$300,000 to improve Providence Bay Park

OVER the busy holiday periods, Providence Bay Park in Hawks Nest often looks more like a car park than a playground but that’s all about to change. A little over $300,000 is about to be spent refurbishing the amenities area and installing new playground equipment. The funding has come from a joint contribution of $155,000 from State Government’s $200 million Stronger Country Communities Fund and

$150,000 from MidCoast Council. “Stronger Country Communities funding is an investment in local infrastructure to improve the lives of residents and enhance the attractiveness of our region.” “This funding will help us do exactly that,” Parliamentary Secretary for the Hunter, Scot MacDonald said. “This is a terrific win for the local community, in an area that caters for both young families

and tourists”, MidCoast Council’s Mayor, David West said. “Our region is all about enjoying a social, active lifestyle and improvements to our outdoor facilities are another way to promote a strong sense of community”. Councillor Troy Fowler was pleased to see collaboration between the State Government and Council delivering upgrades for the community across the MidCoast LGA.

“I’d like to acknowledge the proactive work by Council staff to engage with these Grant programs.” “Council staff are always on the front foot for opportunities to better our community,“ Mr Fowler said. The second round of Stronger Country Communities is now open to all Councils across NSW. Applications to be submitted by close of business on Friday 4 May.

The Festival kicks off on Friday 23 March at the Karuah RSL with an opening concert hosted by headline act The Mid North from Bellingen and local Bluegrass artist Gleny Rae. On Saturday morning, the Festival moves to the main street, with market stalls and live music including a breakfast show by local troubadours The Fruittrees at the BP restaurant from 8.30am.

There’s plenty happening too in Longworth Park, from circus performers to workshops for young aspiring acrobats. And of course let’s not forget the music. “In some ways we’re going back to the beginnings going back to Longworth Park,” event team member James Campbell said. Most family law matters resolve by agreement. Former spouses/ partners realise that there is much to be gained from ‘determining their own destiny’ instead of leaving such major decisions as parenting arrangements for their children, or division of their assets to a Judge; someone who does not know them or their children. However, once the Terms of Settlement are signed, and the Judge formally makes the Order, is that the end? Usually – yes. Always – no.

One such example was considered by the Full Court of the Family Court in the matter of Darley & Darley [2016]. In that case the parents decided to end their litigation and agree to parenting orders for their children. After the Orders

were made, the mother (having a change of heart) appealed the Orders claiming that the Judge had placed undue duress and influence on the parties to settle, and had not appropriately addressed certain evidence.

The Full Court confirmed that Orders made by consent are open to be appealed; however the basis on which they can be appealed is much narrower. Here, the Full Court dismissed the arguments relating to the treatment of the evidence, as the Judge had not adjudicated the evidence, instead accepting the parties’ request to make the Orders by consent. As to the allegation of duress / influence, the Full Court determined that any encouragement by a Judge for parties to explore settlement is in line with the contemplation of the Family Law Act, and is consistent with the Judge’s duties.

THE message from Steve Morris and Jeff Amatta during their recent visit to Bulahdelah Central School (BCS) was loud and clear; make healthy lifestyle choices and get the best education that you can. The two Indigenous men, who founded Brothers 4 Recovery 12 months ago, have both been victims of addiction and are now on a mission to promote drug and alcohol awareness as far and wide as possible. Speaking openly about their own painful

experiences to students and staff at BCS, Steve and Jeff addressed issues relating to drug and alcohol abuse, mental health, anger management and lifestyle choices. The Brothers hope to create a “positive ripple effect” within each community they visit, helping to combat the rising rates of addiction. The Australian Institute of Health and Welfare’s 2016 Drug and Alcohol survey shows 43 percent of Australians over the age of 14 had used an illicit drug in their lifetime, reflecting a gradual increase over the last

In the MidCoast region, incidents of possession and use of amphetamines have risen by more than 16 percent during the past five years, according to the latest report from the NSW Bureau of Crime Statistics and Research. The report also reveals the region was ranked 19 out of 120 Local Government Areas for cannabis related incidents in 2017. Jeff and Steve stressed the importance of openly talking about the topic of addiction to help make a positive change. “Starting that conversation around substance abuse is the key,” Jeff said. “It is easier to guide, mentor and educate teenagers than it is to fix broken adults.” Brothers 4 Recovery, a not-for-profit Organisation, have delivered their message to more than 45 NSW communities during the past 12 months.

