It appears that the Federal Government’s Finance Minister, Bill Morneau, is haunted by the ghosts of the subprime mortgage crisis of 2008;
On October 3rd, he announced a series of preventative measures that the Federal Government is taking immediately, in an attempt to cool home prices in two specific markets: Toronto and Vancouver. After several years of surging home prices and a condo construction boom in these two cities, combined with low interest rates that have benefitted all areas of Canada, there is a warning that the gains in Toronto and Vancouver, and other major urban centres, is not sustainable - which presents great risk (read “crash”) to our financial system. While this latest announcement is the Government’s attempt to control record household debt levels, while making homes more affordable, the inescapable reality is that many individuals will now find it more difficult to qualify for a mortgage. Once again, the Government has failed to provide a sound policy that is regionally specific, especially given that, in 7 out of 10 provinces, real estate is the most important industry! As of October 17th 2016, all insured mortgage applications will be subject to an “affordability stress test”, whereby the borrower must qualify at the Bank of Canada Benchmark rate, rather than the actual mortgage contract rate. The current Benchmark rate is 4.64%, whereas a 3-year fixed term mortgage contract is currently as low as 2.19%. These new regulations are the equivalent of almost a two-and-a-half percent interest rate hike, and this significant rate difference will have greatest impact on entry and mid-level homebuyers. West Lincoln refires multi-use facility debate CUSTOM SWIZZLE

West Lincoln council shelved a proposed $14 million plan for a multi-use recreation facility earlier this year to allow for a full reboot of the process. The reboot has resulted in a $23 million proposal which was tabled at Monday night’s Public Works/Recreation/Arena Committee meeting. Members of committee voted in favour of moving ahead with Plan B, the $23 million option. Plan A was $35 million. Coun. Dave Bylsma was the only one opposed in a recorded vote. “It makes little sense to me to turn back a $14.4 million project only to come back with a $23.6 million project,” said Bylsma. Among Bylsma’s issues:
• gas tax revenues which are to be used for roads are factored into the financing plan; • the project is financed over 30 years, which could lead to reno/ maintenance issues if those have to be paid for before the building itself is paid for, and; • making the arena part of Phase 2 of the plan makes no sense as it is the largest priority. To fund the project, council projects tax increases of $70 (6.4 per cent) for Phase 1 and $104 (9 per cent) for Phase 2 on an average assessed home. Over $20 million will be borrowed, with $1 million coming from fundraising. There will be another public meeting Nov. 14.

Perfect weather for Lincoln Fire event Lincoln Fire Department’s annual open house - as part of Fire Prevention Week drew big crowds to Station 1 Beamsvile on Saturday. Visitors took in a variety of demonstrations and exhibits, snacks, and informative displays. “The open house was a very positive day. The weather and public turnout from all ages was great. Grimsby motorcyclist struck from behind on Hwy. 20
News Now • Thursday, October 20, 2016 • Page 13 Emergency personel and Niagara police were dispatched for a motor vehicle collision on Hwy. 20 near Balfour Street in the Pelham just after 2 p.m. on Saturday. Initial investigation revealed that a 51-year-old
Grimsby male was riding his 2007 Suzuki motorcycle eastbound on Hwy 20 when he slowed for traffic ahead of him. The vehicle behind this motorcycle was a 2010 Toyota motor vehicle being driven by a 31-year-old male
resident of Port Colborne. The driver of the Toyota motor vehicle collided with the rear of the Suzuki. The driver of the Suzuki suffered what appeared to be life-threatening injuries and was transported
Welland hospital but was later air lifted to a Hamilton facility where he remains in serious but stable condition. The driver of the Toyota did not suffer any injuries. This collision remains under investigation.

The tail end of Daylight Saving Time in 2016 occurs on Nov. 6, when millions of people will turn their clocks back one hour. Few people enjoy turning the clocks back in autumn as much as they enjoy turning them forward in spring. Turning the clocks forward affords many people, in particular working professionals who spend much of their weekdays working indoors, a chance to enjoy some sunlight when leaving their offices each day. However, once the clocks are turned back, professionals typically find themselves leaving their offices under a cover of darkness. Some people easily adjust to less daylight, while others experience a condition known as season affective disorder, or SAD. SAD is a disorder related to changes in seasons. According to the Mayo Clinic, the majority of people with SAD begin to experience symptoms in the fall and continue battling those symp-
toms throughout the winter. The end of Daylight Saving Time occurs in early November, and the onset of SAD symptoms is no doubt related to the decreased exposure to daylight many people experience once clocks have been turned back. What is SAD? SAD is defined as a mood disorder associated with depression and related to seasonal variations of light. Who is most likely to suffer from SAD? The Mayo Clinic notes that SAD is diagnosed more often in women than in men, and MHA notes that three out of four SAD sufferers are women. Young people are more likely than older people to get winter SAD, with MHA reporting that the main age of onset of SAD is between 18 and 30. Symptoms of SAD may worsen among people who have already been diagnosed with clinical depression or bipolar disorder.

Monday night we were in my office when a supporter dropped in, a neighbour of the Defoas, who gave us the news that Glenn has passed away in his sleep. A young man of 57, I believe. Very sad! Later Monday night I see a note from my good friend JD Pachereva that he has withdrawn from the PC nomination race due to family obligations. Good on him! An hour later I get a note saying I need to check out facebook because some lady is on there saying Tim Hudak has rescinded his endorsement of all candidates except one... and I wasn’t the one. Ooooh, facebook being that bastion of journalism integrity that it is, I was shaking in my boots. Given the circumstances
of the evening, I really didn’t care. My perspective was appropriately focused on what is important. Sure, I would love to earn this nomination and represent people who I consider friends and business acquaintances. It really would be an honour. But I have a life. I have a growing business. I’m involved in a host of committees and organizations. Simply, I’m not running because I need a gig or an upgrade. The politics, the real politics that happens under the surface, things the public would never see, if really quite sad. The mountains people will move, or have others attempt to move for them, has no limit. Let me say this about that....I will not turn into one of the political machine guys. Won’t happen. If you ever see or hear me turn into a “suit” you have permission to slap me silly. If I am ever successful, I will always think of this week’s events. I will think back to those horribly boring sessions at Niagara College (sorry Larry and Heather) when Glenn and I could not wait to get out the door and get busy. Regular guys facing a new opportunity, putting their heads down and working hard to make something happen. That is where I am again, in a different way, but still looking forward to the challenges ahead. Thanks, Glenn for all your support for 20 years.
