Dog owners upset park hours limited By Mike Williscraft NewsNow Grimsby residents who frequent the municipal dog park on Lake Street for an unwanted surprise when dropped by the facility a week ago. They were greeted with a sign which stated, “This facility will be locked half an hour before dusk starting Nov. 2, 2015. The night that sign was posted, Oct, 29, the park was locked. “I couldn’t believe it,” said Ruth Prosser, a regular at the park who has started a petition to asking that the
limitation is removed. At 4:40 p.m. on Tuesday afternoon there were about 30 dog owners and their four-footed friends at the site when a town employee pulled up to lock the gate. While interviews and photos were being shot over a half-hour span, the gate was not locked and the town vehicle left the lot at 5:10 p.m. “It really makes not sense. As a start, with the sun going down before 5, nobody could get home after work and get here in time,” said Nancy Smethurst.
While Prosser has been circulating a petition in recent days, Ald. Steve Berry has been following up with another resident who complained. “When our parks department was reviewing the original approval for the hours for the dog park it was discovered that the hours are 7 a.m.-9:30 p.m. This should address your concern,” write Berry in an email to Suzanne Levere. “The sign will be changed in the next couple of days.” Despite that note sent late See DOGS, Page 2
By Mike Williscraft NewsNow A record crowd at Mayor Bob Bentley’s annual breakfast was treated yesterday (Wednesday) to a lively discussion on the merits of Grimsby Energy’s $4.5 million biodigester project. While Bentley opened the discussion with an overview of how the project was chosen in the first place, it was Grimsby Energy Board chair James Detenbeck who walked the crowd through the nuts and bolts of what is happening at the Sobie Road site. “It (the biodigester option) looked like a good fit all around. The numbers we have are still valid and it is a good project for the community,” said Bentley, who has said in the past the project will generate $20 million to $25 million in revenue for the Town. At issue for some in attendance was not what shows on the revenue side of the ledger, rather, it is
the expenses of the project – both initial capital costs and ongoing management of the site. Carol Jones told Detenbeck she had concerns with truck traffic “from all around the province” making their way to the Sobie Road plant to unload raw materials. Detenbeck confirmed requirements of their FIT contract stipulate they must be open to receiving materials from anywhere in the province, he maintained it does not effect their project saying, “this is a regional project” and it would not be cost-effective for anyone to ship great distances. Former Grimsby Energy chair Rob Hattin, who has voiced concerns with several aspects of the project in the past, noted several new issues. DISPUTE From Page 1 the site was not prepared for it; • what Hattin perceived as conflicts of interest; • a series of disputed financing data; • some Grimsby aldermen’s understanding of council’s obligations as cosigner of $4.5 million in financing. And there were other issues as well. Hattin said he was informed late last week the Ministry of the Environment had issued a directive to immediately remove 5,000 tons of grape pomace from the site as the tar and chip base in place allows the material to leach into the ground. Pomace is considered toxic by the MOE. Detenbeck said the amount in question was 2,000 tons, but confirmed it will be
removed and spread across the “several thousand acres we have contracted to Grimsby Energy”. He used the property owned by Rogers “which is in out control” across the street as an example. He did not say what the added cost will be of removing the pomace, spreading it and reconstructing the storage area. During questions, by Hattin, Detenbeck also noted he is a board member of Grimsby Energy and he is being paid as a consultant on the project. “You’re getting paid on both ends?” Hattin asked rhetorically. “The conflict of interest has been declared,” said Detenbeck. While loan payments – Hattin calculated it to be $640,000 while Detenbeck said it is
$318,000 per year – were debated, Hattin said afterwards the fact that Detenbeck’s financial overview did not include any depreciation would push the project into the red using his Detenbeck’s own data. Hattin asked if Detenbeck would resign if the project’s loan gets called or if the project loses money. “I will not,” said Detenbeck, noting the Town, as shareholders, can ask for his resignation at any time. Regarding a question from another attendee, Detenbeck acknowledged there is no contract in place to be able to sell the by-product of the fermentation process, essentially fertilizer, although that is part of the business plan for the operation.

