65,000, compared to $79,000 for home buyers in general).

The most noticeable difference between the features most wanted by first-time buyers and buyers in general, however, is the absence of energy saving features on the first-time buyers’ top ten list. Among buyers in general, ENERGY STAR rated windows ranked as the #4 most wanted feature and ENERGY STAR rated appliances ranked #9. A front porch also made the top ten list among buyers in general. On the other hand, drinking water filtration, security cameras and a kitchen table for eating failed to make the top ten list for buyers in general. In addition to the features first-time home buyers really want, many readers are probably interested in the features they really do not want. The chart below shows the 10 most unwanted features based on the share of first-time buyers rating a feature “do not want” (i.e., a first-time buyer is unlikely to purchase a home if it has that particular feature). By this criterion, an elevator ranks as the single most unwanted feature, explicitly rejected by 46 percent of firsttime buyers, followed by a golf course in the community, not wanted by 42 percent. At least 40 percent of first-time buyers are also unlikely to buy a home with glass walls or cork flooring on the main floor living spaces. The ten features most unwanted by first-time buyers are nearly the same as the ten most unwanted features for home buyers in general. The only difference is that “dual toilets in the primary bathroom” makes the most unwanted list for home buyers in general, and bamboo flooring does not. In addition to first-time and repeat buyers, What Home Buyers Really Want tabulates all home buyer preferences by Census division, age, generation, race/ethnicity, income, price expected to pay for the home and household composition. MONETARY POLICY Tightening Underway BY: ROBERT DIETZ

T

he first of many expected Federal Reserve hikes of the shortterm federal funds rate was announced today. Combined with future balance sheet runoff, these monetary policy moves will lead to higher mortgage rates in 2022 and 2023 as the Fed attempts to curb elevated inflation.

Additionally, the Federal Reserve indicated that balance sheet reduction, after significant asset purchases to produce lower long-term rates, will begin at a future meeting. This will almost certainly start no later than the start of the third quarter of 2022 and produce additional pressure on long-term rates like mortgages.

As widely expected by forecasters and markets, the Fed raised the federal funds rate by 25 basis points at the conclusion of its March meeting. There was a single vote for raising by 50 basis points, as inflation readings are near 40-year highs. The “dot plot” of Federal Open Market Committee participants’ future policy expectations indicates a median outlook of seven 25 basis point increases in 2022, one at each future meeting, plus an additional three 25 basis points of tightening in 2023. We continue to believe, however, that rate hikes for the end of 2022 and 2023 will be data dependent, as the Fed does not want to produce a recession. The economy will undoubtedly slow with this expected path of policy.

Given this expected path of monetary policy, we reiterate our policy recommendation with respect to a soft landing. Clearly, elevated inflation readings call for a normalization of monetary policy, particularly as the economy moves beyond Covid-related impacts. However, fiscal and regulatory must complement monetary policy as part of this adjustment.

It is also important to note that there is not a direct connection between federal fund rate hikes and changes in long-term interest rates. Indeed, during the last tightening cycle, the federal funds target rate increased from November 2015 (with a top rate of just 0.25%) to November 2018 (2.5%), a 225 basis point expansion. However, during this time mortgage interest rates increased by a proportionately smaller amount, rising from approximately 3.9% to just under 4.9%.

The Fed has upgraded its inflation outlook to a 4.3% year-over-year gain for the PCE measure of inflation. The Fed also reduced its GDP forecast in 2022 to just 2.8%, revealing the difficult task that lies before the central bank as it attempts to reduce inflation while not being too aggressive with respect to monetary policy and producing a recession during the second half of 2022 or 2023. Given the Fed is behind the curve with respect to the build up of inflationary pressures, a so-called soft landing of moderated inflation and ongoing economic growth will be difficult to achieve. Additionally, the Federal Reserve indicated that balance sheet reduction, after significant asset purchases to produce lower long-term rates, will begin at a future meeting. This will almost certainly start no later than the start of the third quarter of 2022 and produce additional pressure on long-term rates like mortgages.

