Sam Oosterhoff’s byelection checklist is now two-thirds complete after he easily won last Thursday’s Niagara West Glanbrook byelection. There really were no surprises as early posted poll results had Oosterhoff with a decisive lead which held true all night as onlookers at his Casablanca Winery Inn reception watched them roll in. When the dust settled, Oosterhoff’s 17,651
votes gave him 54 per cent of the vote and a winning margin over NDP candidate Mike Thomas of 9,528 votes. Liberal candidate Vicky Ringuette finished third, more than 3,000 votes behind Thomas’s 8,123. She earned 4,997. Other candidates in the race were: Donna Cridland, Green Party, 892; Stefanos Karatopis, Libertarian, 355; Greg Vezina, None of the Above Party, 342; Martin Poos, Independent, 206; Queenie Yu, Stop the New Sex-Ed Agenda, 76, and; Arthur Smitherman, Canadian Constituents’ Party, 44. The turnout at the polls was just under 32 per cent.

Tonight, we have made history,” said Brown in introducing Oosterhoff. “We have elected the youngest serving MPP in Ontario history.” This past Tuesday Oosterhoff made his first visit to Queen’s Park as MPP-elect. “It’s been tying up a lot of loose ends,” said Oosterhoff of his work since the victory. “We’ve been looking to get an office set up, hire staff and lots of thank-yous. “We were quite confident of winning the seat but we were a bit surprised by the high percentage of the vote,” noted Oosterhoff. “It truly is humbling, that is the best word for it. For thousands of people to put their trust in me to represent their interests... that is something I will not take lightly and I can assure you I will work very hard to show them their support was not misplaced.” Another surprise for Oosterhoff on election night was the amount of media on hand at the evening reception. “I’ve been involved in elections in the past and typically it is two and one, two local reporters and
one ‘city media”,” he said. “I recognize this was more closely contested than the Ottawa-Vanier byelection but it was a surprise to see all those cameras and microphones.” “That really isn’t my thing. I love the doors. I love getting out there and connecting with the voters. It is important local residents know their voices will be heard.” Generally, he said it is important to ensure issues carried forward are of interest to those outside the “Toronto bubble”. “I plan to stick to core local issues of my neighbours and the people of Niagara. That is who I represent.”
Grimsby aldermen say ombudsman finding wrong on in camera matter By Mike Williscraft NewsNow Several members of Grimsby town council say Ontario Ombudsman Paul Dube was wrong in his finding they contravened the Municipal Act. In the Nov. 17 edition of NewsNow it was noted by Dube, “Council for the Town of Grimsby contravened the Municipal Act, 2001 and the municipality’s procedure by-law when it discussed a matter in camera on May 2, 2016 that did not fall within any of the Act’s permitted exceptions.” Ald. Steve Berry said council sought and followed legal advice, but “this was simply a mistake.” “That was the advice from our lawyer. We take the advice we’re given.”
He said commented on several contentious points which have come up over the last two years regarding Niagara Power and its holdings, including, “We took a $1 million asset that was doing nothing and made it into $9 million asset.” He said “continuing nagging” from the opponents of Niagara Power projects has not been productive and insisted all actions have been done with transparency in mind. At that point in the meeting, Bruce Hutchinson - a former 35-year employee of Grimsby Power - sounded off from the gallery. “Transparency? I have not seen any transparency in this whole matter,” Hutchinson said as he rose and walked out of the council chambers.
“The silent majority understands,” said Berry. Ald. Carolyn Mullins and Ald Nick DiFlavio as well as Mayor Bob Bentley all said Dube decision was wrong, while Ald Dave Kadwell - who brought forward the notice of motion to have NPI valuated which was dealt with in closed session - said he still does not understand why it was taken behind closed doors in the first place. “It was just to have a valuation. I don’t understand. We just need to follow procedure and things will be better in the future.” Council did vote to accept a series of recommendation made to improve its processes, including recording closed sessions. The vote was recorded and unanimous.

