Integrity commish suggests apology By Mike Williscraft NewsNow West Lincoln’s integrity commissioner has recommended Coun. Dave Bylsma apologize for comments made in a heated debate at a January council meeting. Suzanne Craig was following up on a formal complaint lodged by Coun. Terry Bell. While Bell alleged four different issues with the conduct of Bylsma, Craig cited the use of the term “transgression” in his comments about Bell and the municipality’s MURS sub-committee and that actions could have been “misleading” the public as contrary to West Lincoln’s code of conduct. Core to the issue in January was concerns Bylsma had raised regarding the MURS sub-committee in that he stated he did

not understand how features were added to the RFP for the project and disseminated to the community which were not included in the “Plan B” option which was approved by council in October 2016. Bylsma also contended that by having five members of council at the sub-committee meeting in question – chair Coun. Jason Trombetta, committee member Bell, Mayor Doug Joyner (who has noted he is ex-officio on the sub-committee), Coun. Cheryl Ganann and Coun. Joann Chechalk both at the meeting for information only - and business of the municipality having been moved forward that a quorum was constituted. In her report, Craig notes all this and points out that Trombetta further clarified

Bylsma declared a conflict of interest on the item when it came up so he could not speak to the report, nor vote on it. An inquiry was also made with acting CAO Carolyn Langley regarding the cost of Bell’s complaint. Langley noted she had not received an invoice for Craig’s services for dealing with the complaint as yet. Should Bylsma choose to do so, he can issue an apology at a future council meeting or committee meeting of the municipality.

It’s difficult to believe it’s been one whole year since the Federal Government introduced the mandatory mortgage qualifying “Stress Test” for insured mortgages, which affected many homebuyers - the most notably affected group being those entry-level buyers with less than 20% downpayment. Now, one year later, the Government is taking aim at uninsured mortgages, by enforcing a similar “Stress Test” for conventional mortgage applications. The new “Stress Test” qualifying rate for uninsured mortgages will be the greater of the “mortgage contract rate plus 2%” or the Bank of Canada Benchmark rate. As an example, if you are applying for a 7-year fixed-rate mortgage at 3.79% (your actual mortgage contract rate), you will be required to qualify at the greater of the “Stress Test” rate, which, in this example, equals 5.79%, or the Bank of Canada Benchmark rate, currently 4.89%. What does this mean for you? If you are planning to apply for a mortgage after January 1st, 2018, for the purpose of buying a home, or refinancing your current home, I strongly encourage you to consult with me now, to determine how this “2% + Stress Test” qualification may affect your future borrowing ability. More importantly, if you expect your household income to substantially decrease in the coming years, due to retirement or some other change in your employment, then it may be advisable to set up a mortgage and/or home equity line of credit now, before your income level changes. WL council moves on urban expansion While West Lincoln council approved a motion to proceed with an urban boundary expansions Monday night, it was not without a serious barb sent one councillor’s way. Council approved establishing a “draft timeline; process, study area, terms of reference and to work jointly with Regional staff to establish a budget for the entire work plan...” as well as host a public meeting on the topic before month end. Coun. Terry Bell called out Coun. Joann Chechalk, chair of the township’s Planning Committee, questioning her motive for voting against the staff report recommending the expansion analysis be approved. “No matter what staff bring forward, it seems the chair has to vote against it and put her stamp of approval on it,” said Bell, who noted Chechalk is also chair of the economic development committee and with that group “we haven’t moved an inch.” Chechalk said she would not take the bait, noting personal attacks won’t help council move forward. “I don’t want to denigrate this council,” said Chechalk, noting she operates within her rights as a councillor and she was responding to citizens’ concerns.

ClubWest travel writer earns prestigious Magellan award ClubWest Magazine travel writer Lorraine Simpson has been named a 2017 Magellan Award winner. With entries from across the Canada and around the world, the Magellan Award winners represent the best in the travel industry. Simpson won for her outstanding commitment to tourism and innovation for her Wine Club project, which was featured in the July/ August edition of ClubWest, the popular regional lifestyle magazine published by NewsNow. Simpson has been working with wineries and wine clubs across Canada to help bring new business into their wineries as well as arrange travel and events for their wine club members. So far, the project has proven very successful. Her project twins Ontario wineries with wineries in other provinces to increase visitors and therefore increase sales. The second stage of the project is to organize overseas trips through her extensive contacts. Simpson will be co-hosting two specialty River Cruises with a food and wine theme next year, one with TV chef Massimo Capra. Lorraine started her business working from home as a single, widowed mother of four.

Peacefully passed away at Shalom Manor in Grimsby, on Thursday, October 19, 2017, in his 83rd year. Devoted husband of Tonica. Loved father of Tom Dunder (late Nancy) and Rosemary Stefanac (late John). Cherished grandfather of Gloria (Stephen), Julia, Maria, Anton and Emica. Dear brother of Vinko Dunder (Margaret), the late Ana Levicki and the late Luka Dunder. Thomas will also be missed by many other family members, friends, Kumovi and caring neighbours. After a long brave battle with cancer. Loving wife of Dan for 46 wonderful years. Dear mother of Rachael (Scott Miller) of California, Susan Neely of Stirling and Kirk (April) of Thessalon. Also survived 9 Grandchildren and 1 great grandchild. Dear sister of Ron (Rita) Pauls, Carol (Tim) Cook, Marlene (Bud) Ashby, Bernice (Paul) Lickman. Will be greatly missed by many nieces, nephews and friends. Predeceased by parents Dan & Clara Pauls. Eleanor was born in Morden, Manitoba & attended Western Christian College, Saskatchewan, Abilene Christian College, Texas. She worked as a Lab Technician and a Red Cross Homemaker. She was a faithful member of Tintern Church of Christ, an amazing cook and enjoyed flowers, Scrabble, crosswords, jigsaw puzzles & Bible study. Thanks for the wonderful care from the Beamsville Medical Centre, St. Catharines General Hospital and McNally House. The family received friends at the Tintern Church of Christ, 4359 Spring Creek Rd, Vineland on Friday, October 20, 2017 from 7 – 8:30 pm and for one hour prior to the Funeral Service which was held at the church on Saturday October 21 at 12 noon. Greening Lincoln One tree at a time, Lincoln is getting more green. A small army of volunteers made short work Saturday of planting trees and shrubs at Hartwood Park in Beamsville, part of the Ontariogreen initiative. “The response has been great,” said Liz Benneian, Ontariogreen manager. “We’ve had more than 150 volunteers come out for three plantings of native species of trees and shrubs.” The group has also done plantings at St. Volodymyr and Hilary Bald parks.