Get Involved in Niagara’s Future:Attend a Public Information Centre In the next 25 years, Niagara is expected to grow, bringing a possible 168,000 new residents and 80,000 new jobs to the region. Niagara Region is making sure we’re prepared for this growth through three projects that will help us plan where and how that growth will occur, and how it will be accommodated. HOW WE GROW: The Municipal Comprehensive Review will look at the land we have available across Niagara, and will ensure we have enough to sustain our expected growth to the year 2041. It will also examine how that land is distributed throughout Niagara. HOW WE FLOW: The Water and Wastewater Master Servicing Plan will ensure Niagara has the infrastructure to provide critical water and wastewater services to our growing region in a sustainable and financially responsible way. The Transportation Master Plan will look at how we currently travel in and around Niagara and how we can improve our transportation systems, including options for walking, cycling and public transit, to better serve Niagara’s future needs. Commander will “Change the Guard” at that point and replace with four new Vigil Cadets. “This change will happen every 45 minutes throughout the night and into Remembrance Day,” said Leonard. “The final Guard will be posted to the cenotaph at 10:40 hours on Nov. 11th and the cadets will remain until 15 min after the service is complete.” Remembrance Day is far more than a one-day exercise for the cadets. As part of the Remembrance activities which they par-
ticipate the group is on the go from Oct. 31 on. Air Cadets are out engaging the communities of Lincoln, West Lincoln and Grimsby in support of RCL Br 612, 393, and 127’s Poppy Campaign, said Leonard. He said air cadets will also participate Nov 8 in the Beamsville Branch 612 Remembrance Service at the Beamsville cenotaph as well as Smithville Branch 393’s. Nov. 21 they will volunteer at Grimsby Legion Branch 127 at the veterans dinner hosted by branch.

WLMH needs more staff: reader
Dear Editor, In your article “WLMH getting TLC” the VP HHS Aaron Levo assures us that ‘things are rolling out as planned’ and indicates that inputs from public meetings will help formulate the 20-year vision for improved health service levels at our hospital. I attended the inaugural public meeting in Grimsby but unfortunately couldn’t attend the second. As I recall, the preponderance of comment from participants at the meeting to which I did go to centred around ‘respect for patient comfort, dignity,and efficiency of treatment’ I don’t recall any great outcry for more cosmetic changes to the ER (which has only recently been “improved” although I’m not sure how apart from moving a few internal walls). WLMH president Ms. Repa then outlines investments moving ahead, listing a $5.4 million capital expenditure, some of which will be allocated to improving communications technology plus
$250,000 tp be spent on the ER department. I note that the upgrading of “Keyhole” surgical techniques is mentioned. I sincerely hope this will utilize the latest technical advances in robotic surgical practices as human error in this type of surgery almost cost my wife her life! Notwithstanding that, structural and infrastructural upgrades are long overdue for our hospital. There is a noticeable lack of priority in increasing medical staff levels. My wife and I have spent many, many hours in our hospital, most of those spent waiting for medical professionals to attend to our needs. A typical example drawn from my recent memory was an ER visit entailing 4 hours of which 7.9 MINUTES where actually utilized in receiving medical attention! The present staff are beyond reproach. They are dedicated and very good at what they do, BUT! They’re spread much to thin for effective patient comfort! Where are the plans to increase staff levels? Brian Merritt

Massimo Bergshoeff and his Major Novice Peach King teammates are doing their share to raise awareness during Diabetes Awareness Month. Massimo, who was diagnosed with Type 1 diabetes in June 2013 at age 5, has taken his ordeal “bravery and always wears a smile” say his parents Dina and Dave.
