Up Front Egg hunts set for this weekend West Lincoln gets the Easter egg hunt circuit rolling with its event at 10 a.m. Good Friday morning, March 30 at the Leisureplex. The hunt starts at 10:15 with various age groups staged. There will be a petting zoo, Tim Hortons drink truck. The Grimsby Kinsmen Club hosts its event the same day, March 30, at the rose garden in Centennial Park. Beginning at 1 p.m., children of several age groups can take a crack and finding some treats. Children up to the age of three, 3-6 years, and 6-9 will be grouped. Barbecued hotdogs and hamburgers will be available for purchase courtesy of the Kinettes from about 12:30 p.m. Beamsville Lions event is set for Saturday, March 31, at Lions Park on Fly Road. Tower proposal draws huge crowd By Mike Williscraft NewsNow Proposed twin towers – 19 and 22 storeys in height – for Casablanca Winery Inn site drew a host of concerns from a over capacity crowd at Grimsby town hall public meeting last Tuesday night. The meeting was part of the official planning
process for the towers proposed by the Rousseau Group, which bought the inn earlier this year. The towers are planned for the east side of the property with an expansion of the hotel facility on the west side. For Planning Committee member John Gillespie, many of con-
cerns would have been allayed had Grimsby council decisions over the last decade adhered to the Official Plan amendments put in place. “I was on the committee when we put the amendments in place to designate this area for hi-rise development,” said Gillespie
of the Winston Road area which has seen several major projects initiated in recent years. “We knew we would have population density pushed upon the community and this was the area to do it, so this was the direction we went.” Gillespie noted that
while many look at the hi-rise condo projects as anomalies in the area, it is, in fact the townhouses and single detached homes which were not planned. “The only regret I have in that area is that we allowed so many townhouses. The townhouses were See TOWERS, Page 2

From Page 1 really not supposed to be there. So, if we are talking about things not in the tenor of the neighbourhood, it’s the townhouses.” Gillespie. As for the proposed towers which were the topic of the night, “That building is the first one I have seen that I liked,” said Gillespie. “Those others could take a lesson from this one, but they are there now, so it’s too late. This project is going to be a credit to the town.” Dozens of residents spoke up to voice their disagreement with the proposal, many drawing hearty applause and shouts of support, but the crowd was on good behaviour for the most part. Martin Quarcoopome, an urban design consultant for Rousseau Group addressed the gathering to open the public meeting. He noted that the proposal meets coverage and density guidelines, adding a neighbouring property has already been approved for an 18-storey condo building. However, Official Plan amendments to permit an increase in height from 12 storeys to 22 storeys and a zoning by-law amendment to rezone the subject lands from ND – Neighbourhood Development Zone to a Mixed Use High Density zone have been applied for. While he noted the facility’s parking plan was “a bit convoluted” as it is below (245 spots) and above (251 spots) grade, with some of it replacing existing hotel parking, Quarcoopome said the spaces allotted fulfill required quantities. The buildings would have 206 residential units combined. Dave Moore of WZMH Architects started his
outline of design aspects of the building on shaky ground in the estimation of most of the gallery when he likened the aquatic look of the proposed design to that of the “Marilyn Monroe towers in Mississauga”. “This isn’t Mississauga,” was one of many comments shouted from the gallery. PUBLIC COMMENTS During the public input portion of the meeting, many residents questioned virtually all aspects of the proposal, including parking, design, height, and impact to the area. While John Geddes noted his concern with Grimsby Fire Department to deal with any potential incidents in such a high building, he also noted the planned parking compliment was underestimated even if it met requirements. “Everyone has two cars these days and many have boats, too. There is not enough parking,” said Geddes. Randy Vaine picked up on that point. “Transit was discussed 10 years ago. We still have nothing. You’re forcing people to drive,” said Vaine. Vaine also summarized the comments of many when he noted the community is not afraid of growth, rather, the concern is bad planning. People are not against growth. People are not angry about density. People are angry you are allowing the heights to get ridiculous,” said Vaine. “People want responsible development. People want the town to grow. We know it will grow. We know we have to do our share. I was not expecting us to do the region’s share.” Susan Coyne, a resident in the new Waterview condos, said traffic is already backlogged in

