Bumper season for weeding volunteers BITOU Busters in Tea Gardens and Hawks Nest racked up almost 210 hours of weed clearing in the area for the 2021 season. Up to thirty volunteers worked on sites around Hawks Nest over seven weeding sessions. A couple of sessions were cut due to COVID restrictions and wet weather. The main two areas that were seriously weeded were bitou bush on the hind dunes beside the 4WD track at the end of Sanderling Avenue and mother-ofmillions on the west end of the Boulevarde. Bitou Busters Co-ordinator Jill Madden told members they could all be proud of the 210 person hours of clearing on the dunes and bushland. “If it wasn’t for your work, the clearing would not have been done,” she said. “It is a fantastic contribution to the community of the area and of course for the flora and fauna.” Weeds that were cleared this year included bitou bush, asparagus weed, mother-of-millions, lantana and polygala. Jill also noted the group had collected many bags of litter from the areas they were clearing. Tea Gardens Public closed after Covid-19 case TEA Gardens Public School was closed for deep-cleaning on Monday November 1 after a member of the school community tested positive for COVID-19. Previously koalas were being trapped behind the fence or forced back onto the highway. In 2019, the Myall Koala and Environment Group (MKEG) began to hear of koalas being killed on the highway near Nerong, after properties there changed hands and fences were built around a forested area. Around 8-10 koalas were reportedly killed over the following 18 months on the highway beside the property. MKEG Secretary Ian Morphett said the group approached a representative of the landowner to ask that they install inexpensive koala ladders at various points

IT’S summer in Australia and that means it’s time to hit the beach. Residents and visitors to Port Stephens and the Myall Coast can rest assured that our beaches are good to go, with the NSW Government releasing the 2020-21 State of the Beaches report. The State of the Beaches report provides an overview of the water quality at 210 swimming locations monitored under the Beachwatch and Beachwatch Partnership programs across NSW. The 2020-21 report found 98 percent of the 118 ocean beaches were graded as ‘Good’ or ‘Very Good’; 77 percent of the 71 estuarine swimming sites were graded as ‘Good’ or ‘Very Good’; 24 percent of the 17 lake/lagoon

swimming sites were graded as ‘Good’ or ‘Very Good’; and all four ocean baths were graded as ‘Good’. The Hunter topped the ranks with 100 percent of swimming sites in the region graded as Good or Very Good – a four percent improvement on last year. This beat out the Central Coast where 56 percent of swimming sites in the region were graded as Good or Very Good - a three percent decline on last year. The North Coast also trailed behind the Hunter with only 68 percent of swimming sites graded as Good or Very Good – a 15 percent decline on last year. Environment Minister Matt Kean said 179 of the 210 swimming sites in NSW were graded as Good or Very Good, indicating they were suitable for swimming most of the time.

“This is a good result given the wet weather conditions experienced in many coastal areas, including the wettest summer in NSW since 2012,” Mr Kean said. “As we head into the summer swimming season I encourage everyone to not only Slip, Slop and Slap and swim between the flags, but to be COVID Safe on our beaches this summer.” Water Minister Melinda Pavey said the report demonstrates the NSW Government’s commitment to improving water quality for

communities. “Rainfall is the major driver of pollution in recreational waters as it generates stormwater runoff and triggers discharges from the wastewater system,” Mrs Pavey said. “That’s why we encourage swimmers to jump online to the Beachwatch website before they jump in the water this swimming season to check the daily pollution forecast particularly after rainfall.”

We recently reported that the Strata Schemes Management Act 2015 was amended on 24 August 2021 so that a strata scheme cannot have a by-law that unreasonably prohibits the keeping of an animal. A recent decision of the Tribunal however illustrates that a strata scheme can still place certain conditions on the keeping of animals (Roden v The Owners – Strata Plan No. 55773 (2021)). In this case, a multi-level strata scheme consisting of 280 lots passed a new by-law which provided that consent to keeping an animal could not be unreasonably withheld. The new by-law replaced a previous by-law which prohibited animals with certain exceptions. The by-law also included the following conditions: • an owner being required to pay a non-

refundable administration fee of $300 when submitting an application to keep an animal; • placing a limit of 2 animals per apartment (excluding goldfish or small birds); • an owner being required to lodge a new application to change or replace an animal; • placing responsibility on owners to traverse common property without delay when with an animal; • prohibiting an animal being left on a balcony while the owner was absent; and • requiring consent for a visitor’s animal. The Tribunal held that these conditions enhanced or preserved other lot owners enjoyment of their lots and the common property and that these conditions were not harsh, unconscionable or oppressive.