Clearly something was wrong It seems as though Town of Grimsby officials will move relatively swiftly in dealing with a bizarre policy implemented seemingly overnight last week. With no notice to users, the Lake Street dog park was padlocked in the evening last Thursday, just after a sign was posted earlier that day noting it would be locked in this manner night, a half hour before dusk. The move makes no sense at all since the town’s noise by-law states 11 p.m. and, as Ald. Let’s revisit the OK Corral at Casablanca And in this corner, in the trunks adorned with grape pomace and the motherhood issue of doing good for the Town of Grimsby, we have Grimsby Energy president James Detenbeck. And in this corner, in the trunks and cape reserved for all good municipal watchdogs, we have former Grimsby Energy chair Rob Hattin. The two got into a muchneeded tussle at yesterday’s (Wednesday’s) Mayor Breakfast at the Casablanca Inn. In the end, in my mind as I sit at my computer, a comment about what the breakfast was not, gave me an idea for what should be. Let me explain. Hattin has spent months wading through information from calls to government and energy officials in the private and public sector. He already has a very good base of understanding from his own work experience and time invested in developing Grimsby Power et al. NewsNow has done stories and this space has been filled in the past with questions which have arisen as result of his efforts. And you can whine and complain about the time he took at the breakfast all you like, but in the end you should appreciate the questions he asked as they will either ensure the powers that be who are pushing this project will be right up on their toes throughout and shooting for perfection, or he will shed light down the tracks at the financial freight train that is bearing down on the Town of Grimsby through its backing of the project. Make no mistake. There are serious issues with the
MIKE WILLISCRAFT project. It is not all the roses and sunshine as purported by Detenbeck and it may or may not be as dark as Hattin projects with his estimation that the biodigester project will lose about $1.5 million in its first year of start up and about $1 million each year after. He maintains his research shows, among other things, there is not any biodigester project which makes money without having an energy rate of 25 cent/KWh - Grimsby Energy’s FIT contract gets 16 cents/KWh - or significant government subsidy. The project has none at this point. For all the ins and outs of this project, and there are many, it was near impossible to form the serious questions which need to be proposed AND have the answers offered challenged with other data and information on Wednesday. There was as there was a lot of window dressing hung out. A key and current issue had to do with grape pomace, which was parked at the site last month. I went up there Tuesday to check things after I heard there was 5,000 tons of stuff which is what’s left after grapes are squeezed for
wine - which the Ministry of the Environment has issued a directive to have removed immediately as it is considered toxic and was leaching into the soil...this because the tar and chip base on site was insufficient to contain the run-off and no drainage has been done as yet. In speaking with Joe Panetta, president of Grimsby Power, at the site, he informed me they would be distributing the pomace on the acreage at the back of the site. Detenbeck said it was being spread across some of the thousands of acres which Grimsby Energy has under its control including a Rogers property. There was no mention of the cost implications for the additional work or the setback if time to the project itself. It was also noted that the place was supposed to be up and running this month, November, as per the FIT contract, but I was told it will not be operational for another 5-6 months. This could trigger $19,000/week fines imposed by the Minister of Energy for not fulfilling their hydro contract. So before we love or hate the thing, we should revisit the OK Corral for a good old-fashioned showdown – a debate between Mssrs. Hattin and Detenbeck when the financial charts can be ponied out and issues can be thoroughly vetted. It should also be noted that if, as has been noted here many month ago, Grimsby Power was more transparent with their dealings on this, lingering questions could have been asked and answered month ago.

Vegetation Clearing Notice for Transmission Line For the Niagara Region Wind Project, FWRN LP
Project Name Niagara Region Wind Project (the “Project”) Project Location Within the Townships of West Lincoln and Wainfleet and the Town of Lincoln in the Niagara Region and Haldimand County in Southern Ontario Notice Dated At Haldimand County and Niagara Region, the 28 of October 2015. Niagara Region Wind Corporation, now FWRN LP (the“Proponent”), is planning to engage in a renewable energy project for which a Renewable Energy Approval (“REA”) was issued by the Ministry of the Environment (now the Ministry of Environment and Climate Change) on November 21, 2014. Project Description The Project is located within the Townships of West Lincoln and Wainfleet and the Town of Lincoln in the Niagara Region and Haldimand County in Southern Ontario. The Project will consist of 77 wind turbine generators, stepup transformer, electrical collector lines, a transmission line, two transformer substations, turbine access roads and construction staging areas. The Project will have a total maximum nameplate capacity of up to 230 MW. Commencement of Vegetation Trimming and Clearing for Transmission Line Infrastructure In order to build the transmission line, vegetation in the right of way must be trimmed or cleared as per the Electrical Safety Authority guidelines and the municipal standards for trimming and clearing. The vegetation trimming and clearing in the right of way will occur on the following roads: Creek Road, Sideroad 42, Concession Road 6, Shafley Road, Highway 3, Wainfleet Dunnville Townline Road, Mountainview Road, Walker
Road, Fly Road, Mud Street, Thirty Road, Young Street, South Grimsby Road 5, Regional Road 20, South Grimsby Road 6, Smithville Road, Tober Road, Sixteen Road, Port Davidson Road, Concession Road 4, and Canborough Road. The trimming or clearing in the right of way is scheduled to begin the week of November 9, 2015 and will last for a total of eight weeks. Every effort will be made to limit disruption and minimize any inconveniences to residents.
