Lincoln’s sale is hosted on the South Service Road, just east of Victoria Ave. running 8 a.m.-2 p.m. Grimsby’s will be at the activity centre, 18 Livingston Ave., running 9 a.m. until sold out. WL CAO resigns, off to Region By Mike Williscraft NewsNow West Lincoln CAO Chris Carter resigned last Tuesday. He informed council via email that he would be heading to Niagara Region to take the position of general manager. While the move has been in the works for some time, it comes on the heels of major upheaval in West Lincoln,
which peaked in a heated exchange with Coun. Mike Rehner at an April 18 meeting at which Rehner noted his shock that the process of approving the controversial MURS project had significantly changed. Rehner questioned Carter in detail at meetings earlier in the year to confirm “phasing” in proposed components of the project could be done to create short-
term financial relief and free up tax dollars for other areas of need in the township. That all changed when the RFP came in and Carter told council they had to vote for the RFP as one, complete, $23.2 million entity or risk “starting over”. Rehner went so far as to have the township’s Integrity Commissioner review the situation. The MURS was ap-
proved by a 5-2 vote. The controversy continued Monday night at the township’s Planning Committee, where news of Carter’s resignation was supposed to become public. Niagara Region preempted a West Lincoln announcement by releasing information at noon on Monday, which did not sit well with Rehner. “My wife told me
about it after she saw it on Niagara Region’s website. As a member of council, I have not been formally informed,” said Rehner. “Why would the region put this out? It seems backwards. From Page 1 to clarify the situation. Joyner confirmed the Planning Committee Carter had resigned via email on Tuesday, May 2. He noted that the email requested the matter remain confidential until Monday night’s meeting. While Joyner thought he was clarifying the matter for Rehner, Rehner said later he really just proved his concern. “As a member of council,” Rehner said, “I should have been informed from staff or the mayor. We are talking about the top job in the township here.” He confirmed he did not have email, but nobody from staff called his home to inform him either. He
added that all staff and council are aware he does not use email. “Proper protocol has not been followed here in terms of an official notification. I would have thought it common courtesy,” said Rehner. He also questioned after the meeting why the information about Carter’s resignation would need to be confidential in West Lincoln until the evening Planning Committee meeting when Niagara Region planned to announce it midday? As for Carter, he departs for Niagara Region and a role as general manager. He will assume the position May 24. Reporting to CAO Carmen D’Angelo, the general manager will be responsible for
the day to day operations and setting future direction for the divisions of human resources, information technology, customer service and the clerk’s office. He has served as West Lincoln’s CAO since 2014. “I am thrilled to be joining the Region at a time of unprecedented growth and opportunity in Niagara. It is exciting to be part of an organization dedicated to providing high quality, valuable services that are vital to the health and prosperity of our communities. Voluntary evacuation called in Lincoln A buckled Lakeshore Road, just east of Maple Grove, necessitated a voluntary evacuation Friday evening, said Lincoln CAO Mike Kirkopoulos. “Voluntary evacuation was an option as road conditions were impassable for passenger and emergency vehicles. Conditions off the lake were significant – wind and gales – so no further remediation work could be done late Friday afternoon/evening,” he said. “Residents were advised of risks and given the opportunity to use the alternative accommodations for the night.” The need for volun-
tary evacuation was removed by noon on Saturday after roads were assessed and remediation was being put in place. Currently, the Town is completing emergency spot repair work to address erosion damage to the road with a priority focus on those sections with one direction of access. The costs are being monitored and a report will come to Council, said Kirkopoulos. He will also be looking to work with the province for any funding that may be set aside for the storm or water-related shoreline restoration projects.

Three arrested for Vineland robbery

Three men have been apprehended after Hopkins IDA in Vineland was robbed Monday afternoon. At about 2:30 pm the Niagara Regional Police Service (NRPS) received a 911 call that the King Street pharmacy was being robbed. Uniform officers from the 8 District Grimsby responded. Officers received information that three male suspects were armed (1 with a firearm, 1 with an axe), and had fled the scene with narcotics. The suspects fled the scene in a stolen 2007 Toyota Yaris. Uniform officers spotted the stolen car and attempted to conduct a traffic stop. The stolen Toyota refused to stop and lead officers in a pursuit. Officers deployed a stop stick which

