Manitoba’s state of emergency expired Oct. 21 after 19 months
The Manitoba government did not renew a provincewide state of emergency first declared March 20 of last year when it expired at 4 p.m. Oct. 21. Interim Premier Kelvin Goertzen and Infrastructure Minister Ron Schuler, who oversees the Manitoba
Emergency Measures Organization (EMO), said in a news release that the order is no longer required to help protect people from the impacts of COVID-19. Public health orders remain in effect and can continue to be issued under the Public Health Act without a

Nelson House RCMP are asking for the public’s assistance to locate 22-year-old Rico Cody Linklater, who was last seen in Nelson House in the early morning hours of Oct. 21. Six feet tall and 160 pounds with a slim build, Linklater has black hair and brown eyes. He was wearing grey pants, a black sweater, brown Nike shoes and a grey baseball cap when he was last seen. Police believe Linklater is still in Nelson House but it is possible he travelled to Thompson. Anyone with information on Linklater’s whereabouts is asked to call Nelson House RCMP at 204-484-2837 or Crime Stoppers anonymously at 1-800-222-8477. The chief of a Manitoba First Nation has been arrested on serious sex-related charges after RCMP said he sent inappropriate texts to a 16-year-old girl, leading to a police investigation. RCMP said Oct. 22 that Little Grand Rapids First Nation Chief Raymond Keeper has been charged with charges including sexual assault, sexual assault with a weapon, luring a person under the age of 18, and using his position of authority for sexual purposes. RCMP said Keeper is also charged with careless storage of a weapon, and possessing a restricted weapon without a licence. “On September 23, 2021, at approximately 11:45 am, Little Grand Rapids RCMP received a report of inappropriate text messages being exchanged between a 16-year-old female and
a 65-year-old male. An investigation was launched,” RCMP said in an Oct. 22 press release. “Officers with the Little Grand Rapids RCMP Detachment as well as the RCMP Internet Child Exploitation Unit and Major Crime Services determined that the male involved was Raymond Keeper, Chief of Little Grand Rapids First Nation. Further investigation led officers to charge Keeper with multiple offences.” RCMP said they believe there may be more victims and are asking for anyone with information to come forward directly to police, or to a third-party organization. “If you are a survivor or have information on this investigation, please call Little Grand Rapids RCMP at 204-397-2249,” RCMP said. RCMP added that Klinic Community Health is also
able to receive third-party reports from survivors of sexual assault 16 years and older anywhere in Manitoba. Third-party reporting is a process where a survivor is able to pass on information about the sexual assault they experienced to the police without having to speak directly to the police or make a formal report. Manitoba's police watchdog has determined there are "reasonable grounds" to charge an RCMP officer for alleged on-duty sexual misconduct that took place in Flin Flon. The Independent Investigation Unit of Manitoba (IIU) announced Oct. 21 that it had finished an investigation into alleged sexual misconduct by an RCMP officer in Flin Flon.

The alleged offence took place while the officer was on duty, said the IIU. "The civilian director of the IIU has determined there are reasonable grounds to believe a criminal offence occurred and has authorized a charge of breach of trust pursuant to section 122 of the Criminal Code," reads the announcement from IIU. The IIU identified the officer as Const. Nicholas Barrett, who was with the Creighton RCMP detachment at the time of the alleged offence. Barrett is described by the IIU as "formerly of the Creighton RCMP detachment.” Barrett
was charged Oct. 7, released on an undertaking and will make a court appearance in The Pas Provincial Court Nov. 23. The IIU had first announced they were investigating the incident in July, but did not mention specifics except that an allegation had been filed against an on-duty officer somewhere in Northern Manitoba. According to a previous IIU statement, an incident took place June 27 including what the IIU described as "an allegation of sexual assault by an on-duty RCMP officer." An RCMP detachment –

the IIU did not say which – was notified of the incident July 7. RCMP notified the IIU of the allegation the next day, which led to the investigation. No other details have been made public by the IIU. "As this matter is now before the courts, the IIU will not make any further comment on its investigation," reads the IIU news release. Section 122 of the Criminal Code pertains specifically to breaches of trust by public officers, stating that any such official who "in connection with the duties of their office, commits fraud or a breach of trust, whether or not the fraud or breach of trust would be an offense if it were committed in relation to a private person, is guilty of ... an indictable offense and liable to imprisonment for a term of both more than five years; or an offense punishable on summary conviction." The IIU investigates serious incidents and allegations against Manitoba police, including RCMP members.

A sky full of planets An estimated 300 billion stars make up the Milky Way and each may have one or more exoplanets orbiting it For thousands of years, the night sky was just a splash of random dots. Over time, constellations were formed by connecting the brighter points of light of a certain area of sky. Here, imaginary shapes were formed representing an object, person, animal or even a god – the constellations. Then came the mythologic stories and how they interacted in the celestial theatre. Those that looked at the sky regularly would notice a brighter than usual star or stars traverse a path across the sky over weeks, months and years. Not known at the time, these are the members of our solar system. The word planet came from the early Greeks meaning “wanderer” or “wandering star” and for obvious reasons. Seen with the unaided eye are Mercury, Venus, Mars, Jupiter and Saturn. Uranus and Neptune were discovered via the telescope in 1781 and 1846 respectively. Pluto was discovered in 1930 but demoted to minor planet status in 2006 so the count remains at eight major planets orbiting its parent star – the sun. Brilliant Venus is seen low in the southwest sky after sunset while bright Jupiter is seen in the southeast with dimmer Saturn about five inches to Jupiter’s right at arm’s length. Once the planets were identified and studied, we thought we were the only solar system in our Milky Way galaxy. Little did we

know all that would change in the early 1990s. The first discovery of an exoplanet (a planet that orbits a star outside the solar system) was discovered in 1992. Three planets are orbiting this pulsar located 2,300 light-years away. Pulsars are very energetic stars resulting from the explosive death of a massive star called a supernova. If these three worlds had any
life on them before the star blew its top, the shockwave from the supernova stripped away its atmosphere and is bathing the lifeless planets in deadly radiation. However, the big discovery came in 1995 when the first exoplanet orbiting a sun-like star was discovered. The star named 51 Pegasi is located 50.8 light-years away in the constellation Pegasus – seen

overhead on these cool nights. This star is visible with the unaided eye on a clear moonless night. Of course, you will not see the exoplanet named Bellerophon even with a telescope but knowing that a world is orbiting that tiny point of light is mind-blowing. The search did not end in 1995. Thanks to groundbased telescopes and the orbiting Kepler Space Telescope, the count so far is 4,531 confirmed planets with 7,798 candidates. These discoveries were made from a small portion of the sky. Some astronomers have stated that every star in the night sky has at least one exoplan-
et around it. Many are too close to their star to support life as we know it but there are a few in the habitable or Goldilocks zone where liquid water remains fluid, like the oceans here on Earth. Finding an exoplanet with water is the key to finding life. The Milky Way contains an estimated 300 billion stars. Imagine if a single grain of table salt represented a star, you can fill a sandbox 20 feet long by 20 feet wide by one foot high. There are an estimated two trillion galaxies in the observable universe. Think of all those worlds and the possibility of life. Look up at the sky, look
