Officials from Grimsby, Lincoln and West Lincoln, the municipality’s respective fire departments and the Ontario Fire Marshal’s in Gravenhurst were all represented.

Aside from the benefits to having a training facility in town for all area departments to utilize, Cain said the changing makeup of the community necessitated this kind of growth. “Faced with the reality of tower cranes and hi-rise construction in the Casablanca neighbourhood, council and Grimsby Fire Department have been challenged with questions pertaining to the future of GFD and the look of local fire protection services,” he said. The new training facilities at Station 2 will give the GFD the opportunity to practice in ‘real’ emergencies.” Cain agreed. “Synonyms for the term “professional” are “specialized, qualified, trained, and proficient”; with respect to firefighters, “professional” is not earned merely based on one’s employment status,” noted Cain. “All firefighters that are charged with the responsibility of protecting our communities have to be “professionals”; and need to have the resources necessary to train to be “professionals.” Ald. Dave Kadwell, a nowretired firefighter, said keeping all firefighters up to date on training for all varieties of

News Now • Thursday, June 23, 2016 • Page 3 calls is of paramount importance. “It is of great importance to keep our firefighters trained to respond to many hazardous potential types of calls,” said Kadwell. “These, one of many types of call situation scenario’s could happen to a firefighter, never, once or often in his or her career. Thereby having a training centre in your community helps to prepare you for that emergency situation, to be at your best to protect life and property in your community.” Kadwell noted that the investment in training, if it allows the municipality to maintain its “volunteer” crew, is well worth it. “That fact remains, volunteer fire services in Grimsby, Lincoln and West Lincoln save our collective communities millions of dollars per year as compared to the alternative career fire department model,” added Cain.

Berry noted several other benefits he sees by having the facility in Grimsby: • being able to divide the manpower into different stations and not have as many personnel responding to medical emergencies where 2-4 people are needed. Presently GFD does an ‘all call’ which results in two issues - an increased cost to the Town and stress on personnel who have to respond and put more stress on their work and personal lives; - The Town is obligated under the Ontario Health and Safety Act to provide adequate training to all employees, and; - The Town trying to maintain a paid, part-time department. A career department would result in increased costs which has benefits but is more costly. “This facility is a huge mile stone for the future of the Grimsby Fire Department,” said Kadwell.

Grimsby Ald. Dave Kadwell got what he wanted at Mondayâ€™s night meeting of town council â€“ a motion lifted from the agenda to allow a full discussion. The problem was, he said, insufficient information was provided to allow council to make an informed decision on a Grimsby Energy requested $600,000 loan. None of the other council members agreed, though, voting 8-1 in a recorded vote, Kadwell was the only dissenter opposed to the loan. â€œThatâ€™s a lot of money and the request was backed up by very little printed information. As well the matter came up on short notice,â€? said Kadwell of when the matter arose at last weekâ€™s Finance and Administration Committee meeting. â€œI thought it important for full council to be able to discuss it. It was lifted and discussed, then the mayor called for a vote.â€? His concern was not so much about the utility needing a financial boost to cover short-term costs, but that any additional cash was needed at all when council has already cosigned a $4.5 million loan to pay for the utilityâ€™s biodigester project on Sobie Road. The $600,000 is to cover unpaid biodigester expenses. â€œIt just doesnâ€™t set well,â€? said Kadwell. â€œIt that $4.5 million already gone?â€?

Swinson looked for a new challenge and she got it. The Beamsville District Secondary School student took the 47.5kg class for her second straight title this spring. En route to the final Swinson dominated her weight class winning three matches by technical superiority (10 point difference) and her semi-final by a 1st round pin. In the final she met up with last year’s silver medalist in the weight class, Jaylin Reyes from Laura Secord. It was a back and forth battle with Swinson eventually coming out on top with a 6-4 victory.

Orsula last straggler through seaway By Skip Gillham For Newsnow

The St. Lawrence Seaway had its latest closing on record when the waterway shut down on January 1, 2014. It stayed open longer than scheduled to allow Orsula, the last straggler, to clear the system. Orsula should have departed sooner but it ran aground off Tibbett’s Point, near Cape Vincent, New York, at 12.27 a.m. on December 25. It was not a nice present for the Captain,

already delayed by ice, and a barge had to be called to unload part of the grain cargo and allow the 17 - year old, 200 metre long laker to float free. The ship was released on December 29 and then, reloaded the cargo and raced to exit the Seaway. Fortunately, thanks to icebreaker assistance, it was successful. Two years earlier, on December 15, 2011, this same ship got stuck

east of Trois Rivieres, Quebec, due to an electrical power failure. Four tugs were able to pull Orsula free at high tide. The ship has been a Great Lakes trader since 1996 when it first inbound with a cargo of bauxite for Thorold. Known at that time as Federal Calumet, it was renamed Orsula in 1997 and has been a regular inland trader bringing steel, coils and slabs, to our shores before departing with grain.

