Costco Meets With Pasco Officials After Outlet Mall Breaks Ground By Matt Wiley The developer of the planned Tampa Premium Outlets mall on S.R. 56 (just west of I-75), has scheduled a groundbreaking ceremony for the day that you should be receiving this issue in your mailbox. After years of uncertainty and months of preparation, work will officially begin on the planned 441,000-sq.-ft. outlet mall in the Cypress Creek Town Center (CCTC) Development of Regional Impact (DRI). That news comes just days after representatives from the Costco Wholesale Corporation scheduled a pre-application meeting with Pasco County staff to discuss a possible new location on an 18-acre parcel adjacent to the future mall (see map). The meeting is set for Tuesday, December 16. County records state that Costco is planning a 153,000-sq.-ft. wholesale warehouse on the outparcel adjacent to (and west of) the mall, but a finalized site plan had not yet been submitted at our press time. County documents also show that Costco’s director of real estate management Jeff Rutter, Edward McDonald of Thomas Engineering, Dominic Salomone (representing the Richard E. Jacobs Group, which owns the property) and Joe Cimino of WRA Engineering, as well as Pasco’s planning staff, will be in attendance at the December 16 meeting. Pasco County planner Dawn Sutton says that after that meeting, Costco officials

will have six months (180 days) to submit a development plan for review, although a representative from Costco declined to comment on that report. “(The Greater Wesley Chapel Chamber of Commerce [WCCC] is) excited Costco is potentially investing in Wesley Chapel,” says WCCC executive director Hope Allen. “The Cypress Creek Town Center is a fantastic location for a warehouse store. From what I understand, Costco offers great jobs, great pay, great benefits and a great place to work, so they would a good addition to our community.” Development actually has begun on both sides of S.R. 56 within the CCTC DRI (we told you about ground being moved in the property north of S.R. 56 in our August 30 issue, which is available at WCNeighborhoodNews.com), although Costco is only the second store that has been named as a potential retailer anywhere in the DRI. Back in May of 2012, Simon announced that it would be opening seven new locations of the popular clothing outlet Saks Fifth Avenue “Off 5th” at many of its new and existing outlet malls. Among the new locations on the list is the Tampa Premium Outlets, which is expected to open in time for the 2015 Holiday Season, or about a year from the Dec. 12 groundbreaking. The CCTC DRI sat dormant for years after initial development began in 2007. Lawsuits from a coalition of environmental

groups, led by the Sierra Club of Tampa Bay, delayed the project with legal setbacks, shortly after the U.S. Army Corps of engineers issued a building permit to the Richard E. Jacobs Group, which originally was developing more than 500 acres of the DRI south of S.R. 56 into a regional mall. The Corps has to issue a permit when environmentally-sensitive lands are being developed. The 5K (which was organized by Brian Brink, of Wiregrass mall merchant FITniche) took participants around the mall and out to Florida Hospital Wesley Chapel. On the way back to the finish lane at the mall, runners were challenged with running up and down the ramp in the mall’s parking garage, a “Florida hill.”

Thanks For An Amazing 2014, Wesley Chapel! An editorial by Gary Nager

As you regular readers know, 2014 has been an amazing year for us. In addition to being named the “Small Business of the Year” for 2014 by the Greater Wesley Chapel Chamber of Commerce (WCCC), the Neighborhood News also is a finalist for the BrightHouse Regional Business Awards “Small Business of the Year.” We won’t find out until at least later this month if we made the final three in our category, which would mean that we would win a cash prize, and we won’t find out until February what award we won if we did make the final three. But, win or lose, 2014 has been the single best year we have had in terms of total ad revenues and total number of pages, beating out our previous record year — 2013 — by about 15 percent, despite the fact (we hear) the economy still isn’t up to snuff and despite the seemingly-ever-growing number of “competing” publications all trying to sell ads to the same businesses we do. Somehow, thankfully, many of the record number of businesses who decided to advertise with us this year recognized the difference between us and everyone else — that it’s not just about the look of the publication, it’s about the quality of the coverage we provide vs. any other print or online news source. The year that is quickly drawing to a close also saw us move into our much nicer new office here on S.R. 54 in Wesley Chapel, expand our online news report-

