Message from the President and Chair
ur 20-year anniversary has presented the foundation with an opportunity to look back and reflect on what has been accomplished and to begin looking forward to see the possibilities.
From our humble beginnings in 1986, we have grown from an “Initiative Fund,” to a full-service community foundation that makes grants, loans to businesses, provides a variety of leadership training, and offers a complete range of philanthropic services. This has transpired thanks to you, our partners and donors, who have supported us through the years.
With assets that have grown to $40 million, the foundation is positioned very well to succeed in our efforts to “make the region a great place to live and work.” Our successes and history are well documented in this report and we hope you enjoy reading it. However, we would like to give you a glimpse of the future as we see it, today. This year, the foundation began work on a new five-year strategic plan. Although the strategic focus on our Quality of Place initiative is not likely to change, some programs will. We have embarked on the first major redesign of our adult leadership program, focusing on meeting the needs of tomorrow’s leaders. Our component funds currently have assets totaling $10 million. The steady growth of these endowments is expected to continue, which means that their grants will soon exceed the foundation’s discretionary grantmaking. Five new community funds were established with our help in the past year and we expect many more communities will soon be following suit. We plan to add new capital to our business loan funds. This will allow for more flexible lending to new and existing businesses. In addition, we foresee the foundation working more closely with our partners from throughout the region. One current effort, the Ingenuity Frontier project, has proven to be a perfect example of what can be accomplished when the foundation collaborates with public and private partners to benefit the region and our communities. In summary, while we are very proud of our past, we are energized and enthusiastic about our potential in the coming years. Thank you for your interest in and support of the foundation. We hope you will join us in realizing the possibilities for a very bright future for northwest Minnesota.

Fiscal Year 2006 Highlights Renewable Fuels Growing in Northwest Minnesota Biodiesel, cellulosic ethanol, biomass gasification, sunflower pellets, wood chips: these may well become major economic opportunities for northwest Minnesota. Our region has thousands of acres that could easily be used to grow switch grass or other perennial energy crops. Rapeseed, one of the premier oilseeds for biodiesel production, grows here exceptionally well. In addition, three biomass-burning stove manufacturers are based in our region, with potential to expand. Finally, the area may soon be home to a new ethanol plant. NMF has supported these emerging industries through business loans, feasibility study grants, and seed capital investments. In the future, we anticipate making grants to explore our wind energy potential and for support of the growth and processing of biofuels.
Help for Our Lakes and Rivers Three years ago, NMF adopted new program goals designed to protect the natural assets of our region. Since then, our grants have helped communities develop plans to manage growth and development. We supported an expansion of the Healthy Lakes and Rivers Partnership Program into Beltrami and Hubbard Counties, building the stewardship capacity of shoreline residents. Grants have also been used to explore best practices for farm field drainage and to expand the River Watch program in our region. These activities are raising public awareness of the need to safeguard our water, farmland, and forest resources, as we seek to improve and preserve them for future generations.
The “Millennials” Generation “Baby Boomers…” “Generation X”…and most recently, the “Millennial Generation” -- people born between 1982-2000. These youth witnessed the collapse of the Soviet Union and the disturbing surge of violence in schools. They were born with personal computers in their hands, and have little trouble using and adapting technology to suit their purposes. They are also noted for having high incidences of underage drinking, drug use, suicide, and childhood obesity. Several strategies in NMF’s Caring Communities Program were developed to address these serious issues. Our grants have been used to help launch drug intervention and

suicide prevention programs, Boys and Girls Clubs, and other after-school programs. Many of these problems develop early in life, so we are working hard through our Early Childhood Initiative to raise awareness about the need for early interventions and to improve early childhood care and education opportunities. These strategies should go a long way toward improving the situation for our Millennial and future generations.

Business development workshops and outreach meetings to advertise regional loan services helped over 120 people from around the region to manage and operate their businesses more effectively.

I could work more strategically and communicate decisions better. I could better communicate positive changes that had occurred as a result of things we had done,” and; “It is helping us build strong core leadership and develop a succession plan so the future of the organization doesn’t rest on one person.”
Thief River Falls was not a part of the Early “ IfChildhood Initiative, our work would not exist. Our
participating has allowed us to focus our efforts, prioritize our energies, and follow through and expand on programs that are working for us. The Northwest Minnesota Foundation has supported our efforts, lifed our spirits and motivated us when we were tired, and continued to guide us to go the extra mile when we thought we were doing everything we could possibly do. We couldn’t do this without their expertise, training, marketing, networking, and unsurpassed passion for our youngest children.

156 middle school students learned new leadership skills in the Students Teaching Attitudes of Respect (STAR) Teams youth development workshops. Comments include: “I liked developing social skills and passing it on to others,” and; “STAR helps me figure out how to solve problems.”
Five new community funds were established in Bagley, Greenbush, Red Lake Falls, Park Rapids and Badger. Bemidji State University was named a Center of Excellence by Minnesota State Colleges and Universities, which was critical to implementing the Ingenuity Frontier strategies.

