Memorial forest, trail dedicated

After years in development, the Lions Memorial Forest & Trial was officially unveiled Sunday as part of the Lincoln Homecoming. The project is the beneficiary of a significant contribution by the Mountain Family in memory of Lions Fred, David and James Mountain who, over three generations, gave 76 years of community service, 19392015. Vintage Inns acquires Inn on The Twenty By Mike Williscraft NewsNow The business anchor of Main Street Jordan – Inn on The Twenty – has been sold. Vintage Inns, which operates many of the finest facilities in the province including Niagara-on-theLake’s Prince of Wales, Queen’s Landing and Pillar and Post, is now the owner. The sale price was not disclosed. Len Pennachetti said Tuesday, just after the

sale closed, that he is very happy with the fit Vintage Inns will bring to the community and he stressed, he and his winery operation, Cave Springs Cellars, aren’t going anywhere. “Vintage Inns has acquired all the real estate we had in Jordan including the winery building. We have leased it back for a very long term, so we’re planning on sticking around for a very long time,” said Pennachetti.

The sale also included the Jordan House. Noting that the whole process took more than a year, Pennachetti said a great deal of thought went into the sale. “It was not simple. We wanted to look for the right partner, a good fit, and we’re confident we’re making the right choice,” he said. A big part of the care involved in the sale was the future of the operation’s 150 full- and

part-time employees. “That was a big consideration for us,” said Pennachetti. The inn and restaurant were trail blazers coming into a wine industry which has evolved rapidly. The Inn on The Twenty opened in 1993 it was the first winery restaurant in Canada. “The whole thing was to support the winery business, but it became equal in size and demanded a lot of time,” said Penna-

chetti, noting when he bought the Main Street building he had to figure out how to fill its 80,000 sq. ft. of space. “The business grew organically. We were happy to invest in it and it worked out well for us.” As for the new owner, he said Vintage Inns’, presence assures a bright future for the operation and downtown Jordan. “We have known and worked with these people for many years

through the board of directors of Ontario’s Finest Inns of which my wife Helen was the chair for many years, and we have supplied wine to them as well,” said Pennachetti. “We are very aware of their overall strategic plan and we know the ownership group. They recognize having the winery as part of the inn is the secret sauce here. It’s unique. Based on their track record, Vintage Inns is a great fit.”

Wall-to-wall fun at Homecoming The first of what is planned to be an annual event - the Lincoln Homecoming - did what it was supposed to do, namely bring the community together. “This weekend and Homecoming event were huge successes. It demonstrated the true community sprit here in Lincoln,” said Mayor Sandra Easton. “ I hope to see us continue this festival as a legacy of Canada 150. My sincere thanks to all the volunteers, sponsors and staff who made it happen.” Steady crowds packed Twenty Valley School Friday. That trend continued at venues throughout Beamsville Saturday, including Pioneer Days on Beam Street, and into Sunday.

Johnston still looking for dividend answers By Mike Williscraft NewsNow While Grimsby Ald. Joanne Johnston is still “uncomfortable” with the Town’s decision not to collect a 2010 dividend from its hydro operation, other members of council say it was never owed. The dividend in question is valued at $122,000. As far back as Fall 2015, Ald. Carolyn Mullins, chair of the Administration and Finance Committee, said the fact the dividend was five-years outstanding at that point was a “major concern” and one of five questions which she planned to confront Grimsby Energy’s management team with at its 2015 annual general meeting. After that meeting, Mullins said she was told the dividend would be paid “in the near future”. At the Sept. 18 meeting of council, CAO Derik Brandt told

council the decision was made last year to write the dividend off, adding, “the official position of the municipality is we’re not going to attempt to collect that.” On Monday night, when Johnston raised the matter again noting she had a meeting planned to discuss the matter again with the director of finance and CAO, Mullins position had changed. “It was not a receivable, so nothing was written off,” she said, contradicting both what she said after the AGM of 2015 and what Brandt told council Sept. 18. Monday Mullins said she was preparing a memo so council members could see how the dividend was dealt with. For Johnston, the issue was not adding up. “I am in no way comfortable with this. It is something that never should have been done,” said Johnston.