Tracking & calculating Lost Time Incident Rate (LTIR) There’s no shortage of metrics to capture in your environmental, health and safety strategy. Figuring out which ones can make the biggest impact can seem daunting, but many of them are critical to your organization’s success. When creating your EHS strategy, recording your Lost Time Incident Rate (LTIR) should be a priority. What is lost time incident rate? Lost time incident rate is a standard OSHA and PERRP metric that calculates the number of incidents that result in time away from work. Not all recordable incidents result in lost time, which is why there is a separate calculation for these more severe incidents. For example, a workplace injury where an employee breaks his or her arm on the job and misses work the next day would be included in an LTIR report. A similar situation where an injured employee can work the next day would not be included in this metric. How to calculate lost time incident rate The formula to use: (Number of lost time cases x 200,000)/total number of hours worked by employees The figure 200,000 is a standard number to measure incident rates so companies of varying sizes can be compared fairly. This figure was determined by multiplying 100 employees by 40 hours (a standard work week) by 50 weeks (assuming each employee takes two weeks of vacation). The resulting figure indicates the number of employees who lost time due to an incident. For example, if you have 40 full-time employees and 3 incidents that resulted in lost time, your calculation will look like this: (3 x 200,000) / 80,000 (40 employees x 40 hours per week x 50 weeks per year) Your lost time incident rate would be 7.5, which means that for every 100 employees, 7.5 have experienced lost time due to an incident. The importance of tracking lost time incident rate It might sound like just another metric, especially if you’re already obligated by OSHA/PERRP to record it. But even if no one is forcing your hand, this piece of data can prove beneficial to your company. For starters, calculating your lost time incident rate lets you know how much impact those incidents have on your organization and if the trend is improving or worsening over time. Your lost time incident rate may also affect your business insurance rates. An increase in this figure may trigger a series of other events, including a hike on your insurance premiums. Another benefit is that this statistic is impossible to over-report, unlike recordable incidents. Some companies record incidents that shouldn’t be recorded for fear of becoming non-compliant with OSHA requirements. Reporting unnecessary incidents exaggerate your figures, since LTIR focuses only on incidents resulting in time away from work, there’s no way for you to skew the results so you get a more accurate idea of your safety status.

HISTORY MADE In NAHB Student Competition at IBS 2022

T

he NAHB Student Competition is always a highlight of the International Builders’ Show (IBS), as the home builders of the future compete in a rigorous exercise based on real-world questions builders and developers must answer on a daily basis. During the fall semester, students form teams and prepare a written proposal to solve real-life construction management problems. Teams then present their solutions to a judging panel of residential construction industry experts at IBS. The 2022 competition featured a return to normal as entries were largely presented in person at IBS in Orlando. Due to ongoing concerns with student travel during the pandemic, teams were given the option to present virtually, although most elected to make the trip to Florida. Nearly 45 teams from across the country competed this year. There are five different competition and tracks for the Student Chapter teams in secondary, associate, and four-year programs.

“As future leaders of the construction industry, these students deserve to be recognized for the impressive commitment in participating in the competition,” said Heather Gay, Construction Sciences Program Director at Dunwoody College of Technology and Chair of the NAHB Student Chapter Advisory Board. “Special thanks to the faculty, staff and industry partners who support this competition.” Four-Year Programs – Colleges and Universities In the Production Home Builder competition for four-year programs, teams were asked to create a development plan for a specific 120-acre parcel in North Texas. The team from Tuskegee University won first place for four-year programs. This marks the first time a team from an historically black college or university won the competition. Tuskegee has been competing in the NAHB Student Competition since 2020, when it won the Rookie of the Year award. Tuskegee’s win wasn’t the only history made during the student competition. This year, the competition introduced a new track for fouryear programs: the NAHB Custom Home Builder Student Competition, which exposed students to a small-scale residential construction project from concept to closing. Teams identified a home building opportunity in a specific geographic area, focusing on the best opportunity for a small builder to be successful. The team from California Polytechnic State University – San Louis Obispo took first place in the new Custom Home Builder competition. Associate Degree Programs – Community Colleges and Career and Technical Schools Student teams from associate degree programs were tasked with creating working drawings, a detailed budget estimate, and construction schedule for a fourplex residence in a real-life development in Ohio. The team from Kirkwood Community College in Iowa took the top spot in the competition for associate degree programs. Secondary Programs – High Schools The NAHB Student Competition for high school students is divided into two separate tracks: Architecture and Construction Management. The architecture tracks more heavily weighs home plans and working drawings while the construction management track focuses on estimating and scheduling for a more complex problem. The team from Shadow Ridge High School in Arizona won the Architecture track for secondary programs.

