NPI shows Town the money By Mike Wiliscraft For NewsNow All that was missing from Sean Straughan on Monday evening was a red suit with puffy white trim. Straughan, chair of Niagara Power, was at Grimsby Town Council to present the largest dividend cheque to be handed over by the utility to date $414,000. “We wanted to get the good news out before the summer recess,” said Straughan. In making the presentation, he stressed the importance of having an asset which can put its resources back into the commu-
nity unlike “faceless companies which take the money and it disappears.” Mayor Bob Bentley lauded the hydro board and employees for their efforts noting some of the hurdles which had to be cleared in the last year. “When you went through that rate application...they skinned us pretty good for the capital work you needed to be done,” said Bentley. Asked what factors were included in generating the $414,000, Grimsby Power CEO Remy Fernandes, who
was part of the presentation, said in an email, “This presentation is being made in accordance with the Shareholder’s policy at Niagara Power Inc. This cheque is based on the previous year’s audited statements (2017) and performance - approved by the boards. Straughan provided more detail, however, noting a new rate structure applied for in 2016 powered the contribution. “That cheque was strictly the result of the 2017 operational results of Grimsby Power. Each year they may declare
a dividend,” noted Straughan in an email Tuesday morning. “It has nothing to do with any other financial instrument that may exist. “2017 was the first full year of the new rates (rate rebasing) the company had applied for in 2016. The process is every five years and the first year is usually the best.” Ald. Steve Berry noted at council that hydro crew has also had a stellar record when it comes to safety. The utility has been accident free since 2008 - which translates into more than 350,000 hours
or accident-free work. While Ald. Carolyn Mullins noted hydro had “given back to the Town” $1.5 million since 2011, Berry said that amount was more than $8 million including dividends and interest on promissory notes the Town holds. Noting he wants the “facts to be known”, Berry said suggestions Niagara Power and its various companies be sold off are premature. Ald. Drum Down Sun tonight It’s said that Zepheniah James has been drumming since as long as he could hold a baby rattle in his hand! Tonight, Thursday, June 21, he will put his skills to work leading the Drumming Down the Sun event at Charles Daley Park at 7:30 p.m. James’ “home” instrument are the Conga’s. He first learned how to make Conga’s by apprenticing with a master craftsman, and then he learned to play them. He plays all types percussion and teaches Djembe, Kit, Congas and hand-percussion instruments James originates from Montego Bay, Jamaica and came to Canada in 1992. He lived in Toronto until moving to Niagara Falls in 2016. In his time in Toronto, James facilitated two drumming groups, had many individual students, two professional bands for which he was lead singer and percussionist. He’s played with Percy Sledge and many reggae greats.

Tad too late? The plight and future of one of Grimsby’s most storied homes has played out in painfully slow fashion for years. The Grout Nelles home – or the Burgess home for more recent residents, 133 Main St. E. – has been the subject of ongoing consternation for many years now. Former members of Grimsby’s Heritage Advisory Committee point to it as another example of the ineptness of the Town’s planning officials. Neighbours have pointed out repeatedly holes in the roof and open windows have been left gaping over several years. Finally, Grimsby council acted, sort of, by passing a bylaw Monday which states the Town will enter into an agreement with an architectural firm “for required repairs as per Property Standards Order...” Ald. Dave Kadwell asked what that meant and was told it was to get an assessment of the work which needs to be done. The word ‘assessment’ is nowhere. Town officials may want to check that again because that is not what the bylaw states. Usually such things are worded in meticulous detail. That bylaw is not. M.W.

Doling out cash is a popular one pre-election - the feds and provincial set have made an art of it. They can get four rounds of PR fluff out of one contribution...just like they are doing with GO announcements of late. Grimsby gets a taste of it at the municipal level this week with a sweetly timed hydro dividend - positioned nicely, mid-June, right before many check out for the summer. September would be too suspect with October 22’s municipal election looming and campaigning in full tilt. Make no mistake, the campaign has started for those who have declared and incumbents who have yet to sign up. It is no coincidence the two - if one really does happen in July as Mayor Bob Bentley said Monday would happen most significant hydro (biodigester) updates will come in the dead of summer. Remember last year’s beauty?! The NewsNow front-page headline, “$10 million and counting for biodigester”. I guess that was the other half of the story, eh council? I’ve said this before and I will say it again. I would love nothing more than for that ridiculous project on Sobie Road to make gobs of money for the Town. I have no dog in that hunt. All I have ever asked for is honesty, 100 per cent honesty; not the carefully crafted storylines which purposefully tell about one-third of the what is really going with that project and other hydro issues. Ald. Steve Berry said Monday there was no need to look at selling off the Town’s biggest asset. I used to think that way.
MIKE WILLISCRAFT When the whole entity was created, it was looked at as a golden goose the province someone erred with in allowing a local municipality the opportunity to print money and add to its own coffers on an annual basis. The catch, the publicly owned business would have the status and protection of a private business. It is not a private business, not even close, and should never have been given that status. The boards of directors have used that protection to put taxpayers’ money at risk in ways a town council never could. Now, council is the shareholder and can and should have control over its own entity, but that has never proven true. For years, members of council complained they could not get the simplest information request met. That whole dividend that wasn’t a dividend fiasco was a prime example. While a report NOT generated by Town officials - who are ultimately holding the financial bag on hydro - was read into the council record, current and past staff don’t give it an ounce of weight. They still believe the amount in question is a receivable of the Town. This week a sweet honkin’ cheque gets drafted up and $414K get dropped into the Town coffers - saying noth-
ing of the seeming double dip tax system where hydro can raise rates of its customers (taxpayers), generate more money and channel it into the Town’s budget without calling it a true tax increase... interesting? Bottom line of that, though, great! I am a fan of consumption-based taxes. If I use more electricity or gasoline, I pay more. For those who don’t use more of those commodities, you pay less. It is as fair as tax can be. But how that money is used is the BIG question. Berry used Monday night as an opportunity to grandstand more about presenting “all the facts”. It will be interesting to see if Grimsby Energy chair Shafee Bacchus opens the books to tell the other half of the good ol’ biodigester story. Let’s hear about the several non-compliance issues the facility still has, although all were to be in place before operation started. Let’s hear about the capacity issues of the one feeder stock system and finally flush this percentage of efficiency bunk down the drain. Let’s hear about the unit freezing up and how that was handled. There are so many things on the “other half of the story” ledger it is staggering, boring and extremely repetitive and for that I apologize. I just cannot look the other way when millions of taxpayers dollars are at risk behind a veil. Everybody makes mistakes. Me included. The bio has a ton of them, as did the CoGen, so let’s air them out. Tell 100 per cent of the truth and move along. I am all for making lemonade out of lemons but sitting back and trying to tell taxpayers over and over it is really orange juice does not serve anyone well.
