By Mike Williscraft NewsNow Grimsby council did and about-face Monday on its plan to allow more discussion on a controversial restructuring of its hydro utility. At the Aug. 15 council meeting, a motion to create Holdco 2 - a second holding company within the structure of Niagara Power Inc. - was lifted and sent back to the Administration and Finance Committee for more discussion. About 20 people were in the gallery that night specifically to hear the debate on the matter.

There was no public notice published that it would come up this week, under ‘correspondence’ on Monday. To get the item dealt with in the same meeting, council needed a two-thirds majority vote to rescind the Aug. 15 directive. This allowed council to revisit and vote on the matter all in one meeting. As has been the norm on the hydro issue, there was no discussion on the motion to rescind or the subsequent motion to allow for the restructuring of the hydro company.

Interim measures on walk-around menu From Elm Street up the escarpment on Mountain Road in Grimsby was the focus of a walk-around yesterday (Wednesday) with regional and local officials. Many concerns have been raised in the weeks following another serious truck accident on Mountain. In an attempt to get everyone on the same page, Grimsby Reg. Coun. Tony Quirk requested Niagara commissioner of public works, Ron Tripp, and acting director of transportation, Shawn McCauley, be part of the walkaround. See SAFETY, Page 3

The restructing effectively removes FortisOntario – which had purchased 10 per cent of Niagara Power in 2009 - from all things hydro. This move makes it solely a shareholder in the profit centre of NPI and removes it from any entities which could be possible liabilities - namely the CoGen unit on town hall’s lawn and the under-construction biodigester on Sobie Road, for example. The motions passed Monday were opposed by Ald. Dave Kadwell and Ald. Joanne Johnston. See HYDRO, Page 2

SAFETY From Page 1 Tripp said Tuesday he hoped to hear any possible ideas which regional officials had not already considered to improve safety for all in the area. He noted the region has used horizontal painted lines across the roadways and additional signage as added measures to improve awareness of road limitations for truckers and motorists in general. He cited the new construction of Mountain Road in Beamsville as an example of these measures which could be taken. He also cited the roadway along Hwy 406 Toronto bound at the QEW where hash marks have been utilized along the roadside to highlight the turn. “We certainly want to review all options,” said Tripp. While the region is still conducting its ongoing study into the escarpment crossing issue, Tripp noted there is still a great deal of work to do there. “Mountain in Grimsby and

The roadway could end up parallel to Park Road but it would be more gradual,” said Tripp. He explained this by noting all possible routes through the escarpment and details related to the project will be the next phase of the regional study. “Where the road gets built, where it goes through the escarpment and the work needed, that analysis is part of the next steps,” said Tripp, adding environmental assessment will also come in that phase. He was also quick to point out nothing has been determined as yet, though. “There are a lot of options and everything is still on the table right now,” said Tripp. “With the walkaround, I’m just hoping to hear any ideas we may not have thought of.”

Over 24,000 lbs of food was rounded up as part of the Beamsville Lions Club’s annual food drive. “Today we are in the midst of organizing the abundance of food donations we gathered over the weekend,” said Carole Fuhrer, executive director of Community Care of West Niagara, the recipient of the effort, which equates to nearly 29,000 meals. “For the most part, the weather cooperated with a bit of rain just to keep things

interesting. As usual there was incredible support from community volunteers who were participating as individuals or part of a collective. It would be impossible for us to have a successful undertaking without the involvement of our vested community.”

Smoke, carbon monoxide detectors will save lives My message for Fire Prevention Week 2016 is quite simple: “Please have working smoke alarms and carbon monoxide alarms on every floor level of your home! They WILL save your life!” For more than a decade, smoke alarms on every floor level of our homes has been the LAW! In October 2014, carbon monoxide alarms also became LAW! Despite the many public awareness campaigns; transitional phase in periods for legislation and tens of thousands of dollars of free promotional units that have been distributed across the province; compliance rates remain disappointingly low. Each week we spend time sorting through our garbage to separate paper, plastic and organics.