Attention all First-time Home Buyers!
On November 14th, the Provincial Government announced an increase to the first-time homebuyer rebate against the provincial Land Transfer Tax (LTT), from $2,000.00 to $4,000.00, effective January 1, 2017. This means that first-time home buyers will not be charged any LTT on the first $368,000 of their home’s purchase price. Previously, no LTT was charged on the first $227,000 of the purchase price. So, this increased rebate will benefit those first-time home buyers who are purchasing a home for more than 227K. Who qualifies for this LTT rebate?
• You cannot have owned a home previously, anywhere in the world. You must also be making the home your primary residence within 9 months of closing. • If you are married, and if your spouse owned a home while married to you, then you are not eligible for this rebate. But if your spouse sold his/her home BEFORE getting married to you, then you will still be eligible for the full rebate. These rules apply to common-law spouses as well. • If your parents are acting as co-signors to your mortgage, and the mortgage lender requires that they also be on title to the home as a condition of the mortgage approval, then you may still qualify for a partial rebate. We would just have to ensure that the mortgage lender approves the title being registered as 99% as your share, and just 1% as your parents’ share. In this case, you would then be eligible for 99% of the total LTT rebate. If your purchase price is more than $227,000, and your closing date is before year-end, I encourage you to explore whether your closing date can be extended to the first week in January 2017, so that you qualify for the larger rebate. GBF, firefighters launch Hamper program The evolving need of families in crisis is changing in Grimsby and not for the better, says Grimsby Benevolent Fund executive director Stacy Elia. “We have three households, we call them households, that are homeless right now. In the past, some might have had that issue short-term but that is an indication the crises coming to our door are more severe,” said Elia, in announcing the launch of the GBF’s annual Christmas Hamper Program. The program is run in partnership with the Grimsby Firefight-
ers Association which runs a major food drive as part of the Dec. 3 Grimsby Santa Claus Parade. “We’ve got out food bags all set to go, so watch out for them in the Dec. 1 edition of NewsNow,” said firefighter Jeff Dancer, who co-chairs the drive with Jim Bergshoeff. Donation can be dropped at GBF’s store on Elm Street, or bring the bag to Grimsby’s Santa Claus Parade. Firefighters will walk the route to pick up donations. “We already have 125 families registered and I suspect we will be in
the 225-250 range this year,” said Elia, noting this year the number of teens in the mix is considerably higher than usual. “There is tremendous pressure on these families and an immense amount of struggle. We have some families who now need to shop weekly. We spending about $20,000 per month on food for the food bank.”
Bergshoeff said the support of the firefighters is natural for his group. “We look forward to this every year. Everyone of us enjoys taking part and helping those who need it,” he said. “We have great support from our sponsors who make it all possible and if we can help to make someone’s Christmas better, we’re all for that.”

GO hub/station updated, process enters third phase With GO train service projected to reach Grimsby in 2021, St. Catharines and Niagara Falls in 2023. Niagara Region have completed the first two phases of study and have initiated the third of four. In providing an update, Denise Landry of Niagara Region’s planning and development services, said the first phase of the project examined the 2011 Niagara Rail Service Expansion Environmental Study Report to confirm the station locations, identified

Phase 2 of the Niagara GO Hub and Transit Station Project looked at developing a vision and identifying issues and opportunities for each of the four station areas. PASADENA PINWHEELS INGREDIENTS • 8 oz cream cheese • 2 tbsp mayonnaise • 4 oz can diced green chilies, drained • 1 large tomato, seeded and chopped • 1/4 cup finely chopped onion • 1 large garlic clove, minced • 1 tsp chili powder • 1/2 tsp salt • Flour tortillas DIRECTIONS Blend cream cheese and mayonnaise. Stir in remaining ingredients. Cover and refrigerate for two hours. Spread cheese mixture over each tortilla and roll up tightly. Trim ends. Wrap in plastic wrap and refrigerate until firm. Slice and place pinwheels flat on a cookie sheet lined with parchment paper and broil until lightly golden. Serve warm. CREAMY CHEESE BALLS INGREDIENTS • 1-1/2 pkg cream cheese • 1/4 cup butter, softened • 2 tbsp finely chopped onion • 1-1/2 cups finely chopped fresh parsley • 4 oz blue cheese • 3/4 cup green olives with pimento, chopped fine • 1 tbsp Brandy, (optional) DIRECTIONS In small bowl, cream together cheeses and butter until smooth. Blend in olives, onion and brandy if using. Cover and chill for four hours or overnight. Shape into small balls and roll in parsley. Chill until serving time. Makes about 72 balls.

Niagara Region is making sure we’re prepared for this growth through four projects that will help us plan where and how that growth will occur, and how it will be accommodated.

Last-minute push helps GAMRU get by last year’s sales Feverish last-minute bidding in its first on-line charity auction helped push up the total funds raised during Grimsby Auxiliary Marine Rescue Unit. The week-long auction helped raise more than $6,700 for the GAMRU - Lake Ontario’s south shore rescue squad. That is a better result than 2015 but less than
the group’s $8,000 goal. “It was successful by almost any measure,” says Sean Coffey, GAMRU Deputy Unit Leader and the man responsible for this year’s auction; the first attempt at an on-line version of a fundraiser the group has staged. There were more than 14,000 visits to the auction site, which kept

The transition to a new format wasn’t easy, Coffey says, but it will be worth it in the long run. “We anticipated a few problems in the change-over but we proved there is a demand for our auction items, and we are very grateful to the individuals and companies who
contributed goods and services,” he says. “With our track record, we hope to have many more items for next year.” The donation will help the volunteers pay for equipment upgrades, maintenance, fuel and the other costs of operating a round-theclock rescue service in 2017. GAMRU gets no government funding.

