TheBusinessPlanhasbeendevelopedin significantcollaborationwithstafffrom withintheAgencyandthesenior managementteam Thisapproachhas beenadoptedtoinvolvestaffaskey stakeholdersindevelopingthefutureof theAgency.TheBusinessPlanalignswith NMWTRA’svaluestoensureit strengthensourcultureandthewaywe work.TheBusinessPlanisintendedto developfourmainthemeswhichare relevanttotheareaswithinwhichwe work:-

AswithmostBusinessPlans,itwillnotremainstaticandwillbeupdated annuallytoensurethatitremains relevanttochangingcircumstances.I wouldliketotakethisopportunitytoexpressmythankstoallofthe NMWTRAstaffwhohavecontributedandcollaboratedindevelopingthe BusinessPlaneitherworking within taskgroupsorthroughproviding supportinginformationanresponsestoquestionnaires.Thereis no doubtyouhavehadadirectimpactontheAgent’sfuture.

SUCCESSION PLANNING

Theme:People

SuccessionplanningwillassistNMWTRAinpreparingforthefuture,identifying businesscriticalroles,preparingemployees withtheskills,knowledgeandexperience neededtoprogressinto moreseniorroleswhentheopportunityarisestoassistwith businesscontinuityandreducerisktotheorganisation.Promotingfromwithinis desirabletoenablestaffprogression,career developmentandtoretaintheNMWTRA culture.Internalsuccession couldmeetasignificantproportionofthesuccession planobjectives howeverastrongrecruitmentapproachwillalsoberequiredto enablefillingofmorejuniorpositions withintheorganisationandcertainkeyroles.

Recruitment:TofurtherpromotetheAgencyandtofindnewtalentand diversifythe organisationwhilstclosingthegapbetweenapprenticesandfutureleaders.

TrainingandDevelopment:Toretainandgrowourown talentpool.By furtherdevelopingarobustorganisational andprofessionaldevelopment strategymakingsurewe havetherightpeoplewiththeright capabilities atthe righttime.Thiswillalsocreateapotentialcareerpathfor apprenticesthroughtoseniorroleswithinNMWTRA.

Identity(Promoting&Informing):Tosecureandfurther promoteour identitytoattractandretaintalentforthe long-termsuccessionwithin rolesandteams Thiswill assistwithcontinuityandmaintainhighcalibre staff capableofachievingWelshGovernment(WG)delivery requirements

HYBRID WORKING

ThepurposeofthistaskistooptimisethebenefitsofHybridand FlexibleWorkingfor staffwhilstensuringthecurrentandfuture businessneedsofNMWTRAandWelsh Governmentaremetandrecognisingthatbusinessneedsareprioritised.

AttheonsetoftheCovidpandemicNMWTRAmovedrapidlytoa homeworking arrangementforstaffwhoseroleenabledthis.The changeprovedhighlysuccessful inmaintainingbusiness continuityandprotectingstafffromtransmissionofCovid19.

Itwashowever,recognisedthatoveraprolongedperiodthereweresomesignificant disbenefitsfrom homeworkinginlossofstaffrelationships,integration,and developmentofnewandjuniorstaff.There wasalsoanegativeimpactontheculture onwithstaffadecision eenhomeandoffice entedsignificant ntedthehybridworking

Dataanalysisandmodelreview:

Usingfeedback,dataanalysis hasbeen undertakentoinformtheBusinessPlaninrelation to hybridworking.Thisanalysishasindicatedthat themajorityofstaff arecontentwiththecurrent modelandNMWTRA’sintentionisto extendthe trialandundertakefurtherreviewandfeedbackto assessanylonger-termimpactsandpotential changestothe model.

InMarch2021SeneddCymruapprovedanetzerotargetfor 2050.Netzeromeans balancingthegreenhousegasemissions withthevolumeofgaseswe'reremovingfrom the atmosphere.WelshMinisters’ambitionisforthepublicsector tobecollectivelynet zeroby2030.“TheWelshGovernmenthasacentralroleinaddressingthe climate emergencyinWales.Weareanimportantpublicsector employerinWalesandhavelarge financialresources andsignificantassetsunderourinfluence.Wewanttoleadby exampleandhavetheambitiontoachievenetzeroasanorganisationby2030,indoing socontributingto thecollective2030WelshPublicSectornetzerotarget.”(WGnetZero StrategicPlan)

Thisrolewillimprovefleetefficiencythroughmonitoring usage throughthefleettrackersystemtoengineerefficientfleetusage e.g.throughimplementinga vehiclebookingsystemand maximisingefficientfleetusagethrougha“rightvehicleintheright placeattherighttimeapproach”andoptimisefleetsizeand vehicletypetomaximisecarbonreduction.Thisrolewouldmonitor energyandresourceusageatallNMWTRAfacilitiesandidentify areasfor sustainabilityimprovements.Thisrolewouldalsoensure thatallaspectsofbuildings safetyandbuilding inspectionsand identifiedimprovementworksareundertakentoasetprogramme.