Roadwork Misery WHEN work started on upgrading the intersection of Bulahdelah’s Stroud and Lee Streets in March 2017, MidCoast Council expected the improvements would take 18 weeks to complete. But 12 months on, the project is far from finished and work at the site has now come to a halt, leaving residents fuming. Although wet weather initially impacted on progress, MidCoast Council say the contractor “can be attributed as the primary cause of delay”. Council have now given St Hilliers six weeks to recommence work before the possibility of seeking an alternative solution. “At this stage, we are persisting in our negotiations with St Hilliers to return to the site and complete the project, which is the most cost-effective option available to us,” Council said. The $1.2m project, jointly funded by MidCoast Council and the RMS, involves reconstructing a section of road, upgrading drains and installing a roundabout and kerb and guttering. Although St Hilliers was awarded the contract, they subcontracted the work, initially in pieces directly overseen by their site supervisor, then in total to Manly Civil who now, according to Council, “have an application for Winding Up Order issued against them”. “It could be construed that poor management of the subcontractors has impacted on the progress of the works, however the relationship between St Hilliers

and their subcontractors is something we have no contractual influence over,” Council said. Council is taking “responsibility for holding St Hilliers accountable for delivery of the contracted scope of works”, but say it been “made extremely difficult due to an ongoing lack of engagement” from St Hilliers, and “significant periods of absence of its staff onsite.” This is little comfort to residents living near the works, who have been subjected to excessive dust, reduced access to their homes and damage to property during the past 12 months. Although the only costs incurred by Council to date are reflective of the work that has been delivered, Council said simply terminating St Hilliers contract would involve significant costs and risk factors. These include additional costs for remediation works, legal costs for cancelling the contract and loss of opportunity to recoup a daily penalty rate from St Hilliers for its inability to complete the project within the contractual timeframe. St Hilliers is expected to provide a revised schedule for the works by the end of the week.

In the past week I have had three people bump into me because they are on their mobile phones with their heads down while walking. It is becoming a hazard to walk along a path or a supermarket aisle these days. Mrs ND, Raymond Terrace Dear Mrs ND,

THERE are so many hazards out there. Paths are loaded with dogs on extendable leads, people dawdling in their activewear, cyclists with bells that scare the bejesus out of us, nannas on motor scooters, stray toddlers, yogis practising mindfulness, roller skating enthusiasts, teenagers carrying hotted-up sound systems on their shoulders, and various other combinations that are destined to end in a major collision. Supermarket aisles are just as bad. You have shop assistants stacking shelves, merchandisers doing stock rotation, toddlers lying on the ground in full tantrum mode, mothers’ groups having a weekly meeting (their prams creating an impenetrable barricade), unidentified liquid spills, sulking husbands, frazzled shoppers, trolleys that only veer in one direction due to dodgy wheels, and on it goes. Now, add to the mix the ever-growing number of individuals who have their heads permanently bowed, as though praying to their Smartphones, and every outing is a catastrophe. You can try clapping very loudly before the collision takes place. From experience this works quite well, even though people will look at you as though you are a bit of a loony. WHAT would Easter be without eggs. But if you really want to make this Easter special, head to the Galleries in the Gardens in Tea Gardens to feast on a spectacular display of Faberge inspired creations. The original Faberge eggs were created back in the late 1800’s through to the early 1900’s. Most were designed for the Russian Imperial family, the Romanovs. The Tsars Alexander and Nicholas gave the gold and jewelled eggs as family presents during Easter. An estimated 69 Faberge eggs were created for the Romanovs, but the last two

were never delivered as the royal family was murdered in 1917 during the Russian Revolution. Channelling artist Peter Faberge, local Sandy Needham has created her own version of the famous eggs. “Sandy has a great eye for detail and a fantastic imagination along with a huge amount of patience,” Galleries’ Colleen MacSween said. “In Sandy’s case, she uses ostrich and emu eggs, guinea fowl eggs and goose and duck eggs and any other eggs she can find to create a delightful range of jewelled and painted treasure, “ the Galleries, Colleen said. “The craftsmanship and

