A small but determined team of construction workers have weathered the elements up on our tauheke maunga since the laying of the mauri in May. Hine Takirua caused slow but steady progress with construction. The implementation and completion of retaining walls and ground structures to enable the commencement of concrete foundation was achieved. With the warmer weather over Kōanga the final layer of foundation was completed; and the structural and steel framings are now being installed. As we head into Hine Raumati the dramatic structural change daily to the landscape, is a positive reflection on the perseverance and managed planning by the entire project team. The Establishment team have multiple work streams underway to ensure a successful opening and future operation. TE KŌWHIRINGA 2023 2023 TRUSTEE ELECTIONS Ka pū te ruha, ka hao te rangatahi! We recognise and appreciate the dedication and hard work of our departing board members, John Hooker, Caroline Scott, Te Aroha Hohaia, and Grant Weston, all of whom have served our iwi for a significant period. We also extend our gratitude to all uri who stood for election within their respective hapū, e kore e pau ngā mihi. The results of the 2023 Trustee Election were announced in September, and we are pleased to introduce the new Te Korowai o Ngāruahine Board to you all.

POUA TE PĀTŪTŪ (KĀINGA) Tama tū Tama ora Tama noho Tama mate Te Korowai secured $190,000 in funding from the Ministry of Housing and Urban Development (MHUD) to initiate the first phase of the Ngāruahine Kāinga Navigator program, with the goal of assisting whānau in acquiring affordable and healthy housing. We have recently completed the initial stage. Some of the highlights were as follows: • The Ngāruahine Land mapping project revealed significant available land for kāinga development within the iwi. • All hapū completed their Development Strategies, contributing to the Ngāruahine Poua Te Pātūtū Housing Strategy for 2028. • We conducted 18 Kāinga Feasibility studies, which included financial analysis for hapū and marae lands, with the potential to construct up to 151 homes. • Hapū are now well-equipped to make informed decisions regarding kāinga development on their whenua. • Hapū now possess a valuable tool to forecast kāinga development and rental viability. • Our relationships with South Taranaki District Council and Stratford District Council have strengthened, presenting joint venture opportunities and the return of council land for kāinga development projects. • We witnessed a significant participation from whānau in completing the Ka Uruora Financial Literacy training courses. We will be engaging with marae and hapū before Christmas to ascertain who intends to proceed with kāinga development. Our objective is to secure additional funding from MHUD to help implement stage 2 of the programme. - TeUraura Nganeko

TE KAWA WHANAKEORA (MAHI) Ko wai ahau? Ko te wai ahau Ko te hau ahau e Ngāruahine Alternative Energy Wānanga Postponed until 2024 Te Korowai had originally intended to host the Ngāruahine Alternative Energy Wānanga at Aotearoa Pā on October 27 and 28, due to tangihanga however it was postponed. We are currently considering a new date in early to mid 2024. Over the past year, Te Korowai has taken a leading role in coordinating the response of Ngā Iwi o Taranaki to the offshore wind project that has made its way to our South Taranaki shores. We have also been collaborating with whanaunga iwi to develop a comprehensive collective approach to the entire Alternative Energy industry. The wānanga will serve as a platform for Te Korowai to update our hapū and whānau on our progress thus far and to share information about the developments planned within our region by the energy sector stakeholders. It may be another 3-4 months before we can reconvene the wānanga however we will provide ongoing updates for hapū and uri as this kaupapa develops. The pace that the Government has set with developing the regulatory settings has resulted in a sense of urgency for iwi and hapū. Our next steps are crucial in determining a framework for hapū engagement and participation while safeguarding and upholding our tikanga and Te Tiriti rights. Te Korowai has already published its Alternative Energy Position Statement, available on our website. Ngā Iwi o Taranaki has prepared a preliminary Renewable Energy Position Statement and Strategy, which was to be presented at the wānanga. These documents will be shared, and we will actively seek input from hapū and whānau over the upcoming months. We are working diligently to finalise a new date for the Alternative Energy Wānanga, and we will inform you as soon as it’s confirmed. - TeUraura Nganeko

