From You r Boa r d Of Dir ec tor s BY ANNETTE DOERR Spring has officially sprung, the golf course is open, and our staff is working hard to welcome you back to our amenities assuming Governor Wolf allows us to do so. A few reminders for you as we move into warmer weather that allows us to get outside and enjoy everything that Pocono Farms has to offer. For more details on what I’ve outlined below, please see the Administrative Code in the Documents section of our website. Whether you’re a weekender or a full-time resident, your lawn and home must be kept up. Lawns shall be mowed to a height of no more than 4 inches and weeds must be controlled. (Section 106 – F) Violations shall result in weekly fines. Cord wood/ logs should be neatly stacked. Violations shall result in weekly fines (Section 106 – G). Houses must be painted and maintained in good repair, and must comply with the PFCCA’s Architectural & Building Code. You must obtain a paint permit at no charge from the PFCCA office (Section 106 – H) Pets are not allowed at any PFCCA owned amenity area other than a service/ emotional support animal with the appropriate documentation (Section 71-5 Pets A). Dogs must be officially tagged by licensing authority of the state. Dogs must always be leashed when on Pocono Farms property. No dogs or animals are allowed on the golf course, beach, docks, lake, pool area, grassy area along and behind beach and Country Club at any time. Barking dogs may not be left outside between the hours of 9 P.M. and 7 A.M. Noisy animals must be kept inside so as not to disturb other residents (Section 106 – S). The golf course is now open. Baby strollers, mopeds, skateboards, roller blades, bicycles, are not permitted on golf course, cart paths, or its adjacent grounds. Walking and jogging on cart paths only is permitted when course is closed for golfing (Section 116). Fireworks are prohibited except by a permit in accordance with the laws of Pennsylvania. A. Fireworks are prohibited throughout the community (Section 111 – S). We look forward to when we can attend larger events together. Hopefully, that day is very soon.

COMMUNITY REMINDER Household trash & Recycling

Household trash and recycling cans are picked up every Tuesday. Cans need to be out at the end of your driveway, 3 feet apart, with the handles facing your home by 6:00AM. Cans must be brought in by 6:00PM. At times due to weather and delays beyond County Waste’s control, the “normal” pick up time and route may vary. To avoid having your cans missed, please have them out by 6:00AM. If you cannot have your cans out by 6:00AM for pick up, our compactor, located at The Maintenance Yard off Kilmer Drive, is open Wednesday & Friday from 8:00AM – 12:00PM and Sunday from 10:00AM – 2:00PM where you can bring your household trash and recycling.

2021 BOARD OF DIRECTORS MEETINGS

BY DAVE TIMKO STR’s – short term rentals. They are a topic of discussion in many communities, boroughs, and townships across the country. At Pocono Farms, we are no different. Where we may be a little different from others is that short term rentals have always been a permitted use within the PFCCA community. Where we are different again, is in that we have always said and have discussed openly, that the process must be managed. The PFCCA Administrative Code has its own section regarding STR rules/ regulations and what the unit owner must follow in order to rent the unit on a short-term basis. As with any rules/regulations, the majority do follow them. This is no different with STR’s within Pocono Farms. The majority of the registered STR properties (73 of 1,465 homes that are registered with member services or roughly 5%) do follow the rules. Those that do not are the ones that need to be the focus of attention and/or enforcement.

As with any rules/regulations, they should be reviewed from time to time to ensure that they are addressing the current needs. The Board and management are at that point now. Currently, the Board has challenged the management team to review the rules/regulations, the processes, the fine structure for non-compliance, and the outside support of others, to address those STR owners who do not comply with the processes and those renters who do not follow the rules or state that they were not aware of the rules of the community. The management team is expanding our normal processes along with implementing a 4-point targeted approach to managing the STR’s within the Pocono Farms Community. Those points are: • Changing, adding, and amending the Administrative Code to address the current needs, affirm any new processes, and/or change any rules/regulations. This will include adding the Monroe County tax certificate number along with the Coolbaugh Township registration and license number to the unit registration requirements in order to rent your unit as an STR. • Stricter enforcement – You can have all the rules in the world, but without the proper enforcement, they do not carry a lot of weight. We will be focusing a lot more of our efforts and resources on those that are not in compliance of the rules and regulations of the community. This will include an aggressive fine structure and potentially the loss of renting privileges for non-compliance. • We will be soliciting the assistance of other agencies in order to gain compliance. This will include Coolbaugh Township as they adopted a short-term ordinance last year that took effect in late November of 2020. In addition, we will work with the Monroe County Treasurer to ensure that those owners that want to short term rent, have their tax certificate from the County. We are fairly certain that the County wants their 3% tax on the rentals. • Communication – We will continue to communicate with the members of Pocono Farms as to how we are managing the STR’s and what pro-active steps we are taking to manage the process. We will communicate with those STR owners who follow the rules, encouraging them to continue to do so and update them as to any new changes that are implemented. And we will be even more pro-active with those that do not follow the rules and complete the proper paperwork. We, the Board and management do understand the sensitivity of short-term rentals. That is why we are committed to managing the processes. We need to stay pro-active and responsive versus not addressing issues. Any change will take time but be assured we are committed to making changes. If you want to do this with your home, follow the rules/regulations. If you choose not to, then we will focus our efforts there. As mentioned earlier, the majority of the homes that do short term rentals are following the rules. The effort and enforcement will be on those that do not.