SURF lifesavers will have state-of-theart communications systems following an $800,000 upgrade to the radio network servicing the Hunter and Lower North Coast regions of NSW. Parliamentary Secretary for the Hunter Taylor Martin was joined by the Minister for Police and Emergency Services David Elliott and CEO of Surf Life Saving NSW (SLS) Steve Pearce at Nobbys Beach to officially announce the network upgrade. Mr Martin said that a reliable digital radio network will provide immediate support and response to our lifesavers patrolling this stretch of coastline. “With an ever-increasing workload for lifesavers to respond outside of the red and

yellow flags, this radio network will be crucial to ensuring the safety of our volunteers and an integrated response from our emergency services to incidents along the coast,” he said Mr Elliott said the project to migrate the radio technology from 50-year-old technology to digital is the first in a partnership with Resilience NSW and Telco Authority. “This particular network covers some of the busiest beaches in the state, stretching over 270km from Camden Haven to Catherine Hill Bay,” he said “Having state-of-the-art communications is critical for the efficiency and safety of our

lifesavers and every beach-goer. “In the last year alone, lifesavers responded to 81 major emergency incidents and callouts.” Mr Pearce said that this upgrade will mean less downtime and disruption to communications between our patrolling lifesavers on the beach and our State Operations Centre. “In emergency situations our lifesavers will be able to connect with other key agencies. “When it comes to saving lives every second counts and clear, reliable communications between our volunteers and other emergency services is vital.”

Georgie donned her full nurse's personal protective equipment, plus mask, for the two hour lecture, to demonstrate a day in the life of ordinary health workers. A health worker must don uncomfortable aprons, gloves etc and also speak through their masks to all and sundry for very long shifts. Georgie illustrated the three COVID-19 vaccines which are currently offered to people aged 12 and over and what this means for the general population now that the 'road map' has been fully activated. She was able to deliver her very serious message with a light touch and her dedication to the service of her community is evident to all. The answer to the presentation's title question ‘Are We There Yet?’ was answered in unison by those attending – not yet. Myall U3A wishes to thank Georgie for her community leadership and look forward to Georgie's next talk in May 2022 when she will focus on a possible vaccination schedule for COVID-19 boosters, as well as travel vaccines in general.

THE NSW Government has taken an historic step to help coastal farmers produce more and better prepare for drought and bushfire by allowing greater water capture through an increase in harvestable rights. Coastal farmers and landholders can currently store ten percent of the rain that falls on their properties, yet they will soon be able to better drought-proof their properties as the NSW Government increases their harvestable right to 30 per cent. Minister for Water, Property and Housing Melinda Pavey said these changes would improve water security for property owners and assist with reducing bushfire risk for coastal towns. “The NSW Eastern Seaboard has some of Australia’s richest soil, making it a producer’s dream with the production of dairy, beef cattle, macadamias, potatoes and tomatoes contributing billions to the NSW GDP,” Mrs Pavey said. “For our farmers on the coast this is just common sense for our communities. “The increase came after the NSW Government undertook a long overdue review which included hydrological modelling and broad community consultation. Member for Myall Lakes Stephen Bromhead said an increase in harvestable rights to 30 per cent means landholders can store more water for domestic and stock use and agriculture, allowing some farming operations to continue for longer, protecting local jobs and boosting local economies. “The change means many landholders

in coastal catchments will be able to capture more water, while balancing the needs of the environment and downstream communities,” Mr Bromhead said. The NSW Government will be undertaking detailed assessments of each individual coastal catchment over the next year to confirm the new limit is appropriate at a local level. To balance this with the needs of the environment and downstream water users, water use will be restricted to domestic, stock and some agriculture uses, and farm dams will still only be allowed on first or second order streams. Georgie emphasised that preventing the spread of this highly infectious and lethal disease is both responsible and ethical. However, she said, “Immunising people requires evaluation of risk, the reduction of fear, discussion and research; especially concerning the issue of causing distress through coercion.” Georgie also paid tribute to the local

Presenter Georgie Hoddle is a Registered Nurse with experience as a clinical nurse educator in disability nursing and aged care and works as a NSW Health Authorised Nurse Immuniser. She studied General Nursing at St. Luke's Hospital (1971) and retrained at the Royal North Shore Hospital (2005). Georgie is an alumni of Macquarie University, gaining a Masters Degree in Applied Linguistics (TESOL 2011). In 2017 Georgie delivered two conference presentations addressing the immunisation of people with disability at both state and international level. She also collaborated with Sydney University School of Pharmacy on ‘quality use of Medications’ in non-verbal people with disability (2017-2019). Hunter Young Business Minds Awards Applications Close November 14 LOCAL school, TAFE and young university students have the chance to gain funding and support for a business idea or creative project by entering the 2021 Hunter Young Business Minds Awards. Young Business Minds (YBM) chairperson and the Australian Government’s appointed Hunter entrepreneurship facilitator, Cheryl Royle, said the awards are a great way to start putting an idea into action, test it, and connect with others to help take it forward. Ms Royle said the entry process is simple. Students submit a short video pitch outlining their idea or project. She said they don’t need to have developed a project or business plan. “If anyone has a cool idea for a new business or product, a clever way to solve an existing problem or a creative project to benefit their community or school,

