Grimsby election night issues linger By Mike Williscraft NewsNow Incorrect certified results and human error were two of the main issues which continue to cause Town of Grimsby officials grief post-Oct. 27 election night problems. In a lengthy series of emails among Grimsby resident Rob Hattin, former mayoral candidate Wayne Fertich, town manager Keith Vogl and NewsNow, concerns about an election

night process gone awry linger. The general public and candidates alike were left scratching their respective heads on election night at the Peach King Centre as results were not released until about 10:30 p.m., hours after most municipalities had released their results. The problem, says Brian O’Connor, president of the company contracted to provide support for the Town’s online voting process, “Scytl

(O’Connor’s company) detected that election result files had been mislabelled due to human error. The election results were accurate but the files had the wrong municipalities’ name associated with them. Rather than just rename the files, Scytl reran the entire process with the Electoral Board as is our protocol when any type of inconsistency is detected,” noted O’Connor in a letter to its customers, adding this caused the delay.

For Hattin, this raised several issues, namely, he believes the rerunning of files constituted a recount and should have opened the process up to a whole other level of scrutiny and process. In a note to Vogl, Hattin stated, “They (Scytl) admitted an error, and they were the only ones who oversaw the correction. When there is an error there is compromise. From my See ERROR, Page 2

This issue is about confidence in their ability to tally election results. Twenty five per cent error! What else didn’t they do right?”

While the bottom line for the Town is that the results are correct, a full review of the night’s events will be conducted. “Were we happy with Scytl’s performance on election night? In a word, no. While I understand that they made the decision to correct the error, this was not communicated to us here in Grimsby. We were not given the information about why there was a delay, and Town Officials as well as the candidates were quite frustrated,” noted Vogl. In addition to the file name

and delay issue, Hattin brought another matter to the Town’s attention Tuesday when he noticed the certified results for the public school board trustee were incorrect. The certified result had been corrected by hand by the town clerkafter two numbers were added in correctly with an error of 2,700 votes resulting. Benevolent Fund kicks off Christmas Hamper program Christmas is fast approaching. Although preparations for the holiday season have become synonymous with shopping stress, imagine not being able to purchase so much as a single gift for your child or even putting dinner on the table. During the holidays, a time traditionally spent celebrating with family and friends, the harsh reality of poverty is heightened. If Stacy Elia, executive director at the Grimsby Benevolent Fund, has her way, not a single local resident will experience that depressing sadness. “Sometimes the holidays add pressure,” said Elia. “It’s not about the gifts, it is about bringing families together but what if you can’t afford to buy dinner.” This week marks the official launch of the holiday season and the GBF is organizing its food and gift collection as it prepares to fill more than 200 hampers with gifts and toys. Already 27 families have registered and Elia is anticipating there will be about 200 more.

It is an effort that requires the mobilization of the entire community with thousands of pounds of food and hundreds of toys collected and distributed. This year, the GBF is also collecting hats, mittens, gloves and scarves for children but also for adults. There will be collection bins at local businesses for donated items, or take them directly to the GBF prior to the Grimsby Santa Claus Parade. Members of the Grimsby Fire Department will be walking the Parade route Saturday, Dec. 6 collecting food as they have for more than 25 years. “We are thrilled to have the strong partnership of the fire department in making sure the needs are met,” said Elia. “There is a need and we want to help,” said firefighter Jeff Dancer. Gift cards for older children and teens are needed as well as gas cards for those struggling to get to work. Elia would like to remind people that no one needs to struggle.

Grimsby Phantom Squadron air cadet inspired by Vimy Ridge The 62nd Grimsby Phantom Squadron Air Cadets have been in Grimsby for 10 years now and about 450 students have gone through its programs. But although only a handful of the cadets have gone on to a career in a branch of the military, the others have gained vast knowledge about the other components of the program: citizenship and leadership. Capt. David Leonard, deputy commanding officer of the cadets corps, says instilling an interest in the armed forces is secondary. Leonard himself was a cadet and spent

seven years in the military before moving on to a position at Toronto International Pearson Airport as an air traffic controller. The motto of the cadets is “excellere contende,” strive for excellence. “We push the kids to do their best at all times, recognizing that they are individuals and one’s 100 per cent might be someone else’s 50 per cent,” said Leonard. Among the local cadets who have worked to reach their personal best is 18-year-old Ishaan Gulati, a student at Grimsby Secondary School.

Ishaan does plan on a military career. “Cadets has helped me develop the leadership skills as well as the deportment to help become a successful applicant for the forces. It also gave me a taste of what it might be like through summer programs away at CFB Trenton and even here at home,” said Ishaan “I learned the drill and how to dress properly and even how to carry myself. Attic insulation a good investment Insulation is one of the best investments a homeowner can make, but too often people overlook insulation in favor of more eye-catching renovations. Insulation is not something to be ignored, as it contributes to year-round comfort in the home while reducing energy costs along the way. You should add more insulation if the existing insulation is just level with or below the floor joists of your attic. If you cannot see any of the floor joists because the insulation is well above them, you probably have enough and adding more may not be cost-effective. In addition, check to see if the insulation is an even thickness across the entire attic. Sometimes it can be thicker in the middle and then peter out toward the eaves.