Pasco Sports, LLC, Misses Financing Deadline For Wiregrass Baseball Complex

By Matt Wiley The Wiregrass Baseball Facility project in Wesley Chapel could be killed at the next Pasco County Board of County Commissioners (BOCC) meeting, as the development group hoping to construct the complex has missed its final extension to prove that it had the necessary financing to move forward. Although retired MLB star and longtime Tampa Bay-area resident Gary Sheffield (who also is included on the 2015 Major League Baseball Hall of Fame ballot for the first time) said that he’d cough up $3 million of his own money to make sure that the proposed 19-field Wiregrass Ranch baseball complex becomes a reality, a financing package was not turned in by the end of the business day on the December 5 deadline. Now, instead of a financial plan being considered by Pasco’s staff and financial advisers at Dunlap & Associates, Inc. and discussed on January 13, the project’s fate could be on the agenda at the next BOCC meeting, which is scheduled for Tuesday, December 16. “I am very disappointed that they were unable to obtain the financing by today’s deadline,” said Pasco County Administrator Michele Baker in a press release on December 5. “However, we still believe very strongly in the concept. Youth sports are an important component of our Tourism Plan and the Wiregrass location is geographically well-positioned for the region. We look forward to continued dialogue with interested parties in order to bring a sports complex like this to Pasco County.”

The last time the project was brought before the BOCC, Sheffield stepped up to the plate with his own money to earn an extra inning to secure financing for the facility. “At the end of the day, when all of this is said and done, if no one comes forward to do this deal, my $3 million is going to take care of that note,” Sheffield told the Pasco County Board of County Commissioners (BOCC) on November 18. “Before I let this deal die, I have to step up and do something. I know the county wants (the complex), the state of Florida wants it and AAU Baseball all over the country wants it.” At the Nov. 18 meeting, the BOCC discussed the recommendations from county staff and the county’s financial advisers about the financing plan that Sheffield and his partner James Talton submitted in October for the complex. Pasco Sports had to prove that it had secured $23 million in order for the county to release $11 million in tourism tax dollars and bond revenue it committed to pay for the $34-million project’s infrastructure. The $3 million Sheffield referenced would pay for the design and some of the construction of the project. Although Pasco Sports made its October deadline (which already was extended by 90 days) to submit necessary proof of financing for the baseball facility, commissioners granted another extension to December 5, so the company could find more concrete financing. Ironing down investors has been a difficult task, Sheffield said, since Pasco Sports doesn’t own the 200 acres of land (donated by the Porter family, which owns the Wiregrass Ranch Development of

Hillsborough Approves Agreement To Install Signal On County Line Rd. By Matt Wiley

Improvements that will benefit both drivers and pedestrians are on their way to County Line Rd., which serves as the border between New Tampa and Wesley Chapel. And, one of those improvements could be completed as early as January. On November 13, the Hillsborough County Board of County Commissioners approved an Interlocal Agreement from Pasco Country (sent to Hillsborough in September) that will allow for a new traffic signal to be erected at County Line Rd. and Northwood Palms Blvd. Under the agreement, Pasco will design and construct a temporary, wooden-pole traffic signal at the busy intersection at no cost to Hillsborough. Pasco Traffic Operations manager Robert Reck says that the plans for the light have been completed and the next step is sending the design to Hillsborough for approval and to obtain right-ofway use and lane closure permits. “Once the permits are issued by Hillsborough County, we should be starting construction within two weeks,” Reck says, adding that his department already has all of the necessary materials to construct the signal and will be erecting it using an in-house crew. Reck also notes that, since the signal is technically a temporary one, it only will take about two weeks to put into place, which means the entire project could be

completed by early January 2015, depending upon how quickly Hillsborough issues its permits. However, those permits had not yet been issued at our press time. A traffic study by Pasco engineers found that the intersection warrants a signal, meeting several Federal requirements, with nearly 14,000 vehicles using the intersection during an average 24hour cycle.

Foot Traffic Improvements

In addition to the new signal, a multiuse path that currently dead-ends along the north (Pasco County) side of County Line Rd. soon could be extended, allowing for uninterrupted pedestrian traffic from Bruce B. Downs (BBD) Blvd. to Northwood Palms Blvd. On November 18, the Pasco BOCC approved an agreement with the Florida Department of Transportation (FDOT) to pay for and construct an eight-foot-wide multi-use path from Northwood Palms Blvd. (which is located about a mile west of Arby’s) east to where the current eightfoot-wide path dead-ends, just west of Big Creek Dr. (the entrance to The Lakes at Northwood community), on the north side of County Line Rd. County documents indicate that the path extension originally was named as a possible project that could be funded with the Penny for Pasco program (a one-cent sales tax used to fund county projects). agreement with FDOT, which it did at the Nov. 18 meeting. The design for the project is expected to cost about $25,000, with actual construction estimated at more than $260,000. Pasco is responsible for submitting the project’s design to FDOT by no later than December of 2015 so that construction can begin in 2016.