Pauline said since the boxes have been in use, there has been a higher demand for her work. “It has really showcased me internationally and given me much higher exposure,” she said. “I have had orders from America for paintings, so it is a really good recognition as an artist.” Pauline grew up in Bulahdelah and has had a lifetime interest in art. Her first painting was of Bulahdelah’s Alum Mountain and she attributes her ongoing passion to the memory of her muchloved grandmother, Nan Syron. Pauline said her work reflects the Australian bush which she captures through abstract landscapes. “It is very contemporary and very modern,” she said. “The way I do my dot art is abstract, so you can recognise the location and thread the dot art into the landscape.” Pauline has spent the last few years working from her studio and Gallery at Berridale in the Snowy Mountains Shire, turning her hobby into a thriving business. She has also been kept busy with a host of commercially commissioned work. Pauline said she will be returning to the local area to set up a studio at her home on the Karuah River. She plans to use her artistic talents to share the Worimi Dreamtime stories and her connection with the water.

By Dr David GILLESPIE MP MANY people have contacted me regarding last week’s pensioner and retiree’s policy announcement by Labor Leader Bill Shorten that will see many locals thousands of dollars a year worse off. Mr Shorten plans to double tax pensioners and retirees in a bid to bail him out of a budget black hole he cannot pay for. Since the Coalition was election, we have continued to work to get the budget back under control despite regular opposition by Labor and the Senate. Like all households, the Commonwealth must live within its means, however, in order to pay for its never ending list of promises, the party continually propose more taxes, debt and deficit. Labor’s latest tax grab does not target wealthy retirees. More than half of all refunded franking credits are paid to individuals who earn less than the $18,200

tax free threshold - including pensioners and self-funded retirees. And 97% of people who receive franking credit refunds have a taxable income below $87,000. These are people who have worked hard, saved hard and paid taxes their entire lives. Labor’s policy will hit any person who holds shares in a company and has a low income, including all retirees and those with low incomes and small shareholdings, including pensioners. These changes once again show that Bill Shorten wants to penalise Australians for working hard. He believes that raising taxes and increasing spending is always the answer. But this double tax plan will simply leave pensioners and retirees worse off. I can assure the electorate that the Coalition will not be adopting these policies proposed by Bill Shorten.

MANY moving stories were shared last week at MarketPlace Raymond Terrace World’s Greatest Shave event. From 11am to 7pm, countless men, women and children donated funds, shaved or coloured their heads, and raised awareness for the heartbreaking disease that is Cancer. By 1:30pm, the total had already exceed $1,700 just in the small donation bucket alone. MarketPlace Raymond Terrace Centre Manager Colleen Mulholland-Ruiz told News Of The Area, “On the day we had stories, shared laughter and tears, but most of all we got the awareness out to the public.” “We had people join us on the day who didn’t know what the Foundation did, and how they could help in so many ways, through to not only patients, but families and friends.” From two year olds with the tiniest pigtails sprayed pink, to grown men with long hair shaved down to a number one, through to Port Stephens top Police Officers taking the plunge. Officer Chief Inspector Tony Townsend himself battled Cancer, diagnosed with Leukaemia in 2013, spending twelve months in hospital undergoing chemotherapy, and also received a bone marrow transplant. He said, “I cannot speak highly enough of the support I was given by the Leukemia Foundation when I was treated for this illness during 2013 and 2014.” “After three transplants, fifty two blood transfusions and twelve months in hospital, I was fortunate enough to get through it and come back to work.”

“Sadly, many others I met on that journey did not,” Chief Inspector Townsend said. MarketPlace Raymond Terrace are yet to announce their total funds raised, with donations still coming in from online and donation tins in stores around Raymond Terrace, but they know a wonderful amount has been raised for people in need. Colleen Mulholland-Ruiz said, “A big thank to all the people who took part in the shave .colour and people who made a donation.” “This means so much not only to the Leukaemia Foundation but also patients

and their families.” “It also means a lot to us the community as we seen on the day we have a lot of people in our own backyard that are being treated or have been treated for cancer of some type,” she said. Croquet Club Progress Myall Park Croquet Club By Connie HEWETT MYALL Park Croquet Club started out with humble beginnings, It was formed by 7 dedicated ladies in 1988, Gwen Pye, Gwen Wiseman, Joan Woods, Audrey Woods, Mary Collins, Ruth Coxon and Eileen Webb who bought the first rules and equipment to play. Our original hoops were made by Alan Belven and the mallets by Ted Allen which are still in use. The first games were played on the cricket/ football field in Witt street

