Packed house hears WLMH plan Frustration abounds about rebuild,

but optimism for proposed services

In the areas in which the HHS does not control its own destiny his answers heightened frustration. A packed Grimsby

Activity Centre, 250 seated and another 100-plus standing, hinged on every word as MacIsaac rolled through a detailed presentation: the results of its Our Healthy Future project. The goal of the project was to arrive and a locally driven plan to outline care mandates within the six-hospital HHS system. Keys to the HHS’s long-term plan for

WLMH include: • 24-hour emergency care • maternal and newborn program • community surgery program • Community Medicine, which includes integrated primary care, healthy aging and seniors care, specialty clinics, and advanced diagnostics. The latter would include installation of a CT scanner for local use, which drew a round of

applause from the crowd. MacIsaac even prefaced the entire night’s proceedings by offering a clear and unequivocal statement right off the top. “It is a priority for us to get the whole facility replaced. We are intending to rebuild the hospital,” said MacIsaac. As well, MacIsaac noted that residents in WLMH’s catchment area would

also have “access to (HHS’s) vast network of premium care at all of our sites.” EXTENDED Q&A At that point in the evening, the intention was to allow those in attendance to break into smaller groups and discuss with the many experts on hand for each of the main services to be maintained in Grimsby. Story boards and representatives for each specialty had

been assembled. But the massive turnout changed the agenda for the evening and MacIsaac thought it best to allow those in on hand to ask questions and voice concerns, while he would do his best to give detailed answers where possible. You have not mentioned anything here about time frames,” said Rozender. “I won’t promise what I cannot control,” said MacIsaac, noting the service outline he had just laid out would go to the Local Health Integration Network (LHIN) for its approval in June and if all goes well the proposal would get the Ministry of Health in the fall. “We’re the ones trying to keep the facility together. We are moving as expeditiously as possible.” MacIsaac extracted the proposed expansion of day surgery services for WLMH as an example of how the board is looking to entrench a future for WLMH. He called upon Leslie Gauthier, director of surgery – one of many department heads and senior administrators on hand that night to field questions – to explain the proposal. Gauthier said WLMH would see its operating suites expanded from two to six and

MacIsaac said Dr. Joan Bellaire is in the process of working on the number of beds aspect and noted “there is no view to change to any type of private health care.” He did say the job of the whole HHS system to provide the best overall care for patients and, regarding beds, they need to

solid and everyone would have access to “world class” health care through the HHS system. This year, HHS has planned to cut 97 FT job to save $30 million. About 40 of those jobs are vacant currently. The remainder of employees will be offered retirement packages and redeployment to limit impact. HHS’s $1.2 billion budget has been frozen for four years, necessitating annual cuts of $25$30 million.

Virtually all questions were tied, somehow, to WLMH’s physical plant and its future. “With St. Catharines getting their new hospital and Niagara Falls looking like something will happen sooner than later, where do you (HHS) stand in as overall Ontario priority?” asked one attendee. HHS vice-president capital planning Kelly Campbell told the crowd the process to get to a shovel in the ground after MOH approval for a build finally comes would be about five years. The crowd was not happy with the MOH. Grimsby Ald. Steve Berry asked what could citizens do to gain the attention of the provincial government. While some in the crowd shouted things such as “let’s block the QEW” and “let’s head to Queen’s Park”, MacIsaac noted, “The community has put its money where its mouth is”, and added that residents can work through MPP Tim Hudak.

Peach Kings take Niagara finals opener in overtime The never-say-die Grimsby Peach Kings bounced back from a 3-1 deficit to take Game 1 of their Niagara District Jr. C finals in overtime, 4-3, in Glanbrook against the Rangers. Glanbrook jumped out to a early lead just 1:20 into the contest with Dillon Cipretti – from James Thorpe and Marcus Brydon – noting the Peach Kings only goal in a 3-1 first frame. Grimsby was also outshot 13-7 as Glanbrook dominated the period. Although the second period was scoreless, Grimsby had taken the best Glanbrook had to offer and a powerplay goal by Matthew Jambrosich – from Brennan Smith – early in the third drew the Peach Kings within one. Then, with only 3:13 left on the clock, Addison DeTullio evened the

score – from Curtis Conrad and Cipretti. That trio decided things just 21 seconds into overtime when Conrad tallied the winner – from DeTullio and Cipretti. Game 2 in the finals, which is also the Schmalz Cup quarterfinals, was set for last night, Wednesday, in Glanbrook. Grimsby will then play host to the Rangers for Game 3 - Friday, March 11 – and Game 4 – Sunday, March 13. In the regular season, most games were very close between the two. One game needed double-overtime to decide the winner. The sixgame regular season series went to Grimsby, winning 4-2, but they only outscored Glanbrook 20-19. All games start at 7:30 p.m.

