Grimsby moves on hospital corridor plan By Mike Williscraft NewsNow Grimsby council has approved proceeding with a $100,000 hospital corridor study. Ald. Steve Berry, who chairs the Planning Committee, said the study, approved by council Monday night, will give the Town a baseline of detail on

which to plan commercial intensification along Main Street East between Nelles Road and West Lincoln Memorial Hospital. The study, with costs shared 50/50 with Niagara Region, gets underway later this month with the first public input session – a visioning workshop –

planned for early May. “We don’t want developers to come in and say, ‘This is what we want to do’, and we’re not ready for it,” said Berry, adding one of the deliverables will be establishment of intensification plans. “We want the public to be involved. We want the public in-

volved in the public planning process. This plan was first discussed in fall 2016 with terms of reference being established with an eye to qualifying for the regional Smarter Niagara lncentive Program. The proposed project plan involves three phases and includes

West Lincoln eyes 4.84% tax increase A tax increase of 4.84 per cent was approved by West Lincoln’s Administration/Finance/Fire Committee Monday night. Council is expected to ratify the approval next Monday, March 26, at its regular meeting. The increase represents an increase of $54.91 for a home with an average assessed value. According to the report, the Draft 2018 Operating and Capital Budget includes the second allocation towards the MURS (Multi-Use Recreational Site) project of $298,000. Salary and benefit costs comprise approximately 69 per cent of the total operating budget. Total salary and benefit costs in 2018 total $5,402,600 compared to a total of $5,066,900 in 2017 ($335,700 increase). This represents a 6.6 per cent increase over 2017. The budget includes a three per cent ($177,000) contribution – up from the recommended two per cent – to capital reserves to offset a forecast deficit which that fund will experience over a 10-year period. “The projected negative balances in the Capital Reserve for the years 2019 to 2027 will require Capital projects to be deferred, or the Township will have to incur long-term debt in the form of a debenture in order to complete the projects as proposed,” states the budget report. Staff recommended that some of the projects funded from the Capital Reserve be financed through a transfer from the Reserve set up for the Settlement Road Agreement.

Grimsby native aiding cancer research With an interest in being an advocate for child cancer research, Rebecca Harber set out with a modest goal and an idea just over one year ago. The Centennial College grad and Grimsby native created a Be.Brave.Badge after volunteering a Sick Kids Hospital. “Just finishing post secondary school, I didn’t have a lot of money, but I had time, so I knew I could start an organization making things for these kids instead of donating money,” said Harber. The badges are free to cancer patients and their siblings, while donations are appreciated, email: Be.brave.badge@ gmail.com for details. “Every dime goes to research,” noted Harber, adding her initial goal was 150 sales in recognition of Canada’s 150th anniversary last year. Grimsby businesses will stay put Just to continue the Gary Thompson love-in, I can confirm he, too, is a great guy. I have known and supported him for about 20 years. I have an immense amount of time for folks like Gary, and current Different Strokes owner Val Potvin for that matter, who put everything out on the line as entrepreneurs doing something they love while trying to make a buck or two. I also have a lot of time for people who are no-bull, straight shooters. Gary is definitely in the category and anyone who knows him will corroborate that. Right, Gary? He has his say on the facing page, and my intention is not to refute that. My story stands and he is certainly welcome to comment, just as anyone in the community is so entitled. A couple of things need to be clarified, and these points were made directly to Gary in two lengthy conversations over the last week, so I don’t want anyone thinking this is a hit and run deal. I understand why he has taken the position he has, as he explained to me, so all is well. So here we go. The matter of development, any kind of development in Grimsby right now could simply not be a hotter topic. Of the concerns listed was people being surprised to hear about a property sale and possible development plan in the paper. Anyone who has been out and about since Christmas knows there is a boat load of rumours out there about various properties changing hands with varying scales of development coming in behind the deals. I have checked them all out. Every one. Some had validity, some zero, but they have all been checked out. This one; I had

Gary noted the agreement of sale is conditional, so not final. Realtor for the developer, Dave Jarvis, noted to me the closing is about a month away and he expects no issues. Now, it’s real estate and nothing is final until it is final, but that is the state of things as I understand it. Paramount in all this is the viability and continuity for the two businesses in two buildings in question. Not only is there NO change expected for either business, but Dave has explained, in detail, that not only will there be no intention for either business to vacate their location in the short term, but plans which have been developed call for them to remain where they are. As he noted in the story last week about concerns for the two historic buildings at 19 Elm Street and 13 Mountain Street, any development plan would be to accentuate and sustain these two properties as part of an enhanced streetscape. This thinking, Dave said, would ensure long-term viability. Dave, too, is someone else I have dealt with closely for more than two decades and I trust his word. Now that’s

In talking with Val at length on Friday, she noted that during Sunday, March 11’s Kinsmen mini-putt event that members of a team which included members of Grimsby council, she overheard aldermen telling those in their circle about how much they thought the new development on that site would be great for downtown, expanding on the look and design of sketches. Again, given the revolutions of the rumour mill I am guessing members of council would likely have been offering some level of knowledge based on an inquiry as these kinds of things are coming up almost every day. You can debate if that is right or wrong all day, and it would be easy to take that circumstance out of context but, my point there is, having a story show up four days later with on-the-record detail should be a good thing and create some level of stability at a time when crazy rumours are rampant around town. Again, my opinion. I don’t deal in rumour. I deal in fact. That noted, it was an error to report the property is sold – final – when it is a conditional deal, whether a close is imminent or not. My apolgies there. With that all covered, I have offered to help out Val and management at neighbouring The Syndicate – who make 13 Mountain St. home and are coming up on their 5th anniversary – with a business feature to let the community know what they have on the go, which is a lot from my initial conversations. My door and phone are always open to all. These are good conversations to have and I welcome them all.

Downtown project story premature: property owner Dear Editor, Imagine my surprise when I sat down to read NewsNow last week. I was suprised to learn that someone else owns my property and worse yet, I hadn’t received payment. although a conditional offer has been accepted, it’s still a long way from closing. Lives and occupations are at play and those people, in my case, Different Strokes, deserves better. To find out your business or your job may be affected by this is nothing short of dispcable.

I only hope that this lack of consideration does not spill over to whatever else is planned. The developer can speak for themselves on the matter of continuity for Different Strokes. I have every reason to believe “Strokes” will be around for years. In the meantime, apologies are in order to this longstanding business.