Tea Gardens until pressure by the ladies was put onto Great Lakes Council to obtain land at the Myall Park Sports Fields. Play commenced at the new venue in April 1991, a new storage tool shed for the equipment was built by the Lions Club in November 1991, the Lions Club also dug the trenches for the irrigation sprinkler system which was installed for approximately $3,000. Bryne Carr did the electrical wiring and controls. Tea Gardens Hawks Nest Progress Association and RSL Sub Branch donated

$1500 towards materials. Hawks Nest Golf Club then prepared the two lawns to be ready for play in 1992. In February 1992 the club changed its name from Hawks Nest Tea Gardens Croquet Club to Myall Park Croquet Club. Fundraising efforts were made by club members for fencing and a clubhouse with lots of help from Great Lakes Council. With donations from Hawks Nest Progress Association and Hawks Nest Caravan Park the fencing was erected by Great Lakes Council in 1994.

Nominated Triples Comp Tea Gardens Men’s Bowling Club By The JAFFA

14 March The Wednesday Nominated Triples competition welcomed 9 bowlers from Swansea Workers BC. They stayed overnight and enjoying the friendship of our bowlers, and our great amenities. They commented on the great day of bowls and hospitality of our club and will return again soon. A strong field of 60 players participated today with 4 teams going through undefeated. The overall winners however were; Ken Devlin, Col Amos and Mark Hair.

Council to build a pavilion affording much needed shade in the summers. 1997 we purchased a garage for equipment and chemical storage with approval from G.L. Council. Bragging right went to Vic Garlick and Mark Hair with 33 points. 17 March The semi-finals of the Club Major Pairs were held today in warm conditions. As promised the two games produced some fine bowling from all teams and was enjoyed by those present. The team of Neil Kibble and Danny Johnson were slow out of the blocks and their opponents, Peter Gurney and John Parkinson dominated the first 5 ends.

The challenge soon came and Neil and Danny won the honours over the next 9 ends to get within striking distance of the leaders with 5 ends to play. Unfortunately that’s where it ended for them with Peter and John piling on the shots to win 29-16. In the other game, the defending Champions, Sean Mearrick and Richard Lee opposed Scott Beaumont and Jeff Baker. Sean and Richard dictated play from the outset and despite a challenge at the 16th end from their opponents, where their lead was narrowed to 4 shots; they closed the game down in the remaining ends to win 27-19. Major Pairs was scheduled to be played today between the teams of, Richard Lee and Sean Mearrick and Peter Gurney and John Parkinson. Some of the finalists had District commitments today which has meant that the final will be played at a date to be fixed. Watch this space! In other news; The premier event of the year, the Club Singles Championship will commence on Saturday 7 April. Nominations are now invited. The selectors have named aGrade 6 side to play Karuah BC on Wednesday 28th. There will be no Open Pairs scheduled for Good Friday but there will be a game on Easter Saturday for those interested. Play will commence at 12.00 for 12.30.

OUR Grade 4 Pennant Teams headed down to New Lambton Bowling Club On Monday 12th and Tuesday 13th March, bowling in the Post Sectional Final. A strenuous day of bowling on Monday. First game, 21 ends against Edgeworth a break for lunch then another 21 ends to be bowled against Soldiers Point (blue). At the end of day 1, TGWBC leading the field on 8 points. Naturally we headed back on Tuesday with

a “glimmer of hope” to bring back the flag. Unfortunately our next opponents, Cardiff proved to be too strong. Our teams having a loss and a draw this result only improved our overall tally by 1/2 point, not good enough to be winners. Soldiers Point (blue) winning with 10 1/2 points. TGWBC Runners Up with 81/2 points. Many thanks to our reserve Pam Gilchrist who was called on to bowl half way through the game on Tuesday. It is a hard task to be suddenly called on to bowl, at this level of play. Pam handled CONTINUED Page 6