NGĀRUAHINETANGA NGĀ KETE UARA O TE KOROWAI O NGĀRUAHINE Manaakitanga Packs Te hari me te koa! Earlier this year we launched ‘He Kete Manaaki’ our Pēpi Packs. These packs were appreciated by the whānau and of course our mokopuna. We are pleased to be able to offer very soon our next Manaakitanga Pack - ‘He Kete Harikoa’ for our tamariki aged from 3 to 7 years old. Keep an eye on our Facebook page for updates! - Janine Maruera
TUPUA TE MAURI-TAIAO A highlight for our team was the maara kai wānanga that was organised by Ngatokoa Tikitau. The wānanga success was evident as requests for future maara kai opportunities came through. We hope your seeds are sprouting! In the consent and policy space, there are some uncertainties with the change in Government, but councils have assured us that Iwi engagement will not be dropped under any new policy regimes. Taranaki has been identified as a ‘first tranche region’ under the new Resource Management Act, we are working alongside Ngā Iwi o Taranaki so that we feel collectively prepared to take this wero on. To ensure hapū are central in our taiao mahi at Te Korowai, a hapū taiao reference group hui is booked later in the month. This group was set to ensure Te Korowai meet the statements in our 5-year strategy of enabling Hapū to govern, lead and deliver. - Naomi Puketapu-Waite

TE PŌKAITAHI REO KI NGĀRUAHINE 2023 Poua ki runga Poua ki raro Poua ki tāmoremore nui nō Rangi Ki tāmoremore nui nō Papa He rongo he āio tēnā tawhito pou ka tū. E tū nei te pou. Te Pōkaitahi Reo ki Ngāruahine started in February, with uri and community members embarking on weekly te reo Māori classes. Taught and guided by Puhi and Phil Nuku (Kaupae 3 and 4) and Katrina Taylor (Kaupae 1 and 2) ākonga embarked on 40 weeks of formally learning te reo Māori as an ākonga of Te Whare Wānanga o Awanuiārangi. The course has four learning modules, and through these modules, ākonga are taught rerenga, kupu hou, kīwaha, whakataukī, waiata, karakia, history and tikanga Māori. Kaupae 1 and 2 is the introductory course to learning te reo Māori me ōna tikanga. Classes focus primarily on spoken reo skills but ākonga are also taught to read, write and listen in te reo Māori. This year there were 88 ākonga enrolled in kaupae 1 and 2. 24 ākonga completed kaupae tuatahi and 21 completed kaupae tuarua. Despite the large number of ākonga who did not complete the course, those who did have created something quite special within our rohe. The strong commitment to learning, to connecting with our reo, our people, our pā, our awa, our tūpuna mounga is very strong. They see the world differently now; they know the pain and struggles that existed before, they see and feel the maemae and the effects of the loss of whenua and tuakiritanga and they have experienced the healing power of reclamation and reconnection. As we continue to grow the number of uri learning and speaking te reo Māori in Ngāruahine, we welcome enrolments for 2024. E maha ngā kaupapa e ora ana mō Te Ūkaipō i tēnei wahanga o te tau, arā ko te Wānanga Whakawhanaungatanga, ko te Whānau Day ki Wai o Rua, Whakaahurangi ētehi. I te marama o Mahuru i tū tētehi Wānanga Toi ki te pā o Aotearoa. We were very fortunate to have this kaupapa facilitated by Ngāruahine uri, Tawera Reihana and Jordan Berry. Both study at Te Wānanga o Aotearoa and have a passion for mahi toi. We focused mainly on kōrero and matauranga regarding kōwhaiwhai including different patterns and their meanings. Each rangatahi was then given an opportunity to create their own kōwhaiwhai design.
As per every wānanga, we had a focus on whānaungatanga, which was delivered via various icebreaker activities and kaupapa that have been enjoyed throughout the series of wānanga held over the years.