Bob died on June 13, 2016 at Roseway Manor, Shelburne, NS. He was born on Sept 24, 1924, in Bridgewater, NS, the son of Dawson Isaiah Wagner and Mabel Eugene Hunter. He graduated from Mount Allison University, and Pine Hill Divinity Hall, the United Church theological college. Over a 40 year career, he provided pastoral care in: Cape North, NS; O’Leary, PEI; Little Current, ON; Vineland Station, ON; Palmerston, ON; and Hamilton, ON. Bob is survived by his wife, Pauline Bisbee Smith Wagner (Shelburne, NS); his son James and his wife Elizabeth Wagner (Beamsville, ON); his daughter, Carol Wagner (Burnaby, BC); his grandchildren, Bradford Wagner (Toronto, ON), Trent Loosemore (Calgary, AB), and Victoria Loosemore (Burnaby); and his former son-in-law, Gary Loosemore (White Rock, BC). He is also survived by his step-children Diane Purney (Shelburne, NS) and James Smith (Winnipeg, MN), and by his son David’s second wife, Andrea Wagner (Oakville, ON), and her children Azia and Dane Onofrychuk (Edmonton, AB, and Oakville). Robert was predeceased by his first wife of 50 years, Rachael Dimock (Belmont, NS), and his son, David and his wife Sandra Wagner (Oakville). He will be missed by Rachael’s sister-in-law Ida Dimock (Belmont, NS), and by the children of Rachael’s predeceased sisters and brother: Grace Hollingsworth Kilcup, Charlotte King, Rosamond Draper and Edwin Dimock (all of NS). Funeral arrangements are under the care of the H. M. Huskilson’s Funeral Home, Shelburne, NS, with visitation and a funeral on June 16, 2016, and interment to be in Pine Grove Cemetery, Shelburne, NS. Station #2 will come through It really is a good thing the Town of Grimsby is doing constructing a new firefighter training centre to go along with a completely new Station #2, all to be located at the old Calder School site on Mountain Road at Elm Tree Road. But why does it not feel like? I’ve spent a lot of time mulling that one since it was confirmed that the groundbreaking ceremony was imminent. It most assuredly has nothing to do with the fire department itself. That organization has run like top since I came to town in the mid-1990s. No, the culprit, clearly is the track record of the town itself, whether it be administrators and councils of the past to keep projects in line and on budget. For all intents and purposes, every multimillion project the Town of Grimsby has touched in the last 15 years has gone far over budget. Now I am sure there have been a couple of lower profiles ones which hit the mark, at least I hope so, but whether you take the art gallery/library project, yikes! The dog’s breakfast which was the town hall “renovation”, millions over initial projected budget, ouch! More recently, well, the meter is still running on the Southward Park on Mud Street. It is over time and over budget, but dust not settled there as yet. And don’t get me stared on biodigester-mania but when I saw last fall they were buying used parts to accessorize their brand

And then this week council gets a $600,000 request from Grimsby Energy to borrow said funds, confirmed to be for unpaid costs related to the biodigester. Now, did Grimsby Energy, Grimsby Power, Niagara Power not already obtain funding for the biothing via the co-signed loan which the Town of Grimsby obligated to this past spring? As Ald. Dave Kadwell described this week a sparseat-best report came to the finance committee last week, and on short notice, allowing for little information and no questions answered, said Kadwell. This to the point where he sought a seconder for a motion to be brought to this past Monday’s council meeting to have the $600,000 loan matter lifted from the agenda to allow full council the opportunity to thoroughly

chew on it. “That’s a lot of money and request was backed up by very little printed information. As well the matter came up on short notice,” said Kadwell. Yep, that is pretty much par for the course when it comes to how hydro has treated council on the biodigester project. So why? Why could the hydro utility need to borrow $600,000 from the Town when the Town just cosigned on that $4.5 million loan? Can it be that hydro officials have already blown through the $4.5 million and need the added dough for cash flow? Who knows? Given the ongoing veil of secrecy on the project it is doubtful the public will ever know. And what ever happened to that unpaid dividend from years ago still owing to the Town from hydro? Still not paid, despite promises from last fall’s annual general meeting. So how does that make sense. I owe you, say, a couple hundred thousand, unpaid for years. They I knock on your door and ask for a loan of $600,000. Would you loan it? Never! I am going way out on a limb here, and, no, I won’t risk any of my hard-earned money on this, but Station #2 will come in on time and on budget! Something has to go right for the taxpayers of Grimsby, yes? There certainly are no guarantees, but odds are in our favour! I should call Steve Wynn and see if he’ll get a line set up in Vegas, over/under, the whole bit.

Dear Editor, We’ve had a few people have commented on your editorial (“Sometimes common sense should prevail”, May 26) last month. It has prompted the question, ”have you guys been paid your legal costs yet?” Anyway, sad that this is still ongoing, six years later, with taxpayer dollars, and nobody knows or cares. The Town is still disputing our costs - needless to say, a very large amount due to games they played, the OMB hearing they pushed for and the years it was dragged on.
