WLMH rebuild still has pulse By Mike Williscraft NewsNow West Lincoln Memorial Hospital’s long-awaited rebuild may not be at the front of the lineup for provincial funds, but at least it is in line, say Hamilton Health Sciences officials. Monday night, several
HHS representatives addressed Grimsby council to confirm that WLMH has secured a spot on the province’s list of those facilities - as of last week’s budget announcement - allowed to engage in ongoing discussions with the Ministry of Health.
“There are other groups who are at Stage 3 and are not on the list. For us to be on the list without a particular project to point to is unprecedented,” said Kelly Campbell, HHS vice-president, capital planning. “This is a fantastic sign.”
Aaron Levo, vicepresident communications, made a presentation outlining the status of HHS’s Our Healthy Future study, which has helped position WLMH with the province. Ald. Nick DiFlavio said he was not optimistic. “We’ve heard the
same presentation before. We’re working on it...I’m concerned about them closing it down before it gets replaced,” said DiFlavio. Campbell disagreed. “This is a fantastic sign. We could be at Stage 3 (of five stages) and not be on the list,” she said.

Lincoln plan covering whole town: mayor When the current Lincoln town council was set in the 2014 election, the group set an aggressive agenda for its term, says Mayor Sandra Easton. To date, they are right on schedule, she told those on hand last Wednesday for the Lincoln Chamber of Commerce’s 3rd annual Mayor’s Luncheon. With more than 100 action items on its agenda - 57 completed, 22 in progress - council has kept its plate full, she said. One of the highlights on the cultural end of the scale has been the redevelopment of Jordan Museum. She also noted a comprehensive
analysis of the parks and the development of a base level of features to be included at each park. Economic development was also a key aspect Easton touched on. Jordan streetscaping and downtown Beamsville’s ongoing redevelopment - with an eye to rerouting truck traffic and enhancing parking in the core - were two areas of focus cited. “It is important to note that our focus is the entire town,” said Easton, with a slide displayed showing a host of locations around the municipality where projects have been undertaken.

Grimsby council sets 6% tax increase It could have been worse. That was Grimsby Finance Committee chair Carolyn Mullins assessment of the six per cent take hike council approved on Monday. Council started the process facing an 18 per cent margin, but made cuts from the wish list and used other measures such as deferring some items to next year, and delaying start times for some new hires to get the increase down to six per cent. The increase will mean an additional $55 for the median assessed home of $415,000. “It really doesn’t have any impact on what you’re paying for your taxes,” said Mullins. Ald. Steve Berry cited council’s track record over several years, which included a tax decrease the year in which the Peach King Arena debenture came off the books. “I think the silent majority gets what we’re trying to accomplish here,” said Berry.

Curtain rises tonight for Slice of Heaven Slice of Heaven opens tonight, Thursday, for a three day run at South Lincoln High School. The play follows the story of Eva, a recently deceased 23-year-old. Eva is about to be placed in Ruralville in the afterlife, but she’s not happy about it. She pleads her case to Mr. Purdy, the senior manager of processing and placement, through a series of flashbacks to her life in
the small town of Gunther. The stories are funny, sad, embarrassing and bittersweet. “The play is my homage to Smithville and West Lincoln and will be the last play staged st the school,” said Meredith Short, of SLHS’s arts department. The play starts each evening at 7:30 p.m. from May 4-6. Tickets are $5 at the door.

Council updated on GO next steps
While Grimsby Council was getting an update on Grimsby’s GO station, what resonated with Ald. Nick DiFlavio was possible adjustments to Greenbelt lands. As part of her presentation to council, Denise Landry, Niagara Region planner, noted Waterloo as an example of a community which used GO and LRT as catalysts for growth. DiFlavio picked up on that, noting a map presented showed lands currently protected by Greenbelt as logical locations or possible growth asking specifically if the GO review would also include putting the Livingston Avenue extension back on the front burner. “Any hints as to what might happen? DiFlavio asked.
This map depicts the Casablanca quadrant and proposed site for Grimsby GO station. Diana Morreale, manager of community planning Niagara Region, said any plan devised would be geared to current allowed de-
velopment guidelines. “There is lots of opportunity outside the Greenbelt lands in the urban boundary,” said Morreale.

Other areas of focus will be optimizing public space, leveraging the waterfront development, and ensuring a high-quality design for the station itself. Landry said the next round of public consultations will take place with meetings set for May and June. The concept development of the station areas will also get underway.

