By Mike Williscraft NewsNow The rewriting of the still-brief history ofGrimsby’s biodigester rolled through another chapter at Monday’s night’s council meeting with a new cost projection of $10-million-plus being rolled out for the first time. Ald. Dave Kadwell noted that as recently as his personal tour of the Sobie Road project’s site that he was told by chairman of Grimsby Power Joe Panetta the projected cost was still $8.5 million. Shafee Bacchus, the chairman of Grimsby Energy told the packed council chamber costs - which were originally set at $3.5 million when the project was first set up, then bumped to $4.5 million - have soared past the $10 million mark and will still go higher. Bacchus’s presentation went all the way back to 2009 when he noted Niagara Power’s board of directors requested a study of alternative energy projects and a biogester

was chosen over wind and solar initiatives. The project has been dogged by major issues from the start. At the Mayor’s Breakfast in Fall 2015, then project manager James Detenbeck said the project would generate a $350,000 net profit for the 20-year span of its FIT contract. On Monday night, Bacchus said the net profit would $400,000 per year. This included $150,000 from “engine fees”, or tipping fees from haulers paying to pump their food waste into the biodigester system. This is a brand new component to the project which is still pending provincial approval. Regardless – since the clock started running on the fixed-term, 20-year FIT contract in November 2015 – by the time the biodigester produces usable methane nearly two full years of the contract will be exhausted. Grimsby chartered accountant Delight Davoli, who was in attendance Monday and has been following the biodigester file said the project numbers do not add up. “The emperor has no clothes,” said Davoli of the profit projections. “Their presentation (Monday) night was full of optimism, pretty pictures and blame for Mother Nature. But it was also overly optimistic on potential revenues, overly conservative on potential expenses, contained no details on what they have spent nor how it has been financed. And, as alway, this lack of disclosure leaves us with more questions than answers. Those involved directly with the biodi-

gester have convinced themselves – and it would appear Council, too – that the cloak of biodigester clothing is magnificent. But as the child said in the fairy tale, the emperor has no clothes.” Bacchus said the system is projected to operate with three per cent down time annually and used a 17 cent/KwH FIT rate for calculation of revenue. “Residents of Grimsby should be proud of this project,” Bacchus said. “It’s educational.” In the last update to town council on Jan 16, 2017, Panetta told council “We should be done in February to late February. Hopefully, we’ll be producing gas in late February.” Bacchus noted many changes to the project have caused setbacks as well as weather-related issues. Ald. Joanne John-

ston and Ald. Dave Kadwell were the only members of council to ask any pointed questions with Johnston’s inquiry about a financial bottom line bringing the $10 million bombshell. Bacchus said a major part of the costoverrun was the fact the German-made generator was bought in Euros and by the time it was paid for the Canadian dollar had dropped significantly in value against the Euro. He also noted a $250,000 non-refundable deposit had to be made which was unexpected. There were suggestions made that selling the remnant from input materials as fertilizer could also be a possible income stream for the project at some point, but that is not in motion at this time as the focus is on

getting the project up and running. “We give it to the farmers to put on their fields,” said Panetta of those who provide a minimum quantity of “grass and twitch”. “We have people waiting in line now for the liquid stuff.” Mayor Bob Bentley also noted there could be additional revenues from surplus methane production. Kadwell asked a series of questions about everything from governance to cost overruns. On the issue of deadlines relating to the FIT contract, Kadwell asked about a May 25, 2017 deadline which was supposed to be a drop-dead milestone for full operation . In Fall 2015, the initial deadline, a milestone test was created by bringing in huge gas tanks to fire the generator and show it

could generate power. This allowed an engineer to sign off on the project, but a one-year extension on completing the overall facility at the time, Detenbeck said. When that one-year deadline came and went in Fall 2016, he said a six-month extension was given moving the milestone to May 2017. Panetta told NewsNow in November 2015 “a one-month reprieve was extended” initially by the Province to avoid penalty fees for not being up and producing power as stipulated in the FIT agreement. The fines for missing that initial deadline could have been as much as $19,000 per week. On Monday, Panetta told Kadwell there were no other deadlines. “That’s your dates.

I’m not sure where those other dates came from,” said Panetta, adding the only deadline he was aware of was the initial Nov. 25, 2015 deadline. Kadwell also questioned how the project was being funded as the Town had only guaranteed an initial $4.5 million loan in May 2016, adding he was told as recently as his June 13 tour the project’s cost was still at $8.5 million. “How are you paying your bills?” asked Kadwell. Bacchus provided next to no information on this point, saying only, “We have several subsidiary companies.” In an email Tuesday, Panetta wrote: “inter company loans are always done as you are aware in all corporations, we are no different.”