Meadow Pointe Blvd. Water Project Almost Finished

A Pasco County Utilities project along Meadow Pointe Blvd. is on schedule to be finished by the end of the year, and will benefit those living in the communities along the busy roadway that connects S.R. 54 and S.R. 56 through the newest sections of the Meadow Pointe community. The project, which began in July, installed a new reclaimed water transmission line along the eastern 2.6-mile stretch of Meadow Pointe Blvd., connecting the lines that run along both S.R. 54 and S.R. 56. The installation cost $1.9 million, but was split between the county and the Southwest Florida Water Management District (aka “Swiftmud”), says Pasco’s reclaimed water program coordinator Pam Lynch. “The project should be wrapped up by the end of December,” Lynch explains. “This transmission line will help us be more efficient for our customers in Meadow Pointe and the future developments in Wiregrass Ranch and along Meadow Pointe Blvd.” Lynch says that Pasco routinely partners with Swiftmud on projects like the one in Meadow Pointe. “(Swiftmud) provides a lot of money to the county to help us get these projects completed,” Lynch says. On this project, the county and Swiftmud split the cost evenly to install the 16-inch-in-diameter transmission line. The project has moved quickly because there wasn’t really anything in the way that needed to be moved for the installation of the line, such as trees or sidewalks, Lynch explains. Lynch adds that once the project is completed, residents should see a boost in their water pressure. However, the big improvement has more to do with homes that will be built in the area in the near future. “When new homes come into the area, they’ll already have reclaimed water for irrigation,” she says. Before the project, Pasco Utilities customers didn’t have the option of

using reclaimed water along that corridor, and yard irrigation was done using the same water that was coming out of customers’ kitchen sinks, Lynch says. The new line will alleviate that problem for current and future customers. “(The new line) also will beef up our reliability in the (Meadow Pointe) area,” Lynch says. A man is dead, after being struck while walking along I-75. According to the Florida Highway Patrol (FHP), at around 3:10 a.m. on November 30, Joseph Scott Dicks, 41, of Wesley Chapel, was driving his 2005 Ford F-150 southbound on I-75, near mile-marker 294 (about nine miles north of the S.R. 52 interchange) in the outside lane. At the same time, for reasons still unknown, Jason R. Comiskey, 38, of Burlington, IA, was walking along the southbound shoulder near the roadway’s edge when the front of Dicks’ truck struck Comiskey as he was walking. Comiskey sustained fatal injuries and died at the scene. It’s since been determined that alcohol was not a factor in the crash.

Domestic Dispute Lands Husband In Hospital

A Wesley Chapel man has been hospitalized after being struck by a vehicle in Tampa that was being driven by his wife. According to the Tampa Police Department (TPD), at 5:40 a.m. on November 30, Alfonso Cruz, 45, of Milton, FL, and Erica Daniels, 37, of the Palm Cove community of Wesley Chapel (located off Overpass Rd.), got into an argument while driving near the intersection of W. Hillsborough Ave. and N. Dale Mabry Hwy. in Tampa in a silver 2009 Nissan sedan.

TPD reports that at a certain point in the argument, Cruz got out of the Nissan and began walking. A short time later, the report says, Daniels struck Cruz with the vehicle. Cruz sustained life-threatening injuries and was transported to a local hospital, but his injuries since have been downgraded to non-life-threatening. TPD homicide detectives detained Daniels and conducted interviews with her to determine if there was motive behind the incident, but the investigation was still ongoing and no updates were available at our press time.