deflated two of the Toyota’s tires. The suspects trying to evade the pursuing officers drove into a field and then fled on foot in the area of Twenty Mile Road and Mountain Road. The responding officers were able to locate and arrest all three males. The weapons and the stolen narcotics were all recovered. All three men were held pending a bail hearing at the Robert S. K. Welch Courthouse on Tuesday. The matter remains under investigation by detective from the 8 District Grimsby Criminal Investigations Branch. Not-so-perfect timing With a key change in information provided to West Lincoln and a secured vote in favour of the controversial MURS facility, it’s a perfect time for the municipality’s CAO to bail from a municipal ship headed into stormy waters. West Lincoln CAO will be leaving the township and headed to Niagara Region to take on a general manager role. That should be welcome news for constituents as he goes from one of the region’s true sideshows to life under the Niagara Region circus’ big top. It is unfortunate it didn’t come a couple of weeks earlier before the fateful April 18 meeting where several councillors were told they could not phase construction of the MURS as they had been told in February by the CAO. Rather, they were nudged into an all-or-nothing vote for the rec complex and they approved all. They may very well have done this anyways. Nobody will ever know now. It just would have been nice for the decision to be based on consistent information. MW.
Turn right when others turn left Dear Reader, For nearly two months I have been mulling over what to include on this page this week, the occasion of our fifth anniversary here at NewsNow. For many, it will pass unnoticed. I get that. Five years is nothing, especially in the newspaper game where you haven’t even cut your teeth until your 50th year of operation. Then you have a little heritage behind you. By now, everyone knows who we are. That, too, may seen odd, especially since I have been running the same dog and pony show in Niagara West since 1995. But for the first six monthplus of running this publication, many in the public just thought this paper was an off-shoot of my old paper and that I still worked for the company to which I had sold my first creation. The NewsNow start-up in 2012 was a very different animal than starting up Grimsby News in 1997 and, yet, in many ways, almost identical. This time round, the trail was known. I had blazed it before. Yet it had some of the most bizarre pot holes along the way, all created by my corporate competitor. For that I don’t complain. I am no whiner. All I have ever asked was that the public know the truth about what is happening and why. That theory is not unlike the coverage I attempt to offer of news items and feature stories we create in this newspaper and its sister publication, ClubWest Magazine. Sure, I would roll over and lob softball after softball at our local elected officials. I could cover every burp and

No, that would only benefit me and that is not why I am here. So you may not see the two-page MURS spreads or the ongoing Grimsby Power campaigns in these pages, and that is fine with me. I will muddle along. If we ever die, we die. But we will go out doing what I think is right for the community and I am ok with that. I thought I knew what I was going to fill this space with right up until Saturday night. My son asked me an innocent enough question as we watched Always Dreaming win the Kentucky Derby. He knows I have spent much of my life as a harness racing fan, trainer and owner. He asked if I had ever been to The Derby. In fact, no, I have not. I was close, very close. It was Saturday, May 7, 1977. My mom and dad had taken myself and younger brother on a short-notice vacation. We re-traced my parents’ honeymoon trail down through Cooperstown, N.Y. (yes, the baseball hall of fame), Cape Cod, and as far south as Daytona, Fla.
We were heading north and passing through St. Augustine and spotted a round hotel off the highway. This fascinated my brother and I and we begged my dad to stay there for a night. Shockingly, he agreed. My dad was all about schedules. He was a company vice-president overseeing three manufacturing plants in Windsor, London and Clinton. He was gone before the sun was up and often home after we were in bed. To go rogue was awesome. As we neared, I don’t think it hurt any that the Miss USA pageant being on-site hurt our request....sure didn’t from the vantage point of a 13-year-old me :) It is the only time I ever recall going off script. Our time together was always so short it was always planned, every minute. That decision was key and long-lasting. Two days later my father died of a stroke the day he returned to work. That was 40 years ago this week and not a day goes by I don’t think about him. And here I am 40 years later writing this. The moral of this story has nothing to do with the paper, starting a business or competitive matters. What I would like you, good reader, to take from this is do not be afraid to rogue once in a while in your life, whether it be work, your free time, something with your kids, or your spouse. Routine and dependability are awesome. It is nice to have that comfort but don’t be afraid to be crazy and enjoy life. Yes, be responsible, but stick your neck out there. You would not be reading this if I had not. Luv U Dad!