David Wharton wasted no time in stating his frustration with the committee and council. “You people work for us. Come November, we’ll get the leaf blower out,” said Wharton, referring to the fall election. “I’m sorry to see that Bob The Builder is not here. He should be here listening,” he added, referring to Mayor Bob Bentley. Wharton wondered aloud how, if council knew high density and hi-rise development was planned for the area, why was the new road planned the way it was when it already cannot deal with small traffic flow compared to what is coming. “We’re depending on you to maintain the character of the community. If you don’t do it, farewell,” said Wharton. Yvette Moore, also a Waterview resident suggested the twin tower project follow similar paths which projects in Burlington and Lincoln’s Prudhomme’s Landing have followed. “They’ve gone back to the drawing board a few
times and incorporated environmental concerns,” noted Moore. Linda Hand, too, questioned the long-term impacts of traffic and parking. “That’s all going to get much worse when the development on the east side of Casablanca at Fifth Wheel is done. And there is retail in these buildings? Is that going to take away from our downtown?” queried Hand. “I thought we wanted the downtown to live. If that is gone, this is not a town anymore.” When Linda May Jennings questioned the committee regarding developers who pitch projects well over Official Plan guidelines, she asked, “Who gives the green light to draw up things like this?” Planning Committee chair, Ald. Nick DiFlavio, said that direction does not come from anyone with the Town of Grimsby. “There is a misconception someone from the Town is telling developers to bring things back at a certain height. Property owners have the right to bring anything forward they want,” said DiFlavio. “That is a misconception that is just not true.”
Tony Joosse took exception to DiFlavio’s comments, citing several occasions when another developer was at town hall for meetings where they were sent away with directions to “keep going up.” “Why are you going down that road? I can’t stand BS or lies,” said Joosse. “I blame council and I blame the planning committee. I don’t blame John (Rousseau of the Rousseau Group) here coming in at 22. I know you’ve created the Bentley slums, but come on, I want to live here a few more years.” At that point DiFlavio reminded the crowd to avoid personal attacks and to keep comments related to the development being considered. Calling Grimsby “the wild west” when it comes to development, Dorothy Bothwell cited several issues with the project. Bothwell has considerable experience with such matters as she appealed LJM Developments 18-storey condo to the Ontario Municipal Board last year, which was denied. She claimed Grimsby has already hit its provincially mandated 2031 population targets, adding, “when is enough enough? When is it too much? We don’t have to bear the full burden (or regional targets). We can’t be afraid of going to the OMB. We have to stand our ground.” COMMITTEE COMMENTS Dave Finch, a laymember on Planning, said his instant reaction to seeing the twin tower proposal in his committee package was not good. “I couldn’t believe what I saw,” said Finch, adding “the fancy shmancy design...blew me away.” While he noted the project would look good in Hamilton, it is not suited
to the Casablanca area. “I never thought I would see this that soon. Maybe 5-6 years down the road. Ken Agnew, also a laymember on Planning, said if this proposal went through at 19 and 22, with LJM’s 18 stories neighbouring, “It’s going to be bedlam.” “This building would look nice in Mississauga, but not in our community. I support a lot of the comments from the community.” Ald. Joanne Johnston, in noting she did not believe the site could facilitate adequately such an intense project agreed with Bothwell’s comments about population targets. “It does look like Grimsby is compensating for all the population growth because I’m not seeing it any place else in Niagara Region.” Ald. Dave Wilson said the towers “were not conducive to a waterfront we envision.” Wilson, too, asked for further detail on Grimsby’s population targets and if they have been achieved. Among the several issues DiFlavio noted with the proposal was the design of frontage planned for the north side of the building along Winston Road. “I don’t like the streetscape. We tried to create a main street feel on the north side with different sizes, different styles, different materials. This is one big building. It’s kind of cold. I’d like to see you make the north side of the building look more like a main street,” said DiFlavio, adding he would like to see some windows added. “Please don’t come back with the exact same plan. There are lots of improvements that can be done based on the comments made here tonight.”