Wesley Chapel Man Arrested For Battery On Sis-In-Law

A Wesley Chapel man remains in custody after attempting to remove the clothes of his sister-in-law while she slept. According to the Pasco County Sheriff’s Office (PCSO), Gregory William Hiles, 50, of Wesley Chapel was arrested just before 11 p.m. on November 15 at a residence on Glenhaven Rd. in the Quail Hollow Gregory Hiles community. The PCSO report says that deputies responded to the residence due to an unverified 9-1-1 call. When they arrived, deputies said that the unnamed victim told them that she woke up to her brother-in-law (Hiles) pulling down her pajama pants. She told deputies that she screamed and asked what Hiles was doing. He responded, she said, by apologizing and leaving the room. The victim stated that she then called her sister (Hiles’ wife) and told her what happened. Her sister arrived at the home and questioned Hiles about the incident, who admitted what he had done. However, when questioned by PCSO deputies, Hiles responded by saying, “I did not do s—t. She is a lying drunk b---h.” Hiles was arrested, charged with simple battery and booked at the Land O’Lakes Detention Center, where he remained at our press time in lieu of a $500 bond. Hiles also had a previous warrant for his arrest on charges of sexual battery on a victim under the age of 12. He also was found to be in violation of his probation, but the crime for which he was on probation was not disclosed. No additional information was available at our press time.

Robbed In Tampa Palms

Bank robberies are common, but you don’t hear too often about pizza establishment robberies. However, both happened recently — on the same day, within a few short miles of one another in Tampa Palms. According to the Tampa Police Department (TPD), two male suspects walked into the Hungry Howie’s Pizza in the Shoppes of Amberly shopping plaza in Tampa Palms on November 24 at 11:26 p.m. One of the suspects was armed with a machete-type weapon. The armed suspect was described as having a medium complexion, wearing a red mask/turban, while the second was described as having a dark complexion, wearing a black mask/turban and a dark, long-sleeve shirt. The suspects approached a Hungry Howie’s employee and demanded the money bag, the TPD report says. The employee walked to the register and opened it, at which point the unarmed suspect reached in and grabbed the money. The suspects fled out the back door of the takeout pizza restaurant. TPD responded with officers, a K-9 unit and a search helicopter, but the suspects were able to get away. Earlier that same day, the Tampa Palms Chase Bank branch also was robbed. According to TPD, at around 5:20 p.m. on November 24, a Hispanic male entered the Chase branch located on Cypress Preserve Dr. at Bruce B. Downs (BBD) Blvd. in Tampa Palms wearing a dark-colored, hooded sweatshirt and dark sweat pants with a white stripe on the sides. He also was wearing white sneakers, an orange beanie and silver, wire-framed glasses. (See photo) TPD reports that the suspect took an undetermined amount of cash and fled on foot. No injuries were reported and TPD continues to investigate. If there’s a smoker on your holiday gift list, you should visit the clean and comfortable Best Smoke Shop & Hookah Lounge, located on S.R. 54, just east of Bruce B. Downs (BBD) Blvd. Owner Dean Refai carries everything from hookahs and other water and glass pipes to fine cigars, traditional pipes and pipe tobaccos, plus a variety of the nowvery-popular E-cigarettes, unique novelty gifts, detoxifying products and more. Refai says that E-cigarettes (or E-cigs) are now his most popular items, although he says that not everyone takes up the nosmoke E-cigs for the same reason. “A lot of people are using E-cigarettes to try to gradually reduce the amount of nicotine they ingest and quit smoking altogether,” Dean says, noting that other people just want to be able to get their usual nicotine “fix” without having to subject those around them to harmful second-hand cigarette smoke. “And, because they have the habit of holding something in their hands, (E-cigs) still give smokers the feeling of smoking without actually smoking,” Refai explains. “A lot of our customers say they only smoke when they have drinks because they’re so used to having a cigarette in one hand and a drink in the other.” Of course, E-cigarettes haven’t been around long enough to really know for sure what health effects the chemicals in the water vapor those who “vape” ingest

and blow out will have on them or those around them. There’s no doubt that the huge variety of E-cig flavors smell less offensive to non-smokers than cigarette smoke, another great reason to give them a shot, considering all we now know about how harmful actual cigarette smoke can be. If a customer isn’t interested in actually quitting smoking cigarettes, Refai says, they also have the option of purchasing the E-cartridges that contain the normal amount of nicotine as a traditional cigarette. He adds that, in addition to not getting the typical cigarette odor on your clothes and in your hair from smoking cigarettes and the convenience of still being able to “smoke” them indoors (although some establishments have begun banning E-cigs inside, too), Ecigarettes give smokers the option to wean themselves off of their nicotine addiction at their own pace. Before opening Best Smoke Shop in its original location on E. Fowler Ave. in Tampa (in 2007), Refai was working for a car dealership in Tampa, but says he wasn’t

happy, so he and his wife decided to open the shop. He then decided to move Best Smoke Shop to its current Wesley Chapel location in 2012. “We sell everything about smoking,” Refai says. “If customers don’t see what they’re looking for, I will special order whatever it is for them.”

