RECONNECTING COMMUNITIES PROGRAM Federal grant program focused on providing safe transportation improvements and connections for the community, the project aims to address some of the long-standing issues created when highway construction divided neighborhoods. Established with Bipartisan Infrastructure Law (2021) The City of Norfolk was awarded $1.6M in FY22 to evaluate potential reconfiguration of roadways and ramps to provide improved connectivity in downtown. The project purpose is to establish multimodal connections for all users (pedestrians, bicyclists, drivers, transit-riders, and scooters) to residences, job centers, educational hubs, transportation resources, cultural and faith-based institutions, and area attractions. The project is intended to provide access between areas of Downtown that have been previously disconnected by the interstate and associated ramps. The City seeks to establish safe connectivity between multiple neighborhoods, communities, places of worship, Norfolk State University, Norfolk City Hall & Civic Center, Downtown businesses & attractions, Harbor Park, Resort Casino, Elizabeth River Trail, Amtrak, Light Rail Transit, Norfolk waterfront areas, as well as other affected areas.