When is the last time you checked your smoke alarm? Carbon monoxide alarm? Or practiced your home escape plan? The next time you pick up your blue box to take it to the curb, stop, turn around and go check your smoke alarms and carbon monoxide alarms, first! $500K in damage by Sat. fire About 5:45 a.m., Grimsby Fire was called to a house fire at 28 Ontario Street. Fire was visible upon arrival. Before firefighters could get there it had climbed the exterior walls and breached the soffit and travelled to the attic, Occupants were alerted by a smoke alarm and escaped uninjured. About $500,000 in damages was done in the fire which originated outside the home on a wooden deck that joined the dwelling to the garage. The cause remains under investigation.

Pumphouse doors open

Doors at the pumphouse were wide open and Grimsby’s Chris Walsh and Jerry Wolsey walked on through to take in the Lakeside Pumphouse Artists’ Association Art Show 2-16. The show spanned two days and was part of Grimsby’s Doors Open event.

Council embarrassing...again With an all-too-familiar disdain for accountability to the general public, Grimsby council – aka the shareholders of all things Niagara Power, Grimsby Power et al – pulled and end run by rescinding a motion seeking more discussion on its restructuring of the utility. At Aug. 15’s council meeting there were 20 irate residents. The proposal which, among other things, loads another 10 per cent of hydro’s liabilities back onto taxpayers and off FortisOntario - because, as the mayor says, it was not the “intent” of Fortis’ acquisition to be on the hook for hydro’s losses. Now they are only connected to the profit side of the business. As with just about every single thing related to hydro in the last 18 months, there was no explanation as to reasoning or fact-based support. The mayor could not even explain how a $12.9 million value was attached to the proposal? The problem is, nobody on council has the guts to ask a question and stand up for taxpayers except Ald. Dave Kadwell. There were seven questions and four motherhood comments Monday about a United Way presentation. Not a peep from anyone about the hydro shuffle. It was embarrassing....again. M.W.

And now, something from left field Maybe the stars are aligned - or conspiring - but this seems like the perfect time to throw my hat in the ring for the nomination as the Progressive Conservative Party candidate in Niagara West Glanbrook. I often kid and joke in this space, but not on this occasion. So, yes, I am going let my name stand. This has all come up in just the last couple of weeks and it seemed the honourable thing to do was wait until MPP Tim Hudak had completed his notice, which he did last Friday. As far as I know there are four other candidates – (in alphabetical order) Rick Dykstra, Sam Oosterhoff, J.D. Pachereva and Tony Quirk – who have all been busy for weeks, if not months networking and seeking support from PC members. Best of luck to each of them. Nomination processes are historically very internal party politics. Most media don’t cover them at all. It is news when one is chosen as that person is then the focal point for a Riding. This area has gotten some attention as it is the former leader’s seat which is up for grabs. So WHY?...Good question. The answer is ultra simple. We need to do better. I was stunned when Kathleen Wynne’s Liberals won the last election. The bungling, the massive amounts of blown tax dollars, the scandals...where does one start? It is painfully clear that traditional politicians are just not getting it done. We need a clean start, a fresh slate if you will. When I saw an article in a major Toronto daily paper quoting the Riding’s two “titans” of the PC nominee race - one a parachute candidate, the other has been eyeballs deep Grimsby’s hydro mess