INDUSTRY COPES WITH RISING Interest Rates and Construction Costs BY: ROBERT DIETZ

A

n elevated pace of inflation will challenge the economy for at least the next few years, prompting tighter credit market conditions. The broadest measure of inflation, the Consumer Price Index (CPI), is up 7.9% over the last 12 months, reaching a 40-year high. Although this rate of inflation should ease, albeit slowly, it will remain above the Federal Reserve’s target for price changes. This is particularly true for housing rents, which make up approximately one-third of overall inflation data. Rents are rising quickly, and those increases will persist in the CPI data as leases are renewed in the coming year. Higher prices continue to affect the building material market as well. Led by recent gains in lumber and OSB pricing, combined with limited availability of numerous types of building products, building materials in aggregate are up 20.4% over the last year and 31.3% since January 2020. As a result of these inflationary forces, the Federal Reserve enacted its first federal funds rate hike in March, increasing the short-term interest rate by 25 basis points. The economic projections provided by the central bank indicate that markets may expect six additional 25 basis-point increases through the end of 2022. Chairman Powell indicated in his commentary this week that the Fed is prepared to increase by 50 basis points, if needed. Additionally, the Fed will provide details later this year on how it will reduce its $9 trillion balance sheet. Such a reduction will have an impact on long-term rates, including mortgage interest rates. The intended monetary policy path of the Fed is more accelerated than what NAHB had built into its initial 2022 forecast. Our concern is that the Fed will move too quickly, invert the yield curve, and risk an economic recession. Monetary policy tightening can help normalize financial conditions and tamper inflation, but it cannot solve current economic challenges by itself. Indeed, tighter monetary policy will not help produce more lumber, building materials and other items necessary to tame building material price growth. In addition to construction cost challenges, higher mortgage rates will further reduce housing affordability conditions. New home sales declined 2% in February because of these factors. Nonetheless, builder confidence remains solid at a level of 79, per the NAHB/ Wells Fargo Housing Market Index. However, the measure of future sales expectations dropped 10 points, a significant decline representing growing concerns for housing demand in a tightening credit environment. The level of housing demand and recession risk will be the key factors for the industry’s growth, particularly throughout the next two years.

OUR NAHB FEDERATION

A

s a member you have privileges and the services of your local, OHBA and NAHB. This is a strategic investment in that you cover all the bases; if I may use a baseball phrase. Sometimes a member may ask why? A fair question indeed. For those who follow OHBA you are aware of a number of issues which arise regularly. The most common issue involves the residential building code. Yes, THE code which governs just about all activities and concerns in delivering a new home, and most remodeling jobs. Also, included is the oversight and operation of the building code department. This landmark achievement of OHBA enacted substantive changes in your favor. Those modifications have streamlined the code approval process and reduced construction costs by thousands of dollars a home. We were once mired in a tangle of consumer laws never intended to cover residential construction, but were through faulty rulings and bureaucratic overreaching. Some actions resulted in findings and hardships in the hundreds of thousands of dollars assessed against builders where there were no defects in the final product. OHBA was able to create the Home Construction Services Act which is tough, but reasonable. This Act applies to ALL residential construction whether a permit is required or not.

Recently, we find ourselves, as an industry, paying close attention to actions (and results) of the federal government. Gas prices, inflation, supply chain problems, skyrocketing lumber prices and tariffs, states and the nation are mired with substantial housing shortages and disappearing affordable housing nationwide. Each of these topics is complex and need the attention of our elected federal officials. We all understand the need for involvement with our local officials who are nearby. To reach the halls of state government, not to mentions the hallows of Washington, the capitol is much more difficult to get to. However, a review of current events give understanding to the need to be in all three places. This is an asset of involvement with YOUR federation. Yes; it gets you close to the action without having to retain your own lobby/lawyer team to compete with the hordes that have already done so in all the important places. Of course, no one imagined the ability to freely petition your government in a democracy would be so troublesome; but it has. Give yourself credit for contributing to an effort which enables you to be a bit closer to the action where you can make a difference. Remember, those who have not yet joined need to share in the responsibility as well. The current situation we find ourselves in will need some time to unravel and your team will be hard at work on your behalf. needed.