The Early Childhood Initiative (ECI) was funded for another three years by the McKnight Foundation; the tenth and final community was selected for our region’s ECI.

The ECI in northwest Minnesota is evolving into a collaborative, regional effort with each of the ten coalitions learning together. They focus on sharing successes, work, ideas, materials, and attending coordinator meetings. This has broadened and deepened the work for early childhood in the region.

The City of Bemidji and Northern and Bemidji Townships signed an agreement on growth management and orderly annexation, the result of a process funded through a NMF grant.

Component fund assets reached the $10 million mark.

Component fund grants totaling nearly $500,000 were disbursed upon advisory committees’ recommendations to the NMF board.

History From Strategic Initiatives to Quality of Place The roots of the Northwest Minnesota Foundation are traceable back to early 1984, when the McKnight Foundation announced that it was exploring a major new initiative in rural Minnesota. This effort led to a discussion about the future with 35 leaders in a 15 county area of northwest Minnesota and representatives of McKnight, convening in Crookston in November, 1984. By Spring of 1985, the prospective initiative had begun to take substantive form, and McKnight invited eight area individuals to form a task force. A year-long planning process by this group resulted in a strategy to facilitate future development in four major dimensions. This strategy was energized by an award of $2.1 million from the McKnight Foundation to the task force. In order to prepare for receipt of the award and implement the strategies, the Northwest Minnesota Task Force on Rural Issues incorporated as a 501(c)3 and became the Northwest Minnesota Initiative Fund in June, 1986. In its first annual report, Board President Thomas P. Jorgens wrote about the initial philosophy of the Northwest Minnesota Initiative Fund: • First and foremost, we recognize that the area is in an era of rapid change, and that area residents have the ability to affect the course of that change in a beneficial direction. • Second, since the purpose of the Fund is to foster constructive outcomes from change, great stress is placed on innovative solutions that chart new courses for the future. • Third, since greater accomplishments can usually be achieved through effective cooperation – the stimulation of coalitions is an important objective. • Fourth, since meaningful impacts over time are most important – we emphasize longer range impacts as opposed to short term quick fix approaches. • Finally, since resources are always scarce and needs almost always unbounded, we strive to maintain the strategic focus and encourage leveraging of our resources with other public and private funds. The McKnight Foundation helped launch each of the Minnesota Initiative Foundations, six independent, nonprofit philanthropic organizations that serve six regions outside the Twin Cities metro area. Northwest Minnesota Foundation was charged with serving twelve counties: Beltrami, Clearwater,
Polk, Marshall, Lake of the Woods, Pennington, Norman, Mahnomen, Red Lake, Kittson, Hubbard and Roseau. The early 1980’s were changing times for Minnesotans. A national recession severely impacted mining, manufacturing, and agriculture throughout the state. Declines in the farming and mining economies were stripping rural communities of people, jobs...and hope. At the same time, The McKnight Foundation’s assets were growing and it wanted to extend some of those new resources to Greater Minnesota. Believing that the people of rural Minnesota were best positioned to make funding decisions for themselves and their neighbors, McKnight envisioned a regional strategy that would stimulate local giving and encourage local responsibility for the long-term welfare of each region. Time has shown that the early days set the organization on the right course. Today the Northwest Minnesota Foundation is still charting the way as a convener, bringing together resources, influential groups and individuals, and new partners, as in the Ingenuity Frontier program. The Organizational Excellence Program has taken the first leaders’ innovative and visionary thinking to the next level. Business Development Programs have grown and expanded to include partnerships with the Small Business Administration, the United States Department of Agriculture, Rural Development, and the Minnesota Department of Employment and Economic Development. In the final analysis, the success of any effort depends primarily upon the qualities of the people associated with it. Through these 20 years, the Northwest Minnesota Foundation has been particularly blessed with people of talent, commitment, vision and patience. Thanks to each and every one of our board members, partners, award recipients, donors, funders, and friends for their efforts on behalf of the organization and to the staff members for their contributions. Northwest Minnesota has successfully turned challenges into opportunities. The region has steadily moved into a brighter, more prosperous era. Northwest Minnesota Foundation continues to implement strategic initiatives to improve the quality of the places we live and work.

Financing is available for business start-ups and expansions that create new jobs leading to long-term community impact, diversification of the economy and that leverage other sources of funds to increase total capital investment in the region.
Northwest Minnesota Foundation received a $500,000 line of credit through Fannie Mae, a major funder of housing, financial products and services, that works to expand home ownership opportunities. A loan was made from Fannie Mae funds for the Hubbard County HRA and Nevis High School building trades curriculum for the development of affordable housing totaling $100,000.
