NPCA review set for a “good news” result: Hodgson By Mike Williscraft NewsNow In 24 years as an elected official in Niagara West, Bill Hodgson thought he had seen it all. He was wrong. The current Lincoln regional councillor, former Lincoln mayor and District School Board of Niagara trustee is also currently a member of the Niagara Peninsula Conservation Authority. Of late, the NPCA has been besieged by procedural and financial concerns, magnified recently by its board’s decision to rebuff an offer from the Ontario auditor general to send a team into the NPCA offices to conduct a thorough, independent audit of the
organization and its dealings. The board’s members, at their own meetings and in other meetings around the region said, among other comments, their focus was to work with a motion brought by Hodgson which would see the NPCA hire a independent consultant to conduct “...an independent and thorough third party Operational Review of NPCA operations...” Key to this process, to maintain transparency and integrity, said Hodgson, was the phrase, “5. That the Acting CAO will provide all necessary administrative support and co-operation to the Consultant and that all reporting, updates, and recommendations from the consultant will be direct to the Full Board at regularly scheduled or Special
Board Meetings.” To Hodgson, the message was clear: The report needs to be conducted without filters and unveiled at a public meeting for the board and general public to see. Two little letters changed the entire motion and its credibility. “What ended up in the minutes as being past says the report will be ‘directed’ to the Full Board. What that means is the consultant goes through staff, the report goes through the audit sub-committee and then to the board,” said an exasperated Hodgson in describing the turn of events. In the RFP itself, discussed at the March 15 meeting of the NPCA board, it is noted, “The See NPCA, Page 2

Board of Directors.” What confounded Hodgson, when he attempted to address this point at the board meeting was CAO Sandy Annuziata’s contention that he was too late to the party. “The chair ruled my motion, which wasn’t even my motion anymore, made it impossible to make any amendments to the RFP. My motion had no restrictions whatsoever.” The growing chorus of Niagara Region municipalities grew by another when St. Catharines joind the majority of local council’s demanding an independent audit be conducted with its request asking that the Auditor General be asked to follow through on its offer, “which is the most objective and least costly.” Hodgson said such a move is fundamentally required. Emails which circulated Tuesday support Hodgson’s contention, he said. Annunziata told Hodgson the RFP could not be altered, citing
Item 5, saying the RFP process could be prejudiced if changed and that board involvement is now limited because of Item 5. Hodgson noted to Annuziata that his comments supported Hodgson’s claim. “You have just made my point....your quote about item 5 includes the modified wording which was perhaps a scribing mistake, but it was not part of an amendment. Item 5 stipulates that “all reporting, updates, and recommendations from the consultant will be direct to the Full Board at regularly scheduled or special Board Meetings” Nothing in the motion suggests that the Board has surrendered its responsibility and right to make decisions, amend recommendations and provide governance. In fact it is the staff role that is constrained by the motion to ensure an open and truly independent review.” “Your quote mistakenly says “directed to.” A world of difference that might explain how a Staff Steering Committee could be inserted as the direct report for the reporting, updates and recommendations of a consultant. Item 5 clearly lays out the staff role as providing all necessary administrative support and cooperation. Period. Check page 8 of the January 18 minutes that records the vote for item 5. Page 4 of the minutes also has the approved wording. Page 6 has the error because it was drafted after the meeting by staff. This fundamental error was included in the RFP, setting out reporting lines other than “direct to” the Full Board. That is the clear intent of the Board res-
olution.” In response to direct questions, Annunziata offered, “A Request for Proposal was publicly advertised on March 10. That RFP closes on April 9. We will respect an open, transparent process without prejudice. As per the terms of the Hodgson Motion, ratified unanimously by the Board on Feb 15, the Board has had zero involvement in that process. The Niagara Peninsula Conservation Authority has committed to an independent, arms-length, third party Operational Review and Performance Assessment from 20112016. That’s exactly the path will continue to pursue.” Hodgson contends the process is flawed. “The board is just not interested in hearing about it, their eyes glaze over,” said Hodgson. “A child reading the resultion would see the difference. If a consultant buys in to the proposal the NPCA will get their anticipated good news story l guess.” Acting NPCA CAO Peter Graham disagrees with Hodgson’s assessment on the impact of the wording change. “Regarding the wording change in the Hodgson Motion from “direct” to “directed”, this was simply a grammatical change - nothing more. As I indicated at the March 8th Special Board Meeting, I am committed to ensuring the consultant selection process is completed with the utmost integrity. The change has no effect on the spirit or the intent of the motion. Any suggestion that the Hodgson Motion has been compromised in any way, is without merit.”