Attic insulation is measured according to its R-Value, which measures the insulation’s ability to resist heat flow. The higher the R-Value, the better the thermal performance of the insulation. In many climates, the recommended level for homes is R-38. If you prefer more insulation, increase the R-Value. Insulation is made from different materials, including fiberglass, cellulose and rock wool. It comes in different forms. Rolls and batts are some of the more commonly used types of insulation. Loose-fill insulation is a loose insulation with no backing that is usually blown into a space. Rigid foam and foam-inplace insulation are additional types of insulation. Certain materials are not applicable for particular uses, and typically insulation that

provides a higher R-Value tends to be more expensive. Examine the cost-effectiveness of the type of insulation being considered before application. You also can mix and match insulations depending on the application. • Consider factors such as your climate, when selecting insulation for your home. •Use higher R-Value insulation, such as spray foam, on exterior walls and in cathedral ceilings to get more insulation with less thickness. •Install attic air barriers, such as wind baffles, along the entire attic eave to help ensure proper airflow from the soffit to the attic. Ventilation helps with moisture control and reduces summer cooling bills, but don’t ventilate your attic if you have insulation on the underside of the roof. Ask a qualified contractor for recommendations.

And in other towns... Lincoln and West Lincoln have their own post-election issues. Lincoln has a herd of cheesed off councillors after some less-then-glowing comments from Mayor elect Sandra Easton last week. After a meeting of the new council members and current on Monday night, several council members say Easton denied making the comments. Odd since many communications between Easton and NewsNow did not garner even a passing comment of concern from her. In West Lincoln, many are concerned with re-elected Mayor Doug Joyner’s view that his win is a mandate for a new multi-use facility. Their thinking: Paul Keizer and Katie Trombetta combined for more than 2,100 votes. Many consider this a split vote between them as their background is in the same ward. So Joyner won with a 37.7 percentage: not what most would consider a mandate win. This is not to say the new complex should not proceed, but many residents say a carte blanche process is not in order. M.W.

Bumps in the night with Grimsby election You know what I mean. Municipal election 2014 just does not seem to want to die. For the second consecutive election, Grimsby finds itself in a quagmire due to irregularities with the process adopted for election night’s vote count. It does not seem to be an issue with the end results, but, again, there were all kinds of problems with the process to get there. It is important to note that: it is not a matter of false or inaccurate end results, rather the process was more like a car with three wheels trying to negotiate the QEW at rush hour. So let’s start with the elephant which apparently was not in the room on election night at the Peach King Centre, namely, timely results. In a very nicely worded release, Scytl, the company contracted to execute the online voting process for the Town, president Brian O’Connor noted that the delay was caused by human error. He accompanied his letter with a FAQ sheet, which further noted, “During routine election processing, Scytl detected that election result files had been mislabelled due to human error.” At that point, aside from people leaving the PK on election night due to the delay in seeing any results, the main issue Grimsby resident Rob Hattin says he is concerned about was the

MIKE WILLISCRAFT correction process. O’Connor notes the files were rerun and proper results were determined. Hattin believes such a move constitutes a recount and should have come under a whole other level of transparency and scrutiny. O’Connor’s comment in his letter notes, “Rather than just rename the files, Scytl reran the entire process with the Electoral Board as is our protocol when any type of inconsistency is detected.” Apparently there were issues in five of the 21 municipalities where Scytl (I think of those chewy little candies every time I type that name) was contracted. Anyways, this could go on and on with ins and outs but the whole thing goes back to the Town’s insistance on reinventing the wheel when it comes to voting. The measures taken did nothing to generate interest or increase voting. In fact, the turnout was lower than the last time 100 per cent paper ballot voting was conducted and as Mayor

Bob Bentley noted in an email to me Tuesday, “The percentage turnout is something we need to review by demographic to better understand as we had a higher voter turnout percentage in our over 90/100 age groups than we did in our under 30 age groups so young people are still not participating in large numbers for some reason.” As if that kerfuffle wasn’t enough. Hattin noticed this week that the “certified” election results, where the public school board trustee was concerned were actually wrong by a major margin. The certified tally was out by about 2,800 votes. It was hand corrected. Compounding that issue is the fact Hattin says now town officials did not seem to know of the error until he contacted them on Tuesday of this week about it. Human error. It happens, but on top of everything else it sure doesn’t help. The vote process stuff is not a Town staff issue, rather the fact council chose that route to gain traction with young voters, yet failed miserably. ****** Fun stuff! Hat Trick Hockey entry process is complete and entries are up a full 20 per cent, so competition will be tough. Our crack computer team will be inputting the entries and it will be a couple of weeks before we have our first Top 20 and weekly prize winners in the paper.