Little Greek Restaurant — Delicious Food & Great Value! By Gary Nager

When the economy is still somewhat lackluster and people don’t have the disposable income they once did, it’s easy to spot businesses that have found the right niche, especially restaurants that combine great food at the right price and somehow still prosper where other struggle or fail. In our area, one of the great success stories is the Little Greek Restaurant, located in the Publix-anchored New Tampa Center plaza at the corner of Bruce B. Downs (BBD) Blvd. and New Tampa Blvd., a couple of miles south of Wesley Chapel and the Pasco County line. New Tampa owner Percy Rosemurgy also owns another of Little Greek’s current 17 (and growing) franchises, most of which are here in Florida (with just a few locations in Texas and Arkansas). Percy says that the company’s commitment to serving quality food at very fair prices, plus great service, is what’s keeping our local Little Greek humming right along. Lunch time is still when Percy’s crew draws its biggest crowd, but the aforementioned outstanding service never seems to falter and the wait for your food is never more than just a few minutes, even during the peak lunch hour rush. And, why shouldn’t Little Greek be packed all the time — for lunch and dinner? When you feature delicious appetizers, sandwiches, entrées and desserts and the average customer spends only around $10, well, let’s just say that Little Greek has found the right formula for success. Speaking of appetizers, our entire office enjoys Little Greek’s homemade hummus, spanakopita (spinach pie), dolmades

(stuffed grape leaves) and the awesome appetizer sampler, which includes spanakopita, hummus, falafel and pita bread, served with tzatziki sauce, for just $7.99. Personally, I rarely get “just” a Greek salad at Little Greek, because I usually order one as a side for my entrée — whether with my favorite steak or lamb skewers (souvlaki) or a lamb or chicken gyro platter. But, I will say that Little Greek also has a great Greek salad, whether you order the mini ($4.99), regular ($6.49) or large ($10.49) size. Little Greek also features a Village Salad (aka Horiatiki) with the Greek salad ingredients, minus the lettuce, as well as a Caesar salad and you can add grilled chicken, gyro meat or even grilled salmon to any of the salads (for just $2.49-$3.49 additional). In addition to the awesome lamb

gyro, Little Greek’s sandwiches also include a chicken pita, Greek chicken pita (which adds feta cheese), steak, lamb, falafel and veggie pita sandwiches, as well as the “Olympian” pita, which combines chicken and lamb gyro meat on one sandwich. I’m also partial to Little Greek’s grilled pita burger, although I hold the feta cheese and get the tzatziki sauce on the side. See “Little Greek” on page 42.

Presenting The 2014 New Tampa & Wesley Chapel Neighborhood News Dining Survey & Contest Results! Although this year’s Dining Survey & Contest fell a few hundred responses short of last year’s record-breaking 1,200, the good news is that fewer restaurants padded the ballot box this time around, so there were a lot fewer disqualifications this year. So, thanks to everyone who took the time to enter this year’s contest and it definitely seems as though giving you the names of all of the independent eateries in each category is definitely getting more of you choosing local, independent eateries than ever before. Even so, two chain restaurants (they’re both smaller chains, with fewer

than 20 locations each) did take the top spots in both of our distribution areas, as Stonewood Grill & Tavern in Tampa Palms was voted your “Favorite Restaurant in New Tampa” and GrillSmith in the Shops at Wiregrass mall narrowly beat out Wolf’s Den as your “Favorite Restaurant in Wesley Chapel.” Wolf’s Den did all right for itself, however, grabbing the titles for “Favorite Lunch,” “Most Kid Friendly Restaurant” and “Best Service” in New Tampa (NT) & Wesley Chapel (WC), finishing second in the “Favorite Pizza” and “Best Hamburger” categories and third for “Favorite Coffee.” Great job, Roger!

Considering how many of our restaurant openings involve yet another link in yet another chain, I haven’t been as excited about the opening of a new restaurant and night spot in our area as I am about the recent opening of the new Stage Left Bar & Kitchen, located less than two miles west of I-75 and S.R. 56 at 24400 S.R. 54 at Oak Grove Blvd. in Lutz. Stage Left, the brainchild of (l. to r. in photo below left) New Tampa residents Isabelle and Brian Dunleavy and Brian’s brother (and Stage Left GM) Sean Dunleavy, has only been open a week at our press time, but it’s already bringing in big crowds of people looking for great food, live music, DJ dancing and a New Yorkstyle trendy vibe.