Passed away peacefully surrounded by the love of his family at his home on Thursday, September 28, 2017 in his 81st year. Beloved husband and partner of Patricia "Pat" (nee Tinnion) for 56 years. Loved father of Neil (Tracey) and Janet Warner (Brad). Cherished grandfather of Chelsea, Chloe, Brynne and Ian. Dear brother of Joan Emmett, Ron (Madeleine) and Raymond (Dorothy). Predeceased by his siblings Jim, Dennis and June Petrie. Missed also by his many nieces, nephews and countless friends. Ged uprooted his family from England in 1966. He was a dedicated employee of Dofasco for over 25 years and of the Town of Oakville for over 10 years. In retirement, Ged volunteered for the Canadian Cancer Society as well as McNally House Hospice. Ged was a true gentleman's gentleman and one of the most genuine people you could hope to meet. He was more than respected by his colleagues, friends and family and was everyone's friend, father figure and even "grandfather" and will be deeply missed by all. Cremation has taken place. A Celebration of Life will be held at St. Andrew's Anglican Church Hall, 7 St Andrews Avenue, Grimsby on Thursday, October 5, 2017 from 2-5 p.m. If desired, memorial contributions to the Canadian Cancer Society or Salvation Army would be sincerely appreciated by the family. There can only be one name The District School Board of Niagara has an opportunity to do something unique. In this week’s edition, good reader, you will see an ad on Page 3 asking for area residents to submit their ideas for the new school being built on Canborough Street in Smithville. How about South Lincoln Public School. From this vantage point, it is a great opportunity to help preserve some of the legacy which the high school created over decades of service. The new rec facility (for many) will already be known as the “Dougie Dome”, so that’s out. “The DSBN Killed Our High School But We Got This New Public School” is a bit long. Seriously, though, it would be great to hear from anyone who thinks South Lincoln Public is a bad idea. It’s a great fit and it would say a great deal on the part of the DSBN to consider this option. Hydro history seemingly re-written I am no accountant. I have never claimed to be. I can navigate my way through things through repetition and once I have something down, it sticks. When I am covering stories on financial matters, municipal budgets, administrative reorganizations and such I have an extensive history and knowledge base to draw on. It seems best to just plain listen to how things are rolled out. Over the last several years, I have done a lot of listening on this biodigester project. Like when a couple of weeks ago when Mayor Bob Bentley told council how great it was that the bio unit got a premium for energy produced in prime time. I had not heard that. Several other members of council said they had never heard that. It was not that it didn’t exist, but that is the kind of communication (see none) has had from the get-go. Over years, shareholders (aka members of town council) have said they could not get even basic information from hydro officials let alone detailed financials on Grimsby Energy or subsidiaries. One of the council members claiming that over a long period of time has been Ald. Carolyn Mullins. This issue of the bizarre dividend - which now apparently is and never was a dividend - has had more twists and turns than a Scooby Doo mystery. When Ald. Mullins jumped into the conversation Monday night at council to say the “dividend” was never included in the Town’s ledger as a receivable so it could not have been written off I flashed back to a long series of conversations and email from late 2015. The hydro entity’s AGM was approaching and the

MIKE WILLISCRAFT natives were restless. There were repeated comments from various aldermen about information not forthcoming. Ald. Mullins told me she had a list of five questions that, hell or high water, she was coming out of the AGM with answers. After the meeting, she was not overly optimistic but, regarding the “dividend” she said she was told it would be paid at the earliest opportunity. I am paraphrasing there, but, simply, imminent and in short order was the essence of her comment. When anyone’s appropriate interpretation of “earliest opportunity passed, say, mid-January, regular inquiries were made as to whether or not the Brigadoon-like “dividend” had materialized. One month lead to another and then we come to CAO Derik Brandt’s explanation for council at its Sept. 18 meeting that the dividend had been written off “last year”. If someone could direct me to the agenda item which notes that motion and the minutes which shows its passing it would be greatly appreciated. I’m not perfect. I think we all know that and, again, like my non-existent accounting skills, I do not purport to be. I may have missed it. But I can say, I have been watching for some sign of life on that

front steadily for three years now, and did not see or hear a thing. We’ve got the Bentley’s and Berry’s on council who will go all Trumpian with the fake news rants. Well, I’m here to tell ya these guys are, more and more, becoming the purveyors of re-news. Not recycled, just recreated. With this “dividend” how else can one explain a debate which has gone on behind close doors for seven years and leaked into the public realm on occasion before hands were slapped to keep all things hydro under the carpet? If there was NO “dividend” and it never existed and was never on the books, why would members of council have not been told that in 2010 or 2011 when year-end financials were completed. Why would the Town’s director of finance still be expecting it be paid as of this spring. Like with the multi-rate FIT payment structure, which may exist, it could be that the dividend isn’t a dividend, but the communications internally for the Town and hydro is Keystone Cops worthy...and I don’t mean to besmirch the Keystone Cops by associating them with Grimsby Council. ******* Hat Trick Hockey is pretty much set to go with the addition of McDonald’s to the slate of sponsors. Owning property in the U.S. If you’re a Canadian owning a vacation property in the U.S. you should make sure you’re in compliance with the U.S. and Canadian tax laws. A U.S. government study recently concluded that “additional controls are needed to help ensure that non-resident alien individual property owners comply with tax law.” I love it with they call us non-residents ‘aliens’. Estimates are that non-resident aliens now own more than $43.5 billion of U.S. property! Chances are you may rent out your U.S. vacation property when you’re not staying in it. If you do so, then the rental income may be taxed in both the U.S. and Canada. In Canada we pay tax on our rental revenue minus

applicable expenses and at our graduated tax rates. We can also claim a foreign tax credit on our Canadian return for any U.S. income taxes we may pay. Thus, ensuring that we don’t pay tax twice on the same dollar of income. For U.S. purposes, the tenants of your property are required to withhold 30% U.S. withholding tax and send it in to the IRS for you. Alternatively, you can elect to report the rental income net of expenses on a U.S. return and be taxed at the U.S. graduated tax rates. The U.S. government study found that over 2/3’s of nonresident alien landlords didn’t comply with the technical and legal requirements. Some even didn’t report any rental income. What a

surprise! How are they going to solve this? By developing a compliance initiative (that means increased audits) and by streamlining the 1040NR U.S. income tax return to help filers make the election. And remember, even if you don’t rent out your U.S. property, when you sell it there will be taxes to pay on any capital gains in both Canada and the U.S. Let us help you understand how this specifically applies to your life.