May has arrived and along with it comes lots of new things. One of those things is a new face you may have seen around the Farms, Magdalena Buck. I have known Maggie a long time. I first hired her at my prior community, then she took off from there and steadily climbed the ladder to bigger and better things! After I started here (which my 10yr mark is not that far away), she and I kept in touch. Maggie rose through the ranks until she assumed all the duties I had held. She also became appointed Deputy Constable for Pike County PA for 3 years, ultimately being elected the Constable for 6 more years. She was class Valedictorian graduating from John Jay College with a Criminal Justice degree. Maggie has been hired as my assistant to help with all aspects of Public Safety and Compliance. When you see her, please welcome her to the Pocono Farms Family! There are some new items that many of you may not be aware of which are changes or additions to our Rules and Regulations. Illegal Dumping is now a $500.00 fine from PFCCA. Since that is our fine, it is separate from the fines that may be levied by the Township or County. Many times, this year individuals have gotten the trifecta of fines. Also added are the costs incurred to clean up and dispose of the dumped items. The moral of the story is, please to not do this. Also, our Noise/Nuisance fine is now $500.00. I tell you this because warmer weather is upon us and with it comes more outdoor activities. One of those things is the playing of music while we wash the car or barbeque. We have adopted the same rule that the Township has had for years. Basically, it is you should not be able to hear my music from your house. If you can hear it, it is too loud.

Finally, the last few remains of winter snow disappeared, verifying the certified end of winter, 2020/2021. I know that there have been snowstorms in april, but they are rare and usually quickly gone. So, in my mind, it's official. Now, looking ahead to may and the rest of the summer, the thought of cutting grass, pruning trees and bushes, trying to get rid of the Japanese knot wood and looking at that 50 foot evergreen that may be living its final days will consume the balance of my thoughts. I'm sure many of you are going though the same process. But first things first, pick up all the broken limbs that are laying in the yard, blow the leaves that seem to grow under the snow during the winter and rake up what you can't pick up. Once you get this taken care of, keeping up with things is a big part of the summer activity. Let the grass get too far ahead of you will bring a reminder from our code official to tighten up your schedule. He's a nice guy, but how close of a relationship do you want... Those of us on neighborhood watch are beginning to see the general start of spring-cleaning show up in dumping of old windows, doors, furniture and bags full of most anything that is convenient, out of the way areas within the farms. A month or so ago 80 bags were picked up in one location, and unfortunately for the dumper, the identity was found and a court date was established. I know that will be an expensive hearing. Dumping in any area seems to promote others to join in. Recently a bag and a few empty bins were dumped in an area, before they were picked up, they were joined by more bags and a tire or two. There are ways to get rid of trash or unwanted items. Bigger items might cost a little more, but most basic garbage bags can be brought to our compactor if they couldn’t fit in your garbage barrel or you miss pick up. Overall, it has been good to see so many properties being upgraded and new neighbors moving in. We all moved here because of the quality of living the farms offered. Most things reported for correcting are realitively minor, and easily taken care of. Occassionly a driver will be stopped by a resident to complain about the short-term rental property in the neighborhood. We also turn in a number of these properties for untended garbage barrels or accumulated trash on the property. This is not a problem that Pocono Farms is alone with. I know the administration and our code official are finding ways to deal with this problem. The township has also established standards that hopefully will help our community. In March, our volunteers patrolled for 108 hours. We have 2 new drivers and we hope a few more of you will give it a try! If you're interested call the office or Russ Kelly at 570-894-4034.