As Grimsby Council nears the home stretch of its 2017 budget deliberations, getting into a single-digit increase is now taking shape. Steve Gruninger, Grimsby’s director of finance, submitted his latest budget report at last night’s (Wednesday) special budget meeting of council. His report noted that the last round of discussion started with a 16 per cent tax hike and a series of cost cutting and jockeying of expenditures had reduced that outline to a 7.9 per cent increase, which was the starting point for this week’s proceedings.
Just over $975,000 was cut to get the number from 16 per cent to 7.9 per cent. “There won’t be any final decisions on the budget (Wednesday) night as Council still wants to see the IT consultant’s final report before the budget is finalized. We’re expecting the IT consultant to present his findings within the next few weeks,” said Gruninger. After many years of being on the back burner, the IT department is expected to get major increases for the next three years to get the department up to speed.

Homeowners hoping to expand their homes are faced with a number of choices. One of the first they will have to make is which direction to take their expansion. Homeowners can choose to expand horizontally, increasing the footprint of their homes, or vertically. Professionals urge prospective remodelers to consider the pros and cons to each expansion option, including which direction to build. One of the first considerations is land space. Building horizontally will cut into yard space that you may have already earmarked for a pool, shed or another feature. Proximity to neighbours and the dimensions of your
property will also help to determine if expanding horizontally is a good idea. Building codes and neighbourhood requirements also must be considered before making any renovations. Some municipalities may have rules in place that govern renovations. Add-ons may not be allowed to exceed certain height limits, nor may structures be built within a certain number of feet of property lines. Homeowners who choose to build upward will have to contend with work crews and other staff being in their homes. Raising the roof may require vacating the premises at a certain point. Also, extensive renovation work will be needed on the low-
er level of the home, whether it’s to shore up the structure, clean up after the renovation or repair ceilings, drywall and other components where levels meet. It may seem easier to expand outward, but this requires laying additional foundation for the new building structure. Bringing in digging equipment and masons can be costly. When you build vertically, such foundation work may not be necessary if your home is structurally sound and can bear the weight of the addition. Building out typically involves the least disruption to your life and the existing space. Only after all considerations have been weighed should a project begin.

Organized garage valuable to homeowner Homeowners who park in their driveways may find that their garages have become crowded, cluttered spaces in which searching for tools can feel like scouring a haystack in search of a needle. Organizing a garage can create extra room in a home while affording homeowners the chance to protect their vehicles from the elements. Homeowners who want to turn their garages into something more than cluttered storage units can employ the following strategies to transform these largely overlooked areas into more valuable spaces. • Choose the right day. Garages tend to be separate from the rest of the homes they’re a part of, meaning the only way to organize a garage is to first remove all items from the garage and into the driveway. Because items removed from the garage will be exposed to the elements, homeowners should
choose a day that’s temperate and sunny to clean their garages. If possible, homeowners should opt to organize their garages in late spring, summer or early fall when there are additional hours of daylight. • Discard or donate duplicate items. Duplicate items are some of the main culprits behind cluttered garages. • Host a garage sale. Homeowners who want to organize their garages and make a buck at the same time can host garage sales. Make only those items that are still functional available for purchase • Designate areas of the garage for certain items. Once the items that won’t be going back into the garage have been sold, donated or discarded, organize the garage by designating areas for certain items, making sure to separate items that can pose safety risks.
Most financial institutions offer a maximum amortization of 30 years for conventional mortgage financing. Tire maintenance key component of spring check-up When warm weather arrives, many people enjoy a collective sigh of relief. Just as people welcome the end of the cold, snow and ice, cars and trucks also can benefit from more moderate temperatures. Salt, grime and pot holes can take a toll on tires over the course of a typical winter. Drivers will not get far this spring and summer without tires in good repair, which is why tire maintenance should be part of any seasonal repair checklist. Inflation levels Now is the time to use a tire pressure gauge to see if tires are at the ideal inflation levels. Many tires indicate the recommended PSI (pounds per square inch) on

their sidewalls. Cold temperatures may cause tires to deflate a little. Esurance states that winter weather can cause tire pressure reduction at about one PSI for every 10 degrees the temperature drops. Driving on improperly inflated tires can be dangerous, potentially affecting handling and braking distances. Check tires when they are cold for the most accurate reading. Properly inflated tires also will improve fuel economy, so drivers may even save a little money by inflating their tires. Tire rotation/realignment Examine the tires for tread wear. Any uneven or abnormal
tread wear could indicate that the tires need to be rotated and the wheels realigned at the very least. Take the vehicle to a qualified mechanic to get their opinion on how to remedy the situation. Mechanics may recommend rotating tires every 6,000 to 8,000 miles, or about every six months for the average driver. Wheel realignment may be necessary after a season of driving over potholes and other irregularities in the road. Misaligned wheels can cause handling problems, like the car “pulling”