Shipwreck By Skip Gillham The former Jacques Desgagnes, a Canadian ship that had been an occasional Welland Canal trader, sank off northwest Cuba the day after Christmas 2015. It had been sailing in the south since 2005 after years of Canadian service. The ship had been built at Zaandam, Holland, in 1960 and designed to carry pulpwood on the St. Lawrence as Loutre Consol between Anticosti Island, Port Alfred and Trois Rivieres, QC. The hull was rebuilt by Desgagnes in 1977 and the deck was reinforced for heavy loads such as machinery and railroad ties. Reality of power corridor hits home in WL Dear Editor, Hey Niagara! Have you felt it? Have you seen it? It’s in West Lincoln and Wainfleet! It’s real! It’s a tension and negativity that grows as the FWRN IP project takes over more and more of our landscape and our lives. The topic of conversation in West Lincoln is: • Those things are HUGE and there are SO many!!; • Have you seen the size of the transmissions poles and how close they are to the road?; • Have you noticed how they are placed so we have a blind spot at the end of the driveway?; • Have you seen the damage to my road?; • Did you see the mess the connector lines make in the road al-

lowances and the mess that was made of the road there?; • My road is closed to traffic and I need to drive around daily to get to work - it takes me 15 minutes longer to get to work; • I live kms away from the HAF project. My family is severely impacted and there is no help for us; • Have you seen how many trees have been sacrificed for the transmission lines, I hardly recognize my road anymore?; • I am surrounded by the HAF project and I am unable to sleep and I have headaches directly related to when the turbines are operating.; If you have not experienced or noticed any of this concern and anxiety, you are one of the fortunate ones.

Be thankful, but please do not forget that many Niagara residents are affected by this project. We did not ask for this imposition on our rural landscape. We did not ask to live in a “Construction Zone”. We did not ask to become a “industrialized” rural community.

What’s wrong with this picture?

There was some head scratching last week as U.S. flags flew over Grimsby Gateway Thursday afternoon. A production team filming a bilingual, independent movie, “Mobile” took over much of the facility. Part of the interior was redone to depict a bus station.

Beamsville entrepreneur will be missed Hundreds of family, friends and business acquaintances made a point of stopping by the visitation for venerable Lincoln businessman Abe Dueck last week: a deserving send off for a man who invested thousands of hours growing multiple businesses in Beamsville and elsewhere. Abe was an entrepreneur’s entrepreneur. By that it is meant he always had something on the go, multiple projects, in fact. A straight shooter who knew what he wanted and how he intended to get there. Both visitation sessions went considerably longer than scheduled, a testament to Abe’s reach into the community after decades of work both in the business community and through his church. A man of solid character, he will be missed. M.W.

Anyone ready to get a little dirty? Yes, I am a procrastinator, but I left this space for last this week on purpose. Really, I had to, if not wanted to, as virtually everyone in the door and person I spoke to on the phone said, “Hey, were you at the hospital meeting? What does all that mean? What’s REALLY going on?” There was a lot of very important information covered at that full-house meeting at Grimsby Activity Centre, some of it relevant to the night, some not, but all of it important. First, I have to give Hamilton Health Sciences CEO and president Rob MacIsaac props for standing in the line of fire and taking every comment, criticism and question in stride. The fact he took questions was an important change to an agenda which initially called for a straight forward presentation of the future services proposed for West Lincoln Memorial Hospital through HHS’s Our Healthy Future project. The room was to break into small groups and senior management and docs were on hand to field all questions relating to the proposed service areas. It was very important for MacIsaac to address questions in front of the whole group. Siloing information, or even the appearance of same, would have done a disservice to the effort that went into drafting the service proposal offered. Every question was valid, although some a bit misguided in nature. For example, a couple of folks asked about transportation connections to and from HHS’s sites for both patients and their loved ones hoping to visit them. While this is an important matter, since the catchment area for the entire HHS system is massive compared to little

