Teen takes PC nomination In a major political upset which made headlines in a host of major daily newspapers, 19-year-old Sam Oosterhoff defeated Progressive Conservative Party president Rick Dykstra for the Niagara West Glanbrook nomination on Saturday night. About 400 PC members combined cast votes at polling stations in Pelham and Mount Hope earlier in the day before about 1,000 turned out to pack Grimsby Town Hall in the evening. With considerable chaos throughout the process due to changes to timing - the vote was moved up to Oct. 22 from Nov. 5 with 48 hours notice - using a multi-choice ballot for the first time, and more, it was impossible for the candidates to have a read on how they were faring in the vote. “We couldn’t tell, really, but when I stepped down from my speech and looked out into the crowd, I saw a lot of people I met at their doors when door knocking. That was when I really thought things could go in my favour,” said Oosterhoff. That they did. After a first round vote of Oosterhoff 589; Dykstra 435; NewsNow publisher Mike

Williscraft 245 and; Grimsby Reg. Coun. Tony Quirk 235 Quirk was dropped from the second round vote. With Williscraft dropping off after Quirk’s #2 votes on the preferential ballot were distributed, Oosterhoff was declared the winner with 699 votes with Dykstra earning 525 for second place.

Oosterhoff, who is currently a part-time student at Brock University, gained considerable support from his family - estimated to be about 100 strong - and the Dutch community. While there has been considerable discussion about what Oosterhoff’s win “means” for PC leader Patrick Brown and his Party’s provincial agenda, the new nominee said he ran to provide a fresh voice for his Riding on all areas of concern. “I saw a need for new energy and change. I am here to voice concerns for everyone in the Riding,” said Oosterhoff. For Dykstra it was his second political loss in a row as the St. Catharines resident lost his federal election bid in his home Riding in 2014. Lincoln’s News Now Capital Budget Overview: Update This past Monday, staff provided Council an update on the budget process and specifically a look at the capital budget. So what is the capital budget? • It is those items like roads, parks, and buildings that are “hard” infrastructure that municipalities must replace and build. Why is this important? The Town of Lincoln is responsible for providing and maintaining capital assets and infrastructure to serve our residents and businesses. This can only occur if we are sustainable in maintaining our capital infrastructure assets and our financial assets over the long-term. Public infrastructure is essential to all residents and businesses in the Town of Lincoln and critical to the competitiveness of our local and regional economy. The ability to build and properly maintain infrastructure assets is essential to ensure we can provide services and remain an attractive and cost effective place to live, work and play. Over the last 9 years our capital expenditures year over year have increased and decreased. Our goal is to ensure we invest as necessary and maintain a level of investment that is affordable. The impact on taxes has also ranged - from a - 1.2% decrease in capital spending to a 0.4 % increase in spending. This year, and as of today, we are looking at something in the 0.3% range, plus examining other ways to address our roads infrastructure deficit. At the end of the day, Council will be reviewing the budget and providing direction and budget guidance in

the coming weeks. One of the principles of long-term capital planning is to optimize the investment in existing municipal infrastructure to ensure that all assets are in a condition that allows them to meet intended service levels and community expectations. A balance between growth and renewal should ensure that investments in infrastructure assets maximize benefits, lower risk, and provide satisfactory levels of service to the public. With both an aging and growing community, balancing investment choices between renewal and growth is a significant challenge. As infrastructure ages, more maintenance and rehabilitation is required to ensure that infrastructure is performing well and continuing to meet the needs of citizens. At the same time, demands arise for new infrastructure to support growth. This year you will see us look at projects in the following ways: 1. Basic renewal projects usually your roads and parks; 2. Preparing for growth related projects which are funded through development charges and not on the back of the levy; 3. And those transformational projects, that are critical for the future of our community. This year some additional items will also be recommended to ensure investment in basic services and infrastructure as well as items that Council identified throughout the year. These items specifically focus on the Sport, Culture and Recreation Department (Facilities, Cemeteries and Parks).