By Marian SAMPSON APPLICATIONS are now open to improve our local fishing environments. It’s all about improving the surrounding areas where fishers enjoy their sport. Minister for Agriculture Adam Marshall has opened applications for the Habitat Action Grants program, and is encouraging passionate fishers to submit ideas to see local native fish habitats flourish. One previous Habitat Action Grant in Port Stephens addressed reducing infestations of invasive environmental weeds, privet and lantana from the Upper Karuah River riparian zone (14 km) through primary controls and landholder support to enhance water quality and fish habitat. “Fishers are obviously great at casting a line, and now I want

them to cast out their ideas for the ever-popular Habitat Action Grants program,” Mr Marshall said. “This is a fantastic opportunity for anglers – who know their local waterways better than anyone – to apply for funding to improve local fish habitats. “Every year we receive truly unique and positive applications from community organisations who conduct practical on-ground rehabilitation works, and I expect 2021 to be no exception. “Projects funded under the program include everything from managing stock access to waterways and revegetating these areas with native plants, to reintroducing lost woody habitat into rivers and estuaries for fish. “The best thing about these grants is they are ideas conceived and led by local communities, both on the coast and inland.

MidCoast Libraries Reopen Their Doors By Marian SAMPSON

THE public library can be a treasure trove of learning and joy. Libraries build literate, productive and engaged communities, they are believed to generate $4.30 in benefit for every dollar invested and are known to deliver social, cultural, environmental and economic benefits to communities. MidCoast Council is delighted to have most libraries reopened to the community, albeit with restricted hours and measures in place to ensure the conditions of the Public Health Order are met. Until 1 December most libraries across the

MidCoast will be open until 1pm, with click and collect available until 4pm and Tea Gardens, Gloucester, Forster and Taree Libraries are all open Saturday. All patrons using the libraries will need to be fully vaccinated to enter the premises, with staff checking vaccination status as per the public health order. “We really appreciate the continued support and understanding from our communities through what has been a difficult time for everyone,” said Chris Jones, MidCoast Council’s Manager of Libraries and Community Services. “As public libraries have been classed as recreational facilities we are required to

follow specific conditions of the public health order, to ensure the safety of everyone who uses our facilities.” Staff availability and additional checking requirements have impacted opening arrangements but the team is working together to ensure the best library service possible is implemented. “As always we’re adapting to the situation and doing our best for the community,” added Chris. Rapid Testing At Home For Students And School Staff By Marian SAMPSON

AS we move towards the new COVID normal it seems to be inevitable that schools will close as cases of the virus circulate amongst children who are too young to be vaccinated. The NSW Government is trialling Rapid Antigen Home Testing (RAHT) kits to reduce disruption at schools and halve the time close contacts need to isolate.

The need for testing at this level is clear in our region after two schools have been closed and students and families sent into isolation in the last week. Minister for Education and Early Childhood Learning Sarah Mitchell said a pilot program of the test kits would begin in Albury next week. “I want to see disruption to our students’ education from COVID reduce, while still keeping schools safe places

to learn. This requires us to deploy every tool available to balance the risk,” Ms Mitchell said. “We will be trialling the tests in two ways: a broad surveillance approach, along with close contact testing to reduce initial positive cases on school sites and reduce the amount of time close contact students need to spend away from school.” The surveillance method will see the kits distributed

One small group in Hawks Nest/Tea Gardens has been hard at work over the past year to beautify the Hawks Nest park on Booner Street next to the Community Centre and the outstanding results speak for themselves. Kath Verdon, Terry and Julie Freeland, Kristine Lisle, Lorraine Fraser, Di Sweeney,

Deb and Jim Bastian, and Anna Bauer worked hard to prepare garden beds, with pruning of existing vegetation, and around 300 new plants were planted to revive the park’s gardens. Working with MidCoast Council employees, who mow the park and assist with some tasks like spreading woodchip when needed, this small band of gardeners have created some beautiful garden beds in the park which have exploded in colour during spring. Jeanette Hart, a member

of the U3A art group, arranged a team consisting of Gaye McKay, Sonja Ridden, Bev Struik, Sandy Flinn and Helen Fitzgerald to paint a beautiful Australian bush scene on the amenities block to complement the existing park plantings. Local preschool children suggested the inclusion of many of the native animals included in the mural. The works have prompted lots of feedback on how great the park is looking right now. Kath Verdon says that

by using the kits on a daily basis. “NSW Health has advised us that close contacts of COVID positive cases will have their isolation period halved to seven days provided they receive a consistent negative result,” Ms Mitchell said. “This is about living with a virus and getting back to normal life while ensuring the community is confident in their safety on school sites. “Our best line of defence against this pandemic remains vaccinations, and until all students are eligible for one we must continue

using measures like RAHT kits to keep schools safe.” A positive rapid antigen test doesn’t mean an individual necessarily has COVID-19, it means they need to get a standard (PCR) test straight away to confirm the result. It is important to note that use of the RAHT kits will be optional, but close contacts who opted not to undertake the daily tests would need to self-isolate for the full 14 days. Both Coles and Woolworths as well as community pharmacies will shortly be stocking Rapid Antigen Test Kits for purchase and use at home.