Beamsville Legion hosts Battle of the Atlantic ceremony Canada’s longest military engagement of WW II - the Battle of the Atlantic - will be commemorated this Sunday, May 7, with a service at Grimsby’s pumphouse. The program, organized by Beamsville Legion Branch 612, will start promptly at 2 p.m. As part of the event, both CCGA Cape Storm and GAMRU will be attending on the water. The name “Battle of the Atlantic” was coined by Winston Churchill in February 1941. It has been called the “longest, largest, and most complex” naval battle in history. The outcome of the battle was a strategic victory for the Allies - the German blockade failed - but at great cost: 3,500 merchant ships and 175 warships were sunk. The pumphouse will be open for use of washrooms, and in the event of inclement weather. Afer the ceremony wraps, participants will be invited to the Grimsby Legion for a reception.

1. Approximately 3,500 usable square feet within one building, offering the entire space on one floor. Preference will be given to space with high visibility that provides for illuminated exterior signage. Ten staff parking and two customer parking spaces are required. 2. The office space must be located in Vineland, Ont. 3. The building must be accessible to FCC on a 24-hour basis. Heating, cooling and lighting must be available at all times and under the control of FCC. 4. The physical characteristics of the building and surrounding area, including the use of land in the neighbouring area, must be compatible with FCC’s intended use as a business office. Build-to-suit options are also considered. 5. FCC requires the landlord or builder to ensure both copper and fibre facilities as well as spare conduit space to the building are available with a private DMARC area for network services. The Landlord is to provide written confirmation of DMARC in the building a minimum 60 days before occupancy by FCC. The landlord or builder shall be available to work with our Telco provider to ensure a smooth installation. 6. The space must be available for tenant fixturing no later than Novemeber 30, 2017, with a move-in date of May 1, 2018. The term of the lease is negotiable but FCC will require a five-year term, plus an option to extend the lease for at least one additional term of five years. 7. Evening cleaning service must be included in the lease. 8. Must be accessible to persons with disabilities.