Despite fire, Hubbard Air open for business John and Debbie Hubbard know their business will be talked about for years, but they are not happy about the reason why. The long-time Grimsby business operators of Hubbard Air had a fire in their upstairs apartment last Thursday which resulted
in extensive damage from smoke and water, but the fire was quickly controlled. “The inspector from the insurance company said he had never seen anything like it,” said John. “He told us he was going to use us as a subject in his future
education seminars,” added Debby. Somehow, a small hole developed in the glass of a lightbulb in a closet. The glass did not break and the filament remained operational. The concentrated light shone on wood in the closet eventually igniting it.

shop for Hubbard Air is intact with considerable smoke and water damage. “The tools and everything are all good, so we are still fully operational businesswise,” said John. “We’ve been waiting to get the power back on for phones and internet and such, so we
greatly appreciate everyone’s patience.” They also appreciate the hustle with which the fire was dealt with. “When we got back from Toronto, (insurance man) Jaff Stevenson was waiting at the end of the laneway. The Duliban (Insurance) guys and fire department were great.”

Master Plan open house meeting set By Joanne McDonald For NewsNow Parks, recreation and culture play a major role in a community’s good health and resiliency and the Town of Grimsby invites all residents to attend an open house Wednesday, April 4, to share ideas that will help guide the development of the 10year Master Plan. “This is an opportunity to have your voice heard and make sure your viewpoints and interests are captured,” said Sarah Sweeney, Director of Recreation, Facilities and Culture for the Town of Grimsby. Now is the time to share ideas about community needs for parks, trails, culture services, recreation programs and facilities to help shape the future. Sweeney said the Town hopes to hear from a broad spectrum of residents and encourages young families to come out to the open house. “We are looking for a wellrounded perspective of needs in the community,” Sweeney said. The heart of the plan is including the perspective of all community members who have ideas to contribute. “The hope is to use this 10-year plan as our guiding document,” said Sweeney. “Some things will inevitably change or be modified. “But our hope is this will be the focus of where we are going in the next 10 years. We will also be launching an online survey shortly.” The open house is Wednesday, April 4 from 6:30-8:30 p.m. in the council chambers at the Grimsby Town Hall.

WL council approves 4.84 budget increase By Joanne McDonald For NewsNow West Lincoln residents will see an estimated $54.91 increase on the municipal portion of their 2018 tax bill. Careful financing and new growth assessment were credited for offsetting heavy pressures on capital expenditures this year as council approved an operating budget of $7.95 million (tax levy of $6.4 million) on Monday night. That translates to a 4.84 per cent increase for an average home assessed at $345,000. The budget was passed unanimously and Township staff applauded for their work. “Fifty per cent of the year’s capital budget is directed to transportation and of that, 80 per cent directed towards rural roads, going to where the roads are most impacted. “Council took off the parochialism and went through the budget,” said Coun. Joann Chechalk. While the Township’s new growth brings added revenue, it comes with new demands to plan robustly to meet the needs of the growing community. The 2018 operating budget includes three service level changes including increased funding for the Community Improvement Program (CIP), the hiring of two additional personnel in the Public Works
Department and provision to hire a by-law enforcement officer. It also includes the second allocation towards the MURS project of $298,000 and approval of capital and special projects totaling nearly $4 million. Major projects include $940,000 for resurfacing of rural roads; $412,500 for replacement of equipment and rolling stock; $360,000 for repairs to Bridge 23 on Boyle Road; $180,000 for Wade Road sidewalk replacement; $278,600 for new base and truck radios for Fire Services; and $250,000 for the Smithville Square Parkette. Raising the issue of the MURS allocation, Coun. Mike Rehner questioned the math and the compounding impact on taxes. He wanted clarification of how the $289,000 which represents a five per cent tax hike was included in the 4.84 tax increase. Donna DeFilippis, director of finance outlined how assessment growth gave the township the room to increase the levy without the tax rate. “We added the MURS allocation, but had revenue to offset this. We look at assessment growth. We can raise this part of the levy that will not have impact on the average homeowner. To talk about the levy that council approved includes the MURS
application,” DeFilippis said. Mayor Doug Joyner said residents were aware the MURS allocation represented an approximate five per cent tax increase over each of the three years ($283,500 in 2017, $298,000 in 2018 and $307,000 in 2019), but that the resulting higher levy was offset by the assessment growth. The MURS project broke ground last September and is planned to include a new arena, library, skate park, splash pad, and indoor and outdoor walking tracks. The first phase is expected to be completed this summer. “It was a difficult budget for us. We redesigned our financial system internally and that has been a lot of work,” DeFilippis said. The 2018 budget is the first financial report presented to council in this format. Last year staff implemented the new financial software platform while a complete redesign of the chart of accounts was also undertaken. The new system aligns all of the various reporting requirement to the Township and provides more detailed information. It’s also one of the larger capital budgets and included on the operating side, a massive hit on wages. A key impact to the budget included the introduction of Bill 148 (Fair Work-
places, Better Jobs Act, 2017). Salary and benefit costs comprise approximately 69 per cent of the total township operating budget. Total salary and benefit costs in 2018 total $5,402,600 compared to a total of $5,066,900 in 2017, representing a $335,700 increase. “You’ve done a great job on the budget this year. The township is moving ahead,” said Coun. Jason Trombetta.