GBF hamper program needs help The Grimsby Benevolent Fund’s Christmas Hamper program kicked off this week, and not a moment too soon. When executive director Stacy Elia starts an interview by explaining that, for the first time, there are three long-term homeless families in need this year, to say strain on the food bank system is ongoing would be an understatement. Next week you will find special grocery bags - if you live in Grimsby - in your copy of NewsNow. You can bring those bags stuff with non-perishable food items, to the Grimsby Santa Claus Parade on Saturday, Dec. 3. Grimsby’s firefighters will walk the route and collect donations. A kinder, gentler ditty this week, sort of I am not going to rattle about Grimsby council or Niagara Power this week other than to say it was pretty funny to see members of town council explain how Paul Dube of the Ontario Ombudsman’s office, basically, didn’t know what he was talking about when he found the council acted inappropriately by going into closed session back in May to discuss the possibility of getting a valuation done on the utility. If one uses the angle taken by some members of council, that actual dollar amounts or staffspecific discussions could be part of the mix in discussing whether or not to get a valuation done, one could transpose that sentiment onto virtually any topic council discusses and we’d never see anything in an open forum. Council should be fighting to make as much public as possible, NOT looking for ways and angles to conceal information and plans. It is that simple. The only person on Grimsby council with the true interests of the community as whole is Dave Kadwell. This was so basic, so simple, council better be getting a refund from their solicitor and that solicitor should be canned. The power utility needs to be valuated, package and sold at the earliest opportunity. Period. ****** So we have a teen
MIKE WILLISCRAFT packing up and heading off to Queen’s Park, do we? Sam Oosterhoff is no ordinary teen. You better get that straight from the get go, but he is still a teen. I had literally hundreds of people ask me what to do, who to support, during the byelection campaign. For many, it really came down to Mike Thomas from the NDP and Sam of the PC Party. You would be hard pressed to find anyone admitting they are among the near-5,000 who actually did vote for the Liberals’ Vicky Ringuette, and that is in no way a slight against her. Many actually liked her and thought she handled herself pretty well, especially at the sometimes intense all-candidates meeting, but there was zero chance of success for her...less than that, if possible. All I really did was treat it the same way as when Sam approached me at the nomination meeting and asked me to nudge my supporters to him with the #2 votes.
I told him then I just could not do that. I am not about making deals like that and telling anyone how to vote. That is their right and privilege. With Sam, I did tell him I thought he would get the vast majority as nobody who supported me would have supported Rick Dykstra or Tony Quirk, so he was in a very good spot. That was how it played out when Tony dropped off after Round 1, Sam took my #2’s by a 4-1 ratio, so he was set. In the byelection, there was a lot of people who did, and still do, have a major problem with sending someone to Queen’s Park to represent them who has never paid a hydro bill. Some held their nose and voted PC, some went NDP, hence Thomas’ strong second place showing, but many recognized that Sam was the best candidate in the race and nobody outworked him, that is for certain. There are those who believe the PC organization did a disservice to the riding at the nomination level - they say - because Sam’s views are too far to the political right. The thing about provincial politics is those view are not on the table or in play, so a nonissue at this point. Federal level would be a whole new ballgame, yes? As I say, that is not a concern now. That Niagara West has the youngest MPP in history is. Good luck, Sam!

Get involved, says reader Dear Editor, People needed to hear this. There is an old saying, “you get what you deserve”. In this case, it applies to the people of Grimsby for voting the same mayor in office time and again without looking at his performance. The same goes for the people of Ontario, who voted the most corrupt Liberal government back in office - with a majority. And now we are paying the price. As Mike pointed out so well in his editorial, as citizens how can you keep quiet when you see abuse and manipulation of public funds by the mayor and council. By not speaking out, Grimsby residents are taken for granted by

In a time where many feel the squeeze of their monthly hydro bills on their household budgets they will be wacked even more with unnecessary tax increases, because of irresponsible council decision making. It is appalling that council seemingly squanders millions of dollars without being accountable for their actions. People need to get involved not just in Grimsby, but in every municipality in Niagara, in regional council and the province or get punished for their apathy as we see over and over again. First off, if you went around actually slapping someone in the face, you would probably stand a good chance for being arrested for assault.