Serious injuries for motorcyclist after Saturday accident on Hwy 8 A motorcyclist sustained serious injuries after a traffic accident on Hwy. 8 right in front of Beamsville Legion on Saturday afternoon. About 1:30 p.m. a car eastbound on Hwy. 8 turned left in front of the motorcycle without warning, according to police. The motorcyclist was ejected from his vehicle. Predeceased by his beloved wife of 60 years Mary Woodley (nee McEntee) and cherished daughter AnnMarie. Loving father of Mark (Rosanne) and grandfather of Bennet, Eric & Teddy. Bert was very fortunate to have enjoyed his many travels around the world. He was a long time Burlington Cougars hockey fan, JBH volunteer, fisherman, conservationist and sidewalk supervisor, he will be missed by many family and friends, too numerous to list. Smithville Rexall pharmacy robbed Monday evening Monday night at approximately 8:55 p.m. two males robbed the Rexall Pharmacy, located at 144 Griffin St. S., in Smithville. The males were brandishing weapons and demanded money and narcotics from the pharmacist and employees. The males obtained a unknown quantity of narcotics and fled the Rexall Pharmacy on foot. Members of the Niagara Regional Police Service 8 District Uniform Patrol and members of the 8 District Detective Office are actively investigating this incident.
The first male suspect is described as white, with a thin build, wearing a black balaclava covering his face, black pants, and orange hooded sweatshirt. The second suspect is described as white with a thin build, wearing a black balaclava covering his face, grey pants and black hooded sweatshirt Anyone with information concerning the identity of the males is encouraged to contact the NRPS 8 District Detective Office at 905688-4111 ext. 5400. Up only way for West Niagara Up. When one thinks of that word an image of the recent animated movie may come to mind. If you were at last week’s Lincoln Chamber of Commerce’s Mayor’s Luncheon, you may have heard Sandra Easton say “up” will be part of the Prudhomme’s Landing development plan. It is the only way to go for Grimsby and Lincoln and in 2025 years West Lincoln will wish it had done the same. Grimsby built out forever and a day. Greenspace is very limited and, now, up at Casablanca is the only way to go. West Lincoln, although it will be out of context now, should plan ahead, save land so it does not end up in the same position as Grimsby and Lincoln down the road. MW.
Hatfields and McCoys will live on I am foregoing my anniversary waxing poetic in favour of, essentially, wrapping up a couple of major municipal items. The MURS thing is dead and gone. I don’t know how and I don’t know why, but West Lincoln council, which just a year ago appeared on the edge of being fiscally responsible collectively lost its mind (a majority of them anyways) and rammed through a very nice complex the municipality cannot afford. Yes, they have the money. It is not the same thing. When you look at the numbers, the money is there. As CAO Chris Carter correctly outlined, if projections on development hold true. The question is, was and always will be, can the township afford to put every available dollar to the Dougie Dome for 30 years and beyond? Of course not, but that didn’t stop them. It was all well and good for Coun. Terry Bell to note at last week’s meeting that the facility had something for everyone and if any component was removed somebody would miss out. Heck, if that is Coun. Bell’s rationale for decision making, I want to be one of his kids. Just because someone “wants” something does not mean the municipality should run out to the arena store and get some taxpayers a shiny new toy. By the same token, it was shocking to see the amount of disregard Coun. Cheryl Ganann had for concerns about library costs. Sure, she is a champion of the library and wears that badge proudly on her sleeve. That is a great thing.
MIKE WILLISCRAFT But when putting the proposed library build back to its original 10,000 sq ft size - as was the only size approved by council before the RFP went out - from the 12,500 sq fit that found its way into the plan by some miracle of miracles could save about $860,000 (as noted at council last week), that should have been done in a heartbeat. No, not to penalize the library, but West Lincoln has three libraries and is getting a major reno of the Wellandport site thanks to a $500,000 grant - also a very good thing. But the lack of fiscal consideration and big picture thinking was shocking, but certainly not surprising given the personalities around the table. I’m afraid the Hatfields and McCoys will live on. When you have the “townies” saying those opposed are merely whiners - I would someone facing a tax increase in excess of 30 per cent should be doing a lot more than whining - it just goes to show the amount of entitlement going on here. It will get built, and I am sure it will be very nice. In the end, council had an opportunity using the phasing option that Coun. Mike Rehner,
Coun, Joanne Chechalk and Coun. Dave Bylsma all believed was in play to mitigate costs to free up some funds for road and bridge work, while still delivering a firstclass facility for those with the wants. They chose not to take it. Game over. ****** Grimsby passed a six per cent tax increase Monday night and was pretty happy about it. Given what they were staring down the barrel of, I suppose they should be happy...I guess. It was mentioned their general track record going back six years brought them back to a two per cent average, or thereabouts. That is true, but deceiving, since that span included the spending spree when the Peach King debenture came off and a large tax rollback could have happened. It didn’t. Much of it got spent and a five per cent decrease still ensued. This year, they got to six.. sort of. When you look at what was put off, deferred and cajoled in every conceivable way, the true increase is still coming down the pipe. By putting off a couple of hires for a brief time, that will save dollars in 2017 but the full hit will already be teed up for 2018. It was clear that plan was to cross that bridge when council gets to it. I get that. It was surprising to hear the chair of the Finance Committee, Carolyn Mullins say the six per cent was really no big deal. On its own, what’s $55 to the wealthy of Grimsby? Problem is, not everyone is wealthy, and this added expense is one cost of many.

Smithville reader hoping for common sense in WL Dear Editor, I am not a person to get in the way of progress. I think we should always look to improve our situation. The recent approval of the MURS project has me perplexed. How this project got to this stage with so many people against it is surprising. I can only assume it was handled in the same manner as the wind farms. We are tearing down an older arena to construct one that will not increase capacity for figure skating or ice hockey in the future. I have watched Kraft Hockeyville each year and marvelled at how intense communities campaign to gain $100,000 to improve their old hockey barns. In West Lincoln we are spending $23 million to improve ours? I am impressed with the architectural splendour of the MURS facility, why would we bury something of such grandeur in the old fairgrounds where nobody can see it. If we are going to hide it where pass-
ers-by cannot see it, can we save some money and have it look like other community centers that focus on functionality not appearance? I apologize to the six houses on Farewell Crescent that will view this magnificent structure. I like to walk around town, so I thought a walking trail would be a nice addition. It appears that the walking trail at the MURS is approximately 200 meters long. I am guessing this would take the average citizen 1 minute to traverse. I see that the library is half the size of a hockey arena, with the advent of e-books, the internet and how we now consume information, I am wondering if this is too large? I guess the decision has been made but can some effort be made to save money for the taxpayers? When I choose my elected officials I realize it is often a thankless task but I would expect that common sense prevails. Greg Dunk Smithville