Western Sydney Stuart Ayres said it was time for Sydney to regain its title as the gateway to the nation with Australians coming home in time for Christmas. “NSW is again open for business. Hawks Nest Bridge Club Results By Elizabeth BUCKPITT

AS covid restrictions ease we look forward to welcoming back many members returning to play bridge at our club house. Members are currently midway through playing the Hawks Nest Bridge Club Handicap Championship

games. This series of games is one of the highlights of the bridge calendar and hotly contested. Bridge lessons are continuing with Leslie Falla teaching Transition classes to those members who embarked upon his earlier beginners lessons.

Our small town residents are being discriminated against DEAR News Of The Area, I AM a dual ratepayer in the MidCoast Council. For the second summer, residents and ratepayers in Stroud, Bulahdelah, Nabiac and Krambach are being denied access to their local swimming pools. These pools to my understanding are the only pools in NSW that are not open to the public. It is insulting and infuriating that international travel is opening up and that life as normal has resumed for the majority of NSW and yet - our little rural communities are being denied a basic human right. Our children, elderly and people who need swimming as their only source of exercise are unable to access their pools. Why is this? Obviously Covid health rules apply to all venues. Whilst all other councils in NSW

Our long term Councillor, Len Roberts, has indicated he will saddle up again, together with locals Jessica Harris on a Greens ticket, Sandra Bourke with the Epov team and Jannelle Mathews. Remember, we represent only 5% of the MidCoast Council and that local representation is a must to avoid domination of the Shire by the larger towns.

As there was prizemoney to play for, it was an open draw for partners The prize recipients on the day were decided by “ends won” and “margins”. The results were as follows: 1st place with 33 points were Ian Baker, Bill Baillie and Neil Kibble. 2nd place with 28 points on a countback of ends won were Andy Docherty, Dave Perry and Geoff Muggleton. 3rd place also on 28 points were Rob Jones, Greg Smith and Dennis Longman. 4th place with 20 points on a countback were Tony Butler, Bill Heylbut and Leigh Hunt. 5th place also on 20 points were John Moore and Mark Nightingale. The Position

We are seeking a new staff member to join our Design department in North Arm Cove. This will be a full-time position 38 hours per week. The roll will be to produce 3D CAD models and drawings in Autodesk inventor, which we call sales drawings. Over time, the roll will increase to job costings, and after experience expand to detail manufacturing drawings. The position will be operating from North Arm Cove, however you may have the ability to work from home after a certain competence level has been achieved, and a good work ethic has been displayed. The applicant will need to be able to display good levels of Mathematics and Science, as these help in design calculations. As well as HSC and unit 2 maths preferred.

Rattray and Maynie Roberts saw them nearly snatch victory from Ingrid Luck and Bette Saillard. By the eleventh end Ingrid and Bette led by 11 points 15 v 4. Over the next five ends Sheila and Maynie scored eleven points, with just two ends left to bowl the score now 15 all. Time for Ingrid and Bette to get back into the game which they did, winning the last two ends and the game 19 v 15. Sheril Johnson, Jeanette Emmett and Pat Baker had a convincing win against Judi Polak, Lyn Nightingale and Robyn Beaumont 19 v 11. Coming events: Club Championship Major Pairs Competition, Round 1 was to be played on Thursday 4 November. Following the draw 1 game has been forfeited and the other will be played on Monday 1 November. Round 2 to be contested Tuesday 9 November.

TEA Gardens Women’s Bowling Club News. Tuesday 26 October: Format for play three games of three bowls Triples and a Game of four bowls Pairs, all games 18 ends. Dawn Jones, Lynda Richards and Robyn Webster battled all the way in their game versus Dawn May, Jean Glover and Sandra Leisemann. They fought back from being down by six shots on the sixth end to holding a lead of five by the sixteenth end, 14 v 9. With just two ends left to bowl things were looking good for them. Sandra’s team were not giving up, they scored five points on the seventeenth end and another two on the last end, winning 16 v 14. Jan Coomer, Deyonne Page and Dale Winter took an early lead and never looked back ultimately winning by eleven shots 25 v 14, their opposition were Dot Dallas, Lynne Green and Karen McPhie.