Passed away peacefully at Heritage Green Nursing Home on Tuesday, March 20, 2018, at the age of 98. Predeceased by his first wife Evelyn Larsen (1948). Beloved husband of the late Blanche (2009) for 58 years. Cherished father of Patrick (Joanne) Lynch of Grimsby, Carol-Anne Lynch (Phil Kozuh) of Burlington, Kathy (late Bob) Nickel of Grimsby, Bonnie (Rick) Derbecker of Brampton and the late Suzanne Lynch (2016). Treasured grandfather of PJ, Cheryl, Kit, Kathryn, Joshua, Scott, Alyssa, Jill (Dan) and Janice (Noel) and great-grandfather of Jake, Samantha, Christien, Etian, Charbel, Ally, Maria and the late Joanna. Dear brother of the late Jim (late Doris) Lynch, Gert (late John) Gerrard, the late Gene (Gladys) Lynch, the late Reg (late Florence) Lynch, Ray (Teresa) Lynch and the late Bill Lynch. Jack began his military career in 1941 and worked on various bases in Canada and overseas for several years, retiring in 1968. He then went into teaching math at Beamsville Secondary School, retiring in 1984. Following his retirement, Jack divided his time between Grimsby and Florida, enjoying his hobbies of golf and bridge and attending all the social events that Blanche arranged for them. Visitation took place at STONEHOUSE-WHITCOMB FUNERAL HOME, 11 Mountain Street, GRIMSBY (905-945-2755) on Friday, March 23, 2018, from 3-5 and 7-9 p.m. with Prayer Vigil at 7:30 p.m. at the Funeral Home. Funeral Mass was celebrated at St. Joseph Roman Catholic Church, 135 Livingston Avenue, Grimsby, on Saturday, March 24, 2018, at 12 noon. Cremation with interment at Chapel Hill Memorial Gardens at a later date. Daniel passed away peacefully at McNally House Hospice surrounded by love, following a courageous battle with cancer on Tuesday, March 20, 2018 at the age of 22. Good indication With about 50 people turning out for an initial fact-finding discussion about ins and outs of running for municipal politics, they winds of change continue to blow. Nearly half the crowd was female, also welcome news. It was interesting to hear that Better Niagara, which co-hosted the event with Grimsby 40 (a group of concerned citizens hoping to see change on Grimsby council), has hosted six such sessions around the region with 200 attendees. West Niagara supplied 25 per cent of the interest in one meeting. The meeting was not structured for currently sitting elected officials, but that did not stop West Lincoln Coun. Terry Bell from attending. It is hoped his ears were perked when Debbie Zimmerman and Tony Joosse were talking about being educated and responsive to citizens on a variety of topics as West Lincoln’s council could certainly heed some of that advice, as could Grimsby’s. A second meeting will be planned for newbies. It might be a good idea to hold a third meeting as a refresher for councillors who have overstayed their welcome and forgotten who puts them in their respective chairs. M.W.
Frying pan to fire with open houses So much to write and so little space. First, anyone who was at the open house extravaganza last week for the twin towers/bonusing will know what a dog’s breakfast the latter part of that discussion was. There were no real surprises in the tower discussion, but certainly some design aspects to work out. That feels like a semantics at this point. If LJM was approved for 18 next door, will 22 and 19 really be any different? The bonusing, though, yikes! While the public had lots of questions and input, it was shocking to hear how little understanding the Planning Committee had of their own guidelines. And when they noted significant concern with having the director of planning being the person responsible for what developer even qualified for bonusing - which is essentially a developer paying a negotiated amount (on a case by case situation as there is no guideline) in return for being approved for extra height on a project – well, that shocked everyone in the room. It was noted that level of power and responsibility should be in the hands of the Planning Committee and council, which is should give not an ounce of comfort to any taxpayer in town these days, and not a staffer. Completely logical and, while council has been logicdeficient at many key points in the past couple of terms, it is agreed that council should hold ALL the strings on bonusing. What confounds is that the LJM bonusing payment of $200,000 was rolled through unchallenged in any way shape or form and nobody knows how it was arrived at or justified...myself included.
MIKE WILLISCRAFT It could be the best deal the Town of Grimsby has ever seen, but I could also be ridiculously undervalued. Who knows? One would think, if you divide it out, it seems low. LJM was approved at 18 storeys by the esteemed council, while 12 were permitted, so $33,000 per storey doesn’t seem like a whole bunch. As deadline wraps up, I am carb-loading in preparation for what promises to be a packed house at the DeSantis 8-storey condo for downtown Grimsby open house. With 245 signed in last week, packed standing room through the lobby at town hall, and comments to me from another 20 people who saw it packed and didn’t both coming in, I suspect 400 could turn out tonight. One never knows, though. People who stood for hours last week may just sit at home and wait to hear what happened through the grapevine. I hope not. People need to educate themselves and not depend on hearsay on this major issues. Whether it is me or a neighbour, someone else’s opinion is their own. Learn about these issues, form your own opinions and plan to get out and vote. That doesn’t mean you have to agree with me on even a single point I’ve ever made. It just means educate
yourself and participate. If current councillors are on your Christmas list, vote for them by all means. Just make sure you vote!!! Enough of all that. As I was talking with John and Debby for the piece in this week’s edition after their fire, it was interesting the parallels of their situation and mine. Now, they had a fire and lost all their personal items, that is far and away a major difference. Their comments about carrying on business and people thinking they were closed due to the fire were oddly similar to my situation and people thinking we have disappeared after we relegated ourselves to the back of our office so this huge renovation could be done to suit requirements of the fire department. I know what impact I’m seeing, so no problem giving them a story to let all know they are up and running. I surely feel their pain. ****** Lastly, I inadvertently promoted Ald. Steve Berry to Planning chair last week. He chairs Public Works, while Ald. Nick DiFlavio chair Planning.