MIKE WILLISCRAFT for years - I thought, ‘Is that really the best Niagara West has to offer?’ Clearly not. Who better to do that than someone who bleeds this community, someone who has served nearly the whole riding not just one municipality on business organizations, volunteer committees, and coaching kids as well has running their own small business competing with every major print media outlet the country has to offer? I won’t bore you with my resume. You, good reader, have lived it right along with me. Everything from the family skates for GBF in the 90s right up to the fantastic Get Hip event in downtown Grimsby a few weeks ago. What you would undoubtedly know is that I am intensely familiar with every issue being faced by those within the riding, so it would be a very simple transition to work with local officials on maximizing any provincial contribution to local projects. To that end, West Lincoln Memorial Hospital is Number One to me. Having been there from the start as a member of the first Save The Hospital committee in 1997, anything the hospital, the Foundation, or the Auxiliary has needed I have been there and I will always continue to be so. Let’s get that done! Now, I am not going to

hijack any meetings. If you see me at a function and ask about it, I will be glad to speak to you. I’m not going to make someone else’s meeting about me – just not my style. What I will say is, if you want to support me in this endeavour, I welcome it. Drop by my office and pick up a membership form, cost is $10, and I can take care of the rest. That is the name of the game at this point, apparently. It is all about who can sell memberships and get a good turnout the night of the nomination meeting to win via what is called a “preferential” ballot. This means people can come in, vote for candidates in order of priority, and leave. Nobody has to stay into the wee hours of the morning to find out who wins. My final point on the why: I have approached this from purely a ‘what’s best for the taxpayers in this Riding’s point of view. I have spoken to about two dozen people, key supporters of all political stripes. Do taxpayers want lifers? The two front-runners are an import former federal MP in St. Catharines and a regional councillor looking for an upgrade, bit I think not. I could be wrong, it happened once before :) Sometimes you just have to do something about it. So I won’t sit back. I can’t. I leave you with the words of outgoing MPP Tim Hudak who was very supportive. “In everything he does and Mike does A LOT - he is singularly driven by what makes sense for the people of West Niagara. In his extensive community volunteer work, as a small business leader and as an independent-minded newspaper editor, Mike has consistently been one of the most active and successful advocates for West Niagara causes.”

Reader wants accessibility improvements Dear Mr. Williscraft, We were tempted to call you “Dear Mike” because we feel we know you so well from your publications and columns, but settled for “Mister” as a sign of the respect we have for your work. Our purpose in writing is to offer perhaps a suggestion for an article that might be useful to the consumers and commercial outlets in Grimsby. The subject we have in mind is the lack of access available in are restaurants and dining facilities for those who suffer from some kind of handicap. To introduce ourselves, we are a senior couple in our 80’s who have spent a lifetime in Grimsby and enjoyed every day in our town. As seniors, we now have encountered difficulties that arise from Ray’s disability. He had a leg amputated above the knee several years ago due to cancer and now uses a wheelchair or sometimes a prosthetic requiring two canes to negotiate his way around. It is not until people begin to face the more serious problems of disabilities, either through illness, accident, reduced income, or old age

Letter that they realize that many of the activities and pleasures they once enjoyed have become difficult or even impossible. Perhaps one of the few pleasures that are still available is the gratification of dining out together. Grimsby has a wide range of excellent eateries that were one of our few luxuries, but frankly, it is now impossible for us to enjoy them because getting into them in some cases is impossible. In a short survey of such establishments, we have found only one dining spot that is completely accessible for those with disabilities, and that is Station 1 on Main Street. We have (completed) a list of those places that we would also love to go to, but are either very difficult or not possible to get into. Often the problem is double doors, heavy doors, lack of sidewalk access, steep or narrow inner and outer stairs, or insufficient maneuvering room. Double doors are particularly inaccessible for people using walkers and canes and impossible for someone with a

wheelchair or transport chair. At one restaurant when we explained the problem, the staff was kind enough to say they would carry Ray and his wheelchair up. Ray and I are fighting for all the control and independence we can keep and he was humiliated by the thought of being carried. We are aware that either municipal or provincial regulations have been set out requiring accessibility, but do not know whether they apply to such establishments, and the deadline providing such accessibility. We are hoping that perhaps a nudge from a community publication might provide some motivation for the owners to take a look at what they might do to let the community know that they welcome disabled clients and want continue to serve this segment of the population that is rapidly growing in size.