Cost control strategies Sedgwick utilizes leading measures and predictive cost containment to help Ohio employers contain costs and lower premiums. When a claim occurs, Sedgwick is ready to apply cost containment strategies to quickly resolve the claim. Salary continuation Salary continuation is compensation paid to an injured worker by the employer, in lieu of temporary total compensation paid by the Ohio Bureau of Workers’ Compensation (BWC). By continuing to pay an injured worker’s wages as if they were still working the regular amount of hours per week, an employer can avoid BWC paying out temporary total compensation of the claim. Lump sum settlements A lump sum settlement is an agreement between the employer, injured worker and BWC for a payment of lump sum, to settle one or more workers’ compensation claims. Settling a claim allows the removal of the settled claims’ reserves and helps to keep the employer’s premium costs lower. Handicap reimbursements Handicap reimbursement is a program where an employer may seek reimbursement if an injured worker has one of 25 pre-existing conditions. Under the program, an employer may file for reimbursement on certain workers’ compensation claims, if it can be proven the handicapped condition(s) led to the injury or delayed the healing process. Vocational rehabilitation Vocational rehabilitation helps injured workers safely return to work or maintain employment and decrease costs of workers’ compensation claims. These services are individually tailored to meet the needs of injured workers and their work environment. Modified duty off-site (MDOS) MDOS is offered to assist in returning employees to work (temporarily offsite) following an injury or period of disability. This program provides placement for employees, who are not able to temporarily return to their original job. Typically, these job placements are coordinated with non-profit organizations. MDOS allows employees to resume a productive work lifestyle while transitioning to their regular job, helping decrease claim costs for the employer. Transitional work program Transitional work allows injured employees with medical restrictions to work in their job or a transitional job for a limited period of time under the supervision of a medical provider. This program helps lower an employer’s workers’ compensation costs by decreasing the number of days an injured worker is off work. OHBA has presented language to the sponsor, and contacted the Senate Chairman and Committee opposing provisions of HB 304 mandating changes to the Residential Building Code more appropriately handled by the Residential Construction Advisory Committee (RCAC). Please feel free to contact OHBA with any questions or concerns. HB 68 Contractor Payments (Cross, J., Sweeney, B.) To require owners of private construction projects to timely pay a contractor. Text/Analysis Committee Hearing in Senate Workforce & Higher Education (2/9/2022; CONTINUED) OHBA has been working with the sponsor and proponents on an amendment to exempt contracts under fifty thousand dollars from the new requirements. Residential construction is already exempt under the law. HB 88 Roofing Contractors (Patton, T.) To require commercial roofing contractors to have a license. Text/Analysis Passed in House (3/2/2022; 90-0) HB 88 adds commercial roofing contractors to the licensing requirements under the Ohio Construction Industry Licensing Board. While residential is exempt, OHBA has heard some concerns with small cross-over jobs which would then would trigger the licensing requirements. OHBA is discussing possible amendments to address the potential impact to residential contractors doing this type of roofing work. HB 175 Water Pollution (Hillyer, B.) By signing this application, Customer authorizes FleetCor to check Customer’s credit references and the information on this application and to obtain consumer or commercial credit reports to check Customer’s credit standing, both for this application and for the updates of Customer’s credit file and renewals of Customer’s SuperFleet Mastercard card(s). Customer acknowledges that this application is subject to approval and acceptance of Customer by FleetCor in Louisiana. If this application is approved, then Customer will be notified of its available credit/spend limit, and Customer will not allow its unpaid account balance to exceed its credit limit. Customer agrees that Louisiana law governs the terms and conditions of the SuperFleet Mastercard card(s), which terms and conditions will accompany the card(s) if this application is approved ("Card Terms").