Town of Lincoln getting ahead of MPAC-related tax concerns Recent calls to Town of Lincolnâ€™s office has set off a bit of an alarm with the administration that residents are not seeing their tax bills clearly. Tax bills were recently mailed out and some residents, upon seeing how much their taxes went up, called the Town to voice their displeasure. â€œI have received a few calls and brought this up with other CAOs. This is primarily a result of reassessment. This was a reassessment year as set by MPAC, the overall town/region/school increase is 3.22 per cent,â€? noted Lincoln CAO Mike Kirkopoulos. â€œWe had one resident say her assess-

ment increased by 20 per cent.â€? This was a similar conversation which arose during West Lincolnâ€™s hotly contested MURS debate when rural property owners were citing increases over 30 per cent by the time all increases, MURS impact and MPACâ€™s reassessments were rolled up into one total. â€œWe balance affordability with service demand/ expectation,â€? said Kirkopoulos, adding Lincoln is the third lowest in comparison to other local area municipalities for affordability in relation to property taxes and water/wastewater as a percentage of Income.

â€œThis year is unique, well, every four years is because MPAC has reassessed properties. Therefore, while there was only a 3.22 per cent increase to Lincoln residents this year, their tax bill may appear higher due to a reassessed property. We take resident concerns seriously and understand the concern about the perceived increase at a municipal level. The MPAC reassessment, on a Niagara-wide basis, is revenue neutral meaning the overall taxation in the region remains the same while some properties see their assessments rise, others see declines which offset increases.

Happening goes great after some adjustments

Happening at The Forty went off without a hitch after some mid-week adjustments. Partial road closures due to the July 6 fire necessitated some Main Street activities being cancelled. Despite that, all went great from the Friday concert and fireworks at Southward Park to a very busy closed off Main Street between Christie and Patton as well as Coronation Park.

Grimsby cadet earns distinction Warrant Officer Second Class Kendra Gardner of Grimsby, a member of 62 Phantom Royal Canadian Air Cadet Squadron, has earned a top distinction. Gardner is one of 10 senior air cadets chosen from a pool of nationwide applicants for a staff cadet position at advanced aviation technology courses at Canadore College held July 4. Those selected become the senior leaders of the camp. They are tasked, alongside the adult staff members, with the supervision, leadership and mentorship of the 120 course cadets who will be attending the six-week courses from July to August. The staff cadets partake in a week long pre-course when they arrive at

camp where they learn more about their position and responsibilities and in some cases, compete to hold their position for the rest of the summer. “After completing AATC last summer, I couldn’t wait to return as a staff cadet and create the same amazing experience I had for the course cadets this summer,” said Gardner. The staff cadets at AATC Canadore are one of the smallest teams of staff cadets, however, the strong bonds that these youth form will become invaluable over the next six weeks. When asked what she enjoys the most about the advanced training at AATC Canadore, she said, “the best part of the training has been the focus on leadership and teamwork. I really want to be

Dorothy Frances Givens, “Dot” (Jeffery) (nee Moore)

