Province antes up $41 million By Mike Williscraft NewsNow The District School Board of Niagara will receive $41 million in funding from the provincial government to build its new Niagara West super high school. St. Catharines MPP Jim Bradley made the announcement Monday at the DSBN’s education centre in St. Catharines on behalf of Minister of Education Mitzie Hunter. The new school is scheduled to open in September 2020. Following an Accommodation Review Committee process which wrapped up in March, the DSBN voted to close all three Niagara West high schools in favour of a super school to be built to accommodate up to 1,500 students. Following the announcement, Trustee Cheryl Keddy-Scott was excited to look to the future. “We’re very thankful to our senior staff,” noted Keddy-Scott, who added staff submitted the business plan to the Ministry of Education which culminated in the funding announcment. “The school will be a big benefit to the students and will include everything they need to succeed.” With this funding commitment, the DSBN can move forward
with the process of building the new facility. “There are many exciting milestones to come, including site selection, design, and getting shovels into the ground. We look forward to working with the communities to deliver a school that all students in west Niagara will be proud to call home,” said Kevin Maves, DSBN’s vice-chair. The location of the new school has not been determined, but Chair Dale Robinson said the Board is committed to finding an appropriate location to serve all three communities. Keddy-Scott said several locations are currently being reviewed with a hope of nailing down the new property over the summer months. “As trustees, we want a new location as soon as possible,” said Keddy-Scott, adding there is considerable red tape to work through. “The process is moving forward. As a Board, we’ll make a decision.” Bringing students together under one roof will allow the Board to offer high school students in west Niagara a greater variety of programs, athletics and extra-curricular opportunities. The consolidation will also result in the reduction of over 1,100 surplus student spaces.

GHAC From Page 2 Brandt that had been set for Monday afternoon after he saw the agenda for Monday night’s meeting come out and he and his group were not on it. “I have been heavily involved in heritage since we came to town in 1983,” said Watt. “I think I will look for other ways to do that now, maybe with the historical society.” Brandt said Tuesday Watt could still have made a delegation. At issue for many of those who filled the gallery were the terms of reference for the “new” committee. Ald. Nick DiFlavio noted five different corrections to the proposed draft, including a name change. There was little debate about approving the amended proposal, save Ald.
Steve Berry suggesting council hold off a month to allow the public an opportunity to comment on it. “I’d like to see what we’re passing,” said Berry. DiFlavio said the adjustments were minor in nature and a delay was not needed. Council agreed. Mayor Bob Bentley said the changes to GHAC were necessitated when the Town received complaints about disagreements causing an unsafe working environment. Bentley said council is responsible for providing a safe, healthy work place and, after getting legal advice, initiated an independent investigation into “bullying and harassment” claims. The result, Bentley said, showed there was harassment from one GHAC member and, in another in-
stance, there was bullying, but not harassment. He said options at that point included removing one member of the committee, removing more than one member of the committee or, essentially, rebooting the committee. Bentley said he is investigating the options of making the confidential report public. “We will not tolerate harassment and that is why we made the policy decision,” said Bentley. CAO Derik Brandt went so far as to say the harassment has continued despite the “pause” the Town has taken after dissolving GHAC last fall. Berry defended staff who have been the point of concern on several planning and heritage related issues in recent months.
Staff are at a disadvantage when it comes to their ability to speak up, said Berry. “We can’t have mudslinging of staff in the newspaper,” he said, adding if people don’t like what is happening, that is what elections are for. “We make a decision and move on.” DiFlavio said everyone is looking forward to “starting with a clean slate” and “put the negative behind us.” While council approved a series of measures with the new terms of reference for Heritage Grimsby - which is to be its short-form name which shifts many responsibilities onto staff and off the committee itself, Berry noted many concerns with tinkering with the independence of Town com-
mittees when it came to a Committee of Adjustment item. Regarding a Garden Drive minor variance application, the CoA voted against a report made by planning staff that the proposal was not minor in nature and should not be approved. The motion at council was to file an OMB appeal of that decision and the Town hire legal representation to defend their position. “I don’t know where this puts us in terms of the committee,” said Berry. “Are they (the CoA) just supposed to approve what staff recommend?,” he added, noting the committee is supposed to be and independent body. Brandt said the committee is independent and, as such, council cannot overturn the decision but can appeal it to the OMB.
Later on the agenda, under New Business, Berry went off on a lengthy diatribe regarding recent coverage of findings from the Ontario Ombudsman’s office in NewsNow. Citing everything from fake news to made up news to National Inquirer references and that NewsNow has “become the Grimsby Inquirer”, Berry was disgruntled at June 12 clarification to a June 5 story run on Page 3. He thought it should have been on Page 1. “Report the news, don’t make up the news,” said Berry. The original story started on Page 1 and concluded on Page 3. Bentley added that the Town was reviewing the use of a metaphor in a June 15 opinion column in NewsNow as possibly “inciting violence”.