Council, stop “Let’s Make a Deal” approach Dear Editor, When it comes to growth in the Niagara Region, the 2017 Growth Plan for the Greater Golden Horseshoe and Provincial Policy Statement set the stage

Multi-headed bylaw being considered Dear Editor, As you are aware, there are several issues in the Town of Lincoln that are under bylaw revision, namely: Public Property Signs, Private Property Signs, Clean Yard Bylaw, and the infamous Animal Control Bylaw, of which I have had numerous conversations, emails and suggested revisions (over the past 3 years) with the Town (concerning cats). I was assured I would be notified when the by-law revisions were ready for presentation to the public. That was not done. It has come to my attention that a meeting was held by By-Law Enforcement Services, to present amendments to these By-
laws to the public. I did not notice it in the paper, because unfortunately (?), this public meeting was not advertised in the usual fashion as either a Town of Lincoln Public Meeting or Open House. Rather, it appeared in smaller print under Town of Lincoln “Community News” with the Header “Information Night - By-Law Enforcemernt Services”. Whether this was intended to downplay these very serious issues is a matter of opinion. These issues, in my opinion, are too important to slide under the radar. I would like all concerned citizens in the Town of Lincoln to know that copies of the proposed By-laws
- Property Signs, Animal Control and Clean Yards, are available from the Town office, 905-563-8205, Chris Collings, Ext. 280, or can be scanned and sent to you by email. This is a time-sensitive issue and if you missed the notice, as I did, I would urge all stakeholders to get a copy of these proposed revisions, put your thoughts on paper, and return your comments to Chris Collings as quickly as possible. asked at the Feb 20 Council meeting to include a moratorium on this height bonusing, Grimsby Aldermen did not question or entertain the idea and voted to approve the Secondary Plan as presented by Planning staff. The Downtown is next. Developers are asking for twice the maximum height on Main Street. There should be no more excuses from the Town that their hands are tied by the Province, this Council has the power to do something about it. If this Council will not close the bonusing loophole and stop “Let’s Make A Deal” planning, tell the Region enough is enough, and enact a moratorium, as of right now no neighbourhood is immune and “the sky is the limit”.