died with family by her side in London, Ontario on July 14, 2017 at the age of 95. Born in Shaunavon, Saskatchewan to Colena and Frank Moore on June 5, 1922, Dorothy was the youngest of eight children. Armed with her adventurous spirit, Dorothy moved across the country to Barrie, Ontario, to train for her career in nursing. While there, she met and fell in love with a young, ambitious Doug Jeffery (1988). They married and raised three sons, Paul (2016), Peter and Perry (Darlene). They lived in Nottawa, Palmerston, Fort William, and Dartmouth, eventually settling in Beamsville, Ontario. Dorothy was an amazing wife and mother, and expertly nursed Doug in his final years. The next stage of her life began with her marriage to Delbert Givens (2006). They enjoyed a beautiful retirement together, and when Del’s time came, Dorothy cared for him with tenderness and love. A proud grandmother of 12 grandchildren Erin Fay (Jim), Kyle, Catie Lesniak (Dan), Taylor (Ashleigh), Haley, Travis (1987), Melanie Clark (Evan), Emily, Tyler, Jesse, Evan and Laura. Dorothy was always generous with her time and gifts, which she was known to share with everyone who knew her well. Dorothy had a contagious love for life, and a passion for caring for others, working with the Victorian Order of Nurses for 35 years. She was a progressive woman ahead of her time, teaching us all that hard work, compassion and love, sprinkled with humour, are a perfect way to live life. A special thank you to all the staff at McCormick Home where Dorothy resided for the last six years, especially Eileen, Sabrina and Dr. Birch for their dedicated and compassionate care, as well as the team from Home Instead. Additionally, a sincere thank you to MaryAnn and Nissy and the entire nursing team for their exceptional palliative care over the past week. Ashley Miller, program development manager of GBF Community Services visited St. John Catholic Elementary School to meet Grade 1 students, Aliza Arjani and Amelia Vieira. Aliza shared with Ashley that she had a vision to donate all of her old toys to less fortunate children. With the permission from principal Deborah Guthrie, Aliza and her good friend, Amelia, implemented a toy drive and began encouraging their classmates to donate a gently-used toy, too. On the last day of school, Ashley collected two large boxes filled with toys to bring back to the food bank for other children to enjoy. Great job Aliza and Amelia! Bio row a very long one to hoe Before I go on with the mundane stuff, I would like to note the Grimsby Farmers Market has taken up a temporary home in the parking lot behind town hall, adjacent to Peach King Centre. With traffic still limited downtown and ongoing issues relating to the July 6 fire as well as pending demolition, market officials made the prudent decision to keep the ball rolling in a new locale. If nothing else it will be an interesting test run to see how things go with a set-up there. Market times will stay the exact same, Thursday from 3-7 p.m. ****** Trust and credibility is a fickle beast and when they’re gone, they’re gone. The spectre of Grimsby’s biodigester came out of its groundhog hole for a second “update to council” on Monday night, it saw its shadow and, undoubtedly, scurried back into its hole who knows when to be seen again. Yes, there are lots of complexities to this project, but there are so many simple little things that just don’t need to be, yet they are. Case in point, I ask Joe Panetta if he could send a print out of the evening’s speech to me after the meeting. He directs me to Shafee Bacchus, chairman of Grimsby Energy, who would be making the presentation. No, no copy...he just had notes. Well his notes must have been pretty detailed because, except for a small break or two for additional comment, he read from a script for 10-plus minutes, occasionally looking up at the PowerPoint images that went with it.

MIKE WILLISCRAFT It really means nothing and is completely incidental but it just part of the petty mix that this project has become. It’s symbolic, really. Monday night there was little in terms of detailed information. The one bombshell which really nobody wanted to hear, including me, was the total price tag clearing $10 million. With estimates in January around the $8 million mark, nobody outside of a handful of people saw that number coming. Kudos to hydro officials for being forthcoming on that point. After that, the information pretty much dried up. Bacchus and Panetta, chairman of Grimsby Power, danced around a few questions of Ald. Dave Kadwell - most notably about how the now-$5.5 million-plus cost overrun is being covered since the Town only cosigned a $4.5 million loan last May. Bacchus just said the organization had several subsidiaries. Tuesday Panetta noted funds were coming from “inter-company loans”, and, on those loans, “we will pay interest and principle to the shareholder at interest rate higher than we pay at the bank”, which is great, if you can make the payments. On the finances of this,

I speak to three different accounts on a regular basis, a couple of engineers and several other people with a working knowledge of the construction and energy industries, so the opinions I have formed are not based on emotion or personality. Reality only please! The picture painted Monday was not quite rosy, extremely optimistic if not naive at best. I do count myself among those who would love to see the thing get going and I really just hope it finds a way to break even. Profit? Not on my mind as the economic skies are considerably darker. I could go deeper, but there will be another time for that. Right now, I just wish Grimsby councillors would step up for their ratepayers and put questions out there thousands of people have – and demand answers, not a simple twostep to dance away from a line of questioning. On the costs and revenues, a host of questions still remain which may or may not be fleshed out in coming weeks. It really depends on how things materialize. Most aldermen sat on their hands Monday night. As usual, Kadwell attempted to illicit information. Joanne Johnston got in a couple of questions. And there will be new issues which have not even popped up, but a foreshadowing came this week with complaints about truck traffic and spillage on Town of Lincoln roadways. People downtown would not be any happier if these vehicles are rumbling through the core headed up Mountain Street for the Sobie Road facility. This is a LONG way from over.

Dear Editor, At Monday’s Town Council meeting, I sat with stunned amazement in the front row, listening to the Grimsby Energy executives giving a totally inadequate and inaccurate litany of excuses for why this project, after seven years of poor planning and mismanagement, still isn’t producing biogas to generate electricity. Their prime objective of receiving Feed-In-Tariff subsidies appears now to be in default of Article 9 of the Terms and Conditions which required it to be in full commercial operation, two months ago. I won’t question the outlandish excuses for project mismanagement, as the key manager responsible, who gave me a one-onone tour of the project site, is no longer employed by GEI and wasn’t in attendance. I will, however, comment on the annual financial performance details that were shown: • Under ‘Revenue Sources’, they claim the Feed-In-Tariff (FIT) contract is estimated to generate $1,400,000 in income running at full capacity. No power generating facility has ever run at full capacity for a year. Al-
