Asset management report good, bad

By Mike Williscraft NewsNow The Town of Grimsby got both good news and bad news at its Sept. 18 council meeting. The good news in the asset management report provided by a consultant outlined that Grimsby’s 34 town facilities are in very good shape. “The Town is doing an excellent job,” said consultant Arunas Kalinaukas of R.J. Burnside & Associates Limited, estimating the municipality would be within the top 5-10 per cent of communities in Ontario. The bad news was the cost to maintain the faciliities. The report estimates a three per cent tax increase next year - about $270,000 - and a further 1.5 per cent each year for the subsequent 22 years. It was also noted that the projected increase do not include any interest charges which may be incurred to cover the cost of the building maintenance. Calling the projected figure “terrifying”, Ald. Carolyn Mullins, chair of the Finance and Administration Committee, said, “I had to take a deep breath and figure out how are we going to sell this?” See REPORT, Page 3

Hat Trick Hockey is back, deadline Oct. 16 The most popular contest in Niagara West is back for another year - Hat Trick Hockey. “I’ve been running this contest in the area since 1995. At this point, you can pretty much set your watch by when people start asking when the entry form will be published,” says NewsNow publisher Mike Williscraft. This year, several new prizes have been lined up with many

leave the work and risk much larger costs down the road, or pay a consistent smaller amount to maintain the buildings which will also allow them to maintain levels of service. “You woke us up,” said Ald. Joanne Johnston of the maintenance costs the municipality will face. Ald. Steve Berry noted that the added cost

to the Town over six years will be nearly $1 million with $270,000 in Year I and about $135,000 for Year IIYear VI. CAO Derik Brandt told council debt financing could be a “useful tool to spread that spike out”, but noted there would be the added cost of interest for which to account.

Solid attendance for Doors Open event Grimsby new Fire Station 2 was the unqualified star of the Doors Open show on Saturday. Hundreds of residents poured through the new Mountain Street facility taking in interactive activities, demonstrations, educational displays. “It’s been a great day,” said chief Mike Cain. Sarah Sweeney, Grimsby’s director of recreation and Doors Open committee member, said all 10 sites had steady traffic. “The best attended sites were fire station 2, Carnegie Building, biodigester, and Sentimental Farms,” said Sweeney. “It was an extremely hot day but the Volunteers at each site did an amazing job greeting guests and showcasing Grimsby. “

Selling the cottage?

Summer is almost over and the sale of your cottage or second residence may be on your mind. Starting in 2016 we were required to report the sale, transfer or gift of any residence. This makes it even more important to understand the tax issues around owning a second residence. When you sell your vacation property there is a potential for tax on your capital gain, whether you sell, gift or even transfer it upon the death of the owner. You will pay tax on the difference between the amount you receive and your tax cost. As you make improvements to the property, make sure you keep all the receipts as these can be added to your initial tax cost. Gifting or leaving your vacation property to your spouse during your lifetime or upon your death

means no immediate gain for tax purposes. But giving the property to your adult children may result in an immediate capital gain, especially if the property has increased in value since you acquired it. You can make use of the principal residence exemption. Remember the days before 1982 when each spouse or partner could own a property and designate it as their principal residence? Gone. Since then only one principal residence per couple. And so, you will want to choose how to use it – for your year-round home or the vacation property. That will depend on things like the average annual gain of each property, how much you expect the property you’re keeping to go up or down in value in the future and even where

you predict personal tax rates will be when you sell the next property. So be sure to keep good records of the initial purchase price of each property and receipts for major additions or improvements. You might even consider having a professional appraisal of the vacation property to help determine the fair market value if you’re gifting or transferring it to other family. More great volunteer effort Many times on this page over the years the benefits and efforts of local volunteers have been touted and displayed. This week it will happen again. Last weekend’s Beamsville Lions Food Drive was another example of a service club, volunteers and local small businesses banding together to make great things happen. Please remember, these food drive results and events like Grimsby’s Doors Open do not just materialize from thin air. It is people, almost always volunteers, who make them fly. Another case in point, Jane Gadsby and her Eco-Defenders. Many will recall seeing these volunteers at local events cleaning up for people whether it was a dinner plate or a pop can. Niagara West pie cut in another slice High school co-op programs have a great deal of tools and experiences to provide for teens to dabble in areas where they think a possible career path for them may prove ideal. That in itself is a very good thing. If even one teen avoids a wrong career path because they were enlightened by a glimpse of the “real world” in a field they thought they would like, the whole program is worthwhile for that reason alone. From the time coop programs were initiated I have always been a big supporter, and, over decades, it has proven to be a very good thing. As far back as January 2016 I have been aware about the likelihood of a radio station coming to Niagara West. It feels quite a bit like been there-done that when people ask me now about the station hopefuls who are poking around the area seeking letters of support to bolster their CRTC applications for said radio station license which will have 88.5 FM as its position on your radio dial....if you even have a dial anymore. This knowledge was not because I have nothing but time to surf every possible news source for tidbits, including the CRTC listing for station application possibilities. I got a note from a woman, now living in Toronto, who was a coop of mine back in 1996-97 during my Grimsby Independent days. She is working in community radio in Toronto and saw the listing come out. It was extremely nice of her to think of me. She thought it would be cool to have a locally flavoured station in Niagara West, not one which would