MIKE WILLISCRAFT old Niagara West on its own, health care providers have a massive issue of maintaining health care services as best they can in the face of capped or reduced funding from the province. Transportation, while vital, is simply not in their purview. Another major matter is the massive elephant that was parked in the room even before people showed up. What the heck is up with the WLMH rebuild and when can we expect to see it? Could there be a more cornerstone question regarding health care in the community than that? I think not. MacIsaac was crystal clear that a rebuild is a top priority and part of HHS’s planning for WLMH’s future. From a local perspective that is all we can ask of them. After that, we get mired in the useless McGuinty made Ministry of Health shield, er, Local Health Integration Network (LHIN) which would need to puts its stamp on anything before it gets to the MoH. There was an angry murmur rumbling through the crowd when one official said it would take about five years from the time the provincial government – which will likely have to be Tory for anything to ever happen - gets its act together and

green lights the thing to get a shovel in the ground. That estimation is bang on. So, two key things and I am running out of space. With the proposed services announced, they are a great fit for our community. To a large extent, we would get everything we wanted and then some. The “and then some” comes in the form of expanded day surgery – expansion from two operating suites to six – for low-risk procedures. That puts WLMH on the specialty map and bodes well for its place in the future of HHS. That is a good thing any way you slice it. Lastly, and I don’t know about you folks, but I am ready to get good and cheesed off again at the provincial Liberals and their disregard for common sense governing. We have done everything asked of us, waited patiently for nearly two decades – which is ridiculous in its own right - and got bupkes in return from McGuinty and now Wynne. Frustration is compounded when you look at the trainwreck Liberal policies have created and massive waste beyond the comprehension of most which is now commonplace. When someone said, “Let’s block the QEW” I thought, that’s nuts...now, I think, “why not?” The Liberals will only react if the heat is turned way up. Residents noted St. Catharines got a new hospital. A new facility was not even on the map for Niagara Falls and it looks like that will have happen before a new WLMH, so why not take things to the streets and get a little dirty? Anyone who wants to get a committee together, call me. I’m in. I did it in 1997. I did it in 2012. Third time is a charm, right?

Council needs to explain ongoing CoGen costs Dear Editor, After 6 years of sitting idle, due to poor engineering and cost overruns, the Grimsby ‘CoGen’ gas fired turbines have now been started up. You can hear them screaming as you walk past the Town Hall. Before, you may have wondered what Mayor Bob’s latest $1 million edifice to his big thinking was ... to electrify the Town Hall. Remember this has the power output of a Ford Pinto ... for $1 million. Never mind that the Town doesn’t need that much power, so bring your extension cords. Mayor Bob’s stated objective for the CoGen was to take Town Hall and the Arena “off the grid”. Because of poor reliability, it has been changed to providing ‘occasional power just to the Town Hall’, and was promoted to be a money making project – for the contractors and Grimsby Power directors maybe . Questions that the mayor won’t answer, at least not in this newspaper: 1. Has the Town Hall been disconnected from the power grid and is now exclusively

powered by the CoGen as promoted? And if so, why does the Gas Plant run over the weekend, when no one is in the building? 2. At the Town Council meeting of March 16, 2015 it was voted “that we take $40,000 from the Town Hall Administration Budget” to enable the start-up of these turbines. Is this really an “Administration Budget” item? John Dunstall made the motion but didn’t know he authorized an inappropriate expense. 3. How is the $750,000 cost that the Town incurred to buy the CoGen from Grimsby Energy Inc. being accounted for? What are the other costs, i.e. additional component(s) needed to make it conform to Canadian safety regulations? How are they being paid for? 4. What is the annual operating and maintenance costs to run these jet engines? 5. Did anyone on council read about Canada`s commitment to stop burning fossil fuels for power generation and expelling those pollutants to the atmosphere? Lastly, does anyone on Council understand