Smiling campers all set Family and Children Services received a handsome cheque and backpacks last week in support of Summer Smiles, which will send nearly 500 children to FAC’s camp this year. Wise Guys donated more than $6,000 which will also help with hats, sleeping bags and other items. “Kids will attend local YMCA camps, Brock camps, day camp and sleep-away camp. It is a great opportunity for them which they might not have without our support and that of the community. We love giving them the chance to have fun, learn and grow,” said FAC’s Ann Godfrey.
The Wise Guys Charity donated more than $6,000 to the FACS Summer Smiles Camp last week. On hand were: BDSS’s Amy Beckett, Wise Guys’ Anne Kemp, FACS’ Andrea Monaghan and school organizer Sandra D’Amelio.
Students from the graduating BDSS transition class who helped with the program and were on hand for the presentation last week were: Kali Stacey, Eric Spinosa, Ryan Kulikowski, Brian Knetchel, Alexis Rowley, Marcus Fitz, and Jack Middleton. Shane Morrison was absent for the picture.

Dear residents of Grimsby, On behalf of the Grimsby Benevolent Fund we would like to thank you for over 50 years of community support. As leaders in the notfor-profit community, we are facing greater challenges as more families and individuals are struggling to make ends meet. Even after 50 years of providing support services in Grimsby, the Grimsby Benevolent Fund, known to many as GBF, was not well understood and the awareness of the services provided was low. Few people knew we were more than a food bank or thrift shop. The name itself, Grimsby Benevolent Fund, was confusing to many and it did not resonate well outside the immediate area. Did you know that a portion of the retail store’s revenue funds all operating expense, allowing 100% of donor’s monetary contributions to be allocated to support programs with the balance of the revenue directed to funding other services? This means every dollar you spend in the GBF store helps your community members thrive. Our largest program is the food bank, which has a high level of awareness within Grimsby but less outside of our community. Did you know that GBF spends approximately $200,000, annually on food over and above the generous donations from the public? There was little recognition of our other programs related to health and wellness. GBF invests close to $200,000 annually in health and wellness programs that provide assistance with dental care, eye care and prescription expenses. This also includes support for our youth – awarding bursaries, partnering with schools to fund breakfast programs, financially assisting other agencies to fund youth counseling and providing supplies to help at back-to-school time.

Another little known service delivery is our housing support. In 2016, GBF successfully launched a rental subsidy program that provided affordable housing to 40 families in Grimsby. These programs totaled $175,000, making housing accessible to more families in need. All of our programs are forward-thinking and responsive to emerging changes locally. GBF staff and volunteers are committed to creating social change to reduce poverty through research, education and advocacy, and to engage, energize, educate and lead Grimsby in creating a hungerfree community. In order to raise awareness of the expansion of our services, we decided it was time for a new name and new look. The branding process helped us redefine our mission and organizational culture. We appreciate everyone who took the time to be involved in the branding survey and engagement consultations. We are very proud to be presenting this new look for our organization as we evolve to meet community needs. With a nod to our history and founder we have retained the iconic circle and GBF within the brand. We are pleased to re-introduce ourselves as GBF Community Services, with four key pillars – Food, Housing, Health and Store. Our services ensure those in need receive the basic provision of food security, housing assistance, health and wellness support and a retail store that is available for all in the community. It is our hope that the community clearly understands our purpose and we welcome new volunteers, community partners and donors to join us.