Difficult conversation

NPCA needs to step aside It is hard to figure how, or even why, the Niagara Peninsula Conservation Authority board of directors refuses to simplify, clarify and open itself to an unfettered, truly arms length, independent audit. It really is simple. Bill Hodgson made a motion which, it seems, due to clerical error, was significantly altered. For an organization which has made a habit of terminating dozens of staff of late, it would be surprising if that employee still has a job...but that is another matter entirely. The intent of Hodgson’s motion was to have an independent audit which would come direct to the board and public. Period. Nothing more. Yet, the typo opened the door to the consultant dealing with staff “as independently as possible” and running findings through a sub-committee as well. For a group that desperately needs transparency, all they have done is thrown mud in the water. Shut it down. Move aside. Get the Auditor General to come in. M.W.
GHAC would have been helpful A couple of weeks ago, I made a comment about a giant red-brick elephant which has been in Grimsby’s livingroom for many years, namely 133 Main St. W...the formerly stately home at Nelles and Main. It was a not-so-veiled comment on the Town’s plan to hire a part-time heritage planner in the wake of disbanding the volunteer Heritage Advisory Committee. Now, it was mentioned when that went down last fall that GHAC would be resurrected at some point - no doubt when enough people who will follow the will of the Town are sourced - but I will believe that when I see it given the track record of council. My comment drew the following from one alderman in town: “In last week’s editorial you addressed the condition of 133 Main East and implied that the Heritage Advisory Committee would have been able to provide direction to its present condition. This is not a fact and contrary to what was reported in the NewsNow newspaper last week, the By-law enforcement process is a legal process and therefore entirely a matter that is dealt with by staff. This is not something that would have been dealt with through the heritage advisory committee at all. Unfortunately you did not check the facts on this matter. Property Standards are addressing the issues with this property. Furthermore, staff are currently working on a report with respect to the
MIKE WILLISCRAFT re-establishment of the municipal heritage advisory committee and that report is anticipated to be brought forward in the coming weeks.” Anyone who knows the diligent folks who served on GHAC will know, beyond doubt, they were hardworking, conscientious in their duties and did not miss a trick. From my view, the alderman’s comment about GHAC not providing direction my sole concern. It was not about enforcement. The rest, as noted, is rhetoric until the board is replaced. From Planning Committee more than two full years ago, Feb. 10, 2015: “Report P.A. 15-02 Amendment to Property Standards By-Law for Heritage Designated Properties The Director of Planning noted that the GHAC Committee had requested this by-law in order to ensure that heritage properties will be maintained. He noted that this by-law will also apply to vacant heritage properties.” This was two-plus years ago this horse was lead to water. The fact no action has been taken by the Town is deplorable. Do we
follow the rules, or follow them when we see fit? It’s that simple. The point of my initial comment was that a resource like GHAC has provided constant attention on such matters and dissolving that body on a whim at a time when the Town’s historical aspect as being developed into oblivion was a mistake. Too much control in the hands of town employees who have a clear disconnect from the town itself is not a good thing. Absolutely enforcement of such matters can take time, but I suggest council members speak directly to those who were on GHAC to see who this matter at 133 Main and others have been handled in recent years. Fact is, indeed, in my side. One final point from the alderman: “With or without a heritage advisory committee would not matter - tying the issues together just confuses people. You stated that we hired more staff and volunteers could have done the job - not a fact.” This is false. My comment March 9 and in the past noted council voted to dissolve GHAC and are considering hiring a PT heritage staffer. At a time when council goes into a Wednesday budget meeting looking at a current increase of just under eight per cent - whittled from 16 per cent - one might think they would err on the side of reason, maintain the longstanding and effective GHAC and save themselves $30K or so in the process. I guess not.

Fiddle champ to perform Renowned Canadian Fiddle champion Scott Woods will bring his two-hour Branson style live show to Beamsvile in support of Rose Cottage. The show will include traditional country, dancing, wholesome family humour and Woods’ famous fiddling tricks. Joining Woods on stage will be his backup band, Twin Fiddle Express. The band includes his sister, Kendra Norris, a multiinstrumentalist and three-time Canadian Duet Fiddle Champ with Scott.