Lastly, changes have been made to garage/ yard sales. Individual homeowners are not permitted to have their own. We have added an additional community wide yard sale to help you with the sale of your items. We will have them in the Spring and Fall. The fall date has not been decided on yet, but the spring date will be May 8, 2021. As always should you have questions or concerns, please feel free to reach to Maggie or I. Pocono Fa r m s Wom en ’s Clu b The Pocono Farms Women’s Club is getting ready to meet again on Wednesday, May 12th! We have not met for over one year and are eager to gather again. We will start with a short business meeting, but our first time together will mostly be spent enjoying visiting with friends and greeting our newcomers. Any women living here in Pocono Farms are welcome to come! Reservations are required. If you are a member, you will receive your customary phone call with three menu choices. If you are not currently a member of the Pocono Farms Women’s Club but are interested in joining, you are invited to attend our May 12th gathering. You will need to make a reservation by calling, Pat Torregrossa at (570-460-0162), or Ginny Day at (570-620-6858). Along with your reservation, you will also choose one of three menu choices for your lunch! Newcomers must make their reservation by Friday, May 7th. MOTIVATION FOR SEEKING SEAT ON THE BOARD: My motivation is to make a difference in the community in which I live. To be able to serve our community by sharing my expertise to further strengthen the grow of the farm is extremely important. As a long standing member of the fitness center, and a golfer I recognize the importance of such amenities because this has enable me to develop friendships, support each other goals and support the programs of the farm. This is what builds strong communities of support and helps to drive progress forward. BOARD INFLUENCE & DIRECTION / GOVERNANCE OF COMMUNITY: My goal would be to implement on business plans and infrastructure with the ability to translate plans into specific operational changes which would benefit the continuous growth of the farm. There are many great amenities within the farm, and being a part of the team to help enhance, improve operations and increase community participation through positive experiences is important to the success and future growth of the farm. WHY SHOULD MEMBERS ELECT ME: I believe in leading and fostering collaboration among diverse groups of people. I will work to identify and support various opportunities by engaging in creative ways to help develop, maintain and strength relationships while balancing limited budgeting dollars. I will listen to understand, assess, communicate and implement the needs of the community to leverage and strengthen the ongoing development of the farm.

When I am elected to serve on the PFCC Board, I will put forth effort to generate involvement by the homeowners in our Community, especially encouraging them to attend the monthly Board meetings. As homeowners, we must bring our voices to the meetings because only then will our choices impact our Board's actions. Without our presence, our Board is left to make decisions without our influence. When the Board determines the Community's needs and then makes decisions on moving forward with projects, the Community should at that point be informed and be permitted the opportunity to contribute input into the necessity of such decisions. These are our funds that are being spent on projects. It is not my intention to distance the homeowners and the Board by encouraging the involvement of the homeowners. Decisions have, until now, been permitted to be made solely by the Board without the knowledge of the Community. I want to promote unity between homeowners and the Board such that projects are not commenced without the homeowners first being consulted and provided the opportunity to contribute their input. Our Board's priority is to at all times first do what is in our Community's best interests as well as to build both social and financial long-term value for Pocono Farms Country Club. Our Homeowners deserve the opportunity to have their voices heard and the Board may enjoy benefitting from the many talents residing within our own Community.

Hello May, the month of flowers and colors which also happens to be one of my favorite months! I am excited to bring some new classes into our line up as the weather warms up and we are able to get outside. My thoughts for a fun but challenging bootcamp starting in June and held outdoors is on the top of the list so, be on the look for details… Yoga on the Beach with Abby is slated to begin in June as well as the ever-popular Water Aerobics class! I am trying to get us outside more and utilize some of the areas that we were not able to use last year. Pocono Farms has some beautiful scenery and being able to enjoy the warm air and sunshine always does the body good. Not to mention the fresh air and ability to social distance. Speaking of being outside in the sunshine, our body creates vitamin D from direct sunlight on our skin when we are outdoors. From about late March/early April to the end of September, most people should be able to get all the vitamin D we need from sunlight. Vitamin D helps the body to absorb calcium, which is one of the main building blocks of bone. The body also needs vitamin D to keep the nerves, muscles, and immune system working properly. As we continue to live in a world where a virus is still threatening the health and safety of many people, getting outdoors and soaking up the sun, taking in the fresh air, and moving our bodies will help us to continue building strong healthy bodies! Not a fitness member? No worries! You can join yearly, monthly, daily or enjoy just classes! I’d be happy to chat with you about the options and show around the fitness center.