Put electronic devices down and keep heads up and walk, don’t run, across the street. 4. Teach children to make eye contract with drivers before crossing in front of them. 5. Soup from Nancy’s Kitchen END OF SUMMER SOUP INGREDIENTS • 4 ears corn, husked • 2 tbsp olive oil • 1 large onion, chopped • 2 large zucchini, halved lengthwise and sliced • 8 ounces green beans, cut into thirds • 2 carrots, peeled and thinly sliced • 1 can (14.5 oz) diced

tomatoes in juice • Salt and pepper to taste • 1/2 cup orzo or small pasta • 4 cups reduced sodium chicken or vegetable broth • 2 cups water DIRECTIONS Husk and remove silk from corn. Carefully slice kernels off cobs. Set aside. In a large 5 qt pot or Dutch oven

Good luck to Lincoln officials A contingent from the Town of Lincoln will be off to Holland for a foray into developing trade partnerships. Good luck to them! These kinds of endeavours have been tried in the past with mixed results at best. It would seem from the itinerary developed that the Lincoln contingent does have homework done and has key meetings in place in order to achieve some of its goals. That’s a strong first step. To nail down deals which brings jobs or deals that benefit the Town is a whole other matter. M.W.

It was a wild and woolly Saturday The next time Grimsby town hall is as packed as it was Saturday night will be when residents figure out just how much their biodigester is going to cost them. To say Saturday’s Progressive Conservative nomination process was like a three-ring circus would be fitting, with Grimsby being the third ring...and it was a doozy! As you may or may not know, I was one of the candidates vying for the PC nomination in Niagara West Glanbrook. I ended up third but am completely happy with the result. I got involved because I could not see either of the two early hopefuls as the MPP for this Riding. I whine and complain a lot, but this time I thought I could offer fresh qualities and do something about it. About the process - for which the PCs have taken a lot of heat - left a ton to be desired. It seemed like every possible curve that could be thrown at candidates was, and this is not just my rookie voice talking here. The only thing that surprised me was how surprised others were who have been around the politics game for decades. So Grimsby’s finale of three different polling stations in a Riding which never had more than one was somehow fitting. About 20 minutes before speeches were set to start, Grimsby Town Hall was packed and a line up was starting at the door. Conservative estimates would say there was 400

MIKE WILLISCRAFT people packed, and I mean packed into the hall. When I saw that town hall had been booked as a site I checked on the fire capacity - 200 I was told. The number waiting to get in was much closer to 200 than the number already in the building. People at the back and on out the door could not hear speeches anyways, I was told later, so capping the crowd earlier would have made little difference. With the result, as I say, I am happy for two reasons. Rick Dykstra was a poor choice for this area from the outset. Him not winning is a good thing. For me, Tony Quirk’s involvement with Niagara Power, Grimsby Power, whatever you want to call the organization and its vaunted biodigester and CoGen units, as well as his ongoing support of these costly mistakes told me his decision-making ability was not good. Being on the provincial executive for the PCs and a Party lifer, I knew he had a good chance, so despite only having about three-and-ahalf weeks to rally support and beating him in the polls was a good thing.

I knew things would go well when Tony had West Lincoln Mayor Doug Joyner introduce him talk about a political kiss of death. The winner, Sam Oosterhoff, is a good young man of just 19. No way around that, his age will present challenges both in the byelection and serving as an MPP. Dykstra got his massive turnout from one community in Glanbrook but Sam’s significant support from the Dutch contingent in the Riding helped carry the day. Some of the major media have angled Sam’s win as some sort of targeted opposition to PC Leader Patrick Brown’s agenda. Let me say this, nobody could possibly say anyone won or lost due to something specific because the whole process was all over the map to the point where the candidates were assessing and reassessing things hourly and we could not make heads or tails of things. The date change, voters not hearing the speeches, hall capacities, membership roll issues, and other matters all played a role in determining the winner. So now the race is on with the byelection set for Nov. 17. The Liberals have their candidate in Vicky Ringuette, a lawyer from Binbrook. There are many dynamics and a host of issues at play in this one, so it will be very interesting to see how it all works out. Many wanted change, one way or another, they are definitely going to get it.