Tim Hortons Grimsby generated more than $15,000 earlier this month as part of the company’s national Camp Day promotion with Tims raising $13.7 nation-wide through the sales of coffee and extra donations from customers as well as camp day bracelets. Helping out were Grimsby Tim Hortons general manager Nicole Thornley, Sgt. Les Vuyk and Grimsby Benevolent Fund general manager Marion Thorp.
A light DSBN moment There is not a lot of humour in the District School Board of Niagara’s decision to close the three Niagara West public high schools in favour of a super school. Yes, progress. Yes, it will be fancy. Yes, it will be filled with all the things students need to set themselves for the future. But there is a massive loss of character, sense of community, history and social fabric and when every single student needs to get bussed to the new location, save for those with parent taxis, the immediate impacts will be evident. The longer term impact will unfold over decades. But when the DSBN’s press release announcing provincial funding starts with, “It’s official: students in west Niagara are getting a new high school!”, that’s pretty funny. If it wasn’t official before, what was it? Half-baked? A silly thing, but it’s good to find humour where there is precious little. M.W.
Unarmed and dangerous Wow, hmm, where to start with this one.... It seems I owe an apology yet again. Sorry, dear reader. I really do my best to try to ignore the unfortunate traffic mishap that is Grimsby Town Council but it is near impossible. The rhetoric that oozes from council’s collective mouths can be astonishing. To experience it, just disagree with them. It quickly becomes apparent that the dissident is either completely stupid (in the eyes of council), a for-all-to-see troublemaker, or wrong...because it would be impossible for council to have actually made an error of some sort. In the last year, I have upwards of a 1,000 calls, emails, hand-written letters, drop-ins and casual chats at public events with people who have been generally shocked by the conduct of some on this council. Actually all of council have been discussed in this vein as there are members of council who have sat idly by and been mere spectators not supporting inquiries from the community or addressing truly unfortunate conduct of other council members. In a recent email exchange one resident responded regarding council’s disappointing lack of interest in operating in an unfettered democratic matter this way: “... isn’t that what democracy is all about? Freedom of speech? Being challenged about decisions, information, ideas or philosophies should be encouraged in a truly democratic system. It’s how our lives are improved, and changes are made. Mistakes are made by all of us, and we need to own those mistakes, learn by them and move forward. They are not doing this. They don’t want their mistakes out in the
MIKE WILLISCRAFT open, which means they will not learn by them.” That statement sums up the last term of pain. And council is not without their own justified frustration. The Niagara Power, Grimsby Energy, Grimsby Power, HoldCo2 - whatever you want to call it - debacle is just plain sad. Early on, council was ushered down an expensive one-way biodigester street from which there is no exit. Once hydro blew threw the first $4.5 million in Towncosigned loan. There were some on council that didn’t like that move. Only Ald. Dave Kadwell spoke out, with Ald. Joanne Johnston offering an occassional challenge or inquiry: the rest, complicit by their silence. It was oddly entertaining to hear council speak of bullying and intimidation with respect to former members of Grimsby Heritage Advisory Committee. To quote any child, takes one to know one! The best was my good friend, Ald. Steve Berry. He went on, at length, at a couple of points during the proceedings - if you have Cogeco, I strongly encourage you to watch the meeting, the whole meeting. about ethics and the need for me to report the news not make it up...all I can say is, ‘ooh, burn’. I must have made up that council has allowed millions upon millions of dollars to be blown as capital project after capital project has blown up in the faces of taxpayers. Council built a fancy new park and didn’t even account for the need to for two new, permanent staff for it. I must have made up that the biodigester is now more than double its initial $3.5 million budget, heading north over $8 million. I made up the project has blown past three government deadlines for completion (with extensions for two of the three at the 11th hour) and any ramifications from the May 25 deadline being missed still pending. I made up the Ontario Ombudsman has busted council twice for contravening the Municipal Act for how it conducts business. And then there is the hundreds of thousands blown on the Jordan Greenhouse fiasco. The list goes on. The fact is, when you disagree with this council, the messenger doesn’t get shot, they get bullied. A prime example is Mayor Bob Bentley eluding to a simple metaphor used in last week’s column as “inciting violence”. Well there was a room full of cheesed off people there Monday night... no clubs present, just anger and disappointment. To watch this council week after week is truly difficult but I’ve got big shoulders. I present facts, no matter who likes it or doesn’t like it and, in the end, I quote Winston Churchilll: “Never engage in a battle of wits with an unarmed man”.