MIKE WILLISCRAFT be part of a larger commercial chain of stations. Generally, I would agree but after nearly a year of research it was clear as the numbers on the page that a one-off radio station was borderline at best. Synergies from multiple stations would be needed to have any shot in this market because there just is not that much money available in Niagara West. In print alone, when I have those good old $499 full page deals popping up across the street from my Torstar friends as they have in recent weeks, it is a testament to just how out of whack the pricing for advertising can be in this market. Adding radio to the mix, how could one forecast potential radio advertising revenue in this area? More power to them. My own thinking is they are in for a serious awakening of a most unpleasant nature. Generally, is it good for me and NewsNow to have another media source knocking on doors for ad revenue? Heck no. If I wanted in that game, I certainly had my shot. I researched the beegeebers out of it and realized it was a non-starter. So if a new station divides the pie that much more and

kills me, I have nary a single complaint. That is the way the cookie crumbles in the dog-eat-dog world of capitalism. Nothing about the new station proposal is a surprise, so we’ll all just sit back and see what the CRTC decides. Even before the station application process was open the CRTC did an economic study of the area, - which goes beyond the Niagara West footprint as the 88.5 signal will have about 30 kms of range - and deemed it viable for another spot on the dial. Those already in the radio game certainly disagree - from my research - but time will tell on that one. The point of these ramblings is, because I worked with a fine coop student 20 years ago by the name of Jacky Tuinstra Harrison, I was fully aware of what was going on nearly two years ago. For that, Jacky, I am very appreciative of being in your thoughts. Nothing about what we are trying to do here is easy. We are a sitting duck for a huge media corporation with deep pockets and have more great stories to cover than I could ever get to on my best day. Every day brings new challenges and I love every minute of it or I would not still be here! What I can say about the pending radio station and future viability....I believe my infrastructure to be more viable long-term than my counter parts. This is because, as a publicly traded company, Torstar is mandated to drive bottom line initiatives and generate profit. Me? Profit would be nice, but if I’m getting by I am happy with that. More the merrier! Bring on the radio folks and let’s see what shakes out.

Bio tours good but information lacking: reader Dear Editor, Saturday’s tours of the biodigester were publicized by Grimsby ‘Open Doors’, as the time and place where our questions could be raised and answered. Hydro officials Shafee Bacchus and Mayor Bob Bentley initially showed their ignorance and obfuscation in answering my questions. Tour guide Gregg Wilson tried his best, but couldn’t provide answers to most of my questions. The seven-year history of this project has been an example of ‘too many cooks in the kitchen’ resulting in major disconnects. The project required the tight integration of ALL engineering disciplines: civil, mechanical, electrical, chemical, hydraulics, gas pressures, process controls, communications and signalling, environmental, etc. Two of the best qualified, multi-disciplined engineers were Clare Riepma, P.Eng. who did the original design but was terminated, and Mike Muffels, P.Eng of GHD who did the analysis of the troubled Chatsworth Biodigester. I recently introduced him to Ald. Carolyn Mullins as council was to get an independent report done, but Muffels was never deployed. Instead, the project was led by two, selfappointed, unqualified bureaucrats, who have kept the Town shareholders and the taxpayers in the dark, while they messed with critical items in the approved plans.

I knew I wouldn’t get any answers to financial questions, so I didn’t bring them up. However, here are my expectations on that front: • Servicing the $10.5 million debt, (and counting), will cost over $1 million/year in interest and principal repayments. • The “project leader” plus three full-time staff will cost over $300,000 p.a. in salaries and benefits. Process monitoring services 24/7 from Germany not included. • Operating, maintenance, repairs, material and new equipment costs will also run over $300K per annum (Not counting the needed secondary feeder, plus the feed auger purchase and installation) • Depreciation, property taxes, admin & book-

keeping, audit, legal, etc. will also run over $300,000 per annum. • That totals $2 million per annum in expenses • I doubt if they ever will be able to produce more than 50 per cent of their rated power output in the future. They couldn’t even get 750 KW/h in their 2015 test using pure methane from Enbridge. Best case scenario: $700,000 income per annum from FIT subsidies. • Bottom line: A loss of at least $1.3 million per annum, in my estimation. Furthermore, Gregg Wilson admitted that the life expectancy of the motor/generator before it needs to be replaced was 20,000 hours. Even at half time running capacity, that is less than six years. That will incur an additional

million-dollar expense. The extent of this fiasco will only become apparent years down the road, unless the MOECC shuts them down first. Keep in mind that even though Mayor Bentley might sell off GPI to raise funds, GEI no longer is under that wing. It is 100 per cent owned by GHI, which is 100 per cent owned by Holdco 2, which is 100 per cent owned by the Town of Grimsby. The debt and recurring losses of the bio will still have to be incurred. In all my years as an engineering project manager, I have never seen such an un-mitigated disaster. Unfortunately the new mayor and council next year (hopefully!) will have to deal with this.
